5 PART A INTRODUCTION Part A of this rule book, consisting of Section 1, provides definitions and abbreviations for terms used in this the rule book. These terms have uncommon or specialised meanings. The Competition Rules & Regulations of Union of Cycliste Internationale & the Australian Regional Applications (which as By-Laws, must be taken in conjunction with the constitution of Bicycle Motocross Australia Incorporated) are formulated on behalf of and for the safety of all competitors and to encourage safe, honest, fair and good sportsman like competition. Bicycle Motocross is regarded as a contact sport as defined: "a sport in which contact occurs between participants but is not an essential part of the competition and is usually illegal." (S.M.A. Guidelines, 1994) SECTION 1: DEFINITIONS (Additional to UCI definitions) Member organisation - a BMX organisation that is a member in good standing of Bicycle Motocross Australia Incorporated. National - term applied to the naming of Class CN sanctioned events to be used only upon authorisation by Bicycle Motocross Australia Inc. (ie: failure to abide by these conditions will result in the removal of sanctioning for the event.) Participation (Sprocket Rocket) Class - for riders 7 years and under which fall under Bicycle Motocross Australia s National Junior Sports Policy. AA Open and A Open classes may be implemented by Member States as an alternative to Elite and Junior Elite classes at Class S, R and C and be open to all riders 14 years & over. The A Opens can only be conducted in conjunction with an AA Open class. 14+ Open Money classes may be offered as an alternative to AA Open and A Open classes. Each State is responsible for setting the classification conditions for these classes and maintaining an up-to-date register of AA and A Open riders. Retro classes are open wheel classes on bikes (frame/fork) that must be built pre 1986 with period friendly components. ARA Rule Book 30/12/2013 Page 4

6 PART B AUSTRALIAN REGIONAL APPLICATIONS The rules set forth in Part B, address the relationship between the UCI, Bicycle Motocross Australia and its member organisations. The rules in Part B are intended to establish the Australian Regional Policies which apply in Australia and additional operating procedures not addressed in the UCI Cycling Regulations only. Where a rule does not appear in Part B the UCI Rule applies. SECTION 2: BMX AUSTRALIA BMX MEMBERSHIP To Index A. BMX membership within Bicycle Motocross Australia Inc. is restricted to organisations having included in their activities the overall management of a State or Territory BMX racing program. Membership is limited to a single member organisation from each state or territory. All member organisations must: 1. Be State or Territory organisations with membership open to their general population. 2. Be non-profit making organisations. 3. Conduct BMX competitions underwritten rules, which are not inconsistent in character with the rules of the UCI and Bicycle Motocross Australia Inc. as set forth in this rule book. 4. Maintain satisfactory levels of safety, insurance and organisation. 5. Co-operate with other member organisations for the betterment of the sport of BMX. 6. Co-ordinate their race schedules to avoid conflicts with UCI and Bicycle Motocross Australian Inc. sanctioned events (cannot run a State or Open event). B. Application for membership in Bicycle Motocross Australia Inc. may be made using forms available from the national office. The applicant may be required to submit as part of its application additional material including without limitation: its constitution, by-laws, articles of incorporation, race rule book and membership statistics. C. By joining Bicycle Motocross Australia Inc., the applicant must agree to be governed by the rules, regulations, by-laws and constitution of Union Cycliste Internationale & Bicycle Motocross Australia Inc. in their entirety and without exception. 7 D. Only Bicycle Motocross Australia Inc. may take appropriate disciplinary action against any member organisation which violates specific provisions of these rules or engages in conduct which reflects unfavorably on Bicycle Motocross Australia Inc. or the sport of BMX. Disciplinary action may include without limitation: 1. The refusal to grant, or the withdrawal of, a Bicycle Motocross Australia Inc. sanction for a specific event or for a period of time. 2. The assessment of costs, penalties or fines. 3. Loss of specific membership rights. 4. Suspension or revocation of membership. E. State or Territory Associations shall ensure that the disciplinary procedures described in these Rules are observed and where appropriate, shall appoint a Tribunal to appeals and a judiciary to deal with disciplinary matters. F. Where a word or phrase is defined in the Constitution of Bicycle Motocross Australia Inc., then such word or phrase shall have the same meaning in these Rules & Regulations. G. All competitors must be a member of an affiliated club before competing at any event run under these rules. H. Competitors are required to be fully conversant with the Rules & Regulations and any supplement there of which governs any event, and are (by reason of their entry therein) definitely bound by such Rules & Regulations. I. A competitor may hold only one Bicycle Motocross Australia Inc. racing licence, Sprocket or a BMX Mini Wheeler membership. J. Proof of the competitors age must be sighted prior to the issue of a receipt of licence. K. The racing licence, Sprocket or BMX Mini Wheeler membership must be renewed within 14 days of its expiry date, or a late fee may be charged. L. Competitors must be able to produce their racing licence, Sprocket or BMX Mini Wheeler membership or a current receipt at any race meeting or be ineligible to race. M. The competitor is responsible for ensuring that details on their licence, Sprocket or BMX Mini Wheeler membership are correct. For licences, Sprocket and BMX Mini Wheeler memberships printed incorrectly, replacements will be issued free of charge. However, replacement licences & Sprocket memberships to cover situations like loss, transfer, change of address or incorrect information from the competitor, will be issued for a fee. N. A competitor can only be licensed or a Sprocket member through the State or Territory Association in that competitor resides except. 1. Where the competitor resides within 150kms of a state border, that competitor shall have the option through which State or Territory Association they may join. 2. Where the competitor has applied in writing to the State or Territory Association through which they were last a member for a clearance to join another State or ARA Rule Book 30/12/2013 Page 6

8 Territory and the originating Association does not unreasonably withhold such clearance. Bicycle Motocross Australia Inc. will have the right to call for written submissions and or a hearing to determine if there were reasonable and proper grounds for the refusal of the clearance. O. Medical conditions that may determine the nature of medical aid and or treatment to be administered may be shown on the racing licence, Sprocket and BMX Mini Wheeler membership. P. A 4 month licences is only available to people who have not held a previously BMXA licence, only one 4 month licence per person. Q. The Bicycle Motocross Australia Inc. racing licence, Sprocket and BMX Mini Wheeler membership is a privilege. It can be withdrawn at any time and for a specific period by the Board of Management of Bicycle Motocross Australia Inc., a judiciary appointed by Bicycle Motocross Australia Inc. following the hearing conducted in accordance with the Rules & Regulations of BMX. Bicycle Motocross Australia Inc. will, under appropriate circumstances, extend its sanction to certain events conducted by its member organisations. In general, these events will be limited to National Series and Regular Open National Races. Member organisations wishing to conduct a Bicycle Motocross Australia Inc. Class CN sanctioned BMX Event must apply to Bicycle Motocross Australia Inc. for this sanction, meeting such deadlines, paying such fees, filing such reports and complying with such other requirements as Bicycle Motocross Australia Inc. may establish from time to time. 10 C. Every member organisation hosting a Class CN sanctioned BMX event shall: 1. Conduct the event in strict accordance with rules set forth herein. 2. "National" in relation to a BMX race meeting shall only be used for Class CN sanctioned events as applied for and listed on the National Calendar. No other event may use this term without expressed authority of Bicycle Motocross Australia Inc. 3. Submit an application to Bicycle Motocross Australia Inc. for the sanctioning on or before the 15th of July of the year preceding the date of the event. Members wishing to apply for a sanction date after the closing date may do so only through their State/ Territory Association on payment of the prescribed fee and under the following conditions: i) The member can only apply for those dates that are vacant on the National Calendar and that are not conflicting with any UCI International event in that State/Territory. ii) The meeting must not disadvantage in any way the Bicycle Motocross Australia Inc. sanctioned BMX meetings that are scheduled immediately prior to or after the date(s) applied for. iii) The member organisation will be responsible for all the publicity and promotion of the event. Bicycle Motocross Australia Inc. will still publish the results when received. 4. Submit to Bicycle Motocross Australia Inc. office within 3 business days of the close of entries a count of the registered entries and remit all levies applicable to Bicycle Motocross Australia Inc. within 30 days of the close of entries. 5. Arrange for all awards, cash prizes, trophies (including team trophies), which are earned by the participants. 6. Submit to Bicycle Motocross Australia Inc. office within 14 days of the conclusion of that event, a race report containing at minimum the following information: - a list of the competitors, identifying their home State/Territory and the classes in which they competed; - a schedule of races and a list of results. - a roster of participating commissaries and officials. D. Sanctioning by Bicycle Motocross Australia Inc. of a Class CN BMX event ensures: 1. That, as far as the National BMX Championships & Challenge is concerned, no Bicycle Motocross Australia Inc. member organisation, may conduct or permit to be conducted under its sanction a BMX event which takes place on, or less than two days prior to, the dates of the National BMX Championships & Challenge. That, as far as a Class CN sanctioned BMX event is concerned, no Bicycle Motocross Australia Inc. member organisation based in the State/Territory as the host organisation, may conduct or permit to be conducted under its sanction a UCI International BMX event, which takes place on the same dates as the Class CN event concerned. 2. That any member not following the instructions in D.1. will not be given a Bicycle Motocross Australia Inc. sanctioned BMX meeting for 12 months from the date of the offence. 3. That Bicycle Motocross Australia Inc. will publicise the meeting per medium of the National Calendar and associated publications. ARA Rule Book 30/12/2013 Page 9

11 4. That Bicycle Motocross Australia Inc. will count results gained in Junior & 19+ Elite classes towards national ranking points. 5. Competition age for Class CN Events to be UCI Year of Birth 6. Competition age for Class S Events to be UCI Year of Birth age for Championship Classes, competition age for other classes at the host State s discretion. E. Every member organisation conducting a Class S or R sanctioned BMX event shall: 1. Conduct the event in strict accordance with the rules set forth herein. 2. Submit an application to the relevant State/Territory Association in accordance with the requirements set forth by that State/Territory Association. F. Every member organisation conducting a Class C sanctioned BMX event shall: 1. Conduct the event in strict accordance with the rules set forth herein. 2. Ensure the event is fully endorsed by the clubs management committee. G. Every organisation conducting an event within Australia shall abide by the following Blood Bin Guidelines: 1. Any and all visible traces of blood shall be immediately removed from the track once the injured person has been treated by First Aid and prior to the commencement of the next race. 2. Any person who has a bleeding or open wound shall not be allowed on the track. ARA Rule Book 30/12/2013 Page 10

12 SECTION 4: GENERAL COMPETITION RULES To Index A. JUNIOR SPORTS POLICY FOR PARTICPATION CLASSES 1. A participation class member shall not be issued with an open or club permit membership until the year they turn Participation riders eligible to compete in the 8 year age class are restricted to riding in that class (Cannot ride up). (Article Modified NOC 09/09/12) 3. A 5, 6, 7 years old member may however enter into International events where the competition is conducted under international rules. This shall apply to National Championships (Class CN) events being conducted in the same calendar year that Australia hosts the World Championships (UCI International) 4. At Class CN events participation classes to be run as UCI Year of Birth. 5. For all other levels of competition (Classes S, R, C)- i. when a competition is conducted under year of birth participation classes to be run as UCI Year of Birth. ii. when competition is conducted under age on day riders will remain in participation classes until they have attained 8 years of age. B. GENDER EQUITY Bicycle Motocross Australia Inc. has an endorsed gender equity policy, which is applicable to all levels of competition, officiating, coaching, and administration. Failure to comply with this policy will result in sanctions applied by the National organisation & may also result in legal action from the offended party. C. CLASSIFICATIONS A rider aged 17 years or over may choose to compete at either Championship, Challenge or Masters (only if aged 30 and over) level at the beginning of the season namely in the appropriate age and gender group. A rider cannot ride in both Championship and Challenge levels during the same season. The calendar season starts on January 1 and ends on December 31. Furthermore, a rider who scored one UCI point, cannot enter the Masters or Challenge levels 1. Competition Divisions at Class S, R & C events i) Divisions based on rider abilities graded by a grading officer or committee, or ii) Divisions established by grouping appropriate chronological ages together, or iii) Divisions incorporating Street Stock, Retro, Novice & Expert classes. Note: Other than CN events, Expert and Novice classes may be offered at the discretion of the event organiser. Money Classes Pro Open, A & AA Classes may be conducted (Refer to Appendix 2). Competition Classes at Class CN, other than National Championship & Class S events Note: That the tables i and ii represent the UCI Categories per the 2014 UCI BMX Rule book and may not represent the current valid UCI Categories. i) Championship classes Age Bike Class years 20" Junior Men Junior Women 19+ years 20" Elite Men Elite Women ii) Challenge classes Age Bike Class 8,9,10,11,12,13,14,15,16,17-24,25-29, 30 & Over (Challenge), 20" Male 30 & Over Masters 8,9,10,11,12,13,14,15,16,17 & Over 20 Female 12 & Under,13-14,15-16,17-24,25-29,30-34, 35-39,40-44,45 24" Cruiser Male & Over. 16 and under, 17-29, 30 and over 24" Cruiser Female Note: 20 Challenge classes 17,18,19-24,25-29,50 & Over and 24 Challenge classes 8-10,50 & over male and 12 & Under,13-14,15-16,17-24,25-29,30-34, 35-39,40-44,45 & Over female may be offered as an option at all Class CN to C events at the discretion of the event organisers. These classes are not recognised internationally and are not awarded ranking points (International or otherwise). Riders classified as at an event have the option of competing in either challenge age and applicable cruiser class or Championship 20 class only. A rider aged 19 years or over may choose to complete at either elite or challenge level, namely in the appropriate age and gender group in 20 and or cruiser for Class S to C events. However, when competing in UCI International Category events, this choice of competing level shall be made for a whole year, running from January 1 until December 31. iii) Participation classes for Sprocket Rockets & BMX Mini Wheeler Age Bike Class 7 & under 20 Sprocket Rocket 2,3,4 13 max. BMX Mini Wheeler Note: Sprocket Rocket and BMX Mini Wheeler should be named in a manner which does not create the perception of ranking riders (ie: A, B, C or 1, 2, 3 etc.). The most suitable names for Sprocket Rocket and BMX Mini Wheeler would come from BMX terms or names of bicycle parts. ARA Rule Book 30/12/2013 Page 12

14 iv) Pro Open classes Age Bike Class " and 24 A/AA & Open 14+ Note: Pro Open classes may be offered as an alternative to the Championship Elite and Junior Elite classes by the member States. These classes are money classes and may be offered in conjunction with each other. National guidelines for the member states to conduct Pro Open Classes are found in Appendix 2. v) Retro classes Age Bike Class " or 24 Junior 8-14 Under 40 s 20" or 24 Under 40 s Over 40 s 20" or 24 Over 40 s Over 45 s 20" or 24 Over 45 s 14 and over female 20" or 24 Powder Puffs " or Pro Vet Note: Retro classes are open wheel classes on bikes (frame/fork) that must be built pre 1986 with period friendly components. No reproduction bikes. No micro knobbies. No clip in pedals. No triple walled rims. No v-brakes. Re-produced cranks, Tuff wheels, grips and rims are permitted These classes are not recognised internationally and are not awarded ranking points (International or otherwise). D. ENTRIES 1. Except at National and State Titles, in the interest of increasing the standard of racing, competitors may enter a class above their racing age or the opposite gender class equal to or above (but not below) their own racing age, consistent however with the above classes and the Junior Sports Policy. 2. i) A competitor may ride in any 20" age class above their racing age providing they only enter one (1) age class per event, except where disallowed by the Junior Sports Policy. ii) Competitors may also enter (or qualify for) any appropriate Pro Open Classes, Cruisers, Composite Classes, Trophy Dashes, Retro Classes or other special racing that may be organised. 3. An event flier is deemed to be an invitation to compete and the minimum amount of prize money is to be stipulated on fliers and promotional material. 4. If a competitors name appears on either a program or moto sheet, he/she is classed as a paid nomination. ARA Rule Book 30/12/2013 Page 13

15 When there is more than one heat in any class, motos must be mixed on a random selection or mathematical progression basis, except when using the UCI transfer system. E. TRANSFERS 1. To determine award and prize winners, one of the following methods must be used. Whichever method is chosen it must be specified on entry forms and promotional material. i) Total Points to end of motos, followed by dead man s, Semis and Finals as required. Each competitor rides the same number of motos. The top 32 competitors on accumulated points following motos are seeded in order of merit (1st to _ one, 2nd to _ two, 3rd to _ three etc.) into quarter finals, with top 4 competitors in each _ final being seeded in order of merit (1st to semi one, 2nd to semi two, 3rd to semi one etc.) into semi finals. The top competitors in each semi final proceed to a full gate final. Any ties for last qualifying position to a _, semi, or final are decided by a run-off or count back. Awards/prizes are awarded according to placing s gained in the final. ii) Total points to end of semis - deadman finals as required. Each competitor rides the same number of motos. The top 32 competitors on accumulated points following motos are seeded in order of merit (as above) into quarter finals. At completion of quarter finals, points are added, with the top 16 competitors being seeded in order of merit (as above) into semi -finals. At completion of semi finals, points are added, with top 8 competitors proceeding to a full gate final. Any ties for last qualifying position to a _, semi or final are decided by a run-off or count back. Awards/prizes are awarded according to placing s gained in the final. 2. Transfers and Scoring A rider who fails to start in a moto will be scored as a Did Not Start (DNS). For the purpose of determining his transfer eligibility, a rider will be awarded 2 more points than the number of riders listed on the start list. The rider will be ineligible to transfer if he fails to start more than one moto. In the case where a tie occurs in transferring or award positions, the tie breaker will be the rider's best finish in the preceding qualifiers, the next tie breaker will be: A. In descending order 3rd, 2nd, 1st moto finish result. B. Time trial results C. UCI ranking If applicable, for each moto in which he competes, a rider shall receive a point score equal to his finish position in the race, with the rider in first place earning one point and so on down to the eighth place rider, who will receive eight points. 16 with the lowest total points earned in the motos transfer to the next stage of competition. In qualification phase the top four finishing riders will transfer to the next stage of competition. A rider who starts but does not complete a moto will be recorded as «Did Not Finish (DNF) and will receive a score equal to the number of riders who started the moto. This rider will be eligible to transfer. A rider who starts but has been relegated by the commissaires will be recorded as relegated (REL) and will receive a score equal to the number of riders who started the moto plus 2 points. This rider will be eligible to transfer. If one rider or more riders fails to start they will be declared as a Did Not Start (DNS). Order of ranking for IRM s (Invalid Race Method): 1. DNF 2. REL 3. DNS In case of multiple DNF, REL or DNS, the tiebreaker (within each group) will be as follows: 1 Position in previous heat; 2 Lap time in last run of previous heat); 3 Time trial results. 3. Total points - No finals: where there are more than one gate of competitors a run-off or count back shall decide the placing for competitors on equal points. 5. Where the number of entrants in a category does not exceed a full gate, ie. 8 or less for an 8 lane gate, one of the following methods must be used. Whichever method is chosen it must be specified on entry forms and promotional material. i) -each competitor rides the same number of motos, then -each competitor rides an extra moto with awards/prizes being awarded on total accumulated points, however; ARA Rule Book 30/12/2013 Page 15

17 -should there be any ties in accumulated points placing, then the results in the extra moto are used to separate any such ties. ii) Except for the last placed rider as determined by accumulated points following the motos, the rest transfer to a dead man final. -any ties for last qualifying position to the final are decided by a run off or count back. 6. Events may be run using the UCI-BMX scoring/transfer system. 7. Olympic lane draws for finals gate positions. Competitors in finals will have the option of nominating/selecting their starting lane position, in order of finishing in the motos. ie. the competitor who qualifies 1st has the option to select their lane for the final race and so on to 8th qualifier. This selection system is for quarter finals, semi finals, and finals. Rule E (2) still applies to these races. In the event of dead man semi-finals where two (2) competitors have finished in the first and/or subsequent positions, lane draw order will be based on count back to moto finishes, commencing with the last moto raced. F. PRACTICE No rider will be permitted on the track until he has been officially registered and confirmed for the event as a licensed rider. At least one official practice session must precede the racing at any event. Separate practice times shall be allocated to each category or other designated group. Each group shall have a reasonable amount of time as can be permitted including practice gate starts. The commissaire may call a team managers' meeting when necessary. The purpose of this meeting shall be to inform team managers and riders of any supplemental regulations that may be in force during the race and to give further instructions regarding the general conduct of the race. G. EVENT SCHEDULING 1. The number of motos to be raced at a particular event will be determined having regard to: - i) total number of entrants ii) time available to conduct the event. 2. If it becomes imperative to reduce the time to be taken for an event(ie through inclement weather) one of the following methods may be applied by the Race Director: - i) reduce the number of motos to be raced by every entrant, or ii) cut out qualifying finals and final. At the end of the last moto the competitor with the least points is then deemed to be the winner. If two or more competitors are on equal points, then - iii) ties will be broken by fastest moto time by each competitor, or iv) should such times not be available or be equal, then the best result in the last moto shall be used to break such ties. 18 H. SCORING AUSTRALIAN REGIONAL APPLICATIONS 1. The Junior Sports Policy requires that certain age groups such as the Sprocket Rocket and BMX Mini Wheeler be organised as participation classes only, with all participants receiving equal recognition. 2. The following scoring systems shall be used for BMX competitions. A. Photo finish is determined by equipment able to take min 1000 frames per second. B. Scoring with timing transponders when utilised: The staging officials shall check each rider s bike to confirm that the Provided transponder has been attached correctly. However, the rider is solely responsible for the correct attachment of the transponder during the race. There shall be a timing operator who shall be responsible for recording the finish line position of every rider as he crosses the finish line in every race and if a rider does not finish a race (DNF), the president of the commissaires panel must immediately confirm the rider s finish result to the timing operator. C. Light beams (photo cells). D. Scoring with a finish line video camera equipment Video camera equipment shall be so installed as to be directly aligned with the finish line at ground level or directly above. The video camera shall have an unobstructed view of the finish line on the track surface. The back field view of the video camera shall be clear so as to not complicate the clarity of reproduction nor confuse the vision at the play back facility. In addition, there shall be a further video camera at the front on position to facilitate rider number identification. In each preceding case described, slow motion reverse and advance capabilities are required of the equipment. As well the equipment shall be capable of colour reproduction. E. Finish line commissaires there shall be a minimum of 3 qualified finish line commissaires, who shall be responsible for recording the finish positions of every rider as he crosses the finish line in each race. The official finish positions of each race shall be determined by a simple majority of the finish line commissaires. The official finish results shall be transmitted to the secretary of the commissaires panel for notation on the moto sheets. I. STARTING 1. Starting Blocks: Participation class riders may be assisted at the start. A rider who elects to use an interlocking pedal cleat system will not use a block or be assisted from the rear of the start hill. Where an interlocking pedal-cleat system is used, the rider must be able to demonstrate the ability to engage and release from the pedals, unassisted, upon any request from an official at an event. 2. Gate Positions: All riders must start in their designated gate positions. The penalty for starting from any other gate position is disqualification of the event. ARA Rule Book 30/12/2013 Page 17

19 It is each rider's responsibility to be in the staging area and on the gate at the appropriate times. If the rider is not on time for staging as indicated by the staging official, the rider will loose the gate pick position and must choose the gate last. In case of a rerun, all riders must start in the same gate position as previously designated. 3. Start: A BMX race shall be started using a voice box starting system. Where an electronically controlled starting gate in combination with a voice box supported starting system is used, the recorded commands of the voice box shall be as follows: A. Stage 1: «ok riders, random start». The recorded commands of the voice box shall be as follows: B. Stage 2: «Riders ready». C. «Watch the gate». For safety reasons, the stop button can be pressed at any time (up to the end of stage 2). 4. Conduct on the track: Riders who have registered for a competition and who confirmed their participation during the riders confirmation, are the only riders allowed to ride or practice on any part of the track on the days of the competition. The Chief Race Commissaire is the final authority at any competition and riders will be held accountable for the actions of their parents, team managers and any other persons in their company at a BMX competition or event. Any misconduct on the part of any of these persons may, at the discretion of the Chief Race Commissaire result in the disqualification/fine, the person removed from the track/venue area and recommendation to BMXA to have the riders licence suspended. If a race is stopped by commissaires before its conclusion, the riders in the race must return to the starting line immediately and await instructions. A restart will be signalled by the Chief Race Commissaire or his/her designated assistant. A re-run of a moto, qualifying round or final will take place only if, in the opinion of the Chief Race Commissaire, the running of the race has been adversely affected by interference in the start procedure, interference on the part of a spectator, animal or other outside agency. If a rider falls or is forced to stop due to a bicycle malfunction during a race, his first responsibility shall be to remove himself and his bicycle from the track in order to give the least obstruction to other riders. If a rider cannot or does not get up after a fall, he may be moved only by first aid attendants or with the permission of a licensed physician. ARA Rule Book 30/12/2013 Page 18

20 Any use of radio links or other remote means of communication by the competitors are not permitted. 5. Finish: A rider shall have finished at the moment when the tire of the front wheel touches the vertical plane rising from the starting edge of the finish line. The bike and the rider have to cross the finish line together. In a final, at least two riders need to cross the finish line for a race to be valid. In case the race is not declared valid, a restart of minimum three riders shall be done within 15 minutes. In the case of no restart, the times or results for the semi-final will be declared the final result. In case of cancellation prior the final, the results of the previous round will be declared the final results. J. TRACK FLAGS Flags of the colours listed below may be used by track officials as a means of communicating with each other and to riders on the track. These flags have the following meanings: GREEN FLAG: YELLOW FLAG: RED FLAG: The track is unobstructed and racing can proceed. The track is obstructed and racers should be held at the gate. Riders on the track should stop immediately and return to the starting gate to await further instruction. If not using flags but radios, the chief or their representative must carry a red flag. K. NUMBER PLATES 1. The following number plates colour combinations must be used: - Participation (BMX Mini Wheeler): Purple plate, white numbers Participation (Sprocket Rocket): Orange plate, black numbers Novices: Green plate, white numbers Challenge (Men, Boys, Masters): Yellow plate, black numbers Challenge (Women, Girls): Blue plate, white numbers Cruiser (all): Red plate, white numbers AA & A (Men & Women): Yellow plate, black numbers Elite (Men & Women): White plate, black numbers Elite Junior (Men & Women): Black plate, white numbers Pro Open (Men): Yellow plate, black numbers Pro open (Women): Blue plates, white numbers NOTE: Only Elite riders with a UCI permanent number can rider with white plate, black numbers in an A, AA or Pro Open event. 21 Note: Race plates should be 250mm wide x 200mm high approximately with numbers being 15mm wide x 100mm high approximately. BMX Mini Wheeler plates should be a minimum of 180mm wide x 140mm high approximately. Retro Plate sizing should be 260mm wide x 300mm high approximately. At all events a competitor must at all times ride with the racing number and/or letter combination which has: - i) been allocated to them by their club: or ii) been allocated to them by their National or State Association; or iii) been allocated to them through successful competition at any of the immediately preceding Titles: W World PO Pacific Oceanic A Australia ACT Australian Capital Territory SA South Australia N New South Wales T Tasmania NT Northern Territory V Victoria Q Queensland WA Western Australia The only riders who will be entitled to race with a racing number between 1 8 (inclusive) will be those riders that placed in the preceding above Titles with the use of the above letters immediately after the number except World plates that will have the prefix W: - iv) been allocated where there may have been a duplication of racing numbers at any event by the Race Director. 2. Use of Number Zero on a Number Plate 0 00 Zero or double zero is not a numeral and 1-8 are reserved. L. CLOTHING AND SAFETY EQUIPMENT 1. INSPECTION At official practice and during racing, bike and equipment inspections may be conducted to ensure all bicycle, clothing and safety equipment is track worthy. Any rider whose equipment is unsafe in the opinion of the commissaires, whether or not it fails to comply with a specific provision of these rules, shall not be permitted to ride on the track. Any rider who does not comply with all instructions given to him by the commissaires with respect to his equipment shall not be permitted to compete in any event. 2. HELMETS Helmets must be of full face construction, equipped with a visor of a minimum of 10cm. Helmet strap must be securely fastened whenever a rider is on the track. Open face helmets are not allowed. ARA Rule Book 30/12/2013 Page 20

22 For BMX Mini Wheelers, check BMX Mini Wheeler guidelines (appendix 3). 3. JERSEY The jersey shall be a loose fitted long-sleeved shirt whose sleeves extend down to the rider s wrist. The following is not permitted for BMX jerseys: - Lycra - Zippers above the waist - Back pockets - Jerseys for Road/track cycling The jersey must be tucked into the pants before the start to not cause interference. Each Elite riders that has received a UCI permanent number and the riders that choose to ride with a world number 1-8, must print their number on the jersey according to the following principles: A. The colour of the number must be in strong contrast with the colour of the background. B. The distance between the numbers must be 1.5cm. C. The minimum height of the number must be 20cm. D. The width of the numbers shall be; - minimum 10cm for one digit numbers - minimum 20cm for two digit numbers - minimum 25cm for three digit numbers E. There should be a minimum of 5cm of free space without publicity around the number. F. As an option, display their last name across the shoulders, above the number. In Championship classes only Elite riders who received a permanent career number through the UCI or Elite riders with a world number 1-8 may print a permanent career number of world number 1-8 on the back of the jersey. Riders without a permanent career number must not print a number on the back of their jersey. 4. PANTS The pants shall be loose fitting long pants made of tear-resistant material. Loose fitting short pants made of tear-resistant material are permitted if used together with knee and shin protection with a rigid surface that extends from the knee protection to fully cover the shin, or to just above the ankle. Lycra is not permitted unless for use under the pants and to cover knee-protection. Pants must be of a single piece construction, separated from the jersey at the waist. 23 The following items are not permitted for BMX pants: - One piece skin suits - Tight fitted pants that need to be stretched in order to cover the legs - Lycra pants - Track and Field pants/jogging pants - Road/Track cycling pants - Denim/Jeans 5.GLOVES Gloves must fully cover the finger tips and palm of hands, and be of tear-resistant material. 5. EQUIPMENT Any added aerodynamic accessories on personal equipment are not permitted. Cameras are not permitted during qualifying rounds and finals. The event organizers can decide to allow a camera during finals but only for the usage of the TV production company. Metal/permanent fixtures to attach the cameras are not allowed; tape and velcro are allowed. M. BICYCLE All bicycles used for competition must meet the general specifications provided in this chapter. 1. FRAME The bicycle's frame must be of sufficient strength to withstand the rigors of BMX racing and be devoid of any cracked or bent frame members or welds which are cracked or otherwise deficient. Aerodynamic accessories, chain guards, side stands, mud guards, sheet metal accessories such as simulated fuel tanks, butterfly nuts, any superfluous welded or mechanically fastened fittings such as chain guard lugs, frame mounted reflectors and any other sharp protruding objects are not permitted. Wheel axles may not protrude more than 5 mm beyond the hub nuts. All components, accessories and other parts must be firmly attached to the bicycle. For BMX Mini Wheelers, check BMX Mini Wheeler guidelines (appendix 3). 2. WHEELS Bicycles with 20 wheels may be raced only in standard categories. Cruisers may be raced only in cruiser categories. With the exception set forth herein below, all bicycles used in the standard 20 type must be equipped with matching wheels that are nominally 20 in diameter. The ARA Rule Book 30/12/2013 Page 22

24 total diameter of the wheels, inflated tires included, shall not exceed 22 1/2 (57 cm). The total diameter of the wheels, inflated tires included, in the cruiser type shall measure at least 22 1/2 (57 cm), and the total diameter of the wheels, inflated tires included, shall be no larger than 26 in diameter. The bicycles of riders aged 6 and under may be equipped with wheels smaller than 20. For BMX Mini Wheelers, check BMX Mini Wheeler guidelines (appendix 3). Wheels must be laced with the full complement of spokes for which the hubs and rims are intended. Spokes must be properly tensioned and hub bearings must be adjusted to eliminate noticeable play. Disc wheels are not permitted, wheels must be open. Tires must be of one-piece construction and have tread sufficient to provide adequate grip on the particular surface that the track presents. Tires must be inflated to a pressure sufficient to assure safe riding under race conditions. Quick release axles are not recommended but may be used if the release levers are taped or wired in the locked position. 3. HANDLEBARS Maximum width of handlebars on both standard bicycles and cruisers shall be 74 cm (29 ). The maximum rise of handlebars on both standard bicycles and cruisers shall be 30 cm (12 ). Handlebar grips are mandatory and must completely cover the ends of the handlebars. Handlebars that are cracked or bent are not permitted. 4. STEERING HEAD The forks must turn smoothly in the headset bearing without binding or excessive play. The stem may not protrude above the headset lock-nut by an amount that exceeds the manufacturer's recommendation or by more than 5 cm if no maximum height mark is inscribed on the stem. 5. BRAKES All bicycles entered in competition must be equipped with an effective rear brake, which must be operated by hand (calliper brake). The rear brake cable must be secured to the frame. 25 A front brake may be fitted, but is not required. The free end of the handbrake lever must be smoothly rounded or covered in such a manner as to prevent it from presenting a hazard. All exposed cable ends must be capped, soldered or covered to prevent fraying. 6. SEAT The seat base must be constructed of material that is sufficiently strong to resist penetration by the seat post. The seat post must be secured to the seat tube by means of a seat post clamp. This clamp's fixing bolt may protrude from the body of the clamp by no more than 5 mm. 7. CRANKS, PEDALS AND GEARS Cranks of either one-piece, two-piece or three-piece construction are permitted. Crank arms may be of any length so long as they do not compromise the bicycle's ground clearance. The bottom bracket bearings must be adjusted so as to allow the cranks to spin smoothly and without noticeable play. Pedals must be securely attached to the crank arms and adjusted so as to eliminate lateral motion of the pedal body along the pedal axle. Pedal axles must be of sufficient strength to withstand the rigors of competition. The teeth on pedal cages must be sufficiently pointed and prominent to offer effective grip on a rider's shoes without being so sharp as to pose a safety hazard. Toe clips and straps are not permitted. Interlocking pedal-cleat systems however are allowed. Where an interlocking pedal-cleat system is used, the rider must be able to demonstrate the ability to engage and release from the pedals upon any request from an official at an event. Multiple speed gear systems are permitted. 8. SAFETY PADS The following safety pads, each having a minimum thickness of 1 cm are recommended: - A pad that surrounds the crossbar of the handlebars; - A pad that surrounds the top tube of the frame; - A pad that covers the stem connecting the handlebars to the fork. 26 SECTION 5: CONDUCT & JUDICIARIES All disciplinary matters, whether under UCI or ARA rules, fall under the ARA Rule Book. To Index Commissaries/Officials can deal with on track matters, however all other matters need to be referred to an independent disciplinary tribunal affording all rights of natural justice. A. Competitors and Officials must abide by National, State and Club code of conduct at all times to not bring the sport of BMX into disrepute. B. Where a complaint is made by the Race Director, Chief Race Commissaires or Rider Advocate/Team Manager at a sanctioned event to the National, State or Territory Association that a competitor or official has breached this rule relating to conduct during the course of the event, the National, State or Territory Association shall appoint a person or persons to investigate the complaint who may then refer the complaint to a Judiciary. C. Any such disciplinary tribunal shall be conducted in accordance with the following rules: 1. The hearing shall be conducted in accordance with the rules of natural justice: The rules of natural justice require that a dispute be heard by an impartial tribunal, that a person shall know the nature of the case brought against them, that a person shall be entitled to be heard in their own cause and that the dispute shall be resolved by reference only to the evidence adduced to the tribunal in the course of its proceedings...an arbitrator is bound to hear all evidence submitted to him, subject, of course, to his power to reject such evidence as inadmissible. (Business Law of Australia, p122) 2. The person charged shall not be entitled to be represented by a legal practitioner. 3. Should the person charged be under 18 years of age, they are entitled to be represented by their parent or guardian. 4. The hearing shall be conducted with as little formality as possible and the panel shall not be bound by the rules of evidence. D. The disciplinary tribunal may impose such penalty as it thinks fit, including, without limiting the generality thereof, a reprimand, a fine, exclusion from a particular competition, activity or event. Please note the disciplinary tribunal may only has the authority to recommend to BMX Australia that a membership be suspended or disqualified. E. Where a competitor or official is dissatisfied with the finding or penalty or both, they may appeal to the State or Territory. Such appeal shall be by notice in writing, addressed to the Secretary of the State, Territory or National Association concerned and which notice must be received within seven (7) days of the finding or both. Only after all appeals have been exhausted at a State level can they be appealed to the National body. F. The Notice of Appeal must state whether the appeal is against the finding, the penalty, or both and state the grounds of appeal, giving as full a description as possible. A Notice of Appeal must be accompanied by the payment of a bond in the sum of $ ARA Rule Book 30/12/2013 Page 25

27 G. Upon receipt of a Notice of Appeal the State, Territory or National Association shall cause an independent Tribunal to be selected. The Tribunal shall conduct the appeal as a re-hearing in respect of the matters appealed against and in accordance with the procedures described for a Judiciary. H. The disciplinary tribunal shall order the refund of the bond in the event that an appeal against the finding of the Judiciary is upheld. Where an appeal against the finding of the disciplinary tribunal is rejected, the disciplinary tribunal may order the payment of the bond to the State, Territory or National Association or such person or persons as it deems appropriate. SECTION 6: PROTESTS & APPEALS To Index A. PROTESTS 1. Any disqualification may be extended to cover the whole meeting. 2. Any competitor refusing to permit the examination of a bicycle, which is the subject of a protest, shall forfeit all prizes won in events on that day. 3. Only the Riders Advocate/Team Manager may approach the Appeal Referee with any written appeal. 4. Any competitor in any Bicycle Motocross Australia Inc event may take a protest to the Chief Race Commissaire for any of the following matters: i) The scoring of a rider: Utilising finish poles only (no video camera) Utilising video camera equipment only. (no finish poles) B. APPEALS 1. Appeals may be made against decisions of the Chief Race Commissaire, Race Director or any other Official on procedural matters only. 2. There is no appeal against decisions based on judgment calls made on rule violations during a race. 3. An appeal must be made in writing to the Appeal Referee by the Riders Advocate within 30 minutes of the penalty being incurred. A fee of $50.00 is to accompany the lodging of the appeal. 4. The Appeal Referee will discuss with the Chief Race Commissaire and any other Official relevant to the incident. A decision will be announced within 30 minutes, or prior to the end of that round of motos. 5. The decision of the Appeal Referee who held the appeal is final and binding on any appeal, with no further discussion or correspondence being entered into. 6. Any appeal that is upheld as a result of an Appeal Referees finding will have all fees returned. If the appeal is dismissed, the fee will be forwarded to the Host club, State/National BMX Association, or appropriate Financial Director for banking to consolidated revenue. 7. Any competitor under suspension and not otherwise disqualified by these Rules may be reinstated at the discretion of the Board of Management of Bicycle Motocross Australia Inc. 28 SECTION 7: RULES TO CONTROL DRUG USE IN THE SPORT To Index Drug use is forbidden. Bicycle Motocross Australia Inc. recognises the Union Cycliste Internationale (UCI) list of prohibited drugs. All Bicycle Motocross competitors are liable to medical control and examination carried out in conformity with the rules of the UCI & the Australian Sports Anti Drug Agency (ASADA). Any Bicycle Motocross competitor refusing to submit to a medical control or examination or who is found guilty of doping, shall be excluded from that event and for such further period of time as Bicycle Motocross Australia Inc shall decide. Bicycle Motocross Australia Inc recognises and adopts the Rules and Penalties set down by the UCI & the Australian Sports Anti Drug Agency (ASADA) in respect to drug testing and control in sport. A Medical Officer, with such assistance as is necessary, may be appointed to implement these rules. This appointment may be for an extended period of time, or for the duration of any particular event conducted by the Association or a member of the Association. ARA Rule Book 30/12/2013 Page 27

29 SECTION 8: COMPETITION COMMISSAIRES AND OFFICIALS To Index All Competition Commissaires and Officials are required to be fully conversant with the Rules & Regulations and any supplement thereof, which governs any event and are (by reason of the acceptance of their position) definitely bound as such by the Rules & Regulations. A. EVENT MANAGER The Event Manager, as appointed by the Club, State or National body, and in association with the appointed committee, is responsible for the total organisation and conduct of the event, provided that the safety of the competitors/spectators and the integrity of the event/sport is not compromised or brought into disrepute. B. RACE DIRECTOR The race director, who is designated by the organiser with the assistance of the commissaires, shall be responsible for the following: Maintaining a timetable of events; To ensure all safety requirements are met. To ensure that all track personnel are ready and in position. Enlisting of all commissaires, officials and administrative staff in numbers which are commensurate with the size of the event; Arranging for the equipment necessary to conduct a race; To supervise the overall operation of the track. Arranging the trophies and other awards are present and checking the organisation of the awards ceremonies. To ensure all moto sheets are posted (manual or electronic). To ensure that all forms such as race sheets and results together with a written report, are, where applicable, mailed to the applicable National/State Association's administration as soon as possible. C. OFFICIALS/PERSONNEL 1. CHIEF RACE COMMISSAIRE The Chief Race Commissaire is responsible for the following: A. Efficient racing from gate drop until the finish. B. Viewing results on video if need be. C. On track race matters (not peripheral involvement). D. On track infringements. 2. ASSISTANT CHIEF RACE COMMISSAIRES The Assistant Chief Race Commissaire is responsible for the following: A. Assists the Chief Race Commissaire in the running of an event as the Chief Race Commissaire sees fit. B. Can be positioned when and where required. C. Takes over duties if the Chief Race Commissaire if unavailable. ARA Rule Book 30/12/2013 Page 28

30 3. RACE COMMISSAIRES The Race Commissaires shall be responsible for assuring the observance of all rules governing any event. Race Commissaires shall be responsible for monitoring the conduct of the riders on the track and for notifying other officials of conditions on the track which may warrant their attention. The Chief Race Commissaire shall determine the number of race officials necessary for an event. Race officials shall be stationed along the track. Race Commissaires shall make notes of any rule infringements or incidents that they witness. These notes shall be made available upon request by the Chief Race Commissaire. Race commissaires must have the following qualifications: A. All commissaires must wear some form of distinctive clothing so that they may be readily identified by competitors and team managers; B. Each race commissaire shall operate from a clearly defined position. 4. REGISTRATION / ADMINISTRATORS Entry administrators shall be responsible for receiving and checking for conformance with entry regulations all riders' entry forms and/or permit applications. 5. SCORING OFFICIALS Scoring Officials shall be responsible for: A. Establishing a list of entrants in each category of racing and sequentially ordering the categories. B. Dividing the total number of entrants in each category into motos of not more than eight riders and for recording their names on the appropriate moto sheets. C. Posting the moto sheets on the moto boards or electronically (must have a minimum of 2 notice boards 1 of which can be electronic). These sheets shall be posted in order with age group and race number clearly visible. D. The setting up and operation of the timing system and for passing rider finish line position results to the Race Director for posting on the moto boards or electronically. 6. STAGING OFFICIALS Staging officials shall be responsible for directing riders into the proper staging lanes (according to the moto sheets). They shall announce each age group, gender and race number, names may be used in each race. There must be a clear communication on staging times by the staging official. An appropriate number of copies of the moto sheets shall be made available to the senior staging official. They are also responsible for checking if riders safety equipment is correct. 31 7. STARTER Starting hill officials shall be responsible for checking that riders are in the correct start lane (according to the moto sheets) prior to the start of each race. They are also responsible for checking if riders safety equipment is correct. Starting hill officials shall report to the Chief Race Commissaire any rider whose equipment does not conform. D. FINISH LINE COMMISSAIRES (When not using transponders) The Officials who determine the finishing order of a race. There shall be a minimum of 3 qualified finish line officials who shall be responsible for individually recording in writing the finish positions of every rider as he crosses the finish line in each race. The official finish positions of each race shall be determined by a simple majority of the finish line officials. The official finish results shall be transmitted to Scoring for notation on the moto sheets. Pointers and skittles may be used. E. TRACK ANNOUNCER / COMMENTATOR The track announcer shall be responsible for making formal announcements concerning the competition and for informing riders, spectators, commissaires and officials of any changes to the race schedule. F. VIDEO OPERATOR A Video Operator shall be responsible for checking any results that may have been requested from scoring requiring verification. The Chief Race Commissaire or Assistant Chief Race Commissaire then verifies the outcome. G. FIRST AID STATION Properly equipped medical aides must be at all events specifically, St John Ambulance, qualified Nursing Sister, Doctor or qualified First Aider. H. APPEAL REFEREE A fair and reasonable person knowledgeable in the Competition Rules and Regulations of BMX appointed by the Event Organiser to adjudicate on appeals related to procedural matters only. I. RIDER ADVOCATE / TEAM MANAGER A reasonable person to be nominated by the Club or State Association that is knowledgeable in the Competition Rules and Regulations of BMX and who shall represent a competitor in relation to appeals concerning procedural matters. J. JUNIOR AGE OF AN OFFICIAL Subject to satisfactory completion of the approved official s course a person who has attained the age of 16 years may officiate at BMX events. 32 SECTION 9: RULES APPLICABLE TO:- NATIONAL BMX CHAMPIONSHIPS To Index A. CONTEXT The rules of this section supplement and modify the rules set forth in other sections of this rule book and apply to National BMX Championship & Challenge events only. Except as modified or otherwise rendered inapplicable by the provisions of this section, all rules set forth in other sections of this rule book shall remain in full effect at every National Championship & Challenge event. B. PURPOSE A single National Championship & Challenge event, open to all qualified riders who are members of Bicycle Motocross Australia Inc. member organisations, shall be scheduled in each calendar year to establish an overall ranking of the riders in each of the various classes recognised by Bicycle Motocross Australia Inc. C. VENUE The allocated venue for National Championships shall be subject to final approval by Bicycle Motocross Australia s Board of Management. The Board of Management shall also designate an alternative venue for each National Championship & Challenge, to be used only if the primary venue becomes unavailable or does not conform to the Event Bid Document criteria. Application to Bicycle Motocross Australia for the sanctioning of a National Championship & Challenge event should take place on or before the 1st of June, two years prior to the year of allocation where possible. D. RIGHTS AND DUTIES OF THE HOST ORGANISATION The host organisation shall be responsible for all aspects of venue organisation both as set forth in this rule book and as normally associated with the sponsorship of a BMX race. In addition, the host organisation shall abide by the criteria for the bidding & organising of BMX Australia National Championships. E. RIGHTS AND DUTIES OF BICYCLE MOTOCROSS AUSTRALIA INC. 1. Appoint all officials. 2. Notify all BMX member organisations with any BMX activities, of any change in entry deadlines. 3. Supply to all member organisations, a list identifying all the registered riders and the classes for which they intend to compete at the National Championships & Challenge. 4. Collect all registration fees. 5. Co-ordinate and administer the National Championships & Challenge. F. OBLIGATIONS OF NON-HOST ORGANISATIONS ARA Rule Book 30/12/2013 Page 31

33 No Bicycle Motocross Australia Inc. member organisation, other than the host organisation, may conduct or permit to be conducted under its sanction a BMX event which takes place on, or less than two days prior to, the dates of the National BMX Championship & Challenge. G. REGISTRATION AND CLASSIFICATION OF RIDERS 1. Registration - Riders wishing to compete/participate in the National BMX Championship & Challenge may register only if their Bicycle Motocross Australia Inc licence/membership is current. All competition entry dates must be adhered to and no late entries will be accepted. All race fees and entry forms must be forwarded to Bicycle Motocross Australia s office before close of entries. Each member organisation which has riders registered can appoint a single State Team Manager to represent the interests of all of its riders at the National Championship & Challenge. 2. Qualifying for National Challenge - Riders who: i) are a fully paid up and open licensed member; and ii) have competed in their home State Championship preceding the National Championships; or iii) submit a Wildcard to the National Officiating Director. 3. Competition classes at the National BMX Championships shall be as per categories defined in the current UCI BMX RULE BOOK or the ARA Rule Book. i) UCI Championship classes see 4C.2.i (ARA reference). ii) UCI Challenge classes see 4C.2.ii (ARA reference). iii) NON UCI classes see 4C.2.ii Note (ARA reference). Note: The following non UCI recognised Challenge classes will be offered at the National Championships whenever the World Championships are NOT held in Australia. They will be run according to UCI rules. These classes are not recognised internationally and are not awarded ranking points (International or otherwise). iv) Participation classes for Sprocket Rockets and BMX Mini Wheelers Age Bike Class 7 & under 20" Sprocket Rocket 2,3,4 13 max. BMX Mini Wheeler 4. Determination of Age: Year of competition minus Year of Birth. 5. Five riders shall constitute a category. If less than five riders register for a category, they will be combined with an older category. However, cruiser categories with a maximum age of more than 34 shall be combined with the next younger category. ARA Rule Book 30/12/2013 Page 32

34 In the case that any under-subscribed category cannot be combined according to these rules, this category shall not be run. If the adequate numbers of five riders are registered and confirmed during the riders confirmation, the category will be run even if less riders show up at the start. If five or more riders register for a category and are confirmed during the riders confirmation the category will not be combined in those cases where injury or illness prevents the requisite number from actually engaging in competition. No competing category at Championship level can be combined with a competing category at Challenge level and vice versa. Except as provided by the combination rules, no rider is permitted to compete outside of his age or gender group during UCI registered races. If less than 8 riders constitute a category, there will be a three moto system where the aggregate score at the end of the three motos defines the final result. H. RECOGNITION AND AWARDS 1. Championship classes: Medals 1-3, Jersey 1st, Prize Money 1-8, Plates 1-8 Medals meeting the following standards shall be presented to the top three finishers in each Championship class: Finish Position Colour 1 st Gold 2nd Silver 3rd Bronze Minimum Prize Money $2, pool Prize money break-up for Championship classes: see Appendix Challenge & Veterans classes: Medals/Awards 1-8, Plates Participation (Sprocket Rocket and BMX Mini Wheeler) classes: Identical participation awards. 4. Rankings: Bicycle Motocross Australia Inc. will issue national racing numbers, to be used with the suffix A, based on Nationals results & the keeping of national ranking lists for the championship classes. 5. CONTEXT The rules of this section supplement and modify the rules set forth in other sections of this rule book and apply to Bicycle Motocross Australia Inc. sanctioned BMX competitions only. Except as modified or otherwise rendered inapplicable by provisions of this section, all rules set forth in other sections of this rule book shall remain in full effect at every Class CN National BMX Competition. B. PURPOSE A number of Class CN National BMX events open to all qualified riders who are members of Bicycle Motocross Australia Inc. member organisations, shall be scheduled in each calendar year to establish per event an overall ranking list of Championship riders in each of the various classes recognised. C. VENUE Each Bicycle Motocross Australia Inc. affiliated organisation desiring to host a Class CN National BMX Competition shall make a formal application, setting forth full particulars of the competition, to Bicycle Motocross Australia Inc. No Class CN National BMX Competition shall be conducted without the express approval of Bicycle Motocross Australia Inc. Application to Bicycle Motocross Australia Inc. for the sanctioning of a Class CN National BMX event should take place on or before the 15th July of the year preceding the date of the event where possible. D. DUTIES OF THE HOST ORGANISATION The host organisation shall be responsible for all aspects of race organisation both as set forth in this rule book and as normally associated with the sponsorship of a BMX race. In addition, the host organisation shall: 1. Extend an invitation to participate, setting forth full particulars of the event, including: - Race track venue; - Date of race; - Other relevant matters; to every Bicycle Motocross Australia Inc. member organisation with any BMX activities and representing riders eligible to compete in Bicycle Motocross Australia Inc. sanctioned Class CN National BMX events. 2. No Bicycle Motocross Australia Inc. member organisation based in the same State or Territory as the host organisation may conduct or permit to be conducted under its sanction a Class CN National, Class S (State) or international BMX event, which takes place on the same dates as a Bicycle Motocross Australia Inc. sanctioned Class CN National BMX event. F. REGISTRATION AND CLASSIFICATION OF RIDERS 1. Registration - Riders wishing to compete/participate in a Bicycle Motocross Australia Inc. sanctioned Class CN National BMX event may register only if their licence/membership is current. All competition entry dates must be adhered to and no late entries will be accepted. All race fees and entry forms must be forwarded to the organiser of the Class CN National BMX event concerned. 2. Competition classes at Class CN National BMX events shall be as per ARA rules: i) Championship classes as per 4C.2.i ii) Challenge classes as per 4C.2.ii i) Participation classes for Sprocket Rockets and BMX Mini Wheelers as per 4C.2.iii. ii) A/AA Open classes may be conducted as per 4C.2.iv. iii) Retro classes may be conducted as per 4C.2.v 2. Except as modified or otherwise rendered inapplicable by the provisions of this section, all rules set forth in other sections of this rule book shall remain in full effect at every State Championship & Challenge event. B. PURPOSE A single State Championship & Challenge event, open to all qualified riders who are members of Bicycle Motocross Australia Inc. member organisations, shall be scheduled in each calendar year to establish an overall ranking of the riders in each of the various classes recognised by Bicycle Motocross Australia Inc. C. VENUE The venue of each year s State Championship & Challenge shall be allocated based on the relevant State or Territory association s criteria. The allocated venue shall be subject to final approval by the relevant State or Territory associations management committee. The State or Territory Association shall also designate an alternative venue for each State Championship & Challenge, to be used only if the primary venue becomes unavailable or does not conform to the event criteria. Application to the relevant State or Territory Association for the sanctioning of a State Championship & Challenge event should take place on or before the 1st of June, two years prior to the year of allocation where possible. D. RIGHTS AND DUTIES OF THE HOST ORGANISATION The host organisation shall be responsible for all aspects of venue organisation both as set forth in this rule book and as normally associated with the sponsorship of a BMX race. In addition, the host organisation shall: 1. Not involve their State or Territory Association with any third party without State/Territory approval and shall agree not to take legal action against their State or Territory Association for any purpose. 2. Make the venue and other associated facilities available for inspection by State or Territory representatives as per State criteria. 3. Provide a sufficient number of qualified administrative staff and a sufficient amount of office space for race headquarters to assure that the event proceeds in an orderly and timely fashion. 4. Give no logo, flag, emblem or other graphic symbol of an organisation other than their State or Territory Association greater prominence than is given to the official ARA Rule Book 30/12/2013 Page 36

38 symbols of State or Territory Association, which shall be prominently displayed at the sites of both the event and the Congress, and incorporated into all promotional materials associated with the event. 5. Conduct no racing at the Championship/Challenge track within five days of the date upon which the first Championship/Challenge activity is scheduled to take place. E. RIGHTS AND DUTIES OF STATE OR TERRITORY ASSOCIATION. 1. Appoint all officials. 2. Notify all BMX member organisations with any BMX activities, of any change in entry deadlines. 3. Supply to all member organisations, a list identifying all the registered riders and the classes for which they intend to compete at the State Championships & Challenge. 4. Collect all registration fees. 5. Co-ordinate and administer the State Championships & Challenge. F. OBLIGATIONS OF NON-HOST ORGANISATIONS No relevant State or Territory Association member organisation, other than the host organisation, may conduct or permit to be conducted under its sanction a BMX event, which takes place on, or less than two days prior to, the dates of the State BMX Championships & Challenge. Registration - Riders wishing to compete in the State BMX Championship & Challenge may register only if their Bicycle Motocross Australia Inc. licence/membership is current. All competition entry dates must be adhered to and a late fee may apply. All race fees and entry forms must be forwarded to the appointed State or Territory Registration Officer. 2. Qualifying for State Challenge - State or Territory to determine. 3. Qualifying for State Championships - State or Territory to determine. 4. Competition classes at Class S State BMX Championships shall be as per ARA rules: i) Championship classes as per 4C.2.i ii) Challenge classes as per 4C.2.ii iii) Participation classes for Sprocket Rockets and BMX Mini Wheelers as per 4C.2.iii. iv) A/AA Open classes may be conducted as per 4C.2.iv. v) Retro classes may be conducted as per 4C.2.v 5. Determination of Age: Year of competition minus Year of Birth. H. SCHEDULE OF ACTIVITIES The race order and presentation times will be determined by the State or Territory Association. I. B. PURPOSE A number of Class S State BMX events, open to all qualified riders who are members of Bicycle Motocross Australia Inc. member organisations, shall be scheduled in each calendar year. C. VENUE Each State or Territory Association affiliated organisation desiring to host a Class S State BMX competition shall make formal application, setting forth full particulars of the competition, to their State or Territory Association. Also collect on behalf of the State or Territory Association levies (as per sanctioning form) for each rider entry in the Class S State BMX event. These monies must be forwarded to the State or Territory Association within 30 days of the close of entries. 3. Supply to the State or Territory Association office within three business days of the close of entries, a list identifying all the registered riders and the classes in which they intended to compete in the Class S State BMX event concerned. E. OBLIGATIONS OF NON-HOST ORGANISATIONS No State or Territory Association member organisation based in the same State or Territory as the host organisation may conduct or permit to be conducted under its sanction a Class S State, Class CN National or international BMX event, which takes place on the same dates as a State or Territory Association sanctioned Class S State BMX event. F. REGISTRATION AND CLASSIFICATION OF RIDERS 1. Registration - Riders wishing to compete/participate in a State or Territory Association sanctioned Class S State BMX event may register only if their licence/membership is current. All competition entry dates must be adhered to and no late entries will be accepted. All race fees and entry forms must be forwarded to the organiser of the Class S State BMX event concerned. 2. Competition classes at Class S State BMX Events shall be as per ARA rules: i) Championship classes as per 4C.2.i ARA Rule Book 30/12/2013 Page 39

Determination of age for challenge classes only: i) Year of Competition/Participation minus Year of Birth, or ii) the age at commencement of the first day of competition/participation, or iii) the age at the commencement of the first event of a series, or iv) the age at the commencement of the final event of a series. (Note: The preferred option must be stipulated on the entry form & must be consistent across all classes.) At least three riders must have registered to constitute a class, in the above classes. Should this minimum number not be obtained, then the registered riders will race in the class above. If this does not form a class, the competitor/participant has the option of riding in the opposite gender of their age. Exception: should this minimum number not be obtained in the Veterans classes 30-34, 35-39, 40-44, 45-49, 50+, the entered riders will race in the class below. G. RECOGNITION AND AWARDS 1. B. PURPOSE A number of Class R Regional BMX events, open to all qualified riders who are members of Bicycle Motocross Australia Inc. member organisations, shall be scheduled in each calendar year. C. VENUE Each Regional Association affiliated organisation desiring to host a Class R Regional BMX competition shall make a formal application, setting forth full particulars of the competition, to their State or territory Association. No Class R Regional BMX competition shall be conducted without the express approval of the organisations relevant State or Territory Association. Application to the State or Territory Association for the sanctioning of a Class R Regional BMX event should take place on or before the 15th July of the year preceding the date of the event where possible. D. DUTIES OF THE HOST ORGANISATION The host organisation shall be responsible for all aspects of race organisation both as set forth in this rule book and as normally associated with the sponsorship of a BMX race. OBLIGATIONS OF NON-HOST ORGANISATIONS No State or Territory Association member organisation based in the same region as the host organisation, may conduct or permit to be conducted under its sanction a Class R BMX event, which takes place on the same dates as a sanctioned Class R event. F. REGISTRATION AND CLASSIFICATION OF RIDERS 1. Registration - Riders wishing to compete in a sanctioned Class R Regional BMX event may register only if their membership is current. All competition entry dates must be adhered to and late entries are determined according to State policies. All race fees and entry forms must be forwarded to the organiser of the event concerned. 2. Competition divisions at Class R Regional BMX events shall be: i) Divisions based on rider abilities graded by a grading officer or committee, or ii) Divisions established by grouping appropriate chronological ages together, or iii) Divisions incorporating Street Stock, Novice & Expert classes. iv) Participation classes for Sprocket Rockets and BMX Mini Wheelers as per 4C.2.iii. v) A/AA Open classes may be conducted as per 4C.2.iv. vi) Retro classes may be conducted as per 4C.2.v 3. Determination of age: i) Year of Competition/Participation minus Year of Birth, or ii) the age at commencement of the first day of competition/participation, or iii) the age at the commencement of the first event of a series, or iv) the age at the commencement of the final event of a series. (Note: The preferred option must be stipulated on the entry form & must be consistent across all classes.) 4. At least three riders must have registered to constitute a class, in the above divisions. Should this minimum number not be obtained, then the registered riders will race in the class above. 44 6. Advancement - Competitors may be classified as either a novice or an expert, and in the first instance, such classification shall be determined by the rider's Region or State. Any competitor who achieved through competition, a World, Continental, Australian or State ranking, may not ride as a Novice during the currency of the ranking. Currency of the ranking is the period between the award being made and the date of the event in the following year. When traveling interstate a competitor should carry a letter from their Regional or State Association stating their Novice classification, otherwise they will compete in expert class only. G. RECOGNITION AND AWARDS 1. Divisions with rider s age 14 years & over: Prize Money 1-8 Minimum Prize Money: Pay back (ie the sum of nomination money paid in for the class) Prize money break-up: see Appendix Divisions with riders 14 years & under or 30+ years: Medals/ Awards 1-3 or 1-8, or Vouchers 1-3 or 1-8 Where the option to present medals/ awards or vouchers to the first three place getters only is taken, advertised on the event flyer, and clearly marked on the entry form, the breakdown of the prize/ voucher pool shall be as follows: 1st - 50%, 2nd - 30%, 3rd - 20% Vouchers must meet the following limits and breakdown regulations: i) years classes maximum voucher pool of $ per class not to exceed in value 50% of the 16 years & over prize money allocation. ii) 8-12 years classes maximum voucher pool of $ per class. iii) Breakdown of voucher pool is as follows: 1st - 50%, 2nd - 30%, 3rd - 20% 1-8 See Appendix Participation (Sprocket Rocket and BMX Mini Wheeler) classes: Identical participation awards. SECTION 14: RULES APPLICABLE TO:- CLASS C - CLUB BMX COMPETITION To Index A. CONTEXT The rules of this section supplement and modify the rules set forth in other sections of this rule book and apply to Club Association sanctioned BMX competitions only. 45 Except as modified or otherwise rendered inapplicable by provisions of this section, all rules set forth in other sections of this rule book shall remain in full effect at every Class C Club BMX Competition. B. VENUE BMX Venues must be approved by the clubs State or Territory Association. BMX Australia Inc. Risk Management Policy must be adhered to at all times C. REGISTRATION AND CLASSIFICATION OF RIDERS 1. Registration - Riders wishing to compete in a sanctioned Class C Club BMX event may register only if their membership is current. All competition entry dates must be adhered to. 2. Competition divisions at Class C Club BMX events shall be: i) Divisions based on rider abilities graded by a grading officer or committee, or ii) Divisions established by grouping appropriate chronological ages together, or iii) Divisions incorporating Street Stock, Novice & Expert classes. iv) Participation classes for Sprocket Rockets and BMX Mini Wheelers as per 4C.2.iii. v) A/AA Open classes may be conducted as per 4C.2.iv. vi) Retro classes may be conducted as per 4C.2.v 3. Determination of age: i) Year of Competition minus Year of Birth, or ii) the age at commencement of the first day of competition, or iii) the age at the commencement of the first event of a series, or iv) the age at the commencement of the final event of a series. (Note: The preferred option must be stipulated on the entry form & must be consistent across all divisions.) 4. At least two riders must have registered to constitute a class, in the above divisions. Should this minimum number not be obtained, then the registered riders will race in the class above. If this does not form a class, the competitor has the option of riding in the opposite gender race of their racing age. Exception: should this minimum number not be obtained in the Veterans classes 30-34, 35-39, 40-44, 45-49, 50+, the entered riders will race in the class below. 5. A variety of modified races may be offered such as relays, time trials, handicap races, etc. 6. Advancement - Competitors may be classified as either a novice or an expert, and in the first instance, such classification shall be determined by the rider's Region or State. Any competitor who achieved through competition, a World, Continental, Australian or State ranking, may not ride as a Novice during the currency of the ranking. Currency of the ranking is the period between the award being made and the date of the event in the following year. ARA Rule Book 30/12/2013 Page 44

46 When traveling interstate a competitor should carry a letter from their Regional or State Association stating their Novice classification, otherwise they will compete in expert class only. E. RECOGNITION AND AWARDS 1. Divisions with rider s age 14 years & over: Prize Money or Awards. Minimum Prize Money: As set by Club committee. Prize money break-up: see appendix Divisions with riders 14 years & under or 30+ years: Awards or Vouchers. Vouchers must meet the following limits and breakdown regulations: i) years classes maximum voucher pool of $ per class not to exceed in value 40% of the 14 years & over prize money allocation. ii) 8-12 years classes maximum voucher pool of $ per class. iii) Breakdown of voucher pool is as follows: %, 2nd - 30%, 3rd - 20% 1-8 see Appendix Participation (Sprocket Rocket and BMX Mini Wheeler) classes: Identical participation awards SECTION 15: RULES APPLICABLE TO:- CLUB MEMBERS Club Licence members (Class C), may only take part in club events and practice at their home club. 47 APPENDIX 1: ARA PRIZE MONEY SCHEDULES To Index A. PRO/ AMATEUR STATUS IN RELATION TO PRIZEMONEY Bicycle Motocross Australia, in imitation of International Olympic Committee and the Union Cycliste Internationale, does not apply a different status to amateur and professional classes, but compete together in certain classes on the basis of age and capability. Therefore, riders receiving prize money at UCI or BMX Australian sanctioned events will not lose their possible eligibility for possible Olympic BMX events. B. EQUITY IN RELATION TO PRIZEMONEY "BMX Australia and its affiliated State and Territory Associations guarantee Australian men and women, boys and girls, equity, wherever possible, in all aspects of the sport including participation, training, competition, prize money, coaching, officiating and administration. The tables below are based on male: female proportions of 75%: 25% based on the current ratio of male: female licensed members in Australia. C. ELITE MEN AND WOMEN PRIZE MONEY Incorporating A/AA, Open and 14+ Money. Prize Money Break Up. Total amount minimum at all races conducted in Australia as set out in the relevant Australian regional applications Elite: minimum prize pool to be advised on event flyer Elite female: minimum 25% of elite prize pool. Junior elite men: Up to a maximum of 40% or elite men. Junior elite women: up to a maximum of 40% of elite women Prize Money Breakdown: 1st Place 33% 2nd Place 23% 3rd Place 14% 4th Place 8% 5th Place 7% 6th Place 6% 7th Place 5% 8th Place 4% All prize money to be paid out in cash at international events with the option of cheques at all other events. Monies to be paid immediately following the conclusion of the event. D. A/AA OPEN MEN AND WOMEN PRIZE MONEY Total amount minimum and break-down as per elite classes or host State guidelines. A & AA Open Class Operating Procedures i) Prize money breakdown and Prize Pool Allocation for Open Money classes with finals are to be based on the recommended breakdown in Appendix 1 of the Australian Regional Procedures or host State guidelines. The event flyer is to contain all relevant information. ii) The A Open class will not be considered championship events, or finish place results used to determine rankings if conducted at Class CN, Class S, or Class R Championships. iii) The A Open Class can only be conducted in conjunction with an AA Open class event. If nominations are insufficient to conduct either AA or A Open Classes, then only the AA Open class may be conducted. (ie combine AA & A into AA Open only). iv) A competitor who is classified an A Open rider can compete in a combined A & AA Open event without any loss of classification status. However any A Open competitor who nominates to compete in an AA Open class event will from that date be classified as an AA Open competitor. (Reclassification & transfer conditions apply) v) Competitors may also enter (or qualify for) any appropriate Open Money Classes, Cruisers, Composite Classes, Trophy Dashes or other special racing that may be organised. 2. Class classification procedures A & AA Opens i) Competition Age: Competitors who are turning 14 for Year of Birth competitions or who have attained the age of 14 for Age on Day competitions, upon appropriate qualification, may compete in the A Open or AA Open classes. (Re-classification and transfer conditions apply) ii) An up-to-date register of AA and A Open competitors will be kept by each State/Territory. Updated lists should be kept on a monthly basis for distribution to State/Territory or clubs from time to time as requested. ARA Rule Book 30/12/2013 Page 47

49 iii) Clubs must obtain an updated classification list from the State/Territory Administration Official prior to conducting any event with the A &AA classes. After the event the club must forward to the State/Territory Administration Official a Race Director s report for the A & AA Open classes with a corresponding list of all money won. iv) If the event has pre-nominations the competitor will be classified as per date for close of nominations. The classification will be based on the current updated classification list. 3. Re-classification conditions: i) AA Open competitors may apply in writing to their State Board of Management to be re-classified back into the A Open class after competing at no less than six (6) AA Open races if they feel their performances are not of a compatible standard. The Board s decision in this matter is final. 4. Transfer Procedures: i) A mandatory transfer system applies to competitors in the A Open class. ii) A competitor competing in the A Open class may only earn up to a maximum of $ from any number of race meetings. Evidence of which shall be kept in a BMXA approved log book. iii) Once this prize purse ceiling has been reached, the competitor is automatically transferred through to the AA Open class. iv) An A Open class competitor may be transferred prior to earning $ if they so wish by simply nominating for an AA Open class event and/or notifying the State Administration Official of their decision. They must meet re-classification conditions to transfer back to A Open class. v) If AA & A open classes are combined due to the lack of numbers, the A Opens competitors will only be re-classified into the AA Open classes if the prize monies won on the day takes them past the $ transfer limit. This re-classification will not take place until the updated classification list has been distributed or in the case of a series, take place at the conclusion of the series. vi) Any club or Organisation found to have knowingly paid a competitor outside of these guidelines will not be permitted to conduct an event offering prize money for a period of two years from the time of the offence. 51 APPENDIX 4: INTRODUCTION BMX AUSTRALIA TRACK GUIDELINES To Index The Track Guidelines (the Guidelines) have been developed by BMX Australia (BMXA) and provide guidelines for State Associations and Clubs for the development of new and existing BMX Tracks across the country and are to be used also by State Officiating Directors in the sanctioning of new BMX Tracks. As the governing body for the sport in Australia, BMXA is committed to promoting safety, through various education and training initiatives and through the publication of other guideline materials, including The Australia Regional Applications BMX Rule Book. The safe operation and management of tracks and events, remains the responsibility of Clubs and Event Promoters. BMX Australia has set minimum requirements for National events including the National Championships and National Series which includes a starting hill. BMX Australia recommends that if a club or State has aspirations of hosting a National event then the track will need to meet these standards among other things as outlined in the table below.
