1 Final Sit Invstigation Rport Fort Monmouth July Parcl 52 Bldg 699 Army/Air Forc Exchang Srvics Gas Station Sit Dscription Bldg 699 is a full-srvic gas station and convninc stor locatd on th south sid of Saltzman Avnu in th cntral portion of th MP. Bldg 699 was constructd in 1953 and has bn usd as a srvic station sinc that tim. Bldg 699 is a on-story building built on slab and is approximatly 4,628 squar ft in siz. Additional information prtaining to this parcl can b found in Sction , Sction 5.4, Sction , and Appndix G of th Phas I ECP (1) Prvious Invstigations Th Bldg 699 tank systm was comprisd of six 10,000-gallon USTs with two rmot pumping islands. Th six USTs wr rmovd in April 2007 and rplacd with two 10,000-gallon ASTs. Prior to thir rmoval in 2007, th USTs stord various grads of gasolin. On Novmbr 5, 1984, a tank tightnss tst idntifid a gallon pr hour lak in two of th USTs. No action was takn until 1989 whn a lin lak was idntifid; subsquntly, th piping was xcavatd and rplacd. Sinc that tim, a groundwatr pump systm (to rcovr fr product and to control th plum) has bn oprating in conjunction with a quartrly groundwatr monitoring program undr th IRP (FTMM-53). Thirtn monitoring wlls wr installd at th sit in ordr to dlinat th xtnt of th contaminant plum. Subsquntly, conscutiv quartrly rounds of groundwatr sampls hav bn collctd for analysis. BTEX and MTBE hav bn dtctd both in soil and groundwatr abov NJDEP Dirct Contact Soil Clanup and GWQC. A rmdial action work plan spcifying th installation of an air sparging/sve systm, plus an xpandd groundwatr pump and trat systm, was submittd and approvd by th NJDEP. In addition, th us of nzym nhancd biormdiation products was stipulatd for th localizd tratmnt of soils in dns silt and clay aras. Construction of th slctd rmdial altrnativ was compltd in January Currntly, as part of a monitoring program, 13 groundwatr monitoring wlls ar sampld on a quartrly basis. Th clanup stratgy is to continu rmdial action opration (air sparg, SVE, pump and trat systm) activitis and monitoring fforts at th Bldg 699 sit. Shutdown of th tratmnt systm is xpctd in FY09, and quartrly groundwatr monitoring of 13 wlls will b prformd for 2 yars aftr shutdown Sit Invstigation Sampling Through prvious invstigations, groundwatr VO contamination has bn idntifid in clos proximity to Bldg 699 and is bing addrssd undr th IRP. Pr NJDEP guidanc and consistnt with USEPA policy, th NJDEP rcommnds invstigation of VI whr structurs ar within 100 ft horizontally or vrtically of shallow groundwatr contamination in xcss of GWSLs. In th cas of ptrolum hydrocarbon contamination (particularly BTEX), a 30-ft distanc critrion is utilizd (12). Ths contaminants hav bn dtctd abov th GWSLs within 30 ft of Bldg 699. July

Historic sit plans, arial photographs, and information obtaind during prsonnl intrviws indicat a coal storag ara and ful unloading ara formrly xistd in th south-cntral portion of th MP along th formr RR in th vicinity of Bldgs 1007 and 801. Th potntial coal storag ara was idntifid in photographs from 1947, 1957, and 1963 (18). A gothrmal wll fild is prsnt north of Bldg 800. Additional information prtaining to this parcl can b found in Sction 3.3, Sction 5.4, Sction , and Appndix G of th Phas I ECP (1) Prvious Invstigations No prvious invstigations hav bn conductd in rlation to th formr coal storag ara Sit Invstigation Sampling In ordr to dtrmin th impact of historic coal and ful unloading and storag activitis in th ara of th formr RR, th following soil and groundwatr sampling was conductd. Goprob Invstigation Soil and groundwatr sampls wr collctd in Dcmbr 2007 in Parcl 57 in ordr to dtrmin if any contamination xists from prvious activitis associatd with th formr coal storag ara. A total of 15 surfac soil sampls and 18 subsurfac soil sampls (including thr duplicat sampls) wr collctd from 15 distinct Goprob borings (Figur ) on 100-ft cntrs. Surfac soil sampls for non-vo analysis wr collctd from th 0- to 6-inch intrval bgs. For borings locatd in pavd aras, non-vo surfac soil sampls wr collctd from th 0- to 6-inch intrval dirctly blow th pavmnt sub-bas. Surfac soil sampls collctd for VO analysis wr collctd from th 18- to 24-inch intrval bgs. Subsurfac soil sampls wr collctd from th 6- inch intrval dirctly abov th watr tabl. Fild scrning of th soil boring cor was conductd using a PID/FID mtr. No visual or olfactory vidnc of soil contamination was notd. A total of six groundwatr sampls (including on duplicat sampl) wr collctd from fiv distinct tmporary wlls (Figur ). 8 Final Sit Invstigation Rport Fort Monmouth July 2008 Fiv soil sampls containd TICs at lvatd concntrations. 1,1-bis(1-mthylthyl)- Hydrazin was dtctd at a concntration of 310 mg/kg in sampl 7-A6-A and at a concntration of 330 mg/kg in th duplicat sampl collctd at 7-A9-C. It was not dtctd in sampl 7-A9-C. 4-hydroxy-4-mthyl 2-Pntanon was dtctd at concntrations of 220 mg/kg, 150 mg/kg, and 230 mg/kg in sampls 7-A2-A, 7-A2- C, and 7-A4-C, rspctivly. Multipl smi-volatil constitunts wr idntifid in ach of th fiv sampls; howvr, no TCL organic constitunts wr idntifid at concntrations gratr than th NRDCSCC in th fiv sampls in which lvatd TIC concntrations wr idntifid. Groundwatr As prsntd in Tabl , a total of fiv VOs (acton, carbon disulfid, mthyl thyl kton [2-butanon], TBA, and tolun) and on B/N (bis[2-thylhxyl]phthalat) wr dtctd at concntrations blow th NJDEP GWQC in Parcl 57 groundwatr sampls. A total of 20 mtals wr dtctd in Parcl 57 groundwatr sampls. Of th 20 mtals dtctd, 11 (aluminum, arsnic, bryllium, cadmium, chromium, cobalt, iron, lad, mangans, nickl, and sodium) wr dtctd abov th rspctiv GWQC. Svral natural and anthropognic factors contribut to th wid rang in concntrations of mtals in soils, which furthr impact th concntration of mtals in groundwatr. Soils drivd from glauconitic sands contain abundant aluminum, calcium, potassium, iron, magnsium, mangans, and sodium (among othrs), which ar likly to b prsnt at lvatd concntrations in th groundwatr, particularly whn sdimnts ar ntraind in th collctd groundwatr sampls. Ths nativ mtals includd aluminum, barium, calcium, iron, magnsium, mangans, potassium, sodium, and zinc (47). In addition, sodium concntrations can b influncd by saltwatr intrusion. Th non-nativ mtals dtctd in groundwatr sampls collctd from th tmporary wlls in Parcl 57 hav bn compard to th rspctiv GWQC and MPBCs to dtrmin COCs rquiring furthr valuation (Figur ). Four naturally occurring mtal constitunts commonly associatd with th local soils/gology, aluminum, iron, mangans, and sodium wr dtctd in Parcl 57 groundwatr sampls collctd from tmporary wlls. As a rsult of ths natural influncs, aluminum, iron, mangans, and sodium ar not considrd COCs in groundwatr. Arsnic was dtctd at concntrations xcding th NJDEP GWQC of 3 µg/l in four sampls, 7-A3 (5.24 µg/l), 7-A5 (3.94 µg/l), 7-A7 (4.01 µg/l), and 7-A9 (6.73 µg/l). Howvr, ths concntrations did not xcd th MPBC of 89.3 µg/l. In addition, arsnic is associatd with th nativ glauconitic sands (48). Th lvatd arsnic concntrations in th nativ soil in turn influnc th arsnic lvls in groundwatr. Thus, arsnic is not considrd a COC in groundwatr. Bryllium was dtctd at concntrations xcding th NJDEP GWQC of 1 µg/l in thr sampls, 7-A5 (2.12 µg/l), 7-A7 (1.98 µg/l), and 7-A9 (10.9 µg/l). Two of th thr July

Cadmium was dtctd at a concntration xcding th NJDEP GWQC of 4 µg/l and th MPBC of 9.5 µg/l in on sampl, 7-A9 (14.3 µg/l). Chromium was dtctd at a concntration xcding th NJDEP GWQC of 70 µg/l in on sampl, 7-A7 (105 µg/l). Th chromium concntration was blow th MPBC of 191 µg/l. Cobalt was dtctd at a concntration xcding th NJDEP GWQC of 100 µg/l and th MPBC of 18.3 µg/l in on sampl, 7-A9 (147 µg/l). Lad was dtctd at a concntration xcding th NJDEP GWQC of 5 µg/l and th MPBC of 22.7 µg/l in on sampl, 7-A7 (829 µg/l). Nickl was dtctd at a concntration xcding th NJDEP GWQC of 100 µg/l and th MPBC of 187 µg/l in on sampl 7-A-9 (372 µg/l) Summary and Conclusions Soil sampls that xcdd NJDEP NRDCSCC for B/Ns wr collctd from th 0- to 6-inch intrval blow th pavmnt sub-bas. Th four B/Ns (bnzo[a]anthracn, bnzo[a]pyrn, bnzo[b]fluoranthn, and bnzo[k]fluoranthn) that wr dtctd at concntrations abov th NRDCSCC and th MPBC ar considrd COCs in soil.
