1 LOCATION: Rattlesnake Mountain Shooting Facility, 10 miles Northwest of Richland, WA. Access to the range is thru the Main Gate, located at MP 8.5, North of I-82 (Benton City), or 3 Miles South of Hwy 240, on Hwy 225. Map available at: RULES: These are NRA Approved Individual ; no Team competition. Current NRA Black Powder Target Rifle (BPTR) rules will govern. Eye and hearing protection is REQUIRED. Full rules are available at: DATES: The match begins with a Friday morning mid-range match, followed by a Friday afternoon long range practice session, three rounds of competition on Saturday, and two rounds on Sunday. Competitors may elect to participate in any one, any two, or all three days. Competitors may choose to participate in any combination of mid-range and long range and long range practice. NRA and TCSA membership is encouraged, but not mandatory. NO ADVANCE ENTRIES: All entry fees to be paid at the time of check in for the match. The courtesy of a brief or phone call to the Match Director stating your intention to attend is requested; it will help us run a more efficient and better organized match if we have an idea of how many competitors will be attending. ENTRY LIMIT: Twenty-four (24) individual shooters, on a first checked-in, first squadded basis. ENTRY FEE(S): Adults (over 18) -$20 for any one day, $30 for any two days, and $40 for all three days. Juniors (18 and under) -$10 for any one day, $15 for any two days, and $20 for all three days. Entry fee includes Saturday s post-match social. TARGETS & TARGET SERVICE: NRA MR-63 (300 yards) and MR-1 (600 yards) targets will be used for the mid-range. NRA LR targets will be used for the long range. Competitors will pull targets. Competitors failing to pull targets, or to provide an adequate substitute, may be disqualified.

2 SCORING: Competitors will score. Competitors failing to perform scoring duties may be disqualified. OPEN ACTION INDICATOR: Required to be used at all times in Black Powder Cartridge Rifles prior to match preparation time and after firing is complete. SQUADDING: All will be squadded with four relays per target. Block or pair firing may be utilized at the Match Director s discretion. Target and Squadding assignments will be issued at the Safety Briefing. A competitor who fails to check in prior to 7:30 AM will only be squadded to fill vacancies in existing relays. EQUIPMENT and AMMUNITION: This match is primarily for NRA Black Powder Target Rifles. Any safe, original or modern production or custom variety, breech loading rifle designed as a single shot is allowed. Bolt action rifles are specifically not allowed. Original or modern muzzle loading rifles, with or without a sealed ignition are also allowed. Safe triggers are required. Electronic triggers and adjustable butt plates are prohibited. Breech loading rifles must be chambered for authentic, original black powder cartridges and calibers, taking into account normal variations in types of brass and primers as well as bore sizes, rifling styles and twist and chamber dimensions. There will be three divisions based on sighting system. Metallic -Any period metallic sights are allowed. No optics other than sight correcting shooting glasses are permitted. Metallic Black Powder Military Rifle -The front and rear sights must be of original design, but may vary in dimensions of rear sight aperture and front sight blade heights. Telescopic o No length or power limitation on the scope. Scope tube body to be 3/4 or less in diameter and any ocular or objective lens, adjusting or assembly rings to be less than 1 in diameter. o No internal adjustments for windage or elevation o Mounts are to be of a traditional style of the period and contain the windage and elevation adjustments for the scope in either, or both, the front or rear mounts. No click adjustments in the mount. Either dovetail mounting or scope block mounting is allowed. Original scope mounts of either the Cataract or Malcom style or variations thereof, or replicas or derivative of either style, are allowed provided the replica or derivative conforms to the criteria of the above. Refer to NRA Black Powder Target Rifle Rules, for more details.

3 Any safe black powder rifle of caliber 0.50 or less may participate. However, to have the scores reported to the NRA, the equipment must comply with one of the categories from Section 3.0 of the current NRA BPTR rule book. Shooters are responsible to self-identify the particular type of rifle for those compliant with Section 3 NRA rule book in order to have their scores reported to the NRA. At Match Director s discretion, other safe, non-compliant black powder rifles of caliber 0.50 or less may be allowed to participate. Scores will not be reported to the NRA, and they will not be eligible for awards. Ammunition - Ammunition may be fixed, breech seated or muzzle loaded. Only commercially manufactured sporting grade Black Powder or Black Powder substitute may be used for the entire powder charge. No smokeless powder in any quantity may be used. Shooters may only use equipment that is not ground penetrating. Under no circumstances shall any equipment to be staked or nailed to the shooting line surfaces. Rattlesnake Mountain Shooting Facility doesn't allow anything including but not limited to stakes or cross sticks to be inserted into the shooting line. As such, cross sticks and wrist rests will have to be self-supporting or free standing. Spotting Scopes - The use of a telescope to spot shots is permitted. It may be positioned forward of the shooter s shoulder. Shooting Kits - The shooting kit and/or shooting stool may not be placed forward of the firing line. Ground Cloth - A ground cloth or ground pad may be used provided it is not constructed or used in a manner to provide artificial support. Gloves - Gloves may be worn which do not form an artificial support. Padding - Shoulder pads and elbow pads may be worn provided they are constructed so as not to provide artificial support. Slings, Rests and Other Equipment - Slings may be used, at the shooter s option only in the Any position. A sling may be used in conjunction with a wrist rest in the Any position competition over 600 yards. A rest in the form of approved crossed sticks, or a forward hand support rest, such as sandbags, or other rests built for that purpose may be used in the Any position, but may not be affixed to the rifle in any manner, and with the exception of the crossed sticks, they may not contact the rifle in any manner. Gloves, shooting jackets, shooting mats, spotting scopes, sun shades and rain covers of reasonable size are permitted. Individual wind flags of a non-electric nature may be used, provided they are not placed ahead of the firing line. Equipment must be placed behind the firing line and must be placed so that it does not interfere with other shooters. Crossed Sticks - Crossed sticks constructed of two wooden legs, no greater than 1 inch by 2 inches in thickness and width or 1-1/2 inches in diameter, and bolted or tied so that the two legs are hinged and capable of pivoting. The end of the legs may be equipped with spikes no more than 3 inches in length and no wider than the edge of the crossed stick. Rattlesnake Mountain Shooting Facility doesn't allow stakes or cross sticks to be pushed or driven into the top of the firing line. As such, cross sticks and wrist rests will have to be of a self-supporting or free standing design. One layer of protective material may be suspended or inserted in the V of the crossed sticks to protect the rifle. All cross sticks will be certified.

4 Shooting jackets Shooting jackets made of cotton, cotton twill, khaki or similar weight material which may have non-slip patches added to elbow and shoulder are permitted. Shooting jackets made of any heavier material (example: leather or nylon) are considered to provide artificial support and are prohibited. Butt plates - Schuetzen type butt plates are not permitted. Crescent-style butt plates are permitted but cannot be over 1-1/8 inches deep when measured from a straight line from the points of the butt plate. Release Trigger -Triggers which function on release are prohibited. MATCH SCHEDULES: 7:00 AM - Range opens 7:15 to 7:30 AM - Competitors must report to the range office 8:15 to 8:30 AM - Squadding 8:30 AM - Safety Briefing will begin 9:00 AM - Firing will commence Friday Morning Mid-range any position slow fire Match MATCH No. 1: Four (4) sighters and 10 shots for record from 300 yards in 30 minutes. MATCH No. 2: Four (4) sighters and 10 shots for record from 600 yards in 30 minutes. Friday Long Range any position slow fire Practice Session 800 yard practice ~ 12:30 PM 900 yard practice ~ 1:30 PM 1,000 yard practice ~ 2:30 PM NOTE: times are approximate, and may begin earlier or later depending on when the previous relay is completed. Saturday any position slow fire Matches MATCH No. 3: Unlimited sighters and 10 shots for record from 800 yards in 30 minutes. MATCH No. 4: Unlimited sighters and 10 shots for record from 900 yards in 30 minutes. MATCH No. 5: Unlimited sighters and 10 shots for record from 1,000 yards in 30 minutes. Sunday any position slow fire Matches MATCH No. 6: Unlimited sighters and 10 shots for record from 1,000 yards in 30 minutes. MATCH No. 7: Unlimited sighters and 10 shots for record from 1,000 yards in 30 minutes. AWARDS: Plaques will be awarded for aggregate score of 1 and 2. Plaques will be awarded for aggregate score of 3 through 7. Plaques will be awarded for the overall aggregate score of 1 through 7. No monetary awards will be given. Number of plaques and categories awarded will be at the discretion of the Match Director based on number of participants.

5 SATURDAY POST-MATCH SOCIAL: Competitors are invited to attend a BBQ dinner and social hour at the TCSA Shotgun clubhouse after Saturday s are complete. This event is free for registered competitors & Range Officers, and $5.00 for other guests. This is a humble event, and will include hamburgers, hot dogs, potato or macaroni salad, chips, and non-alcoholic beverages. We will attempt to fulfill reasonable alternative dietary requests (such as for vegi-burgers or chicken) only if the request is made in advance of the match. No alcoholic beverages are permitted on TCSA facilities. CONCURRENT MATCHES: NRA Approved Black Powder Target Rifle (BPTR) will be fired concurrent with High Power/F- Class ; time limits are the same, only the round count will differ; squadding and firing points will be segregated. OTHER DETAILS: Sustenance & Weather: Bring your own WATER and food. No organized lunch break will be taken. Plan for inclement weather (i.e. heat or cold, sun, rain, wind). There is no shade or shelter on the High Power range, so please plan accordingly. Accommodations: This is a primitive range. Portable toilets will be available. NO WATER or electrical hook ups at the range. Nearby (2 miles), is the Horn Rapids County Park on the Yakima River. It has full RV hook-up and no hook-up sites at moderate cost. No reservation system is in place at this time. Other accommodations may be found nearby in Richland (10 mi.) and restaurants and groceries in Benton City (5 mi.). Airport: TRI-CITIES Airport is located in Pasco (PSC), 10 miles from Richland and 20 miles from the Rattlesnake Mountain Shooting Facility, and is served by Continental, United, US Airways, Delta, and Alaska airlines. Many of the car rental agencies are represented at the airport.
