2 Please note: All coaches/managers are required to read and explain these rules to their players. Ignorance is not an excuse to violate facility or league rules. 3 1. General Facility Regulations In order to provide a positive environment, everyone MUST adhere to the following rules: a) Smoking, eating, and drinking (other than water) are not allowed in the Indoor Soccer Facility. Drinking non-alcoholic liquids is allowed only in designated areas in the Recreation Facility. Smoking is allowed outside the building in the designated area. Consumption of alcohol is prohibited. b) Profane, abusive, or foul language is not tolerated. c) No spitting or chewing gum in the Indoor Soccer Facility is permitted. d) Anyone caught fighting in the Indoor Soccer Facility will be banned from the facility. e) Climbing on any building structure or equipment (i.e. netting, benches, or goals) is not permitted. f) Continuous disregard for the rules may result in a league expulsion and not being permitted to play in the following season. g) The sidelines are for teams only. Spectators must stay in the spectator area. Children are not allowed on the sideline. Chairs are not allowed on the sideline. h) Parents should be aware that balls traveling at high speed could enter the spectator area at any time and pose a significant risk of injury. i) The Facility is monitored by supervisory staff. Anyone caught breaking the rules will be prosecuted. j) A First Aid Kit is located in the Administration Office. 2

4 2. Team and Player Registration a) Each team can register a maximum of 15 players. b) Team registration fee is $ Individual player registration fee is $ All players will be subject to an additional $25 fee for their OS Insurance and Liability. c) Any CPSC member who has an outstanding balance on their account will not be eligible to be registered with the AISL until the account is brought into good standing. CPSC will notify AISC and Beckwith Township when the issue is caught and when it is resolved. The player will be eligible to have their OS insurance registration completed by CPSC after the account is in good standing. The player will be eligible to play 24 hours after they have been registered by the CPSC. d) The AISL does not refund player fees. As team fees need to be paid in full, the team in question will be responsible to arrange any player refund. e) Registration forms and OS Insurance and Liability forms, as well as all player fees, must be paid in full prior to a player participating in any AISL match. This must be submitted to the Township of Beckwith a minimum of 48 hours prior to the first match played. The AISL convenors will not accept any of the aforementioned forms or payments. Players will not be eligible to play until 48 hours after all forms and fees have been received. f) A team representative is required to complete and submit the Team Registration Form in its entirety and a Player Roster Form. All players must complete and submit a Player Registration Form. g) The age for Women s Open and Co-ed is 18 years of age or older. A player must turn 18 years of age within the calendar year to be eligible to register. For example, if an individual is 17 at the start of the fall session but is turning 18 in December, then he or she is eligible to register. h) The age for Men s Old Timers is 35 years and older and Women s Over 30 is 30 years and older. A player will be eligible to participate if he or she is of that age within the calendar year. For example, if an individual is 34 at the start of the fall session and turns 35 in November, then he or she is eligible to register for the Men s Old Timers division. i) Team roster must identify the team's primary goalkeeper. There is an exception to the call-up rule specifically built around the presence of this identified primary goalkeeper. Should this primary goalkeeper suffer a serious injury, the team captain is to contact the AISL convenors immediately. j) Players can register in multiple divisions, but may only register on one team within each division, unless the two teams play in different tiers and no cross-tier games are scheduled. k) Fully registered players (see above) may be added each session to team rosters up to game day on week 11 of each division (not on game day), after which rosters are frozen. Teams wishing to add players to their roster after this date must submit a letter to the Adult Indoor Soccer League Committee requesting permission and stating the reason for the request. The decision of the Committee is final. 3

5 3. Game Day Pre-Game Procedures a) Each team is required to fill out and provide a game sheet to the referee prior to the start of each match. The game sheet must include your team name, players full names and jersey numbers, the date and time, and the name of the division. A separate sheet is required for call-up players. 4. Game Abandonment and Defaults a) Any team that does not provide the referee with a copy of their game sheet will default the match at the discretion of the AISC. b) Any team that has call-up players during a game yet does not submit a Call-Up Form will default the match at the discretion of the AISC. c) If either team is unable to have a minimum of 5 players on the field within 5 minutes after the scheduled start time, the match shall be defaulted by the team who cannot field the minimum required number of players. If both teams cannot field enough players, both teams will be recorded to have lost the match by default. d) If 35 minutes or more have been played, the final score shall be recorded as either a defaulted 2-0 or the actual game score at the time of abandonment, if the team forfeiting the match is losing. This final score selected will be the one that provides the greatest goal differential for the winning team (e.g. If the non-defaulting team is winning 5-1 when the match is abandoned, the final score will be recorded as 5-1 as the goal differential of +4 is greater than that of the defaulting 2-0). e) Any team that forfeits a match will be subject to a $40 fine per match, to be paid in cash at Beckwith Township Municipal Office. The fine must be paid no less than 24 hours before the defaulting team s next match. The team will not be eligible to play until the fine is paid. The fine amount will be forwarded to the team that did not default/forfeit the match. 5. Match Duration a) All matches will consist of two 25-minute halves and a 2-minute half-time break. b) Game time shall start running at the scheduled start time, at the discretion of the referee. c) If either team is unable to have a minimum of 5 players on the field within 5 minutes after the scheduled start time, the match shall be forfeited, in favour of the team with the required number of players. d) A late arriving player, not a call-up, may join their team at any time during the match (5 minutes in, 15 minutes in, after the second half has begun, etc.).. e) To be eligible, a call-up player must be on the field no later than kick-off of second half. f) In a play-off match, a player must take part in the match to be eligible to participate in tie-breaking KFTPM if the match is tied at the end of regulation. 4

6 6. Equipment a) All players must wear shin guards that are fully covered by socks. b) Only flat soled indoor, turf shoes, or multi-stud shoes may be worn by players (six studded outdoor shoes are not permitted). c) Each team must have numbered uniforms. The goalkeeper must wear a distinct numbered jersey (i.e. different colour) from that of his team mates as well as distinct from the opposing team s uniforms. d) In the event that both teams have the same / similar colour jerseys, the home team will be required to change into alternate jersey colour (this can be a colour different jersey or pinnies). e) Any player wearing a wrist or arm hard cast will not be allowed to play because of the chance of injuring another player or aggravating their own injury. Knee braces will be permitted provided they appear safe, stable, and are covered. Should there be any question about this, the referee s decision is final. Watches, Fitbits, bracelets, hoop earrings, wedding rings/bands and other forms of jewellery are not permitted during a match for safety reasons. f) Medic alert bracelets are permitted so long as they are taped securely to the individual. The captain or player must ensure that the referee is informed of the nature of the alert. 7. Substitutions a) Substitutions are unlimited and may take place at any time including on the fly in all matches. b) Players must substitute within 5 yards of their team s side of the half line. c) An illegal substitution, not adhering to the 5-yard allowance, will result in an indirect free kick against the infringing team from where the ball was at the time of the infringement. d) At the discretion of the referee, repeated disregard will result in a yellow card for unsporting behaviour. 5

7 8. Call-up Players 8.1 Call-up Rules a) If a team is short players, they may call-up eligible players from other teams registered in the division (i.e. a player from the Co-ed division can be called up for another Co-ed team; a player from the OT35+ division, who is not registered in the Co-ed division, cannot play-up on the coed team). b) Call-up players are not permitted for playoff matches, except as per the Co-ed division exception. c) A team is eligible to call-up only as many players as they have present from the original team. Therefore, if 3 players from Team Soccer are at the dome, they may only call-up 3 players from other teams. d) A team is eligible to call-up players to a maximum of 2 substitutes on the sidelines in accordance with the previous rule (9 players total). e) Call-up players must have played before the second half kicks off to be eligible to play. A call-up arriving after the second half has started is not eligible to play. f) All call-ups must be recorded on a separate call-up report. It must be submitted with the game sheet. Call-up player names must not be recorded on the game sheet. Opposing team captain must sign the call-up report to verify that the correct players are listed as call-ups. If not submitted, the offending team may forfeit the match at the discretion of the AISC. g) A player may be called-up to any team, within their division, for a total of i. Three (3) times per team maximum, and ii. A maximum combined total of 6 times during the course of a session. h) Any player who plays as an ineligible call-up will not be permitted to play for the remainder of the session as a call-up. They may also face additional discipline. i) Any player who receives two cautions or one dismissal across the course of the session will not be eligible to participate as a call-up for the remainder of the session. j) If a registered team player arrives after the match has begun with call-up players, and their arrival and playing would constitute breaking the rule stating that A team is eligible to call-up players to a maximum of 2 substitutes on the sidelines, the team does not have to default. The arriving player may play, so long as all of the following points are met: - The game has not entered the second half. - The call-up player has no mark on the game report (no goals, no misconduct) - The call-up player ceases to be a part of the match once the arriving team member steps onto the field. - The call-up player will be deemed to have played if they score a goal, receive a caution or dismissal, or once the game enters the second half. The late arriving player may not take part in the match when this occurs if their playing would break the aforementioned 2 player substitute rule. 6

8 8.2 Exception to Call-up rule when there are already two substitutes a) Co-Ed: For regular season and playoff matches, if a team has fewer than four female players, they are permitted to call-up female players within their division to field a team with four total females. Example: Team Soccer has 9 males and 1 female for their game. They are eligible to have three females play as call-ups. This provision, however, does not mean that a team can call-up males and females and have more than 9 players. The only exception for having more than 9 players (2 substitutes) is if it is by female call-ups. The game is defaulted should a team play with more than 2 substitutes with both male and female call-up players. b) Goalkeeper: Teams are to identify one goalkeeper on their roster. If a team s identified goalkeeper is not present, the team may call-up an identified goalkeeper from another team to play as goalkeeper. 8.3 Call-up Rules in Divisions with Two Tiers a) In divisions where there are two tiers of play: i. In any game involving two Tier II teams, NO PLAYERS from Tier I will be allowed as a call-up. ii. In any game involving a Tier I and a Tier II team, a Tier I player is allowed to play as a call-up for the Tier II team. In this situation, the Tier I team is then permitted to call-up Tier I players. However, the number of Tier I call-up players for the Tier I team must not exceed that which is called up by the Tier II team. Please note that all other call-up rules supersede this rule. (ie. Tier II team calls up two Tier I players, the Tier I team is then eligible to have up to two Tier I call-ups) (ie. Tier II team calls up two Division I players, the Tier I team cannot call-up any players if they already have 2 substitutes) 7

Scoring and Tie-Breaking 9.1 Scoring and Division Standings a) Win = 3 points Tie = 1 point Loss = 0 points b) In the event of a tie in the final standings, the following tiebreaker rules shall apply: 2 Teams 1. Head to Head competition (goal differential in Head to Head games if both teams have the same number of wins in Head to Head competition) 2. Most Wins 3. Goal Differential 4. Most Goals Scored 5. Least red cards 6. Least yellow cards 7. A coin toss. 3+ Teams (this is used to break the tie until there are two teams tied it then reverts to the tiebreaker above) 1. Most wins 2. Goal Differential 3. Most Goals Scored 4. Least red cards 5. Least yellow cards 6. A coin toss c) A match that is forfeited will count as a 2-0 win for the non-forfeiting team (with the exception of a match abandoned due to insufficient players, as found under rules subsection 3). d) In the event that teams have a different number of games played at the end of a session due to cancelled games, point percentage is used to determine team standings. 8

10 9.2 Playoff Tie Breaking Procedures All play-off games that finished tied after regulation, unless the first leg of a playoff match, will have the winner determined by Kicks from the Penalty Mark (KFTPM) as per FIFA law. The following is the modified procedure for KFTPM to determine a winner in the AISL: a) Kicks will take place at the end nearest to the change rooms. b) Only players on each team s roster, on the field and substitutes, are eligible to participate in Kicks from the Penalty Mark. If call-up players are allowed to play in the match by way of exception, they are still not allowed to participate in KFTPM. c) Each team must have the same number of eligible kickers. d) Both teams take five (5) kicks, taken alternately by the teams. e) A coin is tossed (either referee pre-determines each team s side of coin or home captain chooses heads or tails). The winner of the coin toss chooses whether their team will kick first or second. f) Each kick is taken by a different player and all eligible players must take a kick before any player can take a second kick. g) An eligible player may change places with the goalkeeper at any time when kicks from the penalty mark are being taken. h) The penalty mark is at the top of the penalty arc, centred between the goal posts. i) When not in the net, the shooting team s goalkeeper must be along the goal line, no less than 10 yards from the net, and not making any gestures in an attempt to distract the opposing team. j) Spectator interference: should, in the referee s opinion, spectators interfere with the process by making exaggerated body gestures or abrupt, loud noises, a re-kick may be ordered at the referee s discretion. 9

11 10. Misconduct, Time Penalties, and Suspensions Yellow Card (Caution) a) Any player who has received a yellow card their team will serve 2-minute time penalty, and their team shall play one player short for the duration of the time penalty. b) Any player receiving 3 yellow cards during the course of a season will receive a minimum onegame suspension commencing the next match played by that player s team. c) Any player receiving 5 yellow cards during the course of the season will receive an additional suspension commencing the next match played by that player s team Red Card (Dismissal) a) Any player receiving a red card must leave the soccer portion of the Beckwith Recreation Facility (boardroom, change rooms, meeting room etc.) for the duration of the match. b) The team that receives the red card must play short-handed for the balance of the match Time Penalties a) A player who is cautioned (yellow card) shall serve a 2-minute time penalty, and their team shall play one player short for the duration of the time penalty. b) A player who has been sent off (red card) may not continue to play in that match, and their team shall play one player short for the duration of the match. c) Time penalties shall commence when the match is restarted. The referee is the only keeper of time for time penalties. d) A player on the field at the time of the offense may serve time penalties for goalkeepers. e) The two-minute time penalty shall be served until the time penalty expires or the opposing team scores a goal, whichever comes first. f) If a team has more than one player serving a time penalty when the opposing team scores a goal, the player with the least amount of time to serve may return to the match. g) If both teams are shorthanded at the same time and one of the team s scores a goal, the time penalty must continue to be served entirely by both players. h) When a player has been sent off (red card), the team will continue to play unless there are fewer than 5 players, at which time the match shall be abandoned due to insufficient players. 10

12 10.4 Suspensions a) Long-term suspensions (not including Red Card or Yellow Card infractions) from the outdoor season may be applied to players in the AISL. b) A player is not automatically suspended after receiving a red card and being dismissed from a match. Any games that the player sits out prior to the rendered verdict by the discipline committee will not count towards the suspension. c) All suspended players must pay a $25.00 fine, payable to the Carleton Place Soccer Club. Suspension fines must be paid at the Township of Beckwith, during office hours and prior to 4pm, at least 48 hours prior to the individual returning to play. d) If the individual chooses to pay their fine less than 48 hours prior to their game, they will not be eligible to play until the following week. e) The player is suspended from all activities in the CPSC Adult Indoor Soccer League, until they serve their full suspension and pays the above-mentioned $25.00 fine. All suspensions and fines are carried forward to the summer program for all CPSC players. EODSA carries forward suspensions and fines. f) Any player who accumulates two red cards or two suspensions in one session, across all divisions, will be suspended for the remainder of that session. g) Any player who receives three red cards or three suspensions in one season, across all divisions, will be suspended for the rest of the indoor season. The individual will also be subject to a disciplinary hearing to determine eligibility to return in subsequent years Fines and Return to Play from Suspension a) All suspended players must pay a $25.00 fine, payable to the Carleton Place Soccer Club. Suspension fines must be paid at the Township of Beckwith, during office hours and prior to 4pm, at least 48 hours prior to the individual returning to play. b) If the individual chooses to pay their fine less than 48 hours prior to their game, they will not be eligible to play until the following week. c) The player is suspended from all activities in the CPSC Adult Indoor Soccer League until they serve their full suspension and pay the above-mentioned $25.00 fine. d) If a player from the outdoor summer season, who was registered with the CPSC, has an outstanding fine, the monies owed must first be paid before he/she can be registered in their respective division in the AISL. If the indoor season has begun and the player is owing fines to the CPSC, the player will not be eligible to play until fines are paid. e) If a player from the indoor season, who was registered with the AISL, has an outstanding fine, the monies owed must first be paid before he/she can be registered in their respective division with the CPSC or AISL. f) Suspensions in the AISL that are not fully served in the AISL season shall carry over to the following AISL season for which the individual registers. 11

13 10.6 Discipline Hearing a) Single cautions in a match nor the accumulation of cautions, incurring a suspension, may not be appealed or reviewed. b) All dismissals (including 2 cautions in one match, and dismissals of players or technical staff) will trigger the discipline by hearing process. c) The CPSC Disciplinary Committee will hold a hearing, which will consist of three arbiters appointed by the CPSC Disciplinary Committee Chairperson. Other parties required are the dismissed player, witnesses (optional), referee (optional), and a league representative. d) If the player is found guilty of the misconduct charge, they will face a suspension as per Ontario Soccer discipline, be subject to a $25 fine, and will not be eligible to play as a call-up for the remainder of the session. 11. Protests a) Teams may protest based on the eligibility of a player. This protest can be based on a player playing while under suspension or not being registered. This must be done before the match (if player does not play then no protest is required). b) For late player arrivals, if the eligibility of the player is questioned and they participate in the match, the team appealing is required to submit the appeal by to AISL Convenors within 48 hours of the match in question. c) The referee must be informed that a protest is being lodged, and the reason for it d) The AISL Convenors will review the issue and will come to a decision within 48 hours of the appeal being lodged. e) If the appealing team is successful in their appeal, the match result will be altered (if necessary). If the appealing team loses then the match outcome will stand. 12. Match Officials a) The AISL Referee Assignor appoints all of our match officials. We stand by and respect all the decisions made by our match officials. b) All match officials in the AISL are certified by and registered with Ontario Soccer. c) The AISL screens and monitors our match officials to provide top quality officiating. Comments or concerns about match officials must be sent by the team contact to league convenors. Comments or concerns from players will not be entertained. d) In the unforeseen circumstance that appointed match officials are not available, the League Convenors reserve the right to appoint, at its discretion, replacement match officials. 12
