1 COACHES Oklahoma Elite Football League 2013 Rules and Regulations All OEFL coaches are voluntary positions. All interested parties must contact the Park s (Woodson, Telstar,) coordinators and have a general knowledge of the rules of football. All OEFL head coaches must be league approved and willing to take full responsibility for the team s organization and fee collection. The head coach may have a maximum of four (4) assistant coaches to assist in the team s function and are willing to assume the head coach position if for any reason he/she steps down or is removed. OEFL Coaches: Are required to participate in all league functions. This includes, but is not limited to all scheduled league games, pre-season tournament/round robin, and any other activities deemed mandatory functions by the league. Are required to know the rules of National Federation of High School football and to teach fair play and sportsmanship to their players through their good example and conduct while on the practice and/or game fields. And members of the coaching staff will be certified in tackle football through USA Football. Are expected to take an active part in the clean up and general maintenance of their age group s fields after each game. Are required to have a certified first aid kit at all practices and games. Shall be suspended for improper actions committed that would be damaging to their team and/or the OEFL. A coach that has been ejected from a game will be ejected for the remainder of the current game. A coach refusing to leave the field/park after being ejected will cause his team to forfeit the game and will be required to address the League to explain his actions before being allowed to continue coaching. Are required to participate in the Preseason Tournament/Round Robin. Preseason Tournament fund raising booths are available to all teams and there is no additional fee. Anyone other than the league teams wanting to have a Preseason Tournament booth, the fee is $100, payable to the league, upon approval from the League. Payment is due at set up. Any disputes or issues between coaches, parents, players or scheduling must be brought to the attention of the league leadership for resolution. Are not to use profanity, alcohol, illegal drugs during team/league functions. The uses of profanity, alcohol, illegal drugs are strictly prohibited at all league facilities and functions, to include team practice. A coach that is found under the influence of alcohol or drugs during a practice or game will be removed as coach pending further action of the league s leadership. Are not to have an official practice prior to July 15th of the current season. An OEFL official practice is defined as a practice where the players are wearing full (shoulder pads and helmets) football gear or participating in full contact drills. Prior to July 15th teams are allowed to have camps and conditioning practices as long as the players aren t wearing full pads or participating in full contact activities. Wearing only a helmet (no shoulder pads) is not considered full football gear. The Park Coordinators must approve any and all controlled scrimmages and/or exhibition games, to be played on league fields.

2 PLAYER ELIGIBILITY The OEFL will play by the following age groups: 5/6 year olds combined, 7 thru 11 will be separate age groups. There are no weight restrictions in any age group. Players playing up will be limited to two (2) year and require written consent from parent/guardian. The cut-off date for all age groups is May 1, of the current year. There will be no playing down allowed for any reason, unless a player qualifies for the 6th grade/12u exception rule. o The 12U Exception rule is designed for kids who started school a year late or were held back one year. o If a player misses the cut-off date for the 11yr old division and is enrolled in the 6th grade for the current football season, (cannot be in the 7th grade) this player MAY be eligible to participate in the 11yr old division. The 12U player may not turn 13 years old prior to May 1st of the current football season year. The parents of the 12U player must provide the league at certification with either an official enrollment form from the school or a certified copy of the child transcript from the School Administrative Office. o All 12U exception players are subject to the same rules governing play as set forth by OEFL. o This rule applies to only the 12U exception players. All other players will play in their appropriate age group according to OEFL Rules. o Any player found violating this rule will be immediately removed from the league and no refund will be given. o Each team is allowed a maximum of three 12U exception players No player may be carried on two (2) OEFL rosters during the current season. Players are allowed, however, to be picked up for tournaments. A player may not change teams after the start of the regular season, unless approved by league leadership. League Leadership reserves the right to override this rule, but will only approve a player to switch teams if there is an extreme hardship re. Head Coaches are responsible for insuring that all the players on his/her team have been properly certified by the league and are listed on the team s official team roster. Please refer to the OEFL certification document for more information about league s certification process. A player is considered ineligible if he/she doesn t appear on the team s official roster maintained by the league. Once an ineligible player is discovered, all games that the player participated will be forfeited. GAMES National Federation of State High Schools Association (NFHS) applies to all league games, unless superseded by an OEFL league rules as stated below. A league game is considered Official and to be played as long as a team can begin with a minimum of 9 () players no more than fifteen (15) minutes after official game time. Forfeitures of games will cost the forfeiting team the $ for that game. ALL FORFIET FEES MUST BE PAID BEFORE THE START OF THE NEXT LEAGUE/TOURNAMENT GAME. ALL GAMES MISSED DUE TO LACK OF PAYMENT WILL BE CONSIDERED FORFIETED AND THE ADDITIONAL FEES WILL BE ASSESSED ON TOP OF EACH OTHER UNTIL ALL FEES ARE PAID.

3 There will be no tie scores in league games. Overtime process will consist of the following: o Each team will get 2 possessions from the 10 yard line o If game is still tied, then the ball will be moved to the 50 yard line & both teams will be given offensive plays to get as many yards as possible. Each team must run 4 plays unless a turnover occurs. The team with the most yards wins the game. o Example:Team A gets the ball& in their 4 plays & they score on 1st down (50 yds) & on 2nd down they get (3 yds), 3rd down they lose (-2 yds) & 4th down they get (15 yds) = 66 yards o Team B gets the ball & fumbles on 1st down & defense recovers. Their total is 0 yards & Team A wins the game. However, if Team B fumbles on 3rd down after scoring 2 touchdowns ( ) then their final total is 100 yards & Team B wins. Unsportsmanlike conduct from coaches, players and fans as well, will not be tolerated. Penalties considered - up to and including forfeiture of games; suspension of coaches for up to one year or disbarment of all coaching privileges. One coach and one player may roam the sidelines from goal line to goal line during the game. All other coaches and players must remain in the players box area marked off between the 30 yard line markers. Violations of this rule could result in a unsportsmanlike penalty. Ages 5/6 thru 7 with two (2) officials. Ages 8 through 11 will play with a three (3) officials. Both team Head Coaches have to agree to start a game if the predetermined number of officials is not present at game time. Once a game is started, it is considered official and the results stand. The game will be rescheduled if it is postponed due to lack of officials. All ages are required to roster a minimum of fourteen (14) players Only coaches wearing league issued coach s pass and players are allowed within five (5) yards of the playing field sidelines. Anyone else within the five (5) yards of the sidelines may result in an unsportsmanlike penalty to the team. The team coaches are to marshal this rule and keep parents and spectators under control. All games are to be played as scheduled. Any variations to the schedule will have to be approved by the League and will be reflected in the league schedule. Any coach or player suspended from a game for un-sportsman like conduct; will automatically be suspended also for the next league/tournament game. Two (2) infractions of this rule within season may result in expulsion from the park for the remainder of the season if the league sees fit. A head coach and four (4) assistant coaches will be allowed on the sidelines with the team. In ages 5/6 and 7 one (1) coach from each team may remain on the field to organize his/her player positions and call the plays. The coach should position himself or herself ten (10) yards behind the nearest player. Once the line is set and the offensive cadence has started there will be no communication with a player. Violations to this rule will result in an unsportsmanlike penalty. Coaches are on the field to instruct their players, any overly aggressive actions or language used to intimidate players on the field may result in removal off the playing field, ejection or a personal conduct penalty at the discretion of the referees. Ages 5/6 thru 8, on fourth down, the coach may elect to auto punt. This will result in an un-timed play that will advance the ball a distance of three first downs or one-half the distance to the goal, if less than thirty (30) yards away from scoring. Point After Touchdown (PAT). On an attempted point after touchdown, the ball is placed on the 3-yard line. From this point the offensive team may elect to either run or pass the ball in an effort to score additional point(s). All age groups will be afforded this option. Points will be awarded based on the type of play: 1 point for a run play, 2 points for a forward pass play.

4 Blitzing is allowed in all divisions with the exception of the 6 & 7 yr. old divisions. 6 & 7 division only - no player will be allowed to stand in a 2 point stance at the line of scrimmage and blitz between the tackles or box area. (No Restrictions on any players outside the Box Area or at a normal linebacker depth position or in a 3 point stance at the line of scrimmage...etc.) Field goals will be allowed on fields equipped with goal post only & rushing the kicker is allowed on all field goal attempts. (3 pts = successful try) EJECTIONS, SUSPENSION, AND FORFEITURE OF GAMES Coaches are responsible for all players, parents and spectators on their sidelines. Coaches, players, parents, and spectators may be ejected from any match by the referee for misconduct. A coach, player, parent, or spectator who is ejected from a match shall leave the immediate area of the playing field before recommencement of the match and shall not return until the match is completed. Refusal by an ejected coach, player, parent, or spectator to leave the area of the playing field within the time specified by the referee shall result in immediate termination of the game, with the game forfeited by the team whose coach, player, parent, or spectator refused to leave and shall not be replayed. A player or coach who is ejected shall be prohibited from participation in at least the next match his/her team plays, and such additional punishment, including further suspension, as the OEFL leadership shall deem appropriate. If the coach or player does participate in the next match his/her team plays, that match shall be forfeited, if won. If the match was a lost, the first victory thereafter shall be forfeited. A player or coach who intentionally strikes a referee will be prohibited from participation in OEFL competition for at least one calendar year and charges may be filed. Any coach, player, parent, or a spectator who verbally threatens another coach, player, parent, referee or spectator with physical harm will be taken serious and the local police department will be called and charges may be filed and that person is subject to being prohibited from attended all league functions including games by the league. UNIFORM/EQUIPMENT Each player/player s parent is responsible for providing and maintaining his/her required protective gear. Coaches are to make sure that every players is properly equipped and ensuring that the equipment is worn properly and fits. Shoes with metal spikes or cleats are not allowed in any age group. Mouth piece attached to the helmet is mandatory and must be worn when participating in games. The balance of the uniform pants, jersey, socks, shoes or any other safety equipment is the responsibility of the team/player. Ages 5/6 thru 10 will use an equivalent Wilson K-2 (Pee-wee size or larger) football. Ages 11 will use an equivalent of Wilson TDJ (Junior size or larger) football. PRESEASON ROUND ROBIN RULES Each team will have two 20 minute offensive sessions and two 20 minute defensive sessions.

5 Each session will be a 20 minute continuously running clock with no timeouts. Each team is allowed up to four (4) coaches and up to five reserve player to allow for quick substitutions. These players must remain 10 yards behind the line of scrimmage. All remaining coaches and players must be on the sidelines. Each offensive team will start at the 40 yard line for half fields or the 30 for full fields and they have four downs to get a first down. If the team doesn't get a first down the ref will spot the ball at the 40 (half field) or 30 (full field) yard line. If a team scores a touchdown the ball will be spotted back at the 40 (half field) or 30 (full field) yard line. If the defensive team recovers a fumble or get an interception the play is immediately blown dead and the offensive team get the ball back at the 40 (half field) or 30 (full field) line.
