2 3 Safety Plan Complex Wide Rules Peacemaker National Training Center is a large shooting sports complex with general rules which apply at all times regardless of location. These complex wide rules are as follows: FAILURE TO ABIDE BY THESE RULES MAY RESULT IN A REPRIMAND, REMOVAL OR A LIFETIME BAN FROM THE PEACEMAKER NATIONAL NRA Gun Safety Rules 1) ALWAYS keep the gun pointed in a safe direction. 2) ALWAYS keep your finger off the trigger until ready to shoot. 3) ALWAYS keep the gun unloaded until ready to use. Administrative Rules 1) All members, guests, and shooters will check in and out at the Peacemaker Headquarters Building. All non-members will leave their driver s license at the Peacemaker HQ Building and pick up their driver s license upon check out. Members will sign an in-out log. 2) All persons will sign a Peacemaker National Training Center liability waiver before accessing the complex. Each person will need to sign the waiver one time every five years or again in the event that the waiver changes. 3) No shooter on the public range will draw from a holster. 4) Members or guests on the Liberty ranges will take a Peacemaker Handgun Competency training class in order to draw from a holster on the liberty ranges. (Some competitions held by various groups will allow shooters without taking this class to draw from a holster) 5) NO hip shooting is permitted at Peacemaker!!!! 6) Member ID Badges are to be worn at all times on the complex. Non-Members will wear appropriate ID wrist bands at all times. 7) Leashed pets for members and official service dogs may be permitted on the property. Members must announce their pets at the front desk. PNTC reserves the right to remove leashed pets from the property as needed. 8) No person other than Peacemaker National Training Center staff or authorized volunteers shall be on the property during non-operational / closed times. Hours will be posted at the Peacemaker National Headquarters Building and on the company website 9) Food, beverages, and smoking are prohibited on or near any firing line on any range. RSO s will permit water on the line for some events. 10) Smoking is prohibited in the headquarters building or on any firing line. Designated smoking areas are available throughout the complex 11) Minors under 10 years of age are NOT permitted on the complex except by special permission of a CRSO.

3 12) For minors accessing the complex, the minor s legal guardian must sign the Peacemaker National Training Center minor release form prior to their child accessing the premises. All minors must be accompanied by a guardian and or a responsible adult at ALL TIMES. 13) Minors and their accompanied adult will be immediately removed from the range complex in the event that the minor is unaccompanied and or exhibits unsafe or disruptive behavior. 14) All shooters MUST clean up their brass and or shotgun hulls! You may keep your own brass or shotgun hulls that is on or behind the firing line ONLY. Brass or shotgun hulls from other shooters may not be collected and becomes property of the Peacemaker National Training Center. 15) All shooters not keeping their brass or shotgun hulls must deposit brass in an appropriately designated BRASS or HULLS barrels at each rage site. All misfired rounds or live rounds on the ground are to be placed into specially marked ammo can/bucket for disposal. 16) NO SHOOTER, unless having passed a safety test at the headquarters building shall be allowed to draw from a holster.some exceptions will be allowed for competitions at RSO direction. General Range Rules 1) Safety is everyone s responsibility. You have an obligation to police your neighbor and help them follow all safety rules! Please report any safety violations to an RSO and / or Peacemaker staff immediately! 2) All persons must wear hearing and eye protection at all times when on our near the firing line. 3) All shooters must wear a brimmed hat when in the area of people firing a semi-automatic rifle, and/or pistol or as directed by an RSO. 4) Shoulder holsters and cross-draw carry holsters may not be used at any time on the complex. 5) All Volunteers and Staff are required to wear Double hearing protection when near a firing line and when on duty. Double hearing protection consists of ear plugs and ear muff style protection. 6) All volunteers and staff will wash their hands with D-Lead soap or lead removal soap provided in the headquarters building before eating and or leaving the range complex. 7) All volunteers and staff will wash hands with D-Lead soap or lead removal soap provided in the headquarters building after handling expended brass or ammunition hitting the range floor. 8) All volunteers and staff will wash hands with D-Lead soap or lead removal soap provided in the headquarters building after handling range steel targets or range trash. 9) No cell phones or electronic devices of any kind are permitted on within 15 yards of any firing line cell phones are distracting to shooters leave cell phones in vehicles or turned off near firing lines. RSO s will carry cell phones for safety purposes. 10) All persons shall not exceed 15 MPH on complex roads. 11) All persons shall not leave the complex roadways except in designated parking, picnic, or range areas. Exploring at peacemaker National Training Center is HIGHLY PROHIBITED. 12) Peacemaker National Training Center is NOT a hot range! No person other than PNTC staff and volunteers or uniform on duty law enforcement personnel will be permitted to carry a loaded firearm outside of the PNTC HQ building or PNTC HQ parking area. All persons will ONLY LOAD at

4 the firing line when instructed to do so by the RSO in charge on each range. No person shall wear a concealed, non-concealed, or a holstered firearm off the firing line of any range. 13) Firearms, if brought into Headquarters building, other than legally concealed or legally open carried firearms must be cased. 14) PNTC NOW REQUIRES CHAMBER FLAGS ON INDEPENCENCE, LIBERTY and the PATRIOT RANGES FOR RIFLES!!!!! 15) No person for any reason may unholster a firearm in the headquarters building! 16) Automatic weapons are NOT permitted at Peacemaker National Training Center! Individuals wishing to use silencers must be in possession of any special permits or paperwork required by law and provides them for inspection at the front desk and the RSO on the firing line. 17) All calibers of pistols may be fired on the public range and on the tactical ranges. 18) PNTC no longer permits 50 BMG,.416,.408 sniper style rifles 19) Tracer, armor piercing, and steel core ammunition are prohibited. 20) All persons shall obey the commands of the Peacemaker RSO s & CRSO s at all times! 21) No person shall cross fire at targets not in their specific lane. 22) No person shall ever fire at wildlife! 23) No person shall ever aim, or fire over a backstop! 24) All persons shall always observe the three NRA range rules at all times: a. ALWAYS keep the firearm pointed in a safe direction b. ALWAYS keep your finger off the trigger until ready to shoot c. ALWAYS keep the firearm unloaded until ready to use 25) PNTC reserves the right to remove and permanently ban,any member, non-member or guest without refund for violent, inappropriate, rude, unusual, disorderly, insubordinate, and or intoxicated behavior. 4 Range Site Specific Rules (In addition to complex wide rules) Independence Range Rules:The Independence range is a public and private range for pistol, rifle and hunting shotgun sighting in use. The following site specific rules are to be obeyed at all times: 1) All shooters must check in and check-out of the Peacemaker National Training Center headquarters. 2) All shooters must display the appropriate member badge or non-member wrist band and show identification to the Independence RSO upon arrival to the independence range. 3) CHAMBER FLAGS FOR RIFLES AND TACTICAL SHOTGUNS ARE REQUIRED ON THIS RANGE! 4) The RSO will conduct a brief inspection of the shooters equipment and ammo prior to allowing the shooter to access the independence range and conduct a brief range safety briefing 5) The RSO will ensure all actions are open prior to access and prior to shooters leaving the firing line. 6) NO wearing or drawing from a holster is permitted on the independence range 7) NO Rifle Ammo of any kind will be used in the Independence pistol range area!!!! 8) Handguns are to be used on the 25 yard handgun area

5 9) Non-Peacemaker instructors are prohibited from conducting any training classes on the Independence range. RSO s will remove instructors attempting to hold unauthorized individual or group lessons. 10) Peacemaker National NRA Gun Safety Rules, Administrative Rules, and General Rules are also in effect! 11) Shooters may use their own paper targets as long as they fit securely with tape onto the complex target frames. 12) No shooter shall shoot at anything other than their specific paper target. 13) All non-shooters must remain to the rear of the Independence range firing line and obey RSO instructions at all time. 14) When not shooting or when the range is called cold Shooters will open actions, insert chamber flags, stand back from the firing line, firearms will be grounded/benched, unloaded and no shooters will be handling firearms when the RSO allows shooters downrange! HomeplaceRange Area Rules The Homeplace Range is the Trap/Skeet, Sporting Clays & 5-Stand Range Area at PNTC. All shooters must check in and check-out of the Peacemaker National Training Center headquarters. 1) All shooters must display the appropriate member badge or non-member wrist band and show identification to the Independence RSO upon arrival to the independence range. 2) The RSO will conduct a brief inspection of the shooters equipment and ammo prior to allowing the shooter to access the Homeplace range and conduct a brief range safety briefing 3) The RSO ensures all actions are open prior to access and prior to shooters leaving the firing line. 4) No more than two shells may be loaded into any shotgun at any one time 5) No shooter shall load until on the firing station 6) All shooters will keep their action open at all times when not on the firing line 7) No rifle or handgun, regardless of type of ammunition, may be used 8) No shot larger than #7 ½ lead or #6 steel is allowed 9) Clay targets only may be used on the shotgun fields 10) All rounds or partial practice rounds must be reported and paid for in the Clubhouse or Official Station 11) Skeet, trap and or shooters on fields adjacent to trap fields shall stand down during the reloading of the trap houses when notified. 12) A closed shotgun field shall be maintained as a buffer between active skeet and trap fields whenever possible 13) The RSO controls access and use of the shotgun fields for practice 14) Do not attempt to adjust, maintain or repair any range equipment to include: Clay throwers, scissor lifts, trap/skeet or five stand machines!!!! RSO s or Peacemaker Staff will adjust, load and or repair all equipment!!! 15) Only legal modern 12, 16, 20, 28, and.410 gauge shotguns may be fired. Under no circumstances shall pistols, rifles, or black powder firearms be used on any shotgun range. 16) Shooters may not advance to the next station until all shooters in the group have completed the current shooting station. Shooters in waiting and spectators must be in the safety zone behind the current station. Shooters and spectators may not be on the walkways between shooting

6 stations during any shooting activity. Spectators may also observe from the shelter.or well behind each shotgun range. 17) The use of any shotgun field shall be limited to 30 minutes or one regulation round of skeet/trap/5-stand if groups are waiting to use the range. 18) After shooting and before leaving the Skeet Range the RSO and shooters if instructed by the RSO will roll up the release cord and place it in the storage box, turn off the power to the trap machines, release the arms of the trap machines, sweep out the trap houses and lock the trap houses, and turn off the main power in the shelter. 19) You are responsible to clean up the range when you have completed your shooting. All hulls must be removed from the range surface and disposed of in an appropriate manner. Empty clay boxes and other large containers shall be removed from the range and placed in the dumpster. If a trash container is full it shall be emptied into the dumpster and returned to the range grounds. Liberty Range Area The Liberty Range Area is series of pistol and rifle ranges primarily for member use, member guests, and for private organizations. The following site specific rules are to be obeyed at all times: 1) All shooters must check in and check-out of the Peacemaker National Training Center headquarters. 2) All Shooters will insert and use chamber flags in rifles and tactical shotguns while on or near this range! 3) All shooters must display the appropriate member badge or non-member wrist band and show identification to the Liberty RSO upon arrival to the Liberty range. 4) The RSO will conduct a brief inspection of the shooters equipment and ammo prior to allowing the shooter to access Liberty range and conduct a brief range safety briefing 5) The RSO will give the command Load and approved shooters on the firing line may load and approved shooters may holster firearms. 6) Only members or guests having passed a Peacemaker Handgun Competency Evaluation may draw from a holster. RSO s may stop a shooter from drawing even after the shooter has obtained / passed the Peacemaker Handgun Competency Evaluation 7) Non-Peacemaker instructors are prohibited from conducting any training classes on the Liberty Range. RSO s will remove instructors attempting to hold unauthorized individual or group lessons. 8) All shooters will use normal handgun calibers, and rifles will be limited to AR-Style rifles and will limit calibers to.308 and.223. Other calibers require CRSO approval. 9) Shooters will not shoot steel with rifles unless approved by a CRSO. 10) Any Shooter damaging steel from firing steel core, or unapproved shotgun or rifle ammunition or other types of damaging ammunition shall be immediately responsible for replace the retail value of that steel and shipping costs. This applies to shooters firing rifle ammunition closer than 100 yards. 11) Shooters will not shoot steel with a pistol closer than 10 yards and 100 yards with a rifle cartridge!!!

7 12) Some changes to steel shooting distance minimums for training or competitions may on occasion, by permission of an officially approved PNTC CRSO be changed. 13) Shotguns may be used on select Liberty ranges and in accordance with RSO directions 14) Peacemaker National NRA Gun Safety Rules and General Rules are also in effect! 15) Shooters shooting on Bianchi Targets Systems MUST shoot only approved Peacemaker Purchased Bianchi Targets. 16) No bowling pin or non-peacemaker targets may be used on the Liberty ranges at any time. 17) All firing must be conducted from inside each Liberty Range. Firing from beyond the side berms and from behind the 50 yard line is prohibited! 18) No shooter shall shoot at anything other than their specific approved RSO mandated targets. 19) All non-shooters must NOT enter the Liberty range and remain behind the Liberty ranges in accordance with the RSO instructions. 20) The RSO will be completely obeyed at all times. Patriot Range The Patriot Range is a highly specialized 1000 yard rifle range. Access to every member or guest is not a right, and each shooter firing on this range MUST pass a Peacemaker Patriot Certification Process and maintain their right to shoot on this range through abiding by the below Patriot range rules. 1) All shooters must check in and check-out of the Peacemaker National Training Center headquarters. 2) All shooters must display the appropriate member badge or non-member wrist band and show identification to the Patriot Range RSO upon arrival to the Patriot range. 3) The RSO will conduct a brief inspection of the shooters equipment and ammo prior to allowing the shooter to access the Patriot Range and conduct a brief range safety briefing 4) All shooters will have their rifle zero d at 100 yards at 600 feet above sea level 5) Shooters will NEVER hold or aim above the berm behind the impact area! Doing this is grounds for immediate removal from this line. 6) All shooters will shoot from the PRONE or BENCH position, No other positions for shooting are permitted on the Patriot Range unless approved by a CRSO. 7) No shooter will load until the RSO checks and approves them for loading! 8) No shooter will put their finger on the trigger until the RSO give the command to fire! 9) No shooter will make a significant elevation adjustment unless checked and approved by the Patriot RSO. 10) All shooters will prove their rifle system shoots less than a one minute five shot group at 100 yards. Shooters will report to the Independence range to conduct a proof group This group will be signed by the Independence RSO and brought to Peacemaker HQ for completion of the Patriot certification. RSO may comment on shooters ability and times a shooter took to register this group. 11) No shooter will hold off for elevation and all shooters WILL DIAL elevations.

8 12) All shooters will have their elevations in Minutes of Angle calculated and approved as part of the Patriot certification process. Shooters will also have their ballistics / elevations provided in an approved format, and ready to present to the Patriot RSO upon arrival at the Patriot range. The table, provided to shooters in the certification process must display: Caliber, Bullet Weight, Type of Factory Ammo or Hand-loads, Standard Deviation, Extreme Spread, Average FPS, MOA at 300, 600, 700, 800, 900, 1000 yards(based on a 100 yard zero at 600 Feet Above Sea level) 13) The RSO will check and approve the shooters elevation table and specific elevation prior to loading 14) Once loaded, and the line is ready, ALL Shooters with their elevations on zero will fire a sighter shot at a 100 yard target verifying that the shooters rifle system is functioning properly 15) Failure to have the 100 yard sighter shot impact the 1 MOA bulls eye, means that the shooter will be rechecked by the RSO and asked to shoot another sighter shot. This process will repeat for a period of three shots. If the shooter has failed to demonstrate true accuracy as determined by the RSO in three shots the shooter will be removed from the firing line and rechecked at the Independence Range and must again fire the sighter shots on the Patriot range properly before being cleared to shoot downrange. Not demonstrating accuracy for a second time in the same day means the shooter will not shoot again on the patriot range that day. 16) If a shooter fails the patriot sighter test the second time, the shooter will be required to take the Peacemaker National Training Center s Introduction to Long range Shooting and Hunting class and pass the Patriot Recertification process before again firing on the Patriot range. 17) The Patriot range will close when winds continually exceed 15MPH and or when weather conditions become too difficult for most shooters certified on this range. 18) Some special competitions may have separate rules based on CRSO approval. However, sighter testing at 100 yards will Always occur prior to a shooter firing down range. 19) All triggers other than Benchrest rifle or F-Class triggers will be 1lb of trigger weight or greater! PNTC Recommends 2 Lbs 4.5 lbs for official IBS Matches or competitors we will permit lower pull weights on a case by case basis. 20) Spectator s will be permitted on the Patriot range but must remain behind the firing line and outside the shooting pavilion. Spectators must also not be loud or disruptive. Note: SOP can and will change from time to time. SOP / Rules will be posted in the Peacemaker National Training Center and on All shooters should frequently review the SOP for updated rules and policies.
