Sights Sights consist of two components: Front and rear sight b. Trigger Min g. Trigger stop is allowed. c. Grips Orthopedic grips and palm-molded surfaces are not allowed. Calibers: Calibers will be scored in caliber categories Categories: Cal Cal Magnum Calibers Ammunition: All commercially available and reloaded ammunition is permitted. All bullet shapes as well as lead, jacketed, partially jacketed and fully jacketed bullets, and bullets with a galvanic or plastic coating are permitted. Black powder loads are not allowed. 12 of 50

30 U.S. Forces Sport Shooting Handbook Admin Procedures Competitions Friendship Shoots Internal or with German or international clubs No public notification is required Legal gun owners only (WBK, insurance) (exception: US personnel with gun stored at installation R&G or HFS - insurance) Championships (open) Club (Garrison), State, or German Championships will determine the best shooters for the sport year (calendar year) Public Notification is required All members or non-members may participate (must be U.S. Forces) Non-members will have to accept the sport shooting rules in writing, provide proof of insurance, and proof of the technical knowledge examination for weapons and ammunition Legal gun owners only (WBK, insurance) (exception: US personnel with gun stored at installation R&G or HFS - insurance) Scoring may be done individually and for teams 30 of 50
31 U.S. Forces Sport Shooting Handbook Admin Procedures Competitions (continued) A discipline of a championship generally takes place on one day in one location Public Announcements must be mailed out 4 weeks prior A shooter may only sign up one time for a discipline (once as individual, once as part of a team is OK) In case a large number of shooters at German Championship a min. points requirement may be established (shoot at state level) The US Forces are not required to offer championships in all disciplines A minimum of 3 shooters per discipline is required Dates are set by the organizer Test firing by shooters prior to competing is not permitted - Make-up shooting is not permitted Organizers are required to use pre-printed registration forms Participation fees are due when registering Deadlines must be adhered to Changes in registration (switch from R1 to R2) may be considered 31 of 50

33 U.S. Forces Sport Shooting Handbook Admin Procedures Weapons Check Questionable categorization of weapons or reliability of weapons parts or equipment each shooter is required to consult organizer before shooting events begin Each shooter is responsible to make weapon, ammo, equipment available for official equipment check The shooter is entitled to have equipment check After approval the shooter is required to have equipment available for possible additional checks until 15min. after leaving the firing line. If approval of weapon is contingent on service use/dates the burden of proof is with the shooter 33 of 50
34 U.S. Forces Sport Shooting Handbook Admin Procedures Starting Times Shooter must start on time in case of his/her delay the time will be deducted from allotted shooting time Other shooters may not be inconvenienced If shooter cannot shoot or complete shoot starting fee is forfeited Shooter has right to access range NLT 5min. prior to firing for final preparations Shooter may not demand particular starting times (starting times for non-local shooters should be adjusted) Starting times are fixed but shooter should cooperate to permit some flexibility Shooting durations will be determined within the disciplines Targets should be ready 5min. prior to shooting to permit sighting practice Interruptions time credit for no fault of shooter if delay of >3min 34 of 50
35 U.S. Forces Sport Shooting Handbook Admin Procedures Targets Shooters are responsible for turn-in of their targets or results for scoring Test targets must not be turned in Objections by shooter only for incorrect counting, adding mistakes, or incorrect listing on score boards Scores on scoring cards are to be validated (signed) by range officer If a hit touches the next higher ring, the higher ring counts If a shot is fired when targets are turning it will be counted as a miss if hole is 1.5 times the caliber diameter In case scoring is done at the firing line (target re-use) objections are only valid at that time no after-the-fact objections 35 of 50

37 U.S. Forces Sport Shooting Handbook Admin Procedures Protests Violations of rules must be reported immediately Protest require 10 Euro deposit, names of witnesses Protests of results NLT 30min. after publication Final decisions on protests are made by organizer Cross-Fire Shooter must report immediately, counted as misses for offender Non-offender must report immediately If the cross-fire hit cannot be determined, worst ring(s) will be omitted Incorrect No. of shots Too many hits omit best hits (if unknown) Too few hits count as misses 37 of 50

44 U.S. Forces Sport Shooter Application Process Application Process and Forms (US Forces Membership) Complete the package described below with your garrison or base Schützenmeister Submit package requirements to IMCOM-E, MWR U.S. Forces Hunting, Fishing, Sport Shooting Office Obtain Personal Liability Insurance that covers shooting sport (most do) German Insurance company Eur/year Get background check done (AE Form 190-6D, Part A) Through OPM/RMV Obtain CDR Statement of Reliability (AE Form 190-6Ha or b) Signature authority is with O-5 or higher (delegated to civilian equivalents effective April 2013) Obtain Knowledge Test certificate (AE Form 190-6K) After completing basic knowledge training Obtain Certificate of Need (AE Form 190-6L) Through Outdoor Recreation and/or local Schützenmeister Provide photo(s) of safe(s) Safe ID sticker with manufacturer and rating Provide proof of shooting min. 18 times in 12 months Personal Shooting Log Complete German Weapons Registration Form (AE Form 190-6D, Part B) Complete USAREUR Weapons Registration Form (AE Form 190-6D) Include original WBK (if already issued) Forms locations: * (and other garrisons) 44 of 50
45 U.S. Forces Sport Shooter Application Process Sport shooters submit their certificate of need (original document) and the rest of their application package (see previous slide) to IMCOM-E, Family and MWR IMCOM-E, Family and MWR checks entire package, validates certificate of need and forwards to USAREUR Registry for processing USAREUR Registry processes and forwards entire package to BVA BVA will process and generate WBK or entry on WBK BVA will mail invoice to German mailing address of shooter Sport shooter pays invoice using German bank transfer Sport shooter should scanned copy of payment receipt to BVA POC for faster processing BVA will mail WBK to German mailing address of sport shooter 45 of 50
46 U.S. Forces Sport Shooter Application Process Requirement to continue shooting remains (after 3 years BVA will request re-certification of need) Requirement remains to be member of shooting program Insurance must be kept current for duration of membership For weapons transactions Background Check and CDR Statement of Reliability must be less than 12 months old Upon departure from Germany (PCS) WBK must be surrendered (BVA will keep on file) In case of conviction, BVA will withdraw WBK 46 of 50
