Announcements Any firearms approved at this meeting will be published in the Maryland Register on September 14, 2018 and, barring no objections, will be included on the Maryland State Police website as handguns, model and caliber additions legal in the State of Maryland on October 14, Since the Board last met, the Semi-Annual Handgun Rosters were sent to all Maryland State regulated Firearms License Holders.as required under Public Safety Article and to libraries, as noted in the Education Article.

19 Page 19 Concerns were raised based on the firearm s performance during testing at two consecutive meetings, with the firearm failing to fire when tested for the 4/27/18 meeting and having failure to eject shell casings during the testing for the 8/27/18 meeting. There were further concerns that all functioning issues should have been addressed by the petitioner after the first meeting. The judgement was that the Robinson Armament Co. XCR-L failed to meet #5 (Quality of Manufacture) and #6 (Reliability as to safety) as noted in Public Safety Article (having failed to successfully perform during two test firing sessions at the Forensic Science Division). The following Board Members voted to disapprove #18112 Robinson Armament Co. XCR-L for inclusion to the Roster: 1) Scott Keyser (Chair) 5) James Laughland 2) Ira Click 6) Russel Shea 3) Michael Errico 7) Melanye Smith 4) Gail Golden 8) Michael Spaulding 9) Michael Twigg Board Member Jonathan Maurath voted against the Motion to Disapprove for inclusion. Board Member George Mathias abstained from voting. By a Vote of 9 to 2, Petition #18112 Robinson Armament Co. XCR-L is NOT APPROVED as a firearm for inclusion to the Roster as it DOES NOT meet all the criteria set for in Statute. 20 Page 20 It was discovered that the Board did not have complete accurate information when making a determination on Petition # Robinson Armament Co. XCR-L at the 8/27/18 meeting. The Board s denial for inclusion was based on the assumption that the firearm failed to perform at two consecutive meetings. It was later discovered that the firearm only malfunctioned at the second testing and the firearm had inadvertently been loaded with ammunition it was not chambered for at the first testing. Based on this new information, the Board voted unanimously to reverse the 8/27/18 decision to NOT include, and instead tabled the Robinson Armament Co. XCR-L. The Robinson Armament Co. XCR-L can be again submitted for consideration for testing/review at a subsequent meeting. There was a motion to adjourn the 9/20/18 meeting at 10: 20 AM
