1 AMERICAN INTERNATIONAL MARKSMANSHIP ACADEMY RIFLE CLUB STANDARD OPERATING PROCEDURES (SOP) January, 2013 Website for information, calendar of events, match results:

2 1. Facilities: The American International Marksmanship Academy (AIM) located near Blakely, Georgia is a private commercial business closed to public access. AIM provides training and facilities for Military and Law Enforcement agencies. AIM operates and maintains one conventional Known Distance (KD) range equipped with conventional targets pits and 25 cantilever target carriers. Firing lines are located in 100 yard increments from yards. AIM also operates a 2500 meter Unknown Distance (UKD) range, multiple pistol bays, several flat ranges and demolition fields. Civilian access to range facilities is only available to organized shooting clubs who meet very stringent access conditions. The AIM Pro Shop and Administrative Headquarters, 200 Sherman Road, Blakely, Georgia. 2. Purpose of AIM-Rifle Club: The American International Marksmanship Academy-Rifle Club (AIM-RC) is an independent club formed exclusively to organize and conduct competition shooting events on American International Marksmanship Academy (AIM) ranges 3. AIM-RC Range Access For Organized Competitions: AIM management grants AIM-RC Match Directors and Range Safety Officers range access for the purpose of conducting organized, scheduled competitions under the following specific conditions: a. Competitions/events are scheduled with AIM at least one month prior to the day of the event. b. Competitions are strictly controlled and conducted in accordance with official published rules and procedures of operation (NRA, USPSA, etc). c. All competitions are registered or approved by the National Rifle Association (NRA), Civilian Marksmanship Program (CMP) or other legitimate sporting affiliation. d. All activities are conducted under the control of a certified NRA Range Safety Officer. e. All official, RSO controlled competitions are open to the public as invitational events.

3 4. Membership Eligibility: a. AIM-RC is a restricted membership club consisting solely of formally established competitors. b. Applicant must possess proof of active competitor status from an organized discipline. Accepted forms of proof include; an NRA classification card or a minimum of three published match bulletins with competitors name and score indicated. c. Non-classified personnel are not allowed to join the AIM-RC until after they have successfully completed three separate club matches under the direct supervision of an AIM- RC Range Safety Officer or Match Director. d. A hold harmless agreement must be signed by the competitor prior to being allowed membership and/or range access. 5. Membership dues are $75 annually. 6. Membership Benefits: a. AIM Cabin rentals for $50 a night (normal rate is $75). b. Ability to utilize range facilities after scheduled matches until closing each day. c. Ability to schedule range time for training during non-match times. d. Eligibility to purchase ammunition and components via drop ship at dealer cost. Rental cabins are available as single, double and triple occupancy lodging.

4 7. Funding: The AIM-RC will be financially self-sustaining. A separate fund is established to procure expendable supplies and equipment and pay out individual awards. Entry fees and award amounts will be established to ensure operational costs are sufficiently covered. 8. Member Access During Non-Match days: a. An NRA certified Range Safety Officer is required for all operations occurring during nonmatch days. b. All members requesting range access must first successfully complete an AIM range operations training course. c. AIM-RC members are only allowed personal range access on a non-interference basis. d. Members MUST schedule personal range time with the AIM scheduler (229) at least three days prior to their planned visit. e. Guests are not allowed range access unless approved (in writing) by the AIM-RC Chairman. f. NOTE: The entire range complex is closed every Monday and Tuesday. Shaw Range Known Distance range target pits (R) and covered 1000 yard firing line (L). 9. Specific Roles and Responsibilities of Club Officers: The AIM-RC staff is comprised of an AIM Employee and a minimum of two experienced competitors/advisors from each competition discipline. These positions are identified as the Chairman, and primary and alternate Division Directors. If a particular sport does not have at least one qualified Primary Division Director capable of conducting official matches, range access will be denied. a. The Chairman is appointed by the AIM Chief Executive Officer (CEO). The Chairman retains all decision-making authority. b. Primary and Alternate Division Directors are highly experienced volunteers selected by the Chairman.

5 c. Division Directors serve their individual sport as unpaid volunteers and act as a single-point liaison between fellow competitors and the Chairman. d. Division Directors act as advisors/action officers to the Chairman to organize, plan and conduct organized competitions for AIM-RC. e. Division Directors are responsible for scheduling and de-confliction of schedules of other local clubs. They also manage all aspects of discipline specific competitions under their control, including publishing of Match Programs/bulletins and score reporting. 10. 6 11. Conduct of the Precision Rifle/Pistol Rifle Division 1. AIM-RC will conduct both National Rifle Association (NRA) and Civilian Marksmanship Program (CMP) matches on the Known Distance (KD) range. 2. Monthly AIM-RC NRA matches will be registered with the NRA as league matches. 3. NRA Regional matches, State Championships and CMP matches cannot be conducted via league format therefore, entry fees need to be set appropriately to cover reporting fees. 4. AIM-RC staff will determine entry fee amounts and award payout schedules. 5. Volunteer augmenters will be used on as needed basis to act as Alternate Match Director/Line Officer. 6. To facilitate conduct of monthly league matches, the Chairman and Division Directors will recruit experienced competitors to volunteer augmenters to act as Alternate Match Directors capable of calling line commands and directing match events. a. A list of volunteers and the specific match they are responsible to conduct will be posted on the AIM-RC web site calendar. b. Alternate Match Directors assigned duties will not fire the match; instead, they will concentrate solely on running the match and mentoring shooters in need of assistance c. If a scheduling conflict precludes ability to perform duties, Alternate Match Directors must notify the Chairman and/or Division Director at least 48 hours prior to scheduled duties. 7. AIM-RC High Power Rifle division will develop and maintain a match director s kit capable of being used by AIM Rifle Club Officers and HPM volunteers. a. The Match Directors kit will be stored in a location accessible to Match Directors on the morning of the day of the match. b. The Match Directors kit will be inventoried and replenished for the next match prior to be being placed in storage. A list of mandatory items will be contained in the kit and the kit will be inventoried before and after every match. c. The kit will be made ready for the next match at the end of every match. 8. High Power Rifle matches will normally be pre-squadded via allowing competitors to report directly to their target assignments. 12. 10 AIM-RIFLE CLUB RULES Precision Rifle/Pistol Operations & Safety Brief This briefing will be given by the Match Director/RSO prior to all matches 1. General range rules: a. All commands will come from the center of the line. b. All personnel on the range are safety officers; anyone observing an unsafe condition can call a cease fire. c. All personnel are responsible for alerting the center of the line with any safety concerns. d. Range operations will be in accordance w/nra high power rifle rules. e. Only rifles authorized by NRA Highpower rifle, under rule 3 are allowed. f. Individuals under the influence of alcohol or illegal drugs are not allowed on the range. g. Notify the center of the line in case of a medical emergency. Anyone can call a cease fire for a safety or medical emergency. h. Anyone who disregards these range or safety rules will be asked to leave the range. 2. Safety rules: a. Always keep rifles pointed in a safe direction, always maintain muzzle awareness. b. Empty chamber indicators will be required at all times on the range. c. Keep rifles cased, bagged or on your gear until you are given permission by the center of the line to handle your rifle. d. You may remove your EIC only after you have taken your position on the firing line and you are given permission by the center of the line to handle your rifle.(three minute prep time begins). e. Do not load your rifle until the command to load is given. Load during rapid-fire once your target appears. f. Loaded rifles will be pointed down range at all times. a. Keep your finger off the trigger until you are ready to fire. b. Upon the command cease fire all rifles will be unloaded, actions opened, magazines removed and ECI s inserted. g. After rapid-fire, remain on the firing line until the line is cleared by the center of the line. h. Scorekeepers watch your shooters while they are on the firing line. Check your shooters once firing has ceased. i. Do not go forward of the firing line or move down range until permission has been given by the center of the line. j. In the pits, you must remain on the concrete pad during all firing. k. Police the entire firing line, pit, always leave the range in better condition than you found it. l. Find any new shooters on the line and welcome them.

11 AIM Rifle League Awards Schedule 1. Entry fee for all league matches is $25 a. $10 per entry will be paid to AIM for use of the range. b. $10 per entry will be applied towards overhead costs and awards schedule. c. $5 per entry will be retained for NRA reporting and administrative supplies. 2. 13 2013 Match Program NRA High Power League Matches Sponsored by AIM- Rifle Club Match Dates: (see web calendar at ). Rules: All current NRA Highpower rules will apply. Eligibility: Invitational, open to the public. Entry Fee: $ Location: American International Marksmanship Academy US Highway 27, Blakely, GA Accommodations: There are rental Cabins on site. Please contact AIM for information and reservations, Days Inn, Blakely, GA and several hotels are available in Dothan, AL (approximately 30 min away). Information and directions, Squadding: Squadding for individual matches will begin in the pits at 7:30 A.M. The Match director will stop receiving entries promptly at 8:30 A.M. Operations and Safety Briefing: The operations and safety briefing will commence near the center of the first yard line of the day at 8:30 A.M. Competitors in the pits will receive the briefing via radio transmission or verbally by the pit boss. All competitors are required to attend the briefing. Match start time: First rounds will be fired no later than 9:00 A.M. Classification: The NRA classification system will be used for all matches. Ammunition: Rule 3.17, provided by the competitor. Targets: SR-1 (200 yards) SR-3 (300 yards) MR-1 (600 yards) LR/LR-F ( yards) Scoring & Pits: All competitors shall perform scoring and pit duties. All league matches will be fired under the three relay format unless the Match Director determines a change is necessary. Any change will be announced during the operations brief before the match begins. Ammunition: Rule 3.17, provided by the competitor. Challenges: A fee of $2.00 will be collected in advance of each challenge. Additional: The management reserves the right to refuse any entry or cause the withdrawal of any competitor who endangers or interferes in any way with the harmony of the match. We also reserve the right to change the match program without notice if deemed advisable. Competitors and spectators assume all risk of accident and loss of property and must have a signed Liability Statement on file before match registration.

14 Course of Fire Examples: NOTE: All league matches will be fired under the four relay format unless the Match Director determines a three relay match can be conducted without undue hardship on competitors. Changes to relay and squadding will be announced during the operations brief before the match begins Aggregate Regional Match Course (two sighter shots will be fired before each match) Match yards, slow fire, standing 20 rounds in 10 minutes. Match yards, rapid fire, sitting or kneeling two strings of 10 rounds in 60 seconds. Match 3, Rapid fire prone two strings of 10 rounds at 300 yards in 70 seconds. Match 4, Slow fire prone 20 rounds at 600 yards in 20 minutes. Match 5, Aggregate of matches Aggregate Regional Match Course (two sighter shots will be fired before each match) Match yards, slow fire, standing 10 rounds in 10 minutes. Match yards, rapid fire, sitting or kneeling one string of 10 rounds in 60 seconds. Match 3, Rapid fire prone one string of 10 rounds at 300 yards in 70 seconds.
