2 AMATEUR COMMITTEE June 2, 2018 ** 9:00 pm 11:30 am International III 1. Major Events Reimbursement Program (MERP) Jim Short 2. Recommend candidates for the Mary Kingsbury Sportsmanship Award, discuss and vote to determine the award recipient. 3. Examine Finalist award options for the Big Three LAE events and make selection. 4. Discuss a proposal from Chuck Smith to include a weekend Regional National Championship work off during the Super Stakes. The concept is to invite the top 10 contestants or horses in each region for each of the 10 weekend classes to the work off. The top 10 contestants would be determined by year end standings in the year prior to the current Super Stakes. Any prior year contestants who finished in the Top 15 in the Final World standings would be excluded from the invitation. The pool of contestants could be as large as 10 classes X 10 entries X 8 Regions equaling 800 entries. In addition: entry fees, added money and awards to be discussed by committee. 5. Review the Competition Committee summary documents recommending the use of class structure determined by earnings limits within each NCHA division. 6. Discuss having NCHA or an outside source create a specific outreach study. The purpose of the study will be to identify conditions which discourage member participation at weekend and/or LAE shows. The study should be designed to collect responses regionally to allow for differences between various areas. Results and recommendations would be compiled by region and sent back to the affiliates and show producers in each respective area for their use, information and business planning. 1

Discuss having NCHA prepare a market study to analyze the effect of including weekend classes, in accordance with weekend rules, in addition to the weekend Open and NP classes often included at the LAE events. The other classes could include 50AM, 35NP, 15AM, 2000LR and 1000AM. The study would identify the economic benefits to the LAE show producer associated with offering these classes. The economic benefits include an encouragement to LAE contestants to bring any age horses to the LAE, resulting in more stall rentals, more practice works and providing the LAE show producer with an opportunity for cost recovery on rerun cattle by offering jackpot classes. The benefit to members includes opportunities to continue participating beyond a single go round as is inevitable for 70% of LAE participants. 8. Discuss requiring LAE show producers to display a breakdown of the total entry fee for every division so that entrants can identify how total costs are being allocated, with a requirement to specify the amount of jackpotted funds. The purpose of the breakdown will be to create LAE cost disclosures which are depicted in similar manner to the breakdowns which have been required by NCHA for decades relating to weekend shows. 9. Discuss having NCHA Futurity earnings for riders not accrue as eligibility earnings until the year following the Futurity. 10. Discuss requiring the 4 yo Open class to be completed prior to the 4 yo Amateur or Unlimited Amateur classes at Triple Crown Events. 2

Having a tentative schedule available when the first payment is due for the Super Stakes & Derby so people can plan travel, days off, etc. 4. Discuss NP payouts and ways to increase them 5. Interest in adding a gelding class to the 5/6 at the Super Stakes & Derby (currently only offered in the 4 yr old) 6. 10 OPEN SHOW COMMITTEE June 1, 2018 ** 1:30 pm 4:30 pm International I 1. Discuss number of entries required for a class to be held a. Change requirements to 5 or more entries for a class to be held b. Allow affiliates and producers to award advertised added money as the premium for classes of less than 5 horses and add jackpotted amount of entry fee to the pay out for classes of 5 or more. 2. Discuss Standing Rule 13 removing the unit payout requirements and replacing with the standard weekend show payout, except for Mercuria events 3. Discuss allowing added money in weekend Unlimited Amateur classes (this is not in the rule but is on the show application). 4. Discuss number of shows that are being produced in each of the regions. There are several shows that overlap on dates that are within driving distances of each other, hurting all parties involved. There is not currently a mileage restriction. 5. Discuss holding a Regional Championship show in the Watt Arena during the Super Stakes starting in This would consist of the top 5-10 horses from each region in each class, excluding the youth. Any horse that goes to the World Finals is not eligible. NCHA adds $10,000 per class and furnishes an additional $5,000 in awards. 6. Discuss class restructure as presented by Competition Committee.
