3 Administrative Range Rules All guests must be accompanied by a member while shooting. (You must remain on the same range with your guest.) All shooters must be qualified in the discipline prior to participation Qualifications will be done per Range Officer Qualification (SOP). Specialty Shoots must be presented to the Chief Range Officer for approval, (See Specialty Shoot SOP). When shooting, members and their guests must post the appropriate range card. (Unless participating in a club event). Children 10 years of age and under do not have to be qualified but must be shadowed by a member at all times. (Exception for Indoor Pistol Range. Must be qualified and shadowed unless participating in a club event.) No person shall use club property for profit without prior approval of the assembly. Any violations of the club rules may be cause for disciplinary action. P. 1
4 NRA Gun Safety Rules General Range Rules NRA Gun Safety Rules 1. Always keep the gun pointed in a safe direction. 2. Always keep your finger off the trigger until ready to shoot. 3. Always keep the gun unloaded until ready to use. 4. Know your target and what is beyond it. 5. Know how to use the gun safely. 6. Be sure the gun is safe to operate. 7. Use only the correct ammunition for your gun. 8. Wear eye and ear protection as appropriate. 9. Never use alcohol or drugs before or while shooting. 10. Store guns so they are not accessible to unauthorized persons. 11. Be aware that certain types of guns and many shooting activities require additional safety precautions. General Range Rules Prior to shooting you must sign in and pay guest fees if applicable. Everyone must have a waiver signed to proceed to the ranges, and prior to shooting you must be qualified by a range officer. No firearm will be left unattended. (No more than 50 yards and must remain insight). Any Firearm carried on club property (Concealed CCW or Openly) must be carried in a secure manner. Alcoholic beverages are not allowed on any range at anytime. After consuming alcohol, no firearms or archery equipment will be handled. Any injuries or accidents must be reported to the Chief Range Officer and Club President as soon as possible. In the event of a serious accident call 911 immediately. A firing line must be established prior to shooting, benches take priority on all ranges. The 1st shooter on the firing line will assume the duties of range officer, unless a range officer is present. All commands will be given by the Range Officer. (Exception, Cease Fire). Anyone seeing an unsafe act or condition can call a Cease Fire. During a cease-fire, STOP SHOOTING IMMEDIATELY and place your firearm down on the bench, if no bench is present lower your firearm so it is pointing towards the ground and await further instruction from the range officer. All targets must be placed at an appropriate height so all projectiles impact the backstop. Pistol range target frames will be placed no further than 10 feet from the backstop, at all times. Firearms will be raised from the ground up to the target. Everyone must be behind the established firing line before the line can be called hot. The range will be made safe every 15 minutes if requested in order to allow other shooters to post targets, retrieve targets, police brass, etc. P.2
5 General Range Rules (Continued) Before the range can be called safe all firearms must be made safe, Action open, free and clear of ammunition and left unhandled. (Or holstered and remain holstered). Tracer and exploding ammo is not allowed on any club range. Exploding Targets are not allowed on any club range. Shooting into the side berms is not allowed on any range. Only club-approved targets on club approved target frames are allowed. All other targets must be shot per manufactures specifications within our range rules and approved by the Chief Range Officer. The Chief Range Officer must approve any homemade targets. Shotguns are not to be fired on ranges #3 and #4. Firearms may be handled in designated safe areas with no ammunition. It is your responsibility to clean up after yourself, police your spent shell casings and return all target frames or equipment to the proper storage locations. Do not discard defective or unwanted ammunition in the trash. Use the dud box located in the lower range hallway. P. 3
6 Range Rules - Indoor Pistol Shooting Hours: 24 Hours 7 Days a Week Eye and Ear protection must be worn on this range All shooters must be qualified indoors every 4 years, as per Range Officer Qualification (SOP). Shooters and Guests must sign in the indoor range sign in book. No Pistols Larger than.45 Colt Caliber. Only Rimfire.22LR,.22 Long or.22 Short are allowed on the in-door ranges. Air Rifle and Air Pistol will be shot at an appropriate backstop or pellet trap Air-Soft type rifles and pistols are not allowed on the in-door ranges. Ammo must not exceed 1300 fps. Magnum loads must be lead ammo only. Full Wad-Cutter and Hollow Point Ammunition must be fired into the bullet trap. Targets must be against the backstop when shooting, (no exceptions.) When the range is made safe shooters will step back from the firing line. Firearms must be unloaded, magazines removed and actions open, or holster them where they will remain untouched or holstered until the range is made hot. Do not handle any firearm or stand at the firing line where firearms are present while others are down range. Firearms may be handled, (No Ammunition) in the designated Safe Area located in the waiting & observation area in the indoor pistol range. No cross lane shooting. All doors must be checked and closed when shooting. Any accidental discharges outside of the designated safe zone on the backstop must be reported to the Chief Range Officer or Club President within 24 hours or it will be considered willful destruction of club property and will be dealt with accordingly. You are required to clean up after yourself, pick up your spent shell casings and police the area for live rounds. P. 4
7 Range Qualification Indoor Pistol Initial Qualification B-23 (Army L center) targets will be used for all indoor qualifications. 1. Ensure waiver signed and verify it is legible, unless prior range card has waiver form checked. 2. Guest fees paid if applicable. 3. For Members cover General Range Rules, Administrative Rules, and Range Specific Rules (For non-members cover General Range Rules & Range Specific Rules.) 4. Ensure all involved understand the range rules, and answer all questions that arise. 5. From the shooting bench the shooter must demonstrate safe firearm handling procedures. 6. The Shooter moves to the fifteen-foot firing line and safely fires five rounds on target. All five rounds must strike the target to continue. 7. The shooter moves back to the thirty-foot firing line and safely fires five rounds on target. Again, all five rounds must strike the target to continue. 8. The shooter moves back to the fifty-foot firing line bench and safely fires five rounds on target. All five rounds must strike the target to Qualify. If a shooter fails one-handed indoor qualification the range officer may allow the shooter to try again with two hands. If the shooter fails to qualify they may try again at a later date. Issue appropriate range, card. (Blue for member strong hand, Red for member two handed only. All guests will be issued a Yellow guest card). Sign and date for disciplines qualified. Print shooters name on card and check off waiver box. Record all qualifying info in the R.O. qualification logbook located in the R. O. supply box. (For spectators skip steps 2 through 8). Four-Year Requalification. The shooter will be required to complete steps 3, 5 and 8 to re-qualify. The RSO may, at His or Her discretion allow the shooter to complete step #3 and #8 only, with the same caliber as the original qualification. P. 5
8 Range Rules Multipurpose Range #1 Shooting Hours: Monday thru Friday 9am to Posted Sunset. Saturday, Sunday, & Holidays 9:30am to Posted Sunset Eye and Ear protection must be worn on this range 22 cal. Rimfire Rifles, Pistols, Pistol Caliber Rifles, Black powder Firearms, and Shotguns may be fired here. Shotguns may not be fired at Club Steel Targets Centerfire rifle cartridges are not to be fired on this range. All pistols chambered in.30 carbine are not to be used on this range. No one may cross the firing line until the line is called safe. When the range is made safe shooters will step back from the firing line. Firearms must be unloaded, magazines removed and action left open, or holster them. They will remain untouched or holstered until the range is made hot. Do not handle any firearm or stand at the firing line where firearms are present while others are down range. Firearms will only be handled on the firing line and only when the line is called hot. No caliber smaller than.30 cal is to be used on steel targets When shooting at steel targets shooters must be no closer than 33ft. (10 Meters-first red marker). All targets must be placed within 10ft of the backstop, (no exceptions.) Shooting Shotgun Birdshot or Buckshot, you must bring your own target backers. All target frames must be returned to the proper storage area. You are required to clean up after yourself, pick up your spent shell casings and police the area for live rounds. P.6
9 Range Rules Rifle Range #2 Rifle Range #2 Shooting Hours: Monday thru Friday 9am to Posted Sunset. Saturday, Sunday, & Holidays 9:30am to Posted Sunset. Eye and Ear protection must be worn on this range Centerfire Rifles, Pistols and Shotguns of any caliber may be fired on the rifle range. The Man Down Range sign must be in the down position and the Flashing Light System activated before the range can be called safe. No one may go forward of the established firing line until the line has been called safe. When the range is made safe shooters will step back from the firing line. Firearms must be unloaded, magazines removed and actions left open, or holster them where they will remain untouched or holstered until the range is made hot. Do not handle any firearm or stand at the firing line where firearms are present while others are down range. Use the appropriate frames marked for the different distances. Adjust accordingly so that all rounds impact the backstop. Do not drive forward of the firing line while the firing line is hot. All target frames must be returned to the proper storage area. You are required to clean up after yourself, pick up your spent shell casings and police the area for live rounds. P. 7
10 Range Rules Pistol Ranges #3 & #4 Pistol Ranges 3 & 4 Shooting Hours: Monday thru Friday 9am to Posted Sunset. Saturday, Sunday, & Holidays 9:30am to Posted Sunset. Eye and Ear protection must be worn on these ranges Pistols of any caliber may be used on the pistol ranges. Rimfire Rifles, (22 cal. long or short only) and rifles chambered for pistol caliber cartridges may be used on these ranges. Centerfire rifle cartridges are not to be fired on ranges #1, #3 or #4. Shotguns are not to be fired on ranges #3 or #4. All pistols chambered in.30 carbine are not to be used on the pistol ranges. No one may go forward of the established firing line until the line has been called safe. When the range is made safe shooters will step back from the firing line. Firearms must be unloaded, magazines removed and actions open, or holster them. Where they will remain untouched or holstered until the range is made hot. Do not handle any firearm or stand at the firing line where firearms are present while others are down range. Firearms will only be handled on the firing line and only when the line is called hot. No caliber smaller than.30 cal is to be used on steel targets When shooting at steel targets, shooters must be no closer than 33ft. (10 Meters). All targets must be placed within 10ft. of the backstop. Specially designated rim-fire steel targets will be shot with.22 LR,.22 long or.22 short only. You are required to clean up after yourself, pick up your spent shell casings and police the area for live rounds. P. 8
11 Range Qualification Ranges #1 #2, # 3 and #4 Outdoor Rifle, Pistol, Shotgun and Black Powder Ensure waiver signed and verify it is legible. Guest fees paid if applicable. For Members cover General Range Rules, Administrative Rules, and Range Specific Rules. All shooters must be read the General Range Rules & Range Specific Rules by the qualifying range officer. Range Officer must ensure shooters understand the range rules, and answer all questions that arise. Only Paul Connoly is authorized to qualify shooters to use fully automatic firearms on club ranges. Chief Range Officer is authorized, (at his discretion) to qualify shooters with Slidefire type firearms. 1. The shooter must demonstrate safe firearm handling procedures. 2. Safely Uncase Equipment. 3. Safely Load. 4. Rifle Pistol Shotgun. Safely Fire a minimum number of rounds, determined by qualifying RSO 5. Black powder safely load and fire a minimum of 1 round. 6. Full Auto & Slide Fire start with 1 round per magazine, then 3 rounds per magazine, then 6 rounds, for a total of 10 rounds. 7. All rounds must impact a safe area in the backstop, but do not need to hit their target. 8. Make safe their equipment. 9. Black Powder shooters must be qualified by appropriate range safety officer Issue appropriate range card sign and date for disciplines qualified. Print name and check off waiver box. P. 9
12 Archery Range Rules Indoors and Outdoors Longbow-Recurve-Compound-Crossbow Indoor Hours: 24 Hours 7 Days a Week. Outdoor Hours: Sunrise to Sunset 7 Days a Week. 3-D archers must be out of the woods by Dusk. Indoor archers must re-qualify every 2 years as per Range Officer Qualification (SOP). Qualifying indoors qualifies the archer to shoot on the outdoor ranges as well. The first club member on line will assume the duties of Range Officer until a Range Officer arrives. All commands, such as Range Ready and Range Down will be given only by the Range Officer. Archers and spectators are under the authority of the Range Officer. Archers and spectators must be behind the firing line, before the Range Ready is given. An archer may only shoot at the distance they are qualified at indoors (10,15, or 20 yards). All archers must shoot from the same firing line. When a shooter needs a closer distance the mobile targets will be moved to the appropriate yardage. Arrows will be nocked only after the Range Ready command is given. When archers are down range, all bows will be made safe, no arrow will be nocked. During a cease fire archers will lower their bows and remove their arrow. To call the line safe all bows will be made safe with no arrows nocked. The line will be made safe after archers have fired 5 arrows to go down and retrieve their arrows. When an arrow is nocked the bow must be pointed down range at all times. When making bow adjustments, the archer must step back from the firing line. All targets must remain within the designated area. Archers will draw their bows from the ground up to target level. Archers will only shoot at targets designated for the type of arrowheads they intend to use. Only club-approved targets will be hung on club approved target butts. Crossbows require a separate qualification and will only be shot at appropriate targets. No cross lane shooting. All archers must clean up after themselves and return all targets to the proper storage area. P. 10
13 Archery Range Qualification - Re-qualification Longbow-Recurve-Compound Indoor / Archery Ensure waiver signed and verify it is legible. Guest fees paid if applicable. For Members cover General Range Rules, Administrative Rules, and Range Specific Rules. All shooters must be read the General Range Rules & Range Specific Rules by the qualifying range officer. Range officer must ensure all involved understand the range rules, and answer all questions that arise. Archer must demonstrate safety. Safely uncase equipment. Safely Load. Safely Fire 5 arrows at or 20 yards. 5 arrows must be on a NFAA Archery target. An archer may only shoot up to the distance they were qualified. If an Archer wishes to shoot at a greater distance than they were qualified, they must re-qualify at that distance. Make safe their equipment. When an archer can not qualify indoors, the Range Officer may use their discretion and qualify the archer outdoors. Issue appropriate range card sign and date for disciplines qualified. Print name and check off waiver box. Indoor Archers must re-qualify every two years. Re-qualification for the indoor archery range shall be the same procedure as initial qualification Outdoor Archery The archer need not hit the target, but must understand the range rules and show safe bow handling practices. Safely uncase equipment. Safely Load. Safely Fire 5 arrows Make safe their equipment. Issue appropriate range card. Note on card if qual. is for outdoor only, sign and date for disciplines qualified. Print name and check off waiver box. P. 11
14 Range Qualification- Requalification Crossbow Qualifying officers; A list of qualifying officers is posted outside of the indoor archery range. Qualifying Ensure waiver signed and verify it is legible. Guest fees paid if applicable. For Members cover General Range Rules, Administrative Rules, and Range Specific Rules. All shooters must be read the General Range Rules & Range Specific Rules by the qualifying range officer. Range Officer must ensure all involved understand the range rules, and answer all questions that arise. All crossbows must have an operational manual safety. All qualifications must be accomplished at the indoor archery range. Indoor Re-qualification is required every 2 years. The shooter must show safe handling practices and accuracy. A crossbow must be decocked to be deemed safe before going down range. Always keep the crossbow pointing or facing down range even during cocking. Never load an arrow or bolt until ready to fire. Always keep the fingers below the flight rail. When the first arrow is loaded, the range officer must ensure the proper operation of the safety. Starting at the 10-yard line, 3 arrows must be on target, then proceed to the 20-yard line with 3 arrows on target. Qualifying indoors also qualifies the shooter outdoors. If the shooter fails to qualify indoors, It will be up to the qualifying officer to allow this person to shoot on the outdoor ranges. The range officer will enter crossbow / indoor or outdoor only on the individuals range card with the date and signature. P. 12
15 Trap Range Rules Shooting Hours Monday thru Friday 9am to posted sunset except Wednesday 9am to 8:30pm. Saturday, Sunday & Holidays 9:30am to posted sunset. Eye and Ear protection is recommended on all club trap ranges. Pat Trap Automatic Doubles Machines and or Canterbury Wireless Voice Release Systems can be operated by and or under the supervision of Manville Sportsmen s Club (MSC) qualified member Trap Shooter (s). Farley Mechanical Hand Release and or use of hand held Clay Target Throwers are to be positioned in a parallel plane on either right or left side of Trap Shooter. Positioning of this type equipment is limited to a designated area in front of the sixteen (16) yard shooting position. Automatic Clay Target throwers that release targets by remote control from behind the firing line may be placed on the ground within the area three (3) feet directly in front of the trap house. Target projectiles are limited to Clay composition and should meet Amateur Trapshooting Association(ATA) specifications. All Clay targets should be discharged in an aerial mode and must be positioned adequately to clear the all sides and top of Trap House. All Clay target projectiles should be positioned to fall within the outer boundaries of either MSC Trap Field. No use of ground focused projectiles, such as Bunny Run and or other similar scenarios. Shot size (lead or steel) is restricted to no larger than #6 shot. Guns must be empty; and actions open at all times except when on the shooting line or secured in the gun rack. Guns must be empty and actions opened when changing shooting station positions on the shooting line. No standing on Trap House roof. No Shooter is allowed to go beyond shooting line to service Trap House during any event until: a) Shooting line is declared safe. b) Actions are open. c) Guns are empty and placed in a safe position. d) Orange safety cone should be positioned on back edge of Trap House roof, this indicates Equipment is being re_loaded with targets or is being serviced. e) Last person leaving Trap House removes Orange safety cone returns to Shooting line and declares Trap House is loaded and armed. If using the Trap "Pat Trap" Equipment, funds for Clay Targets and related score sheets noteing total dollars collected are to be placed in a sealed envelope marked "Trap" and should be deposited in the metal collection safe located in the upper Trap house. Last Trap Shooter secures Trap House and Trap Equipment before exiting Trap Field. Care must be taken not to leave tire marks/tracks in the soil during soft soil conditions. P. 13
16 Range Qualification Trap Qualifying to participate with the trap discipline is done on Wednesday evenings and Sunday mornings during the normally scheduled trap shoots or by a qualified trap range safety officer. Contact the Trap discipline chairman for further information. Other Trap Qualifications Qualifying with Automatic, Mechanical Release and or use of hand held Clay Target Throwers. Ensure waiver signed and verify it is legible. Guest fees paid if applicable. For Members cover General Range Rules, Administrative Rules, and Range Specific Rules. All shooters must be read the General Range Rules & Range Specific Rules by the qualifying range officer. Range officer must ensure all involved understand the Trap Range Rules, and answer all questions that arise. 1. The shooter must demonstrate safe firearm handling procedures. 2. Safely uncase equipment. 3. Safely Load. 4. Safely Fire a minimum number of rounds, determined by the qualifying RSO 5. Make safe their equipment. Issue appropriate range card sign and date for disciplines qualified. Print name and check off waiver box. P. 14
17 Specialty Shoots Requests for specialty shoots Requests must be presented in writing to the Chief Range Officer for approval. Approved requests will then be brought to the membership at the next scheduled monthly meeting for membership approval. A representative for the requested shoot should be present to answer any questions the membership may have. Setting up ranges on the day before the Specialty Shoot will not be allowed before 3:00 pm. After set-up, the involved ranges will be off limits to all shooting activity until the time of the event. All club range rules will be followed and waivers will be signed by all involved. Include specific information as follows for requesting a specialty shoot. Date & Time of the event Number of Participants projected (members only or open to non_members) Purpose of the Event Layout _ Structure of Event Supervising the event (How many club RSO s will be present) P.15
18 Emergency Plan 1. Take charge of the situation. (Determine seriousness of injury and assigned duties) a. Call Ceasefire (Shut down all club ranges if possible) b. Secure equipment to prevent further injuries. 2. Render aid within the scope of training. 3. Call for help via radio or telephone. If designating assign a person to call 911. a. When calling 911 inform dispatcher the location and nature of the situation. How many people are injured and the severity of their injuries. 4. Direct help to location if possible send someone to open gate to the ranges to speed up emergency response time. 5. Notify the Chief Range Officer and or The Club President, as soon as possible. 6. Take notes and photos. Emergency report sheet is located in the upper range building, and the indoor pistol range waiting area. 7. Fill out NRA Injury Report Form. P. 16
