5 PRESIDENT S REPORT has been another challenging yet successful year in School sport. While Australia has emerged from the global financial crisis in a better position than many other countries, we are still mindful of the need to keep our programs as affordable as possible to ensure all students can still access our programs. During 2010, School Sport Australia has continued to build on our great partnership with the Australian Sports commission (ASC). The initial work during the Crawford Review has developed further with our representation on the working group developing the National Sport and Education Strategy. Senior officer input from ASC was well received at our November conference and subsequently officers from SSA and the ASC have met to develop close working relationships between the two organisations. The work of our dedicated group of national secretaries continues to enhance relationships between SSA and National Sporting Organisations. Existing and new agreements (MOUs) will ensure that students are provided with the best possible pathways and avoid duplication in areas such as talent identification and or sub-elite programs. These partnerships are leading to increased opportunities for students, whether they wish to pursue their involvement in sport as players or officials. At the time of writing, we are still awaiting a decision regarding the hosting of the next Pacific School Games, scheduled for We are hopeful that we will receive a positive response in the very near future. Our involvement in International School Sport (ISF) events continued in 2010, with our most successful results ever obtained at the World School Cross Country event in the Slovak Republic. We look forward to further involvement, with teams from Australia identified to compete in Tennis and Athletics in We wish to acknowledge Jean Louis Boujon, who completed a significant term as ISF President during We welcome Andre Delphin to this role and wish him success into the future. During 2010, as well as Cross Country, the following International Tours/Events were conducted:- Cricket hosted West Indies Football UK and Ireland Netball Hosted International series Hockey ( Girls) Malaysia and China Hockey (Boys) Hong Kong and China Softball (Girls) Hosted International Series Water Polo UK, Greece and New Zealand Our thanks and congratulations are extended to all involved in these events. The profile and reputation of SSA nationally and internationally has been enhanced as a result of your efforts. We have recently been advised by the Australian Education, Early Childhood Development and Youth Affairs Senior Officials committee (AEEYSOC) that a review is to be conducted into the governance arrangements between School Sport Australia and AEEYSOC. We welcome the opportunity to participate in this process and trust that any outcomes will only improve the effectiveness of our efforts on behalf of the school sport program for our students.

6 was marred by the sad passing of two SSA stalwarts. We pay tribute to Daryl Bell (WA) and Sue Fleming (Qld) for their lifetime of service to school sport and pass on our thoughts and prayers to their families and loved ones at their sad loss. We also said goodbye to our very special executive officer Steve Kalend this year. Appropriate tributes and acknowledgements have previously been made regarding Steve s outstanding contribution to school sport, both in his executive officer role as well as in many other ways. We wish Steve and his family all the best but know that he will never be too far away if we need to call on him. Once again the success of SSA in 2010 has relied on the wonderful efforts of staff in each of our member bodies, working with our National Secretaries and their networks. We thank you for your continued contribution and professionalism on behalf of students and parents. I extend my personal thanks to all who have worked on executive and to the team at our national office in Canberra Steve Kalend and Petra Dwyer. I speak for all in saying thank you for your efforts another great year of service. Finally, thank you to all who have worked so hard and with such commitment to ensure that 2010 was another successful year. I believe another cohort of students have enjoyed quality school sport experiences because of your efforts. I look forward with optimism to an even better year ahead as we continue to develop great educational opportunities through our quality school sport program. 7 EXECUTIVE OFFICER S REPORT --- It is with a tinge of sadness that I write this, my final Executive Officer report. Since taking up the School Sport Australia Executive Officer position in July 1989 I have thoroughly enjoyed all the challenges and the ups and downs which have been put in front of School Sport Australia over the years. The issues which we have addressed during this time are too many to mention but I believe it is true to say that School Sport Australia has become a better and richer organisation as a result. I hope that during this time I have been able to contribute in some way to making School Sport Australia a better, more efficient and more effective organisation. Thank you to everyone for your support and encouragement over the years. I have made many good friends and look forward to being able to keep in touch with as many of you as possible in the future. My job over the years has been made so much easier by the support and assistance I have had from those colleagues who have served on the School Sport Australia Executive Committee. Thank you to all of you. In particular, I would like to express my sincere thanks to the Presidents I have served under. The late George Hay, Brian Deslandes, Helen Fraser and more recently Ken Rogers. Their support and guidance has been extremely valuable, none more so than Ken during the past 6 years. As usual, there have been numerous issues discussed and decisions made during the year. These have included: The disappointment of not having been able to finalise a venue for the next Pacific School Games. The success and expansion of our international program. The success of recent School Sport Australia conferences with the addition of relevant professional development sessions, state and sports presentations and workshop activities. The successful establishment of the Kids at Turning Point Foundation The completion of the work of the Pacific School Games Reference Group resulting in the final approval of the new Pacific School Games Event Management Package. The continuing branding, marketing and promotion discussions. The continued success of our sponsorship arrangements with FCm Solutions and Skins. The successful negotiation of Partnership Agreements and Memorandums of Understanding with a number of National Sporting Organisations. The resolution of challenges associated with a number of Championships and issues arising from international tours during the year. The anticipation of the outcomes of the AEEYSOC Governance review. Unfortunately at the time of writing, the new Executive Officer has yet to be appointed however I wish him or her all the very best. I hope he/she enjoys their time in the role as much as I have. I wish everyone the best of luck for the future. It has been an honour to have served as the School Sport Australia Executive Officer for the past 22 years and I hope that School Sport Australia continues to go from strength to strength. 8 SECONDARY MANAGEMENT COMMITTEE REPORT --- SMC In 2010 the Secondary Management Committee of School Sport Australia through its member bodies once again provided opportunities for secondary school students to experience quality, educational sporting programs. Evidence clearly shows that quality sporting experiences have a positive influence on student academic and social (self-esteem, mental health and social inclusion) outcomes and School Sport Australia programs at all levels continue to lead the way in advocating this message. Successful high quality sporting programs require the work of a team of passionate supporters and a strong infrastructure. Each of the member bodies with the assistance of the National Sports Secretaries work tirelessly to ensure that all students involved have the best possible experience. School Sport Australia is most grateful to everyone involved in all of the Championships and congratulates them on a job well done. In years and under Championships were successfully conducted in Baseball, Cricket, Football, Golf, Hockey, Netball, Orienteering, Rugby League (15s & 18s), Softball, Surfing, Tennis, Triathlon, Volleyball and Water Polo. The Primary Management Committee partnered with the Secondary Management Committee to conduct combined events in Australian Football, Basketball, Cross Country, Diving, Swimming, and Touch. School Sport Australia continued to offer a broad range of opportunities through its international sporting program. This year international teams were hosted in Adelaide for Netball, in Sydney for Softball and Cricket and the following teams travelled overseas. The Football teams travelled to the UK and Ireland, the Cross Country teams to the Slovak Republic, the girls Hockey to Malaysia and China, the boys Hockey to Hong Kong and China and the Water Polo to the UK, Greece and New Zealand. One of the major priorities in the School Sport Australia strategic plan continues to be the development of partnerships with National Sporting Organisations. Australian Football, Cross Country, Golf, Netball and Surfing this year signed MOUs/Partnership Agreements with their respective National Organisations further strengthening their partnerships. All sports offered under the School Sport Australia program are aiming to sign similar agreements by the end of Again this year two Secondary Management Committee meetings were held during the year where the National Secretaries and State Executive Officers presented detailed updates and reports on their respective programs. This year it was noted that the status of Surfing as an approved sport was reinstated conditionally subject to a twelve month trial at which time the decision will be reviewed. the Australian Secondary Schools Rugby League (ASSRL) was again adopted as an affiliated sporting body for at the November conference the first National Secretary presentation was conducted. Meredith Prime presented a comprehensive report on the history, organisation and conduct of the SSA Triathlon Championships. I would like to take the opportunity to thank our Executive Officer Steve Kalend who officially retired at the end of 2010 although will continue in the role briefly in Steve has had a long association with the SMC as both a member and then through his position as the Executive Officer. He has a wealth of knowledge and has always been ready to assist all sports and member bodies in whatever way he can. Steve will be sadly missed but we wish him well in his retirement. No doubt we will see Steve at many of the Championships held in Canberra in the future. I would like to thank fellow Secondary Executive members, Judy Maguire and David Barclay for their continued support, all executive members for their friendship and camaraderie, Office Manager Petra Dwyer for her patience and assistance, School Sport Australia President, Ken Rogers and Executive Officer, Steve Kalend for their continued commitment and quality leadership. Finally I would like to on behalf of all secondary school students thank all members who work tirelessly to strengthen sporting pathways for students in their states and territories. PAULA NIELSEN

9 PRIMARY MANAGEMENT COMMITTEE REPORT --- PMC In excess of 2800 students competed in the 12 years and under championships and combined events conducted on behalf of School Sport Australia and the Primary Management Committee. The success of these programs relies on the support of the teachers in our schools and members of the community who give freely of their time to ensure sporting, social and educational opportunities are provided for the gifted and talented students within our care. On behalf of those students and the hundreds of thousands of students involved in school sport - Thank you. All of the member bodies who commit to providing these opportunities are to be congratulated on the presentation and performance of their respective teams. The thanks of School Sport Australia Primary Management Committee and the students go to the host associations who continued to provide the opportunity for the participants to compete at the highest level. The continued involvement of Tasmania and ever increasing involvement of Western Australia in the 12 years and under championship program is to be applauded. The continued support that all state and territory bodies receive from the State and National Sporting Organisations as well as the community based clubs and associations in hosting events is truly appreciated. The forging of strong relationships and partnerships between School Sport Australia and the parent and local bodies is integral to success of the expansive School Sport Australia programs. In 2010 the two Primary Management Committee meetings were held in Adelaide and Sydney. Each member body of School Sport Australia has an important role to play in being advocates and champions of the benefits of school sport from the grass roots level to the representative program level. I would like to acknowledge and applaud the work of both Helen Taylor and Eric Greentree the Primary Management Committee executive representatives. It would be remiss of me not to recognise the delegates who attended the meetings during Their contributions have been positive and have ensured that students from all States and Territories of Australia have enjoyed unique opportunities. To the national secretaries thank you for your efforts in supporting and guiding the 12 Years and Under Championship Program. Your input at events and meetings is valued. Special thanks are also extended to Graham Barrett, the exiting National Secretary - Cricket for your years of dedication and commitment to our programs year saw the very sad passing of an exceptional man and wonderful supporter of School Sport and in particular the 12 Years and Under Championships. Mr Darryl Bell was passionate about sport and the positive impact it had on students. Darryl will be sorely missed but never forgotten will again provide new challenges and opportunities. School Sport Australia is well positioned to meet these challenges and I am confident that the students and teachers will enjoy experiences that will be remembered for years to come. Last year presented some unique challenges for School Sport Australia. The strength and leadership of Mr Ken Rogers was vitally important and ensured that all processes and decisions were professional and transparent. He continued to provide strong advocacy for school sport at all levels. Petra Dwyer should also be thanked for her tireless and committed efforts. In closing could I recognise the untiring work of Mr Steve Kalend, Executive Director of School Sport on his retirement. Steve has ensured that School Sport Australia has developed and prospered. 10 NATIONAL SECRETARIES COMMITTEE REPORT --- NSC The NSC meetings provide a valuable forum for the growth, development and progression of the School Sport Australia programs offered to all participants of member bodies. The 22 National Secretaries and the two affiliated committees assist in the operation of the 30 National events which are conducted each year. Assistance is given in the organisation of all Championships and technical advice is provided to the management committees of sports. They also interact with the National body controlling the sport, keep archival records of the competitions and, in some instances, organise international events. National Secretaries, with the support of the Executive Officer, continue with the task of liaising with the National Sporting Organisations (NSO s) to ensure that School Sport maintains a prominent position in National Junior programs. In the past 12 months the NSC has referred to discussion about International Tours, with particular regard to; the frequency of international tours by sports; when international tours should take place; the length of international tours and the possibility of an International Exchange Program where sports go on tour then host an overseas team in Australia. The original policy encouraged sports to hold International Tours every second year and then compete at home in the following year. Some sports are conducting international tours every year. The Executive Committee had some concerns over this aspect and sought feedback from the National Secretaries. The main concern is the imposition on teachers if the tours are too frequent, the length of the tours, the timing of the tours and the costs. The Executive also confirmed that the timeline for submitting applications for international tours will continue to be enforced. A number of sports indicated that their profile had increased significantly since the tours had been conducted annually. However, any approaches to other countries to tour here have been unsuccessful due to costs involved. It was agreed that the costs for tours held here are very similar to international tours. Following a recommendation in June, National Secretaries have made international tour presentations at Conferences. Additionally, National Secretaries have made sport presentations at PMC and SMC meetings. All of these have been favourably received. The NSC discussed the role of the Sports Trainer, their qualifications and requirements for International tours and agreed that the role of the Sports Trainer is to treat injuries sustained during the competition and not massage, strap or provide any form of physiotherapy. A Level 1 Sports Medicine Australia accreditation is the minimum requirement. Following discussion regarding parental involvement in International Tours, the NSC recommended the development of a policy for dealing with parents on tour be included in our Policies and Guidelines for International Tours. Student Officials involvement at our Championships continues to grow from strength to strength and it was highlighted that some sports are providing accreditation points to students for umpiring or refereeing at School Sport Australia events. National Secretaries have been asked to investigate gaining accreditation through their National Organisation as well as giving students greater umpiring/refereeing opportunities for their Sport. The NSC also considered other issues including the possibility of video streaming for future championships noting that this would need to be approved via media release forms; the development and inclusion of risk management processes in each sports operational manual; how Conference formats could be enhanced and consideration of teleconference/video conference for those National Secretaries unable to attend. Congratulations to those National Secretaries who were reappointed for another term and welcome to Ian Landy (Vic) as the new National Cricket Secretary. On behalf of everyone I would like to extend our appreciation to Graeme Barrett, our retiring National Cricket Secretary for his input throughout his time. I can say that Graeme has contributed significantly to the development of Cricket and has left it in a better position than when he commenced in I wish him well for the future.

11 -9- I would also like to extend my sincere gratitude and appreciation to Steve Kalend our retiring Executive Officer, for his outstanding contribution to School Sport Australia during the past 22 years. His advice and support of National Secretaries during that time has been invaluable. His wealth of experience and knowledge of the system will be missed by all and we wish him well in retirement. In conclusion I would like to thank all National Secretaries for their diligence and support over the past year in the successful operation of all School Sport Australia events. It is rewarding to note the high regard in which they are held and I appreciate their leadership and attention to detail, especially in maintaining cordial relationships with National Sporting Organisations. 12 STATE PRESIDENTS COMMITTEE REPORT --- SPC Introduction I believe the State Presidents Committee has provided School Sport Australia with a valuable tool for the expansion, promotion and enhancement of School Sport Australia programs. School Sport Australia through its member bodies has again delivered quality educational opportunities through SPORT for students. Thanks must surely go to the National Secretaries and the Executive Officers from each of the States and Territories for their conduct of our National championships. These Championships epitomise and highlight what School Sport Australia is all about. One of the most significant responsibilities we have as SCHOOL SPORT AUSTRALIA members and as educators, is to give young Australians a strong foundation on which to build a full and active life. Sport has been linked to positive self-esteem, skill development, skeletal and cardio-vascular health, and general healthy development. It is now widely established that childhood is the best time to establish positive attitudes and behaviours related to physical activity and a healthy lifestyle. Young people spend a significant amount of time at school and therefore school environments need to be supportive of students being physically active. School Sport programs are an important part of a comprehensive approach to providing this support. School Sport is the vehicle that enables daily and lifelong healthy living practices that are transferred between school, home, the local community and interstate teams. Instilling School Sport values in an educative setting gives opportunities for students to develop their strategic capacity to make informed decisions in leading healthy and active lives. School Sport values include leadership, respect, fairness, responsibility, resilience and it also instils an ongoing desire to be healthy and active community members. International and local examples highlight the synergies between strong School Sport and community partnerships. All School Sport Australia member bodies should ensure that our programs complement the sequential development plans of the national sporting associations and conduct programs within the context of their own education department s policies and where relevant within the policies of other educational systems and sectors. Our Core Business The State Presidents Committee is extremely passionate about the National Curriculum. I presented a paper in June to the State Presidents Committee meeting that I had prepared for the National Curriculum group in Western Australia. As a Lobby Group State Presidents were vigilant in presenting materials to the national curriculum groups in their own States and Territories. Each member then shared their experience and spoke on their efforts on advocacy for Sport and Physical Education to be included in the National Curriculum. There is a need for State Presidents to keep up the dialogue and networks that they have created with the Curriculum personnel within their State or Territory. I firmly believe that our group has had a positive effect upon the National Curriculum that will benefit Teachers, Students and the presentation of Physical Education and Sport Australia wide. The meeting devotes time to Issues that each State and Territory has and we share ideas and possible solutions to those issues. It is hoped that a DVD produced by NSW showcasing School Sport will be available to other States and Territories. ACT said it would like a Position Paper produced from School Sport Australia on the benefits of School Sport. They considered this would be a valuable tool for all States and Territories to have for future campaigning and funding. Why School Sport?? Links to literacy and numeracy need to be highlighted. For School Sport to be successful there needs to be a link with attendance and engagement. The teaching force needs to not only be capable but empowered as without teachers there will be no programs. As a consequence of lively and passionate debate it was decided to formulate a Position Paper on School Sport supported with underlying data. Judy Maguire will commence work on this paper. Judy has requested people to her ideas for the paper and Murray Farr has agreed to assist.

13 -11- Rod Carroll had a very good idea to document our good practice and good stories to support any data collection. Politicians look at and take notice of the data first, especially in relation to how School Sport and Physical Education can raise academic standards, increase retention, reduce absenteeism, and improve social outcomes. He asked the State Presidents to document a good news story or two from their State. It could be about a great program in a particular Primary or Secondary School that has produced some interesting outcomes or it might be about individual students, their challenges and achievements. Things they might not have achieved if it hadn t been for School Sport. Rob has agreed to be the collection point for all these examples. Please Rob with your information. The Future? School Sport Australia needs to identify and document its champions of Sport and champion Schools: Schools that do School Sport well. Rob Carroll has started the good news stories. We need good news stories at all levels - School, District, Zone and Region. We could also include National and International stories as well. Over the past few years there has been a significant reduction in the number of applicants for officials for international teams. State Presidents through their own member bodies need to promote and encourage coaches and managers to be involved with international tours. MURRAY FARR CHAIRMAN STATE PRESIDENTS COMMITTEE

14 MEMBER BODY REPORTS --- p School Sport ACT y School Sport ACT conducted a very successful program of sporting activities during This program provided students in the ACT with a comprehensive educational and sporting experience during the year. Once again students from the ACT participated in every School Sport Australia event, except surfing and 12 years and under golf. Although this involvement certainly stretches the financial and human resources of School Sport ACT, it is our belief that the benefits provided far outweigh any difficulties that may be encountered. The ACT successfully hosted 4 School Sport Australia events during the last 12 months. These were the 12 years and under netball and cricket championships and the 15 years and under volleyball and rugby league championships. School Sport ACT would like to thank those involved in organising these successful events. An enormous amount of work is involved in the planning and running of events such as these and the volunteers who take on these responsibilities must be thanked. Special thanks must go to the billeting officers, schools and families who provide excellent accommodation for our interstate visitors. The annual Excellence in School Sport Awards continues to recognise the efforts of ACT students in the sporting field. These awards enable the highest performing ACT students to be recognised at a ceremony conducted at the ACT Legislative Assembly each November. This year 10 ACT students received awards for their outstanding performances, including two students with a disability. ACT students were also recognised for their selection in Australian teams. Belinda Bartlett was appointed president of the ACTSSSA at the beginning of 2010 following Judy Maguire s resignation to take up a new position with School Sport Victoria. Paul Russell continued in his role of the ACTPSSA President during the year has seen a great deal of planning undertaken regarding the proposed restructure of school sport in the ACT will be a transition year as the remaining elements of the restructure (including the merger of the ACTPSSA and ACTSSSA into one sports management committee) are put in place. There will be no interruption to the school sport program in 2011 during the transition year. Finally we must thank the enormous support and assistance provided to School Sport ACT by the ACT Department of Education and Training, Catholic Education Office, and Association of Independent Schools. The belief that these institutions have in the direction and administration of School Sport ACT is greatly valued. The support and leadership provided by the PSSA & SSSA Presidents, Paul Russell and Belinda Bartlett, their management committees, and all volunteer teachers is sincerely appreciated. In conclusion, may I pass on my congratulations and thanks to everyone who has taken an active and positive role in developing and delivering school sport within the ACT. 15 -13- p New South Wales Combined High Schools Sports Association y The New South Wales Combined High Schools Sports Association once again conducted a very successful program of activities that provided the students in New South Wales secondary schools with a comprehensive educational and sporting experience during The Association also conducted a wide range of state wide school sporting competitions. The school based competitions, traditionally known as knockouts, offer schools the opportunity to compete against each other and provide the students who represent their school the opportunity to travel throughout the state and gain both educational and sporting experiences. This program includes an extensive Central Schools competition that provides sporting opportunities for students attending isolated rural country schools. The state carnival program continues to be the backbone of the association, providing a representative pathway that starts at the school level and in many sports culminates in School Sport Australia representation. The incorporation of student officials into the CHS programs at both the intra state and interstate level continues to grow and provide students with an alternate sporting pathway. The continued endorsement of these programs, and those conducted at both the CHS and NSW All Schools level by the National and State Sporting Associations acknowledges school sport as an integral provider of junior sport in Australia. At the national level the CHS and NSW All Schools teams that participated in School Sport Australia events and Interstate Exchanges were worthy representatives of the Association. In 2010, teams representing Tennis, Basketball, Football, Australian Football, Cross Country, Lawn Bowls, Water Polo, Netball, Touch, Hockey, Volleyball, Softball, Golf, Baseball, Triathlon, Diving, Swimming and Cricket were selected to participate at this level. CHS also selected teams in Boys Softball, Squash, Rugby and Rugby League which participated with great success in their respective domestic programs. In 2010 the association hosted four very successful School Sport Australia Championships in the sports of Cricket (Campbelltown), Water Polo (Woy Woy), Tennis (Wollongong) and Golf (Port Macquarie). This year marked the retirement of Kevin Sharp as the President of the NSWCHSSA. Kevin has been a member of the council for 30 years. During this time he has been a member of the Rugby League subcommittee, has acted as the Rugby League Convener and has been a Vice President of the association. He has also been a longstanding member of the sailing sub-committee. Congratulations are extended to Kevin for his great service to the Combined High Schools. In 2010 CHS was saddened by the passing away of James (Tipper) Barnett. Tipper was a great supporter of school sport over many years, and the condolences of the association are extended to the Barnett family. Once again the Combined High Schools Sports Association was honoured to have magnificent support from a group of traditional sponsors, and a number of new sponsors for this year. To all of our sponsors, including those companies from the School Sport Foundation:- Teachers Credit Union, Fresh Fruit and Vegetables and Integral Energy:- thank you very much for your support of our programs. In conclusion could I thank David Whittock and Jacky Patrick for acting in the position of Executive Officer in the second half of the year. 16 -14- After a most successful 2010, the NSW Combined High Schools can now look forward to a most rewarding and fruitful year in May I pass on my congratulations and thanks to all those who have supported, and been part of the New South Wales Combined High Schools Sports Association in GRANT PARKER EXECUTIVE OFFICER p New South Wales Primary Schools Sports Association y I must take this opportunity to acknowledge the key people who have again contributed to keep School Sport running so strongly in NSW. The NSWPSSA Executive who have the best interests of our NSW students at heart, the NSW School Sport Unit staff and all the Regional Sports Organisers we work with both within the Unit and across the state in our regional centres - it never ceases to amaze me how much effort these people put in behind the scenes. They do not always have the benefit or opportunity to reap the real rewards of School Sport, on the sidelines, sharing in the glory and challenges of competition but I must commend these people through their professionalism and expertise which maintains the exemplary School Sport programs we continue to showcase each year across the state of NSW. Could I also acknowledge our conveners, coaches and managers of the NSW representative teams who do the hard work for us on the ground thank you. It is very difficult at times for our state conveners, tasked with running programs and resolving issues right across the state. Without their expert personal sporting knowledge we would be unable to successfully manage and develop the sporting programs for our students and their contribution should be highly commended. So too, our coaches and managers who are our frontline ambassadors at the various School Sport Australia Championships and who deal with our state representatives first hand. Their role is invaluable and really is one of the jewels of our success. In recent times, we have witnessed that the face of School Sport is changing, the promotion of School Sport is gaining momentum not only within NSW but also nationally. I am excited about the prospects and opportunities this is opening up for NSW School Sport and through the leadership of Ross Morrison in the School Sport Unit, moving forward as a combined School Sport body, I feel we will all reap rewards in the future. I look forward to maintaining that momentum, particularly in areas we want to develop like opportunities for Athletes With Disabilities (AWD), Teacher Professional Learning (TPL) and providing for teachers and volunteers involved at the grassroots levels of school sport. The NSWPSSA has met many of the challenges it set itself this past year and look forward to future challenges, including our initiative to position ourselves as a legitimate provider of TPL in NSW and our challenge to successfully market School Sport to beginning teachers, school sports organisers and more importantly Principals who are supportive of sport. These are just a couple of the initiatives the NSWPSSA is working towards but are areas in which we need to be very conscientious and develop carefully the successful delivery of our messages/resources to safeguard the quality of school sport with our new generation of teachers. We believe we have an extraordinary base of talent in NSW across all of our schools in NSW and it is our challenge to tap into that rich resource and support our teachers to bring out the best in them and their students. You only have to attend a sporting event, whether it be at the state, regional, zone/district or school level to see that there are so many teachers out there with real expertise. As an Association we want to be able to attract these teachers and work with regional sports organisers to foster and support them with the foundational tools to initiate and continue to promote school sport. We were proud of our efforts both within NSW and on behalf of SSA in Our initiative to take the 12 and Under Football Championships to semi-rural Nelson Bay was a resounding success and enhanced the real essence of School Sport and its community aspect. It was also our pleasure to host the November Conference of the Australian Sports Council in Brighton.

17 -15- Underlying all of what we have achieved this year our foundational focus has always been the students and we continue to challenge our teachers for this to remain their focus in all matters of school sport and education. 18 -16- p School Sport NT y There are many school sport educational challenges facing us in the Territory and for School Sport NT and the continual searching for the best approach to a range of different outcomes, is creating a hub of activity. Everyone in the NT is in or seems to have been in review mode this year. Our own DET and its departments have now emerged from a process to better clarify and focus our delivery. Student Services where School Sport NT sits has worked hard to define our particular section of Physical, Health and Wellbeing. We are also awaiting the findings of the School Sport NT review and the directions it may take us. Throughout 2010 we met with all our State Sporting Organizations to discuss the next 4/5 years program and renew and/or form new partnership agreements. Systems are now requiring our less formal partnerships to be written and so many valuable hours have been had discussing what s best for the students that we share sport custody and for those who have no current choice of delivery program. Our year in local Territory Championships went well with events in Alice, Darwin, Katherine and Nhulunbuy. The great distances we travel to compete against each other are both interesting and expensive and yet great fun and extremely valuable. At the conclusions of these events we continued to select our interstate squads to ensure we keep both participation and representative opportunities to a minimum expense. Our numbers of interschool participants continues to increase in the urban areas, but we still have special challenges in our remote and very remote schools and communities. We need to do some serious submission writing to attract some of the monies ear-marked for these types of projects to provide a better and more inclusive access pathway for our bush kids. We enjoyed some wonderful interstate hospitality as we toured Australia under the guise of school sport. Some students had their first plane ride, their first experience in a big city, their first billeting experience interstate, their first time as a member of a team, their first experience of winning a championship. So many firsts and so many memories! It would be remiss of me not to mention the bronze medals our 12yrs and under basketball girls showed off for weeks after their success in August in Darwin and the excitement our 12yrs and under boy cricketers shared in every form of media when they won the gold medals at the Cricket Championship in Canberra! Its fantastic to see the enjoyment in the eyes of all the students when they return with their teams and hear the buzz in their conversations when they recall incidents. Our classroom without walls in the school sport program continues to offer our students opportunities for learning and in 2010 we began a system of recording the evidence of this. Through collaboration with our curriculum advisors we are developing means of recording not only the players evidence of learning, but providing a range of pathways students can choose as part of their senior studies. This is particularly important for the student umpires/referees, and with our closer working relationships with the State sporting bodies, we have been able to develop it further for everyone s benefit. One of the highlights of our year was hosting the basketball championships in Darwin. The large number of teams and our few courts, caused some excitement in the programming, but with excellent support from Tony Goodwin, National Secretary, Trish Steinohrt convenor, Basketball Australia and the local Darwin Basketball community, a great week was had by all. We immersed the event in student organizationreferees, score-bench technicians, statisticians, ceremony MCs, performers, media hounds, court assistants etc. They were wonderful and many gained accreditation for the level of competency they demonstrated. Thanks to everyone involved. As everyone knows, any organization is only as good as the workers involved and the calibre of the volunteers it attracts. From our President, through our Management Board, Council and Cluster Boards and to our office staff, the school sport community thanks you and celebrates your efficiency, your dedication to the job and the support you give us all. Thank you. We did do it again in 2010! I hope sport can be fun in twenty one one!

19 -17- p Queensland School Sport y Structural Review Queensland School Sport and it s regional and district affiliates, have undergone a Departmental review during A number of streamlining processes have been recommended the most significant of which is the restructure of the QSS Council of Management from a group of approximately 80 persons to a Management Group of 13 assigned and elected delegates. Finalization of all recommendations is almost complete and will be presented to Queensland School Sport Council for final consideration in March Strategic Plan The first year of the strategic plan has been most positive. The deliberations and recommendations of the Working Parties assigned to investigate specific areas has been ongoing and collaborative. Priorities have been adjusted and additions made during the first year of the plan. All agendas in 2010 meetings were structured under the four key focus areas of the Strategic Plan ensuring the direction of the plan was not lost. By ensuring the alignment of emergent issues with an overall plan moving forward certainly assisted in keeping the strategic plan as a living document. Indeed a great deal of Working Party 3 s recommendations on the structure of QSS has been adopted, considered and promoted by the Departmental review. Professional Development QSS continues to develop its members from the sport specific groups. Executive committed considerable financial resources, some $40K, to a professional development program in February The executives of each sport specific group were invited to participate in a two day workshop to improve their knowledge and skills and to finalise a strategic plan for each sport over the next five years. The program was an outstanding success with further involvement from State Sporting Organizations and our sport specific committees. QSS values its volunteer teachers and seeks constantly to preserve that goodwill. Funding Support The QSS continued with it program of support for State teams and their officials as well as for State championship events. Specifically, 100% travel subsidy for all student officials to state and national events occurred in Similarly, 100% travel subsidy to all State team officials continued as did the team officials subsidy for State teams. The overall impact of this support is designed to lessen the burden on students and their parents in being able to participate at SSA and QSS events. Results We enjoyed another successful year and won the following national team championships, viz, 12 years Boys Basketball 19 years Girls Golf 12 years Girls Hockey 16 years Girls Hockey 15 years Girls Netball 12 Years Boys / Girls Tennis 12 years Boys Team 1 Rugby League 12 years Boys Football 15 years Girls Football 12 Years Girls Touch 12 Years Boys Touch 15 Years Boys Touch Triathlon o Individual (4 from 6) o Relay (4 from 6)

20 Zone Convenors currently face a new challenge with the introduction of the Arbitrated Enterprise Bargaining Award which clearly states the maximum number of hours per week of face to face teaching. Sports supervision and practices are considered part of the teaching load so schools are currently determining what they can be involved in. Cross Country Individual (4 from 14) Relay (6 from 14) 15 Years Girls Volleyball 12 Years Boys Softball 12 Years Girls Softball -18- Three sports have not conducted national championships to date. However, Queensland has won 49% of all team championships and from the top three bracket, we collected an impressive 84% of these placings. Life Memberships In recognition of their significant contribution to QSS over many years, Peter Black, Dave Glassock, and Damien Barker were awarded life member status to our organization. Vale QSS notes the sad passing of 2 long term servants to the program. Greg Pickering, Track & Field and also Sue Fleming, Life Member and AWD pioneer, passed away in 2010 much to the distress of many involved in our activities. Final Comments On behalf of all students of school sport in Queensland, I thank all the teachers of school sport for their for their participation in our representative school sport program. It is appreciated. E GREENTREE CHAIR p Secondary School Sport South Australia y 2010 was a very settled and highly productive year. Paula Nielsen returned from working in head office to the role of Manager while Kevin Gruhl and Marg Smith continued in their School Sport Officer positions. Office staff remained the same for 2010 with Marg Tolson - Office Manager, Darren McGregor - Finance Officer and Sophie Common Senior Administration Officer with the new trainee Phoebe Barnden. Liz Mead (Principal of Aberfoyle Park High School) continued in the role of Secondary Sport Management Committee chairperson. Liz is a dynamic leader who believes that quality school sport is a powerful mechanism to address positive culture and academic change in schools. Liz devotes many hours of her time to SSSSA and for a Principal in a large high school which in itself is a huge commitment; we are indebted to her for this dedication. During 2010 SSSSA once again offered an extensive program in a range of sports. Sporting pathways continue to be strengthened both for student competitors and officials while attracting volunteers to the program continues to be a priority. This year work began on the Strategic Plan. Four major directions have been identified from the previous plan participation, profile, risk management and funding. Developing strong relationships/advocacy with State Sporting Organisations is a focus once again and in 2010 MOUs/partnership agreements were signed off with Hockey SA, SANFL and Swimming SA. Further work in this area is to continue and it is hoped to have agreements with all State Sporting Organisations by the end of 2011.

21 -19- This year SSSSA unveiled its Honour Board developed to ensure that the history of SSSSA is preserved for years to come. It recognises the officers, chairpersons, administration staff of SSSSA as well as life members and 20 year service award recipients. Fortunately for SSSSA the list is long and we hope in the upcoming years that it continues to grow. This year with the unveiling SSSSA inducted three new life members Sue Bennett, Bruce Burford and Dean Shakes. All three are highly regarded and involved in the School Sport Australia program. Their combined commitment to the SSSSA program has been 100 years, outstanding! SSSSA thanks the Department of Recreation and Sport, SANFL, SACA, Flight Centre Management, Kea Designer Sportswear, Sports in Focus, Coca Cola Amatil (Aust), City Bay Fun Run Trust, McAvaneys & Co Pty Ltd, Print Junction, CMI Toyota, Port Adelaide Football Club, Cool Cone Catering, Apple and Pear Growers Association, SA Citrus Industry Development Board, Adelaide Produce Market, Lamanna Bananas and Largs Bay Cycles for their continued support of School Sport. Once again, without the commitment from each of the above, SSSSA would struggle to provide quality sporting opportunities for schools and their students. Secondary School Sport SA (on behalf of School Sport Australia) was delighted to host the School Sport Australia Triathlon Championship. The Championship was an outstanding success due to the enormous commitment of the committee lead by Marg Smith (SSSSA), Malcolm Robinson (Race Director) and guided by National Secretary Meredith Prime. The Henley High School student officials were also invaluable to the success of the event. In May SSSSA hosted on behalf of School Sport Australia teams from Australia, New Zealand and Malaysia for the International Schoolgirls Netball Challenge, a biannual event that has become a showcase for SSSSA. It continues to lift our profile with media coverage through True Blue News, Channel 31 the SA Sports Show, ABC Radio Sports News, The Advertiser and The Messenger Newspapers. The Hon Gail Gago opened the challenge on behalf of the Premier and Kaurna Elder Auntie Josie Agius welcomed the teams to Adelaide. The committee was ably lead by Ros Natt (Adelaide Sec Sch of English) with the assistance of the liaison schools Aberfoyle Park HS, Blackwood HS, Findon HS, Henley HS, Murray Bridge HS and St Mary s College and the support of partners Netball Australia and Netball SA and the generosity of sponsors. This year was South Australia s turn to host the School Sport Australia June Conference. SSSSA once again partnered with SAPSASA to showcase our state to the SSA member bodies. The conference was hosted at the new Crowne Plaza an ideal venue with the official dinner at the Wine Underground. It was fantastic to have School Sport Australia SA based life members Marg Daly, Colin Steinert and Jill George attend this function. Judy Day (Director, Schools & Regional Operations) opened the conference on behalf of DECS and it was the opportunity to farewell Judy and thank her for her support over the years as she retired at the end of June. In September SSSSA thoroughly enjoyed the opportunity of partnering with the Orienteering Association of SA (OASA) to host the School Sport Australia Orienteering Championship. The teams camped at Williamstown with both the individual and relay events held in picturesque Mt Crawford Forest. SSSSA thanks David Tilbrook who on behalf of OASA convened this championship and National Secretary Ian Dalton who assisted in the lead up and at the event. In addition to hosting the School Sport Australia Triathlon, Orienteering and International Netball championships, SSSSA sent away 15 teams to national competitions. SSSSA is extremely lucky to have the support of a team of dedicated officials who worked tirelessly to provide opportunities for students to engage in high quality training programs and experience national competition. The 11 th Year of the Youth Sports Awards (a partnership between Messenger Community Newspapers and the Department of Education and Children s Services) were proudly sponsored again this year by Rebel Sports. This year the functions were held at Next Generation Memorial Drive and were well supported throughout the year. Thankyou to the School Sport Unit staff, Liz Mead and the Secondary Management Sport Committee who work tirelessly to ensure that all students in South Australia have the opportunity to experience high quality, educational school sporting competitions. 22 -20- p SAPSASA Primary School Sport y During 2010 SAPSASA maintained its traditional intrastate program incorporating the highly regarded state carnivals for softball, football, netball, hockey, soccer, cricket & tennis. The championships for swimming, athletics, cross country and basketball continued to be well supported. The knock out program progressed through the year with a similar number of participants being involved again in cricket, netball, football, soccer, hockey, softball and tennis. A major change during this year was the archiving of all perpetual shields and the adopting of plaques for knock out winners to keep. The annual District Convenors Conference was held at The Beachouse, Glenelg in early February. District Convenors enthusiastically collected either $4000 (metro) or $7000 (country) to support local programs and resources. This opportunity to disperse funds to districts was possible through the rebate process associated with merchandise and photography arrangements. During 2010 the procurement process for the photography contract was undertaken with Sports in Focus continuing to supply photographs to SAPSASA families. The merchandise arrangements with Sports Centre continue to flourish. KEA has continued as the provider of team uniforms although disappointingly some supply issues particularly with competition clothing occurred. The annual School Sport Australia program involved SAPSASA having 12 and under representative teams in 14 sports. These teams travelled interstate and represented SAPSASA well with mixed results. Thank you to our SSA colleagues for the planning and hospitality in hosting our teams. Players and officials provide very positive feedback about their experiences. SAPSASA hosted two SSA championships. In August a very successful Rugby League Championship was held at Hindmarsh Stadium. SA Rugby League and Dave Cohen in particular provided immense support for this event. Eight teams including an Invitational team from Queensland participated over seven days. The skill of the Queensland players was evident throughout the event. Later in the year the Softball Championships were held at Barratt Reserve, West Beach where SA competed against 4 other girls teams, alongside a boys competition comprising 4 teams. In both championships the standard of play was highly competitive but balanced by strong camaraderie. In 2010 SAPSASA hosted 14 billets during the SSA Rugby League and none at all for the SSA Softball Championship. The request to other states to host SA billets was minimal. At the August meeting the Primary School Sport Committee (PSSC) resolved to withdraw from the SSA billeting program. Shortly afterwards ACT announced a similar decision thereby leaving only NSW, Qld & NT in the billeting program. SAPSASA and SSSSA jointly hosted the SSA June Conference at the brand new hotel venue, the Crowne Plaza in Hindmarsh Square, Adelaide. This provided excellent facilities within the city centre of which a feature was the food provided. All member bodies sent multiple representatives and many national secretaries were present. SAPSASA thanks NSW for hosting the November Conference at Brighton (Botany Bay). In October a major SAPSASA district review was completed within the parameters of aligning SAPSASA Districts within the DECS Regions, ensuring that within the Adelaide Regions SAPSASA Districts have reasonably equitable student numbers, maintaining the current culture and community style of SAPSASA Districts and maintaining a convenor per district (6 FTE salaries). The PSSC resolved to implement the revised districts in 2012 with two new district convenors to be appointed in July 2011 to begin work on setting up the new districts of Adelaide North East and Barker. During the review process many SAPSASA conversations were had. Of concern is the continuing high cost for country participants at state carnivals. Generally country participants highly regard each state carnival and students strive to achieve selection in a team. The events are perceived as prestigious and alternatives are not desirable however this is offset against the back drop of high travel and accommodation costs. While there are no easy answers the needs of all students should always be taken into account when planning SAPSASA programs.
