1 Greetings Shooters, I am pleased to announce the 28 th annual Kentucky Council on Crime and Delinquency Pistol Match, in conjunction with the 2016 KCCD Conference held at the Marriott Griffin Gate Hotel in Lexington Kentucky. PLEASE READ THE FOLLOWING INFORMATION CAREFULLY, AS MUCH INFORMATION HAS CHANGED. This year s match will be held in partnership with the Kentucky State Police, at the Post 4 Range in Elizabethtown Kentucky. Directions to the site are provided below. The match will be held on Tuesday, September 6 th. All shooters are expected to be present for a MANDATORY safety meeting at 8:00 AM. Lunch will be provided by the KCCD Capitol Chapter. This year s match will be a Defensive/combat Pistol Style match. Subsequently, each shooter will fire in stages that have been designed based on possible real world situations. This year s match will mark a departure from recent years in terms of venue and firing stages. Shooters can expect similar IDPA style stages, but as the physical layout of the range is new, the actual stages will not be given out in advance. REGISTRATION INSTRUCTIONS All forms should be submitted no later than close of business FRIDAY, AUGUST 26 th. All registration forms must be submitted via to coleman.morrell@ky.gov. Updates will be sent to the addresses provided on the forms, so please watch for new information. Payment may be remitted in advance via mail, or may be paid on the date of the match upon team sign in and registration. DIVISION STRUCTURE We are pleased to announce a new division structure beginning at this year s match. Team Trophies will be awarded for two divisions and overall match champions. The division requirements are as follows: DOC Division: ALL members must be current or retired Kentucky Department of Corrections Employees Open Division: Any team with one or more members who wish to participate in the match who are not current or retired DOC employees. Participation in the match is open. PLEASE FORWARD THIS INFORMATION TO ANY AREA LAW ENFORCEMENT AGENCIES YOU THINK MIGHT BE INTERESTED. The traveling trophy will be awarded to the top team in the DOC Division. Trophies will be awarded for the top three individual shooters as well. 3 YOU ARE EXPECTED TO READ AND UNDERSTAND ALL THE CONTENTS OF THIS PACKET. QUESTIONS WILL BE ANSWERED AT THE SHOOTER S MEETING. COLD RANGE The KSP Post 4 range is a cold range. Firearms will not be handled anywhere on the range except in the designated safety areas or under the direct supervision of a certified Range Officer. Weapons will be loaded and holstered prior to each stage in the presence of a designated safety officer. Loaded firearms are not to be removed from the holster until the shooter is signed in and on the firing line. When not actively engaged in shooting, firearms shall be secured and remain in a holster. GUN HANDLING IN THE PARKING AREA IS PROHIBITED. SAFETY AREAS Safety areas are located around the range to holster or bag guns, as well as for dry fire practice and gun repair. NO AMMUNITION may be handled in any safe area. OBEY YOUR R.O. S Range Officers are here to assist you in completing a safe shooting contest. If there are indications that you are becoming unsafe, attempts will be made to warn you. If your gun handling continues to be unsafe, you will be stopped. If you hear STOP! - with the gun muzzle pointing safely down range, finger outside the trigger guard, safety on, and await further instructions. SET STEEL & TAPE TARGETS Competitors are expected to tape targets, set steel, and help maintain efficiency on each stage while waiting to shoot. Competitors are expected to gather brass upon the completion of each stage. LOST BRASS This IS a lost brass match and as a matter of efficiency, all brass collected from the area should be deposited in the designated range pail. Brass is distributed to the range officers in consideration for their hard work. HAZARD AREAS Safety flagging will identify areas beyond which competitors and spectators are prohibited for safety reasons. EYE & EAR PROTECTION Everyone (spectators, competitors, everyone!) must wear eye and ear protection while on the range. D.Q. POLICY Violation of safety and sportsmanship rules anywhere on the premesis will result in match disqualification without score. IMPENETRABLE All targets, no-shoots, vision barriers, and hard cover zones are impenetrable to a full bullet diameter. Bullet holes that are partially or fully in the non-scoring border will score according to the circumstance. Unless specifically described as soft cover in the written stage briefing, all props, walls, barriers, vision screens and other obstacles are deemed to be impenetrable hard cover. TARGETS Cardboard IDPA targets, Pepper Poppers, US Poppers, and plates of various styles and sizes may be used in this match. No-shoot targets are white.

4 METAL TARGET CALIBRATION If a steel target has failed to fall and appears to be out of calibration, challenge it during the scoring. It will be checked and if recalibrated, a reshoot is required for that stage. If a popper has been shot down, it is asserted to be calibrated and will be scored as a miss. The calibration ammunition, as fired through each designated handgun, is chronographed to a power factor between and *If you are shooting ammo that does not meet factory power-factor your rounds will not knock down the large poppers!! HANDICAPPED SHOOTERS Competitors may request a penalty in lieu of the stated course requirements by reason of incapacity of previous injury. This must be requested prior to shooting the stage. The Range Master or the CRO only will accept any such requests and the RM will make the decision as to what penalty will apply. SHOOTER THAT HAVE A MALFUNCTION, other than a shooter s error, will be allowed one re-shoot the stage that the malfunction occurred on. Any dropped firearm will be cause for the Safety Officer to stop the stage and retrieve the weapon for a safety inspection. Upon determining that the weapon is functioning in a safe manner, the Safety Officer will return the weapon, unloaded, to the shooter who will be DQ d. 180 DEGREE RULE IS IN EFFECT! DO NOT POINT A PISTOL UP RANGE FOR ANY REASON Failure to follow this rule will be a match DQ. Individual shooters can opt to shoot on a team that is missing a member. However, no shooter can compete on two separate teams. Individual shooters found cheating will be disqualified. If coaches or team members are found to be cheating, the entire team will be disqualified. Use of alcoholic beverages or any controlled substances is positively forbidden. Persons who are impaired by any substance (including prescribed substances) are not permitted to handle firearms on the premises. COMPETITOR AGREEMENT By competing in this event, you attest that you have read, you understand and you agree to comply with the match rules and regulations as stated above. WEAPONS Authorized weapons for this pistol match include any duty type revolver,.38 caliber or larger, with no more than a 5-1/2 barrel, or any duty type pistol, 9mm caliber or larger, with no more than a 5-1/2 barrel. Optical sights and laser sights are not permitted. Also not permitted are weapons with ported barrels or compensators whether permanently attached or removable. Weapons that have manufacturer installed safety mechanisms/devices that have been removed shall not be utilized in this match.

5 REQUIRED EQUIPMENT Belt holsters, whether duty type or concealable (must be able to re-holster without assistance from support hand to prevent sweeping oneself), shall be used. Shoulder holsters and cross draw holsters will not be allowed; your pistol must remain pointed downrange while drawing. Revolver shooters will need two speed loaders and pistol shooters will need a total of three magazines. Pistol magazines, regardless of capacity, will be loaded with no more than six (6) rounds at any time. Carriers for extra magazines or speed loaders will also be required. There are no restrictions to placement on duty gear; for those without duty gear - place mag pouches on or behind the hip. There are no restrictions for speed loaders. One-Hundred (100) rounds of duty type ammunition is the minimum amount required however, it is recommended that each shooter have enough extra ammunition for any unforeseen circumstances such as re-shoots. Appropriate eye and ear protection is required for shooters and spectators while in the pistol pits. Although not required, it is recommended that shooters bring items such as knee pads, a towel, weapon cleaning equipment and rain gear. SCORING The shooter s score will be scored and recorded as the shooter completes each stage. All scoring will be conducted by the ROs, whose decisions are final. At no time will any shooter or coach score their own or their teams targets. Targets will be scored as follows: The silhouette targets will have a -0-1 and -3 on respective scoring zones. Your time begins at the sound of the buzzer and your time stops with your last shot fired. Each penalty will be in seconds and added to your final time. For example, if you shoot your stage in seconds but your targets have two -1 (down one) hits on one target and the other has one -0 (down zero) and one -3 (down three) you will have 1sec + 1 sec + 0sec + 3sec = 5seconds added to your time making your final score a seconds. The person/team with the lowest time at the end of the match WINS! *Team scores will be determined by adding all team members total time together. Remember, the fastest time wins!!! Penalties shall be assessed as follows: Shooting a non-threat target = 10 seconds Missed shot on target = 5 seconds If you have to be stopped for safety counseling you will have to reshoot the stage and you will receive a 10 second penalty This will be a revolver vs production match; you will be shooting against others that are shooting the same platform. In the event of a tie between two or more shooters, the shooter with the fastest Bill Drill (draw and fire six rounds on one target) on that stage will be the winner.

6 You will go from stage to stage individually or as a group/team your choice. Once there you will sign the Sign-In sheet. The RO will call out the on deck (next up), in the hole (two shooters away) and the deep hole (three shooters away) and confirm you are present. Please do not leave once your name has been called. If you are not present when it is your turn ( next shooter ) you will be placed at the bottom of the list. Names will be called on a first come-first serve basis. You may sign up at more than one stage just be mindful that you may be shooting another stage when called. While waiting please help re-set, paste targets, paint steel, etc. When it is your turn to shoot, please have your gear ready and walk to the line with your score sheet. This will speed up the match!!! All range help, ROs, etc. are UNPAID VOLUNTEERS! We all volunteer our time/energy to promote the shooting sports and make events like this happen. Please be courteous to all. FACILITIES There are port-a-johns on site. Please be courteous. BE SAFE, Good Luck and Good Shooting!!
