1 2012 Australian Winter Youth Olympic Team Australian Ice Racing Inc (AIR Inc) Nomination and Selection Criteria- Short Track Speed Skating 1. QUALIFICATION Eligibility In order to be eligible to participate in the 2012 Winter Youth Olympic Games, athletes must: (1) meet the performance standards prescribed by the Qualification System; (2) meet the age eligibility requirements prescribed by the Qualification System; To be eligible for the 2012 Winter Youth Olympic Games, athletes must have been born between 1 January 1996 and 31 December 1997; and (3) meet and continue to observe the eligibility requirements for Australian competitors described in the Olympic Charter; IF Qualification System (1) Allocation of quota places will be based on results from the 2011 ISU World Junior Short Track Speed Skating Championships February 2011, Courmayer, Italy. Nations that have achieved 1 st, 2 nd and 3 rd place in the final results may enter 2 competitors in the 2012 Winter Youth Olympic Games (2012 WYOG). If more than one skater from the same nation achieves a top 3 position, the quota places will be assigned in order of respective placement of other nations until all quota places are filled. Other nations (that finish outside the top 3 positions or that are re-allocated a place if top 3 is not taken up) may only enter 1 competitor. (2) There will be a total of 32 athletes (16 Men and 16 Ladies) competing in 2012 WYOG Short Track Speed Skating competition. (3) A maximum of 2 Men and 2 Ladies per nation may compete in the 2012 WYOG. (4) For Individual distance events the following principles will apply: i) The quota places are assigned to the nation in order of the respective placement in the overall result of the 2011 ISU Junior World Championships. ii) In the case of a tie the best placement in one distance will apply. iii) In the exceptional circumstances that the total number of skaters (16) cannot be filled, the nation who has finished 4 th in the overall results can enter a second skater in the 2012 WYOG. 2 (5) For the Relay event the following principles will apply: i) A mixed gender relay will be run after the completion of the individual events. The composition of the teams will be made by the Competitor Steward after the conclusion of the individual events based on the points from the results of both the individual distances. All entered skaters may compete in the relay events. ii) Eight (8) relay teams of four (4) skaters each will participate in the 2012 WYOG. Each team will be composed of different nations and two (2) Men and two (2) Ladies shall be part of the team. The ISU Qualification System is available on olympics.com.au and will be available on the ISU website and the AIR Inc website (6) Australia will enter a team of both Mens and Ladies at the 2011 ISU World Junior Short Track Speed Skating Championships. 2. NOMINATION BY AUSTRALIAN ICE RACING INC (1) In order to be nominated by AIR Inc to the AOC for selection to the 2012 Australian Winter Youth Olympic Team, each athlete must: a) make themselves available for selection by their relevant State member of AIR Inc for the 2011 Duke Trophy and have signed the nomination form (Annexure 1) and returned to the AIR Inc by the date advised in the selection policy, and if selected compete in the 2011 Duke Trophy July 2011 to be held in Sydney; b) make themselves available to compete in the 2011 Australian Open Short Track Speed Skating Championships 2-3 October 2011 to be held in Melbourne; c) attend training camps as scheduled by the AIR National Coach (date and times to be advised); and d) have achieved AIR Junior qualifying times which will be detailed in Attachment A of the AIR Selection Policy (available on the AIR Inc website ). The Selection Policy will be available on the 1 July (2) If Australia qualifies places in individual events for the 2012 Winter Youth Olympic Games in accordance with the ISU Qualification System then: a) AIR Inc will nominate the athlete/s who have met all the requirements detailed in clauses 2 (1) -(d)) of this Nomination Criteria. If there are more athletes that have met these requirements than places available in individual events, then those athletes will compete in a Nomination Trial. The Nomination Trial will be conducted in accordance with the trial process set out in Attachment 1. b) If the Nomination Trial is held and Australia has been allocated: i) one (1) quota place, then the highest ranked athlete in the 2012 Winter Youth Olympic Team Nomination Trials to be held in September 2011 in Melbourne as outlined in Attachment 1 will be nominated for selection: or Page 2 of 6
3 ii) two (2) quota places, then the highest ranked and second highest ranked athletes in the 2012 Winter Youth Olympic Team Nomination Trials to be held in September 2011 in Melbourne as outlined in Attachment 1 will be nominated for selection. c) All athletes entered in individual events may also participate in the mixed nation and mixed gender relay event. (3) Australian Ice Racing Inc will nominate athletes for selection to the AOC on 12 October 2011, but no later than 5pm on 12 December SELECTION BY THE AOC (1) In order to be selected by the AOC as a member of the 2012 Australian Winter Youth Olympic Team, each Athlete must: have been nominated by AIR Inc for selection by the AOC in accordance with Clause 2 of these Guidelines; have signed (or if a minor, parent or guardian have signed) the 2012 Australian Winter Youth Olympic Team Membership Agreement and agree to sign any entry form required by the IOC and the Organising Committee for the 2012 Winter Youth Olympic Games; (c) have observed and continue to observe the provisions of the AOC s Constitution and its by-laws (as applicable) and must not have breached the AOC s Anti- Doping By-Law unless the athlete has already been sanctioned for the breach and has completed the sanction imposed. A copy of AOC By-Laws are available from olympics.com.au; (d) undergo medical assessment and testing (if requested) to the complete satisfaction of the AOC; (e) have disclosed information to the Athlete s NF or the AOC concerning any conduct that might breach the code of conduct required of Athletes selected to an Australian Winter Youth Olympic Team under the 2012 Australian Winter Youth Olympic Team Membership Agreement; and (f) acknowledges that any matter arising under clauses (e) above is to be determined, or breach thereof excused, by the AOC in its sole and absolute discretion. (2) If, in the opinion of the AOC, an Athlete fails to comply with one or more of the requirements in (f) above, that Athlete will be ineligible for selection by the AOC. (3) AIR Inc will nominate athletes to the AOC for selection to the 2012 Australian Winter Youth Olympic Team. The AOC has the sole and absolute discretion: to determine whether an Athlete (or team where applicable) has met the requirements of selection; to determine whether or not it should select the maximum number of Athletes (or teams where applicable) permitted by the Qualification System, notwithstanding the number of Athletes who may have met the requirements of selection and/or the Qualification System. 4 4. PARTICIPATION REQUIREMENTS (1) It is an IOC requirement that Athletes attend the 2012 Youth Olympic Games for the entire period of the Games January 2012 (inclusive). (2) It is an IOC requirement that Athletes participate in the Culture and Education Sessions organised by the Innsbruck Winter Youth Olympic Games Organising Committee during the Winter Youth Olympic Games. 5. NON-COMPLIANCE If an Athlete breaches any of the requirements of the Nomination and Selection criteria, the AOC may suspend or terminate the Athlete s selection to the Team or otherwise impose a sanction prescribed by the disciplining procedures set out in the AOC 2012 WYOG Team Membership Agreement. 5 ATTACHMENT Winter Youth Olympic Team Nomination Trials Process The Nomination Trials as set out in this Attachment refer to the AIR 2012 Olympic Winter Youth Team Nomination Trials to be conducted in Melbourne, September 2011 (TBC). Subject to AOC approval, Australian Ice Racing Inc may amend or vary or cancel the Nomination Trials process as it determines appropriate and based on the allocation of quota places by the ISU. 1. Eligibility Athletes must meet the age eligibility requirements prescribed by the Qualification System, that is, born between 1 January 1996 and 31 December 1997; and The athlete must be a member of an AIR Inc State Member. 2. General Format of the Nomination Process Ladies and Men 2.1 Format of the Nomination Trials The Nomination Trials format may be changed depending on the number of individuals who meet the nomination requirements as set out in clause 2 (1) -(d). Subject to AOC approval, AIR Inc may change the format of the Nomination Trials up until no later than ten (10) days prior to the commencement of the Nomination Trials. Athletes will immediately be advised of any change. The Nomination Trials will be conducted over one (1) day according to the following schedule: Pre trial ice training session (not compulsory) Day 1 Session 1 - Round 1Time Trial Day 1 Session 2 - Round 2 Racing Individual (c) Points will follow the ISU points score system 1st Place 2nd place 3rd place 4th place 5th place 6th place 34 points 21 points 13 points 8 points 5 points 3 points (d) (e) (f) Athletes will be ranked on an overall classification. Overall classification will be based on the amount of final points earned per distance (500m and 1000m). Should a tie exist based on the final points earned for the overall classification the tie will be broken based on the following in descending order: Page 5 of 6
6 (i) (ii) (iii) (iv) Highest finishing position in any distance classification; then Next highest finishing position in any distance classification; then Fastest 1000m time; then Second fastest 1000m time. 3. Specific Format 3.1 Day 1 Session 1 - Round 1 Time Trial Athletes who have achieved the nomination requirements set out in clause 2(1) -(d) will compete in the time trial on Day 1 Session 1 (Round 1 Time Trial) of the Nomination Trials. During Day 1 Session 1 there will be time trials over the distance 1000m, Once all skaters have attempted the time trial, skaters will be ranked according to their time and the ranking this will be circulated to all skaters. All skaters will be allowed a second attempt with the seeding being from slowest to fastest. After each skater has completed their second attempt, the times and rankings will be announced. At the completion of the 1000m Time Trial all skaters will be ranked from fastest to slowest and awarded Final points. 3.2 Day 1 Session 2 Round 2 Racing (c) (d) (e) The first distance to be raced on Day 1 Session 2 of the Nomination Trials will be the 500m. There will be a minimum of twenty (20) minutes rest between finals and the commencement of the next distance division. The second distance to be raced on Day 1 Session 2 of the Nomination Trials will be the 1000m. There will be a minimum of twenty (20) minutes rest between finals and the commencement of the next distance division. At the conclusion of Day 1 Session 2 all athletes will be ranked in order of priority from the highest point score to the lowest point score. Page 6 of 6
