1 SHARPSHOOTER FHRPC NEWSLETTER WINTER/SPRING 2018 ANNUAL MEETING HIGHLIGHTS The Annual Meeting of the FHRPC was called to order at 6:00 p.m. by Secretary, Marvin Smith with 67 members present. The meeting was opened with a moment of silence for our departed brothers that passed this year, they were, James L. Detrick (L), February 5, 2017; Robert L. Beck (L), March 20, 2017; Jeffrey L. Kuykendall, July 18, 2017; Garry E. Penrod (L), October 17, 2017; David E. Shaffer (L), October 23, 2017 and John C. Keller (L) December 14, 2017 followed with the Invocation and the Pledge of Allegiance. The meeting was held at CCTE in their auditorium on McMullen Highway in Cresaptown, MD. The topics of interest were the need to increase club dues, improve WMR2 road to the pits, fabrication of new Bullseye pistol frames, acquiring storage shed for CAP, possible excavation work at Multi-Purpose Range and land for sale on Eastman Road. CLUB OFFICERS FOR 2018 Steve Isner, Chris Bennett, V. P. /Membership Jack Riegel, Treasurer/NRA Marvin Smith, Secretary/Member Jim McCullough, E.O Danny Jackson, E.O This year John Dowell and Jack Riegel were both nominated for Treasurer with that being said, John withdrew his name stating, It was time, for a change. There were no other candidates, discussion or nominations. Nominations were closed. Frank Snyder recognized and thanked Treasurer John Dowell for his years (35+) of service to FHRPC to an ovation of applause from the body, thank you John for your service and dedication. PRIORITY RANGE DAYS Priority Range Days was established last year at the Annual Meeting and the details worked out at the following Officers Meeting on March 1, The idea is so that the general membership can use the range on a given weekend. This is the second year that we actually offered designated use to the general membership. We have set aside one weekend a month for the general membership usage. The schedule for the 2018 Priority 300 & Priority 600 is in this Sharpshooter, posted on the bulletin boards and on our website. 2 Priority Day Rules: All of the club rules still apply. A shooter may shoot from any yard line on any given day but the specified yard line of the day takes priority. If it is a 600-yard priority day, shooting from the 600-yard line takes priority over shooting from any other yard line. Example: This simply means that if Homer is the first shooter on the range he may shoot from the yard line of his choice. When Bart and Milhouse arrive at the range and wish to shoot 600-yards, Bart or Milhouse must politely inform Homer of their intention to shoot from the 600-yard line. In a timely manner, Homer has to fall back to the 600-yard line. Homer may choose to shoot from the 600-yard line, or wait for Bart and Milhouse to finish or leave. We do require a minimum of two shooters to shoot from the 600-yard line unless you are planning to shoot at the gong. Safety is vital on our club facilities. Be sure that your bullets are hitting the appropriate impact berm. Individuals are accountable to make clear communication to all present on the status of the range, especially before any movements forward of the firing line. Fostering the characteristics of honesty, good fellowship, self-discipline, team play and self-reliance are the essentials of good sportsmanship and the foundation of true patriotism. WMR2 600 YARD SAFETY PROCEDURES (Taken from the Orientation Handbook) Individual 500 and 600 yard shooting is possible provided all safety precautions are satisfied. These safety precautions include (1) blocking the range access road at the entrance to the range, and (2) having some means of communication (walkie talkies ok, cell phones mostly, no service) between the firing line and the target service crew when using downrange target service. When using downrange target service, (3) those individuals in the target service crew must be positioned behind the 200/500 yard impact berm or in the target pit behind the 300/600 yard impact berm (depending on your firing line). A minimum of two people are required for 500/600 yard shooting. Any additional people may provide target service or act as a spotter. If you are shooting the steel gong at 500 yards, no service crew or spotter is required. All shooters must keep all projectiles inside the range and said projectiles must impact that range s designated berm. Anything else constitutes misuse. RANGE IMPROVEMENTS FOR 2018 Range Improvements have already started for this year, Danny Jackson, Executive Officer at Warrior Mt. Range has been in contact with Darren Robinette who handles our ground and road maintenance at WMR2. Danny stated that the steel cable at the 300 yard firing line will be taken down after the road work is completed to allow easier and quicker access to address targets down range. Members must keep their vehicles on the roadway. Failure to keep vehicles off the shooting deck will force us to put the cable back up. Fabrication of 20 new Bullseye target frames is in process. Somerset Steel is the fabricating contractor for these frames. And Ed Gaglio Chairman and Head RSO for the Combat Action Pistol League is actively looking for a storage shed that will work for the CAP League. DUES INCREASE RATIFIED At the Annual Meeting discussion was held that the annual dues were inadequate (last raised February 2010) for the times according to the research done on other rifle and pistol clubs in the Mid Atlantic region. With cost of operating FHRPC increasing and twenty five percent of the membership not participating in the Raffle at the Rendezvous over the last two years and that FHRPC may want to attempt to acquire the 7.9 acres of property on Eastman Road that butts up to the ridge behind our 100 yard rifle impact burm at MSR1, these were the three significant reasons given for dues increase. Some members asked if we would still have a raffle if dues were increased. The Executive Board said, not in the foreseeable future or until it is deemed necessary. Roy Musslewhite asked if the increase would be earmarked for the acquisition of the Eastman Road property. The Executive Board said, no the dues increase would not be used strictly for the acquisition of property, if and when that happens. After some member discussion by the body, Cliff Bennett made a motion to raise the annual dues to $75, Paul Hardy seconded the motion. A show of hands vote took place and an overwhelming number of members agreed. Motion passed FHRPC annual dues are $75 as of tonight. Officers and members both said that we had one of the best clubs for range facilities and variable shooting settings for its members in the region and that at $75 dollars annually (20.6 cents a day) is still quite a bargain not found anywhere in our region.

3 GRAINS OF INFO SR-50 matches will resume this upcoming season starting Monday, April 16th and continuing every Monday but not including Memorial Day and Labor Day. Below is a recap of what, when and where. What is SR-50? Standing off hand using Small Bore rifle in.22 L.R. at 50 yards shooting at letter size paper target with the X ring, 10 ring and 9 ring which totals three inches in size, making up the black circle. With 8, 7, 6 and 5 rings making up the rest of the scoring target. When: Match will start when you get there between 5 and 7 p.m. (no shooters after 7p.m. as we want to be home at 8 p.m.) on Monday evenings at Morningside Range. Total time takes one hour or less. I will supply targets, three targets per match cost $2.00 per match...one sighter target up to 10 shots in a 10 minute period, first target 20 shots for score in a 25 minute period, second target 20 shots for score in a 25 minute period. Scoring of targets will be done by yours truly when completed. You will supply the 50 rounds of.22 L.R. ammo needed to complete the course of fire. You are not competing against any one, only yourself. Terrific practice for any shooter that participates in small bore silhouette or any off hand course of fire. Muzzleloaders will meet every Monday starting April 2nd thru October 29th starting at 4:00 p.m. We shoot informal matches or just casual shooting. We have lots of fun and make a lot of smoke. Over the season members travel to nearby matches in Maryland, Pennsylvania and West Virginia, including the Pennsylvania and West Virginia State Championships and National Muzzleloading Rifle Association Territorial Matches where you can compete on the national level. You can shoot any muzzleloading black powder rifle, pistol and black powder cartridge rifle and pistol. Come out and join in the fun, always looking for new faces. For more information you can call Roger Rowe at or Mike Winter at Orientation classes were held at MSR1 and WMR2 the FHRPC received 20 new members into their ranks, Saturday, March 10th with 14 new plebs present and Sunday, March 18th with 6 new plebs present. So if you see some new faces at the ranges introduce yourself and welcome these new members to our ranks. I m sure they will have questions that you probably can answer. This brings the number of dues paying FHRPC members to 354 plus 123 life members for a total membership of 478 as of this newsletter. All members take notice that full automatic firearms, bump stocks, hell fire triggers or any device that simulates automatic firearm rate of fire are not permitted on FHRPC property. This procedural rule is located in the General Operating Procedures (GOP) on page six, rule number sixteen and was added to the GOP in July Any member may request a full copy of the GOP handbook from the Secretary. Combination changes at both ranges Saturday, March 31st, to the easy to read number located on your new membership card. Please use both the combination and keyed locks when leaving the ranges for added security. On the back of your membership card is additional information. Friends of The NRA will host a dinner/fundraiser at the Mt. Savage Fire Hall May 12, 2018, starting at 5:00 pm. For tickets and more information contact club member Bob Barnard at Negligent discharges and lack of range safety have happened according to Executive Officer Jim McCullough. Jim brought this to the attention of officers that there are two holes in the post at bench 14 at MSR1 and a.22 caliber hole in the metal roof at bench 16. SAFETY is always the FIRST and foremost consideration on the shooting range. Recently, a laminated copy of MSR1 safety regulations has been placed on the table next to the sign in book in the clubhouse. Be alert. Be safe. Always keep the muzzle of your firearm pointed in a safe direction. You are responsible for your actions. The two 50 yard aluminum frames that are missing might be out for repairs and we are hoping they will be returned repaired. Surely one or two of our fine outstanding men of FHRPC would come forward with information concerning their whereabouts. Live rounds in trash cans pose danger; we have found numerous live rounds in the trash cans during the seasonal time of year when most of us shoot. Some rounds made it into the burn barrel, much to the surprise of our volunteer help. After they popped, a close inspection of the suspect trash barrel revealed about a dozen additional misfired 22 long rifle cartridges. Please dispose of unwanted or misfired cartridges properly. When you have a misfire, wait for five minutes before you open the action and remove the cartridge. Take the misfired cartridge home with you, pull the bullet, separate the components and render the primer inert by soaking the case in light machine oil. Do not dispose of your unwanted or misfired cartridges in the trash containers at the range.

7 JUNIOR SMALLBORE RIFLE LEAGUE IN 2018 The FHRPC, in conjunction with the NRA, has again conducted the Basic Rifle Shooting Couse/Rifle Shooting Merit Badge program as part of our Junior Smallbore rifle league. A schedule follows showing the course of instruction for this program. Any participant that attends five of seven lessons and demonstrates knowledge and proficiency will be recommended for a rifle shooting merit badge and will be given a certificate of completion for the course. The FHRPC has excellent facilities, competent NRA certified instructors and provides everything that is needed including rifles, ammunition, targets, hearing protection, shooting jackets, shooting mats and spotting scopes. This is an excellent opportunity for any youngster to become acquainted with firearms safety and to develop basic marksmanship skills.
