1 THE HUGHES RALLY SUPPLEMENTARY REGULATIONS 1. Announcement. The Blackpalfrey Motor Club of Kent will organise a National B permit daytime Historic Road Rally on Sunday 27 th May 2012, to start and finish at The Moat, Wrotham Heath, Kent TN15 7RR, grid ref 188/ Jurisdiction. The meeting will be governed by the General Regulations of the Royal Automobile Club Motor Sports Association Ltd. (incorporating the provisions of the International Sporting Code of the FIA), by these Supplementary Regulations and by any other written instructions that the organising club may issue for the event. 3. Authorisation. A MSA Permit has been applied for. 4. Competitor Eligibility. The event is open to all fully elected members of The Blackpalfrey Motor Club of Kent and members of the following invited clubs: The Historic Rally Car Register (HRCR) Any member club of the Association of South Eastern Motor Clubs (ASEMC) All Competitors (Drivers and Navigators) must produce a valid competition licence and a club membership card at signing-on. 5. Championships. The event will be a qualifying round of the Autosessive HRCR Clubmans Rally Championship, MSA Waiver of Permit Number 50/ Vehicle Eligibility. MSA Category 1 (pre-1968), Category 2 ( ) and Category 3 ( ) historic road rally cars are eligible to enter the rally. All competing cars must have been manufactured before 1 st January Competitors will be required to present a current MOT CERTIFICATE and the VEHICLE REGISTRATION DOCUMENT (V5) as proof of period authenticity. If the registration document does not verify this information then written authorisation from the MSA must be presented. All Category 3 ( ) cars must produce a valid MSA or FIA Historic Vehicle Identity Document for the vehicle. All vehicles must comply with MSA Technical Regulations and in particular articles J.5 and R.18. Category 2 and Category 3 cars that do not fully comply with General Regulation R.18.2, with particular reference to the number of cylinders, carburettor chokes and/or camshafts, may be considered for acceptance, subject to full details of the non-compliance being declared on the entry form and the organisers being granted specific waivers by the MSA.

Saturday May 26 th 6pm to 8pm Scrutineering and Documentation Sunday May 27 th 7am to 8.30am Scrutineering and Documentation 8.40am 9.01am 12.30pm* 1.30pm* 5:30pm* Crew briefing First car departs Start First car arrives at lunch halt First car departs lunch halt First car arrives at Finish *approximate times 8. Identification. Competitors will be identified a Rally Plate, which will be provided by the organisers and should be affixed to the front of the vehicle. The organisers will also provide self-adhesive numbers to be affixed to the left and right sides of the vehicle, preferably on the rear side windows. 9. Route Information. The route will be approximately 140 miles on public roads and some smooth loose surfaced private roads. Ordnance Survey Landranger Maps 1:50000 scale, numbers 188 and 189 will be required to navigate some sections of the route. The latest issues of the maps are recommended. The event will contain regularity sections on public roads and private land timed to an accuracy of less than one minute. The event will also include special tests on private land timed to an accuracy of less than one minute. Entrants will be supplied with a Roadbook and Timecards at the start and additional route cards at various points along the route. These documents will provide all the information necessary to enable competitors to comply with R.14.1
3 10. Classification. There will be six classes based on car age category and crew experience as follows: 1 Experts in Category 1 historic rally cars (up to 1967) 2 Experts in Category 2 historic rally cars ( ) 3 Experts in Category 3 historic rally cars ( ) 4 Novices in Category 1 historic rally cars (up to 1967) 5 Novices in Category 2 historic rally cars ( ) 6 Novices in Category 3 historic rally cars ( ) The organisers reserve the right to amalgamate or sub-divide the above classes or reclassify entries at their discretion. Age group dates relate to the date of first registration of the vehicle, or the proven date of manufacture of the vehicle in cases where the vehicle was manufactured before but first registered after the age group cut-off date. Age group years shall run from 1 st January to 31 st December. Experience Definitions will be: EXPERT - A crew which does not meet the qualifying requirements herein for Novice NOVICE - A crew in which no member has had two or more finishes in the top 15 places overall of a rally of the following types and having more than 30 starters: a) Any rally for which MSA Competition Licences were required. b) Any road event in the UK or abroad, which included timed regularity sections. Note that this includes HERO, Classic Rally Association and Classic Rally Tours events etc. All prior experience up to the date of submitting the entry must be considered. 11. Awards. Awards will be presented as follows: 1 st Overall Driver The Hughes Historic Trophy and an award 1st Overall Navigator The Hughes Challenge Trophy and an award 2 nd Overall The Roy Edwards Trophy and 2 awards Best Blackpalfrey The Hassel Trophy and 2 awards 1 st Novice The Harris Trophy and 2 awards 1 st in Class 2 awards 2 nd in Class 2 awards (subject to 5 starters) 3 rd in Class 2 awards (subject to 8 starters) No competitor may win more than one of the above awards. The following special awards will be presented: Best Turned Out Car (Concours): Warren Chmura Award: An award Best aggregate time for the special tests on grass. In addition all finishers will receive a special finisher s award. Entrants in age Category 3 cars will not be eligible for the overall awards All named trophies will be retained for 11 months or until the next Hughes Rally, whichever is the sooner.
4 12. Entries. The entry list opens on 1 st April 2012 and closes finally on 19 th May The entry fee is 100 inclusive of lunch and supper for two crew members. Entries will only be accepted if submitted either via the online entry form (available from or a paper copy of the Official Entry Form. In either case the appropriate fee must be posted to the address below. Cheques should be made payable to The Blackpalfrey MC of Kent. The maximum for each class is 30, the minimum is 3. Should any of the minimum figures not be reached, the organisers have the right to cancel the meeting or amalgamate classes as necessary. *The maximum number of entries for the Hughes Rally (Nat B) and Hughes Club Rally (Clubman) combined will be 60. Entries will be selected in order of receipt. Entry fees may be refunded if valid notice is given to the Secretary of the Meeting before the closing date for entries. 13. Results. Provisional Results will be published as soon as possible following the end of the event. Protests must be lodged in accordance with General Regulation C.5.
5 15. Penalties. Marking and penalties will use the Time penalty system as defined in R.13. Results will be based on the combined performance on road sections and special tests. Penalty marks will be given at 60 marks per minute for all time penalties defined in R.13 except for the following: The following penalty marks will be applied for Special Tests: Not attempting a Special Test Taking a wrong route in a test Making a false start in a test Taking a time less than Bogey to complete a test Taking a time greater than to complete a test Time taken between Bogey and to complete a test Striking a bollard, barrier, wall or pylon or crossing the boundary of a test, per mistake Failing to cross or stop at any line or specified location as required, per mistake Maximum penalty for the test 30 marks Bogey Actual time taken, 1 mark/second 10 marks 10 marks The following penalty marks will be applied for Regularity Sections: **IRTC early or late penalty less than 60 seconds **IRTC early or late penalty 60 seconds or more 1 mark/second Additional 1 mark per six seconds **Maximum IRTC Time Penalty Not visiting an IRTC 100 marks (5 minutes early or late) 100 marks (100 marks penalty will also be applied at the IRTC immediately following a non-visited IRTC) Wrong direction of approach or departure at an IRTC Not providing proof of visiting a passage check 100 marks 100 marks **The results program will automatically delete each car s one worst public road regularity lateness time penalty at any one IRTC. 16. MSA General Regulations. All other General Regulations of the MSA apply as written except for the following which is modified: R.12.6 Competitors must make up all their lateness at the MTC-out after the lunch halt.
6 17. Timing and Controls. Timing will be by clocks set to BBC time, except on some special tests where competitors may be timed from start to finish of the test by hand held stopwatch. Electronic tags will be affixed to each competitor s Time Card for the purpose of recording times from the marshals clocks ( Liege clocks ). In all cases, the written record shall be definitive but the times stored by the tags will be downloaded into the results computer periodically for speedy production of results. Main Time Controls will be situated at the start (MTC-out), the lunch halt (MTC-in and MTCout) and the finish (MTC-in). There will be no penalty for lateness at a MTC-in controls, other than the maximum allowed lateness of 30 minutes. Regularity Start Controls and Special Tests can be visited at any time during which the control/test is open. Timing at secret Intermediate Regularity Time Controls (IRTC) on regularity sections will be to the second. Competitors will be timed when they stop at the control, or when they stop within sight of the control, whichever is the sooner. Manned Passage Checks (PC) or Code Boards (CB) may be used to check compliance with the correct route. Competitors will be required to make up lateness at rest halts. The majority of the route will be made up of regularity sections. The scheduled time for each section will be determined by the average speed for that section, based on the competitor s actual time at the preceding control. Maximum lateness at all controls will be 30 minutes. Penalties for early or late arrival once incurred will not be further penalised. At special tests on private land competitors will be required to traverse a course designed to test manoeuvrability and driving precision. These will be timed in seconds and will be set at an average speed not exceeding 30 mph. Lateness may be made up at MTC-in Controls and at Time Controls, according to the ¾ rule. The maximum amount of time that may be made up at each control will be detailed in the road book, on the time cards or on paperwork handed out at controls on the route. To qualify as a finisher, a competitor must visit all MTCs and must book in to the final MTC-in within their maximum permitted lateness (inclusive of any delay allowance). 18. Electronic Equipment. Electronic devices which carry out more functions than simple distance measurement are prohibited from all competing cars. Simple hand held non-programmable calculators and digital stopwatches are permitted. 19. Trailers. Trailers may be left tidily at the rear of the start/finish venue car park at your own risk. The car park area will NOT be secure.
7 22. Insurance LOCKTON MOTOR SPORTS ROAD TRAFFIC SCHEME. The Club has applied to Lockton for a Blanket Cover Note under the above scheme. This will provide competitors who need to use the scheme with the Third Party Cover necessary to meet RTA requirements on the Road Sections of the Event. The basic rate for the event (before any loadings) will be All new applicants wishing to use the scheme must be able to comply with all points of the Lockton Declaration:- Over 21 and held a full licence for at least 6 months Not more than 1 fault accident in last 3 Years No more than maximum of 6 speeding points on licence No physical or mental disabilities No other material facts If you comply with all points above then simply sign the insurance form at the start No Letter of Acceptance will be required. If unable to comply with any of above points you will be required to contact Lauren Burgess at Lockton Insurance Tel: prior to the event to allow sufficient time for a Letter of Acceptance to be issued. 21. Final Instructions. Final Instructions including details of Noise Test, Scrutineering and Start Times will be sent to competitors during the week prior to the event. 22. Additional Information. On the Saturday evening, the Noise Test, Scrutineering and Signing-on will take place from 6pm to 8pm at the premises of Ton Hire at Eldon Way in Paddock Wood, grid ref. 188/668453½ A short test route will be set up for the purpose of competitors tripmeter calibration. Details will be given on the website and in the Final Instructions. A light lunch will be provided for Driver and Navigator A hot meal will be served at the finish while results are calculated. Lunches and finish meals are included in the entry fee for the nominated driver and navigator. Tickets, plus additional tickets (if ordered in advance), will be issued at signing-on.
