From Your Champion To Everyone involved with the BJEC: Well,it sbeen a crazy season from the snow of White Rock, the heat of Stillwater and the mud of the Leadbelt National. I guess that s why the call it an Enduro- it s a bit of everything! After finishing 2 nd in 2009 and coming so close to winning the championship it was great to win this year. Before I raced Blackjack Enduros, I raced a lot of Hare Scrambles and ISDE s. I have really enjoyed the atmosphere at these Blackjack Enduros and meeting all the different people. I would like to thank my wife for the support and Jeff Cookie for driving to all the races with me. And I also want to thank all the clubs for every arrow you put up. It sure would be hard to do these races without you guys. I look forward to defending my championship in 2011and I hope all the other Blackjack racers have a safe and good racing season Sponsors Hall Husqvarna, Moose Racing,Clarke, Dirt Tricks, Scott USA, Missouri Mudders.FMF,Maxxis Your 2010 Overall Champion Lars Valin

About the BJEC: The Black Jack Enduro Circuit was formed in Oklahoma City in the fall of 1974 for the 1975 season. People who attended (that we know about) were Vern Street, Roy Poole (Texas Enduro Circuit) and Jerry Scott (our first circuit chairman). The circuit was formed to provide Enduros in a four-state area including Kansas, Oklahoma, Arkansas, and Missouri. Seven Enduros were sponsored in that first year. Since then, the circuit has averaged 10 events annually and includes National Enduros and ISDE Qualifiers. SPONSORED IN PART BY: Providing discounts and prizes to BJEC

He is a founding member of the Ozark Mountain Trail Riders and has been trail master of the Hardwood Enduro for 10 years.. LLOYD LOUX, N LITTLE ROCK, AR VICE CHAIRMAN A rider since he was 10, mainly on trail and streets, Lloyd ran his first race in 1999 at the age of 40. This new club must also be in attendance at the Annual Meeting Race dates - Current circuit clubs will have preference of event dates over new clubs applying for circuit enduro dates. It is recommended that there be at least two (2) weeks between events Awards The minimum number of trophies awarded in the classes will be determined by the number of pre-entries in each class at the rate of twenty percent (20%) plus one up to tenth place. The following shall apply as Minimum guidelines: 1-5 Riders - 1 trophy 6-10 Riders - 2 trophies Riders - 3 trophies Riders - 4 trophies It is mandatory that all BJEC events recognize and award: Overall Event Winner Overall "A" Winner Overall "B" Winner Overall Senior Short Winner Overall "C" Winner 8.7. Flyers - Flyers for the sponsoring clubs event should be made available at least four (4) weeks in advance Row Request - Any BJEC member may request any specific row for himself and any additional BJEC members. If the requested row is not available, the next available row will be assigned. Pre-entry postmark will be used for priority of row assignments Extra Short Course Start Rows Extra Short Course riders should start last regardless of row request. In the event the last rows are full, the hosting club may add rows to accommodate Extra Short Course riders Route Sheet - A route sheet per AMA will be required, with all Known Controls, Speed Changes, Resets, Pauses, and Gas Stops/Availables identified by mileage Pre-Race Riding There will be no riding at enduro headquarters or campgrounds by anyone except in the designated warm-up area. This rule will be strictly enforced for the comfort and safety of other people Under the penalty of disqualification, no riders, other than those of the host club or organization, may ride the enduro course prior to the start of the event until their designated start time the day the

event is scheduled. Participation in a scheduled event on Saturday that uses part or all of the enduro course to be used on Sunday is not grounds for disqualification Quiet Hours - There will be QUIET HOURS in all BJEC campgrounds from 10:00 P.M. until 6:00 A.M. NO BIKE SHOULD BE STARTED OR RIDDEN DURING THIS TIME PERIOD. Loud and offensive behavior on the part of the campers, foul and/or unsportsmanlike conduct at any point could result in the disqualification from that event and any future BJEC events Littering - The BJEC prohibits members from littering the campgrounds or any properties that are crossed before, during, and after any event Course Length - It is recommended that the super short course be approximately 20 miles in length, the short course be approximately 50 miles in length, and the long course be a minimum of 70 miles Course marking Trail markings will be arrows a minimum of 4" by 6" in size. Surveyor s tape may be used in tight sections and to supplement the arrows. Mileage numbers must be a minimum of 2" tall. Mileage markers are mandatory every mile Keytime Markings - At each mile marker, reset, pause, and known control, key time for the mileage is to be displayed Sponsoring clubs will be entitled to initiate whatever action appropriate to collect entry fees (checks) which cannot be processed as a result of insufficient funds, etc. No BJEC competitor will be included in overall or class scoring for that year if any checks are outstanding. Sponsoring clubs should notify the Circuit Chairman it this situation exists.

9. Sound Testing 9.1. Sound Test Requirement - A sound test is required at each BJEC sanctioned or co-sanctioned event. Each motorcycle entering event must be verified to be below 99db at ¼ throttle Failure/refusal to perform sound test Any organization hosting a BJEC sanctioned or co-sanctioned event failing to check all vehicles used in the race agrees to pay the BJEC $ Any rider refusing sound test will not be permitted into the event Sound Test Sticker/Card - A sound test certification sticker/card will be used to assist the sponsoring club to speed up sign in as well as reward those whose bikes are quiet and well within the max limits as set forth by BJEC. All BJEC members whose bikes pass the sound test with 96db or less will be issued an official BJEC sound test sticker/card for the current race season. The bike must display the current sound test sticker on the frame forward of the tank (between the triple-clamps) and the card may be used at signup. The sticker/card will be shown in lieu of actually performing the sound test Random testing - At any BJEC event, any bike can be randomly selected to have a sound test performed, even with a BJEC sound test sticker. If a bike that has been issued a BJEC sound test sticker fails a random test or is found to be louder than 96db, the BJEC sound test sticker will be removed from the bike. The bike must then pass the next event at 96 db or lower to be reissued a sound test sticker Equipment - BJEC will purchase, maintain, and make available at every race the necessary sound test equipment. 10. Event Scoring The AMA Enduro Rules apply except as modified by BJEC Rules. AMA Enduro Rules take precedence over BJEC Rules only in AMA sanctioned enduros that are also scored by the BJEC Checkpoints The flip card scoring system will be standard for scoring and check point timing for all circuit timekeeping enduros A back-up sheet must be used at each checkpoint, including observed checks and start checks Checkpoint Clocks - The starting line clock must be the key time clock. All other checkpoint clocks must be within 2 seconds of the key time clock.

Check points shall be on whole minutes and whole tenths of miles, and shall display appropriate flags per AMA rules Regardless of the length of the enduro, timed secret checks shall not be less than three (3) miles apart, and shall not be within three (3) miles of the start or the finish of the event. Timed secret checks shall not be less than two (2) miles before nor three (3) miles beyond a gas stop Check point mileage and key time shall be posted and visible to the rider at all timed checkpoints Flip cards at secret and emergency check points shall be situated in such a manner that they will not be visible to the rider until he is in the check point lane Protest Sheet - The host club will furnish a "protest sheet" at each checkpoint for the rider s use. Any protest shall first be handled by that particular event s chairman or trail master, whichever applies. If no agreement is reached, the BJEC scoring chairman will then become involved and assist as needed A rider who is early shall be timed as having reached a check point when such rider crosses the straight line between the check point flags or stops within view of check point personnel, zigzags, paddles, or takes any other action contrary to a straight path to the check point within view of check personnel. Slowing or putting a foot down shall not be deemed as reasons for taking a rider s time if none of the other above conditions are met A rider who is late shall be timed as having reached a checkpoint when such rider crosses the straight line between the checkpoint flags Points shall be tallied as follows 1 Point for each minute late. 2 Points for the first minute early. 5 Points for each additional minute early after the first minute early. NEPG Format ONLY, any rider arriving early to a check will receive a 0 score Event Results Enduro results will be posted thirty (30) minutes prior to the trophy award presentation to allow proper time for protest and/or questions. The results will be final after thirty (30) minutes have elapsed from the time the results are posted All scorecards for every class shall be posted and visible to all riders No circuit points shall be awarded to any rider at any circuit event which is disallowed by the Circuit Committee Losing a scorecard - When a rider carries his own score card and loses it, 10% of points lost will be assessed with a minimum of one point and added to the rider s score; any fractional points will be rounded up to the next highest whole number. The affected rider must be scored from the back-up sheets upon his request to the referee.

10.8. Backup sheet verification - Trophy winners need not be checked against the backup sheets. Backup sheets will be used in case of a protest only, in which case the event referee will make the ruling on any discrepancy The BJEC Scoring Chairman will provide the sponsoring club with a means of scoring each event. The scoring information shall be submitted to the Scoring Chairman within seven (7) days after the event. All work scores for that event will be forfeited if the results have not been forwarded to the Scoring Chairman by this time Special Appeals - If the decision of the event referee is not satisfactory, the protesting party may make a special appeal. Such an appeal must be in writing and filed with the Circuit Chairman within one (1) calendar week after such decision has been made. A special appeal shall be heard by the BJEC officers. They will respond in writing, within thirty days. That decision will be final Disqualification - Disqualification of a rider will be up to officials of the host club or organization, however, each person in any BJEC club will be responsible for helping enforce regulations even when in another club s campground.

11. Circuit Divisions The circuit may be divided into regional divisions at the discretion of the circuit committee. The Circuit Committee will vote on and approve a schedule that determines which enduros will count in the individual divisions. Regardless of any other divisions (for example, North and South), there will always be a Championship Division Championship Division - The Championship Division will contain all or most of the enduros on the circuit. The total number of enduros participating in any one season shall not be limited. 70% of the total number of enduros rounded to the nearest whole number will be used for scoring purposes Example: Events Counted Regional Divisions - Regional Divisions will contain a fraction of the races on the circuit, split by their respective geographic region. 80% of the number of enduros in each division rounded to the nearest whole number will be used for scoring purposes in any Regional Division Example: Events Counted A BJEC member receives points in all divisions that the enduro is a part of. Each of these divisions will keep points separate of the other divisions and each division is considered to be its own entity. No points or work averages can transfer from one division to another. There is no need for a BJEC Member to designate which division(s) they will be racing; the member will always receive points for each applicable division for every event.

12. Circuit Scoring In order to be scored by the BJEC, a rider must be a paid BJEC Member prior to the event Any rider who reaches the first timed check point (excluding Start Check) on the course within their hour will be eligible for and receive circuit points according to his/her placement BJEC members will be scored separate from non-bjec members for class points and overall points at all BJEC events. The scoring system will be as follows: Overall Classes are scored as follows: 1 st Place - 25 points 2 nd Place - 22 points 3 rd Place - 20 points 4 th Place - 19 points 5 th Place - 18 points 6 th Place - 17 points 7 th Place - 16 points 8 th Place - 15 points 9 th Place - 14 points 10 th Place - 13 points 11 th Place - 12 points 12 th Place - 11 points 13 th Place - 10 points 14 th Place - 9 points 15 th Place - 8 points 16 th Place - 7 points 17 th Place - 6 points 18 th Place - 5 points 19 th Place - 4 points 20 th Place - 3 points 21 st Place - 2 points 22 nd Place - 1 point

Individual Classes are scored as follows: 1 st Place - 20 points 2 nd Place - 19 points 3 rd Place - 18 points 4 th Place - 17 points 5 th Place - 16 points 6 th Place - 15 points 7 th Place - 14 points 8 th Place - 13 points 9 th Place - 12 points 10 th Place - 11 points 11 th Place - 10 points 12 th Place - 9 points 13 th Place - 8 points 14 th Place - 7 points 15 th Place - 6 points 16 th Place - 5 points 17 th Place - 4 points 18 th Place - 3 points 19 th Place - 2 points 20 th Place - 1 point All long course AA,A and A Senior classes will be included in the Overall Work Bonus/Averages Work Bonus - All participating BJEC members (must be a BJEC member at the date of the event, all members are eligible) who work promoting club events will receive first place overall points and first place class points for working at that club s event Work Average - At the discretion of the Circuit Committee and in the Championship Division only, there can be a second work average of a BJEC member s (must be a member at the date of the event, all members are eligible) best three scores if that BJEC member works an event in addition to his bonus points paying event. Scoring for this work average will be as follows: the best 3 scores from the season events in which the rider scored points shall be totaled and divided by 3, rounded to the nearest whole number. The bonus points will not be used in this calculation. The work average points and bonus points will be counted in a rider s total events. A rider can only receive bonus points from 1 promoting club and can only receive 1 work average.if there are less than 10 races in the season a rider can receive only 1 work average for the season It will be up to the promoting club s president and referee to determine which members receive work averages Workers of an event that is voted out of the circuit for whatever reason will still receive their work bonus/average Ties - If any overall or class standings have a tie at the end of the year, it will be broken by who has the most first place points. If a tie still exists, it will be broken by who has the most second, third, etc., place points until the tie is broken. Should the tie not be broken after all of the races have been taken into account,, the tie will be broken by the better score from the last race both riders competed in.

13. Rider Advancement A rider advancement system will be used based on the following: Both BJEC members and non-bjec members will be counted for the purpose of calculating advancement percentiles at all BJEC events. Non-BJEC members will be advanced just like BJEC members (members of other co-sanctioning circuits will be advanced according to the rules of the other circuit) Advancement Sets - There will be three sets of advancement percentiles calculated, one for all long course riders, a second for all "C" class riders (excluding C Senior classes), and a third for A Masters, B Masters, and C Senior classes. A percentile will be calculated for each rider, at each race. At the end of the season, the top 70% of the rider s percentiles will be averaged, and this will be the rider s advancement percentile for the season Event Percentiles - Advancement percentiles for each event will be calculated in the following manner: The percentile calculation will be based on the rider s finish placement compared to all other riders in their advancement set (not on their score). Riders must make it to the first check without houring out to be counted in the advancement percentile. Example: Joe raced the "A" class and finished 15th out of all AA, A, and B riders. There were a total of 85 riders in the AA, A, and B classes. 5 of those did not make it to the first check, leaving 80 riders to be included in the percentile calculations. The percentile can now be calculated as: [(Last Place - Rider Place + 1) / Last Place] x 100, or [( ) / 80] * 100, which is equal to 82.5 and is rounded down to Season Percentiles - Advancement percentiles for the year will be calculated in the following manner: At least 70% of the rider s advancement percentiles for each event will be used to calculate the season end advancement percentile. These top 70% of the races are averaged, and rounded down to get the season end advancement percentile. The following table summarizes how many races will count toward the rider s season end advancement percentile:

Events Raced Events Counted Example - Joe raced 5 races and received advancement percentiles of 82, 91, 78, 63, and 32. The top 4 races will be counted toward the season end advancement percentile. The 32 gets dropped, and 82, 91, 78, and 63 are counted, resulting in an average of 78.5, which is rounded down to Advancement Cut-off points: Riders will be advanced to a faster class when their season end advancement percentile is greater than or equal to the cutoff for that class. The following table summarizes the cut-off points: AA/A/B Classes C Classes Senior Short Classes AA Advanced A Masters A C Classes 0-89 B Masters B 0-49 C 40+, 45+ Super Masters 50+ A Super Masters 50+ B Super Masters 50+ C

13.5. Once a rider is advanced to a faster class, they must remain there for AT LEAST two racing seasons. If the rider points out, or has season end advancement percentiles below the cut-off for the class they are in TWO seasons in a row, then the rider may move back down A rider has the right to petition the circuit committee concerning their advancement, and state the reasons why they should not be advanced. The circuit committee will review and vote on any requests and provide a response to the rider within 2 weeks. The circuit recognizes that no advancement system is perfect, hence, the right to petition is granted Work bonuses/averages will not count toward advancement percentiles Women, Junior, and Youth Classes will not advance.
