VETERAN S RANGE (Action Pistol) 14.1 NFGA CROSS FUNCTIONAL RULES (SECTION 4) APPLY TO THIS RANGE GENERAL OPERATION Use of Veteran s Range while Trap Range is in use -- The Veteran s Range and the Trap Range are interlocked. No one is allowed on the Veteran s Range when the Trap Range is in use. The two ranges cannot be in operation at the same time. Operation of the Veteran s Range has precedence, unless there is a scheduled trap event noted in the club calendar Rule modification for events -- The Veteran s Range rules may be modified by the Range Governor, Veteran s Range Safety Officer (RSO) / Event Range Officer (ERO) or an Activity Chairman as required for the safe conduct of a specific range activity. Assigned Event Range Officers have reasonable discretion to conduct these activities. NOTE: This modification of rules is only applicable during the conduct of this activity and does NOT permanently modify the rules of the range as outlined here Sign in -- All participants must sign themselves and their guests and family members in and out in the log Book next to the entrance. Failure to sign in is considered a major rule infraction The Veteran s Range is a cold range. This means that firearms are unloaded and holstered. There are four exceptions: All firearms are to be cased and unloaded when entering or leaving the range When you enter or leave the Veteran s Range, you may use the firearm-handling table (located in the designated safety area) to switch between cold (unloaded and holstered) carry to cold (unloaded and cased) cased. Firearms must be inspected by the RSO/ERO before you are authorized to leave the firearm handling area. The firearm handling table rules explain the details of the process If you must work on your firearm to fix, clean, or lubricate it, you must use the firearm-handling table. At the firearm-handling table you may remove the pistol from your holster to work on it under supervision of the RSO/ERO. All firearms must be inspected by the RSO/ERO before you are authorized to leave the firearm handling area When on the firing line and instructed by the RSO to make ready to fire, at this point the firearms can be drawn from the holster and loaded Approved positions -- All shooting must be conducted from one of the firing positions approved by the Veteran s Range governing committee Targets -- Shooting will only be at approved targets Targets -- Targets must be placed on the installed target stands Targets -- Standard, generic bad guy/hostage type targets are acceptable The following types of shooting are not allowed: a. Fast draw shooting b. Shooting from the hip c. Shooting outside of range limits d. Shooting at anything other than approved targets. e. The use of non-approved targets (cans, bottles, plastic, etc). f. Intentionally shooting at anything other than a properly hung target. g. A recognizable person s image, either in cartoon or realistic form, may not be used as a target.
2 Closed Range Closed Range -- The Veteran s Range Action Pistol is a closed range that may only be used for scheduled events. The Veteran s Range may only be operated by an NFGA CRSO or a Veteran s Range Action Pistol Committee member who is also a NFGA RSO Permitted Hours of Operation: Normal hours of operation will comply with the NFGA Cross Functional Rules. Extended hours of operation are authorized up to 9:00 PM local time for scheduled Veteran s Range Action Pistol Events/Matches as posted in the club calendar. During extended hours operations; the use of the Veteran s Range Action Pistol overhead lights is required to ensure safe operations. If for any reason the overhead lights are not functioning, all shooting will cease 30 minutes after the official sunset. Any deviation beyond the extended hours of operation must be approved by the Trustees prior to conducting the event Eye and ear protection must be worn at all times on the range while firing is taking place RANGE PROCEDURES Handling of Firearms on the Veteran s Range You shall not leave the firing line with a firearm in your hand You shall not leave the firing line with a loaded firearm Firearms must be carried in a holster that completely covers the trigger You may not remove or exchange magazines in a holstered pistol anywhere on the range. Magazines may only be inserted into the firearm at the firing line on command of the RSO/ERO You shall not disassemble, fix, assemble, repair, or otherwise manipulate firearms except under RSO/ERO supervision in the designated safety area while on this range Firing Line Procedures and Commands - Range Commands (subject to modification) a. Shooters to the line, approach firing line, move to and wait at the designated firing position. b. Load and make safe, upon which the shooter loads his/her firearm and prepares his/her equipment for the match. c. Holster firearm, place the firearm in holster (only in approved situations and at firing line) d. Is the line ready? The firing line is ready (announced after each RSO/ERO visually indicates the line is ready by raising their hand.) e. Is the line ready? Ready on the left ready on the right (ERO s raise hand if their shooters are ready) The Line is Ready is announced if all shooters are ready. f. Fire. This indicates the start of the sequence of fire. A whistle may be substituted in lieu of a verbal command. g. Cease Fire: stop firing h. Unload and show clear to the RSO/ERO. RSO/ERO inspects firearms to ensure they are unloaded and safe. The RSO/ERO gives approval to drop slide forward, close cylinders and make safe. i. Re-holster: upon which the shooter safely places their firearm into their holster. RSO/ERO will observe this action for safe holstering. j. Police your brass k. Move down range and score targets.

Shooters paste targets after RSO/ERO has scored the target Cease fire may be called by anyone, at any time, for what is believed to be an unsafe condition Cease Fire -- Upon hearing the call for a cease fire, all shooters must immediately stop firing and await further commands from the RSO When the command to cease firing is given at the end of a string or stage the command is "CEASE FIRING-UNLOAD AND SHOW CLEAR." On this command all RSO/ERO s check their shooters to make sure each one obeys the command before signaling to the person giving the commands that their portion of the firing line is clear. When all RSO/ERO s have given the signal that the range is safe, the RSO will give the necessary commands to move from the firing line or to score and properly handle targets are given Upon completion of a shooting session, the shooter is required to: a. Pick up and/or sweep up all empty brass, used targets, ammunition packaging, and other debris from the shooting area and place these items in proper receptacles. b. Have firearm cleared by Veteran s Range RSO/ERO in designated safety area. c. Place firearm in firearm s case/bag before departing the range Concealed carry of loaded or unloaded firearms is NOT permitted on the Veteran s Range 14.4 RANGE SAFETY There is no individual firing on the Veteran s Range. The RSO or ERO has complete control of the shooting activities and the conduct of the shooters. Commands given by a RSO/ERO must be obeyed immediately. Failure to do so will be cause for revocation or suspension of range privileges. The RSO/ERO may, at his discretion, stop anyone from shooting if that person is not shooting in a safe manner Unholstered firearms -- The following range safety rules are to be followed at all times when any firearm is unholstered: a. The muzzle of the firearm must always be pointed in a safe direction. b. All shooters will keep their fingers off the trigger until they have acquired their target and are ready to shoot No firearm will be loaded on the range until the shooter is in position at his/her firing point and instructed by the RSO/ERO to load and make ready. No person will go forward of the firing line until all firearms on the line are deemed unloaded, cleared and safe by the range RSO/ERO and holstered. "Loaded" indicates a firearm with a cartridge in the cylinder or chamber or with a magazine in place Handling Firearms While on the range, shooters not firing will only handle their firearms in designated safety areas. The normal condition of firearms on the firing line is holstered and unloaded, until given the command by the RSO/ERO. No handling of firearms is allowed on the firing line when anyone is down range Safe Firearm Condition - A shooter must begin each string of fire with his firearm in a safe condition, specified as: a. Single-action revolvers must have the hammer fully down on an empty chamber, unless equipped with a transfer bar. b. Double-action revolvers must have the hammer fully down, and not in the half-cock position. c. Semi-auto pistols with a safety must have the hammer fully down or fully cocked with the thumb safety on safe, never on half-cock. Double-action semi-autos with a manual safety may not be fully cocked, if their safety mechanism drops the hammer when actuated.

Semi-auto pistols with a safe action mechanism, (such as a Glock, S&W M&P, Ruger SR-9, etc.) or Double-Action Only (DAO) Semi-Auto Pistols without a manual safety will have slide forward and finger outside the trigger guard Position of Firearms When Moving Between Firing Positions During a course of fire requiring the shooter to move between firing positions: a. Firearms must be in a safe condition during movement. b. Fingers must be outside the trigger guard. c. The firearm shall be pointed downrange and remain within the left and right limits of the range at all times. d. Muzzle will remain in a level or slightly downward angle and will not be elevated above the horizontal position Clearing of Jams and Reloading While clearing jams, the muzzle of the firearm must be kept in a safe down range position, care should be taken to handle the firearm safely when clearing or reloading Dropped Firearm - A shooter may not pick up a dropped firearm except under the direction of a RSO Pistol Malfunction Procedure - In the event a pistol cannot be unloaded due to a broken or failed mechanism, the shooter will notify a RSO who will take such action as he thinks best and safest. In no case will a shooter leave the firing area with a loaded pistol in his possession 14.5 FIREARMS AND AMMUNITION Safe, operational firearms: Any semi-automatic firearm or revolver may be used in competition. It must be serviceable and safe. If any pistol is observed to be unserviceable or unsafe, it shall be withdrawn at the request of the RSO/ERO The firearms allowed for use on the Veteran s Range shall generally comply with NRA Action pistol Standards. This section defines authorized equipment and ammunition. This section is not meant to restrict equipment, but to define limitations. Generally, there are few restrictions on pistols and their accessories, except for safety concerns. Various types of sights may be used, from standard metallic (fixed and adjustable) to optical and electronic Open Firearms (1) Any semi-automatic handgun or revolver used in competition shall be serviceable and safe. If any pistol is observed to be unserviceable or unsafe, it shall be withdrawn at the request of the tournament director. (2) The term "firearm" as used in these rules includes anything attached, permanently or temporarily, to the pistol. (3) All standard safety features of the guns must operate properly (4) Any centerfire firearm with lasers sights, optical sights, and compensators will compete in this category. Telescopic optical sights above 1x power will not be permitted Open Rimfire Firearm (1) Any semi-automatic handgun or revolver chambered for.22 Rimfire ammunition, which is serviceable and safe. If any pistol is observed to be unserviceable and unsafe, it shall be withdrawn at the request of the Tournament Director. (2) The term "firearm" as used in these rules includes anything attached, permanently or temporarily, to the pistol. (3) All standard safety features of the guns must operate properly.
5 (4) Any.22 rimfire firearm with lasers sights, optical sights, and compensators will compete in this category. Telescopic optical sights above 1x power will not be permitted. (5).17 rimfire firearms are not permitted Open Modified Firearm (1) Any semi-automatic handgun or revolver used in competition shall be serviceable and safe. (2) All standard safety features of the guns must operate properly. If any pistol is observed to be unserviceable or unsafe, it shall be withdrawn at the request of the tournament director. (3) The term firearm as used in these rules includes anything attached, permanently or temporarily to the pistol. Wings are prohibited Metallic Sight Firearm (1) Any centerfire handgun may compete (2) A semi-automatic firearm with no more than a 6 1/4-inch barrel length. The front sight not to extend beyond the muzzle, the maximum sight radius to be no more than 8.5 inches. A Revolver's barrel will not exceed 8 5/8 inches in length. The front sight not to extend beyond the muzzle, maximum sight radius not more than 11 inches. (3) All standard safety features of the guns must operate properly. (3) The following items are prohibited: (a) Wings. (b) Peep, ghost, optical, electronic sights or laser sights. (c) Orthopedic grips - no part of the grip may encircle the hand. (d) Thumb rests. (e) Compensators or ported barrels Production Firearm (1) A semi-automatic handgun or revolver which is or has been a catalogue item readily available to the general public equipped with metallic sights. (2) Custom-shop pistols are not allowed. (3) All standard safety features of the guns must operate properly. (4) The firearm shall have no visible external modifications except as follows: (a) Replacement or modification of grips to fit a competitors hand or facilitate loading. (b) No part of the grip may encircle the hand. (c) Thumb rests are prohibited. (d) Wide "target" style hammers and triggers are allowed. (e) Checkering and stippling are allowed. (f) Replacement of factory metallic sights with those of another manufacturer. (g) External finishes either protective or decorative, or other nonfunctional embellishments such as engraving, inlays, or inscriptions Production Rimfire Firearm (1) As described in except chambered for.22 caliber Rimfire ammunition. (2) All standard safety features of the guns must operate properly Prohibited firearms prohibited from use on the Veteran s Range include those that fire rifle and/or shot ammunition, black powder, or that are fully automatic.
6 Weight Restrictions - There shall be no restriction on overall weight of pistols. The trigger pull shall not be less than 2 pounds More than One Pistol in a match - A shooter shall not be permitted to wear or use more than one pistol at a time Holsters Must be Practical, Safe, Serviceable, and Suited to the Pistol Used - Holsters in use must retain the pistol during any activity within a course of fire. Holster allowed must be strong side hip or strong side leg holsters only. No other holsters such as cross draw holsters, shoulder holsters, ankle holsters, or small of the back holsters are permitted Centerfire Ammunition (a) Ammunition must fire a single projectile. (b) No frangible ammunition shall be used on this range. (c) Tracer, incendiary, and similar ammunition is prohibited (d) Any ammunition used must be loaded within safe limitations for the firearm to be used Rimfire Ammunition - Any.22 caliber rimfire, single projectile ammunition is permitted as long as it does not pose a danger to shooters, range personnel or equipment..17 caliber rimfire ammunition is prohibited..22 WMR firearms are permitted General - All devices or equipment which may facilitate shooting not mentioned in these Rules and are contrary to the spirit of these Rules and Regulations are forbidden All Equipment Must Be Safe and Serviceable - All equipment used in shooting, inc1uding firearms, holsters and ammunition, must be safe and serviceable. No modified equipment may be used if it could compromise the safety and reliability of such equipment MOVEMENT DOWN RANGE --NO SHOOTER WILL MOVE DOWN RANGE WITHOUT AUTHORIZATION OF RSO/ERO THE FOLLOWING ACTS ARE NOT PERMITTED FOR HEALTH AND SAFETY REASONS: a) Smoking, drinking or eating in the firing area. b) Eating and drinking in the safety area c) Eating in the administrative area d) Drinking alcoholic beverages anywhere on the range. e) Loud talking, horse play or other distractions while persons are shooting EVENT RANGE OFFICER The Veteran s Range RSO can appoint Event Range Officers (ERO) who will be responsible only for their specific events The duties of an Event Range Officer (ERO) may include, but are not limited to: a. Operation of the range during Special events or practices. b. Clarification of any range rule or dispute. c. Enforcement of all range rules. d. Shooters must instantly obey the commands of any Event Range Officer. Failure to do so will result in suspension or revocation of Veteran s Range privileges VETERAN S RANGE CERTIFICATION PROCEDURES a. Any member of NFGA who holds a key to the main gate may be certified to use the Veteran s Range, but only when a RSO/ERO is present.. b. Any member whose range privileges are suspended or revoked will not be allowed on the Veteran s Range.
7 c. Certification testing is usually conducted once a month. The date and time will be published in the NFGA Newsletter. This process usually takes one hour A separate Veteran s Range Certification and Written Exam outline these procedures. In general, the certification process will include, but not be limited to: a. An orientation of the Veteran s Range, including an explanation of the firing positions and their intended use. b. A written test must be passed to ensure that the NFGA Cross Functional Rules and Veteran s Range Rules are fully understood. Every applicant being certified will have been given a copy of these rules. c. A Firearm Proficiency Test must be passed to ensure the shooter can physically demonstrate their ability to safely handle and fire a handgun. Each individual must be able to demonstrate their ability to: 1. Clear and make safe 2. Load a revolver or semi-auto pistol 3. Safely place a handgun in a holster and safely draw a handgun from a holster 4. Safely fire a handgun from a standing position with a reasonable level of accuracy. 5. Safely clear any jams or malfunctions that may occur with their handgun during the firing portion of the test. d. Pass a Shooting Proficiency Test. The applicant will demonstrate that he/she is capable of handling and firing a firearm in a safe manner. The shooting test will consist of: 1. The firing of 10 shots in 10 minutes from 10 yards in the standing position. This will be in series of two 5 shot strings and the individual will demonstrate their ability to safely reload the handgun. 2. All 10 shots must hit within the A, B, or C zone of an NRA Action Pistol, IPSC, or IDPA silhouette target. Any shot in the D Zone will not count as a hit. 3. Any firearm that is permitted at the range may be used for the test. 4. One hand or two handed hold is allowed. 5. All firing will be done from a standing unsupported position. 6. Any sights iron, open, electronic, or non-telescopic optical sights may be used. 7. Demonstrate an understanding of the Action Pistol match procedures rules and regulations. The individual must not violate any safety or gun handling procedures. e. The range officer conducting the test shall observe that the applicants use safe handling procedures. f. The RSO/ERO will sign a document attesting to each individual who obtains passing score of this certification process consisting of the Written Exam and Shooting Proficiency Test. g. Signing a statement of acceptance. The applicant will be required to sign a statement that confirms that he/she understands the rules and is aware of the consequences of failure to follow them All procedures, rules and regulations covered under the Action Pistol match regulations govern action pistol events. These procedures are under a separate cover and are available by contacting the Veteran s Range Governor.
8 14.11 VIOLATION OF RULES Any member violating these rules or conducting him/herself in an unsafe or unsportsmanlike manner may have his/her privilege of using the Veteran s Range suspended or revoked by the Veteran s Range Governor (pending review by the Board of Governors and any subsequent appeal to the Board of Trustees) An RSO or ERO may have any person removed from the premises if the officer feels that the person is behaving in an unsafe or unsportsmanlike manner All members are urged to report violations to an authorized Range Officer, the Veteran s Range Governor, or to the Chairman of the Board of Governors (Vice President, NFGA) Safety Areas: ADDENDUM VETERAN S RANGE AREAS The Veteran s Range Governor or his designee is responsible for the construction and placement of a sufficient Safety Area for any practice session, event or match The Safety Area will a) Be supervised by either an RSO or ERO whenever anyone is in the Safety Area b) Be conveniently placed and easily identified with signs c) Include a table with the safe direction and boundaries clearly shown. d) Include a suitable gun rack or table, as they are intended for use by all during any event/match Shooters are permitted to use the Safety Areas for the activities stated below provided they remain within the boundaries of the Safety Area and the firearm is pointed in a safe direction and under the observation of an RSO/ERO. Violations may be subject to event/match disqualification and/or loss of certification for the Veteran s Range. a) RSO/ERO inspection to ensure firearms are safe and clear b) Casing, uncasing, and holstering unloaded firearms. c) Conduct inspections, stripping, cleaning, repairs d) Maintenance of firearms, component parts and other accessories e) Change from one firearm to another firearm f) Make adjustment to equipment that require firearms handling g) Food and drink are not allowed in the safety area h) All firearms will either be cased or holstered before leaving the Safety Area i) If a shooter has to leave the range for a short period of time (go to a vehicle, restroom, etc.), the shooter may leave his firearm in the Safety Area under the observation of an RSO/ERO. If an RSO/ERO is not available, the firearm must be cleared off the range and then back onto the range when the shooter returns Test or Dummy ammunition (including practice or training rounds, snap caps and empty cases), loaded magazines, loaded speed loading devices and live rounds must not be handled in a Safety Area under any circumstances Administrative Areas The Veteran s Range Governor or his designee is responsible for the designation a sufficient Administrative Area for any practice session, event or match. Administrative Areas procedures:
9 14.14 Observation Areas a) Only shooters and event / match officials are permitted in the Administrative areas. Guests or observers will remain in the observation area. b) No handling of firearms is permitted in this area. c) All firearms will remain in the holster and remain unloaded d) If a shooter desires to change firearms, they must move to the Safety Area for this activity. e) Shooters may handle ammunition and load magazines and/or speed loaders but will not place any ammunition into a firearm in the administrative area. f) Shooters may adjust and prepare equipment in this area as long as it does not involve firearm handling. If the firearm must be handled, the shooter should return to the Safety Area. g) Event/match administrative actions will be conducted in this area such as sign-up, fee collection, stage briefings, etc. h) Shooters will remain in the administrative area, while waiting to move to the firing line. i) Food is not allowed in the administrative area The Veteran s Range Governor or his designee is responsible for the designation a sufficient Observation Area for any practice session, event or match Observation Area procedures: a) Guest and observers must sign in and out of the Veteran s Range Log Book b) Guests and observers will remain in this area whenever firing is in progress for an event or match on the NFGA Veteran s Range. c) Guest and observers will not depart the observation area and move to other parts of the Veteran s Range unless under the direct supervision of an RSO / ERO. d) Guest are required to wear eye and ear protection when firing is in progress e) Children must be under the direct supervision and control of a non-shooting adult on this range. f) Guest and observers may depart the range when desired without notifying the RSO. g) Shooters are not allowed to handle ammunition and load magazines and/or speed loaders and will not place any ammunition into a firearm while in the observation area. h) Food, drinks or smoking is allowed in the observation area.
