2 CHAIRMAN S INTRODUCTION 2013 was the year for London Youth Games Foundation to build on the London 2012 Olympic and Paralympic Games and inspire a new generation. For the London Youth Games, we focused on creating that mini Olympic atmosphere and experience for all involved. We smashed our one year old participation record with a phenomenal 114,598 participants in 2013 through inspiring borough competitions, expanding activities and opportunities through FanFest, and continuing to maintain the support and competitive opportunities via the School Games programme. Nearly 5,000 volunteers were involved across local, community and city events, and their quality was enhanced this year with the introduction of an accredited GamesForce Events Award which we are excited about and hope to see grow in the next few years. The London Youth Games hosted the biggest competition programme in our history with 82 competitions across community and schools, catering for 31 sports. We have seen a 12% annual growth in the number of competitors at our London Youth Games hosted events since 2008 and the programme is now four times as big in comparison. As well as our flourishing competition and volunteer programmes, we have again broadened our activities through the introduction of the Cultural Programme. This includes the opportunity for young people to try sport throughout FanFest or become involved in arts, music, dance and other cultural activities at the London Youth Games. We are engaging with more young Londoners than ever before and have set ourselves a goal of young people from every London school being involved in our competition, volunteering and cultural programmes. We are ambitious, but we have great backing. In 2013 we continued to invest in local projects via the Balfour Beatty Sport Development Grants with 95.8 Capital FM s Help a Capital Child and other funding streams. With an extension in the Balfour Beatty sponsorship and with other key partners such as Sport England National Lottery funding we are striving to reduce the need for Local Authority funding through building reserves and introducing new funding partnerships to support delivery. 4 LONG TERM STRATEGY Investing in local projects STRATEGY London Youth Games Foundation s goal is to inspire young people from every school to be involved and inspire a generation to compete and volunteer in London Sport. There are six strands to the strategy: GROWTH: Using the Games as a catalyst to increase participation and volunteering. We will do this by maximising the potential of the School Games programme, working more closely with National Governing Bodies utilising programmes such as Sporting Pathways and Sports Development Grants (see page 5) and supporting community pathway competitions through the introduction of the GamesForce Events Award (see page 6). FINANCE AND GOVERNANCE We ensure there is a stable financial platform. This will be achieved by maintaining existing partnerships with public and private funders and developing new commercial or in kind income and build reserves towards 2014 of 200k (see page 9). TEAM We know the success of London Youth Games is based on the people who deliver the Games, both paid and unpaid. We will ensure there is a great team of staff and volunteers who are recruited, trained and recognised. PARTNERSHIPS We recognise the value of collaboration and work closely with Local Authorities, NGBs, School Games Organisers, Youth Sport Tust, Sport England, London Pro-Actives, DCMS to ensure the London Youth Games are embedded as a critical part of London sport. (see page 8) PROFILE We will enhance the profile of the London Youth Games and youth sport throughout the capital. We will strive to create a sense of prestige and enhance the Games experience for tens of thousands of young Londoners. (see page 7) DELIVERY We will continue to work on delivering high quality competitions and events that encourage and motivate young participants, coaches and volunteers. We will ensure our competitions best meet the development needs of young Londoners and the wider sport. (see page 5) FanFest gives young people a taste te of sport, culture and education programmes 4
5 BUILDING THE PATHWAY The development needs of young Londoners and the wider sporting landscape of London is at the core of the London Youth Games. Each and every competition has a purpose beyond the podium. Age-groups, formats and equipment are all carefully considered to ensure the London Youth Games delivers the appropriate level of competition for young Londoners. WORKING WITH NATIONAL GOVERNING BODIES The London Youth Games Foundation works with 26 National Governing Bodies to harness their expertise in delivering the right type competition for London. Working with representatives of England Basketball, the London Youth Games has grown the programme from two age groups to four across the different genders increasing the standard and opportunities on a regional and local level. SPORT DEVELOPMENT GRANTS Through the Balfour Beatty Sport Development Grants with 95.8 Capital FM Help a Capital Child nearly 350,000 has been awarded to community sporst projects throughout London to increase sporting opportunities for disadvantaged young people. Around 4,500 young people from seventeen London boroughs benefitted from free coaching sessions, new equipment, new competitions and newly created clubs across 19 sports. Olympic judo silver medallist and London Youth Games patron Gemma Gibbons presented the cheque at an Archery session held in Greenwich. QUALITY OF EXPERIENCE The London Youth Games prides itself on delivering a sporting experience that young people enjoy, motivating them to continue and commit even further to sport for the long-term. That s why London Youth Games utilises quality facilities, top end equipment, awards high quality medals and also attracts celebrity athletes to meet young competitors giving every London Youth Games competitor a day to remember. CASE STUDY: London Youth Games archery The London Youth Games archery competition is one of the most iconic in the programme and has proved popular across the Boroughs over the years. Due to funding via the Sport Development Grants, Greenwich has been able to fund school sessions for abled-bodied and disabled people in Greenwich and creation of Greenwich Young Archers Club. 5
6 Volunteering and our new Events Award Volunteering has grown year on year, and 2013 was no exception with nearly 5,000 volunteers across the programme. The London Youth Games Foundation volunteer arm, GamesForce contributed nearly 10,000 hours of volunteering in 2013 alone. GamesForce trained 476 individuals to receive accredited qualifications across the programme with preparing them for volunteering at London Youth Games events. 63% of these volunteers were female saw the introduction of the GamesForce Events Award. The award is important to help achieve our ambition of providing high quality training to those young volunteers who play such an important role in shaping the experience for our athletes and our events. Delivered as a four hour training course the content focuses on developing the core skills and qualities required to help deliver sports events such as the London Youth Games as well as local school and community events. This course can stand alone or be used as part of a credit for the Sports Leader UK Level 1 in Sports Volunteering. Over 200 GamesForce volunteers benefitted from this course, and we are looking to grow this across the capital to support schools and community locally. 7 RECOGNITION Hall of Fame and Annual Awards provides a special occasion to celebrate the whole of the London Youth Games family s success The London Youth Games celebrates success. The success of participants, former participants, coaches, volunteers, community clubs and National Governing Bodies is all celebrated in tandem with the on-going success of Europe s largest annual youth sports event. Our wider success is built on the individual successes of every member of the London Youth Games family. The London Youth Games places a high value on recognising achievement at all levels. COMPETITORS AND TEAM MANAGERS Everyone who finishes in the top three in an individual or team discipline at any London Youth Games is awarded a medal. Additionally, a special team manager medal is awarded to everyone who guides their team to the podium. Each medal is high quality. They are chunky and embossed including braille for the visually impaired and with a thick ribbon. Outside of the medallists, every single competitor who earned the right to represent their borough at the London Youth Games is awarded a personalised certificate and a unique wristband. HALL OF FAME AND ANNUAL AWARDS Every year the Hall of Fame and Annual Awards pays homage to the former competitors who have gone on to world class careers and recognises the achievements of the individuals and organisations who have contributed to the success of the London Youth Games that year. Since the celebratory ceremony was launched in 2009, there have been 29 names inducted into the Hall of Fame. In 2013, Karina Bryant (Judo, Kingston), Darren Hall (Badminton, Waltham Forest), Richard Kruse (Fencing, Barnet), Alex Scott (Football, Tower Hamlets) and Pete Waterfield (Diving, Hackney) were inducted into the Balfour Beatty London Youth Games Hall of Fame. This year the event was held at the iconic BAFTA on Piccadilly. Their success is celebrated alongside the volunteers, coaches and young people who help the London Youth Games thrive. MEDIA COVERAGE Every team who wins a medal at the London Youth Games is photographed, their team manager is interviewed and the story is forwarded to their local newspaper. This helps to ensure e their success is recognised and celebrated in their own community. VOLUNTEER REWARDS GamesForce volunteers who give so much of their time to help deliver Europe s argest annual youth sports event were this year invited to the Copper Box Arena in its first week of opening to the public. The event gave the volunteers an opportunity to celebrate their achievements and included special awards including a hoodie to those who had volunteered a certain number of events. A video message was played thanking the volunteers for their support. 7
8 TEAMWORK OUR COMMERCIAL PARTNERS The London Youth Games is an extended family of volunteers and paid professionals who come together to make Europe s largest annual youth sports event an incredible sporting experience for young Londoners. As well as our valued partners, there are 33 local authorities who supported the London Youth Games in 2013, particularly with the huge efforts of the Borough Team Organisers who deliver London Youth Games activities in their communities. It is all supported by a core staff team of six and a team of volunteer interns who work from the London Youth Games office in Elephant & Castle. 8
9 FINANCIAL STABILITY London Youth Games continues to provide great value for money. For every 1 of Public Sector funding, the Foundation invested almost 4 in developing and delivering sport opportunities in London communities in every borough. In addition to the delivery of a season of competitions, the Foundation invests directly in projects which can increase participation in sport with Balfour Beatty and 95.8FM Help a Capital Child. In 2012/13 almost 45,000 was invested in grass roots sport via these programmes. The introduction and growth of the national School Games initiative and open program increased the range of activities delivered by the Foundation and the number of competition days. London Youth Games Foundation managed to deliver this extra activity with broadly the same cost base as 2011/12. The charity delivered a surplus in this financial year due to the phasing of Sport England monies over the 4 year agreement. Reserves are budgeted to be 199,043 at the end of 2013/14 when the phasing effect of the Sport England monies has cleared against a target of 200,000 which is deemed as a reasonable reserve level, given the cost profile of the organisation. During the Financial Year, the Foundation secured an extension to its title sponsorship agreement with Balfour Beatty, meaning Balfour Beatty would be investing over 1million into supporting the sporting legacy of the 2012 Olympic and Paralympic Games.
