1 Mini Dribblers and Double Dribblers Basketball Rules The following playing rules will be in effect for the basketball season. The purpose of these rules is to make the games run smoothly, ensure fair play for all players, and eliminate any controversies or disputes. The Streetsboro Parks and Recreation Department reserves the right to amend or add rules during the season as needed; proper notice of changes will be provided. *OHSAA Rules shall govern all play except where league rules, as noted below, shall prevail. These leagues will focus on fundamental skill development, game play, an understanding of the rules, and Sportsmanship. Ball/Basket Height Junior size (27.5") balls will be used, with a basket height of approximately 6 feet. The Game Games consist of four (4); six (6) minute periods with a running clock and a three (3) minute half time. Games will start with a jump ball and then alternating possession will continue the remainder of the game. NO SCORE WILL BE KEPT. Each team is ONLY allowed one (1) coach on the court to help the players. A player has 5 seconds to bring the ball into play and 10 seconds to take the ball across half court. Playing Time Each player must be treated with dignity regardless of his or her ability. Each player must play a minimum of twelve (12) minutes. Segments must not be interrupted, except in the case of an injury, illness, or other emergency situation. *The referee will stop play at the end of each period at which time all players on the bench will enter the game (all remaining players for teams with less than ten (10) players, or a new set of five (5) for teams with more than ten (10) players. THIS IS NOT A TIME OUT SITUATION. COACHES MUST MOVE THEIR PLAYERS ON AND OFF THE COURT QUICKLY, doing so will help keep the daily game schedule intact. Those coaches found abusing this rule will result in a loss of time out, a turnover, or a technical foul. NO player will sit out for two (2) consecutive segments with the exception of a team size of 11 or more. Substitutions may be made only in the event of illness or injury of a player.
2 Fouls and Turn over s Fouls will not be kept track of at this age level. Please teach your team what a foul is. Fouls will be called if flagrant. When a foul is called the team that was fouled will take the ball to the nearest side line and inbound the ball. The in bounds pass cannot be intercepted or stolen. No foul shots will occur. The same procedure will be used for turnovers, and when the ball goes out of bounds. A technical foul against a coach will result with possession given to the other team. A second offense on any coach will result in ejection from the gymnasium. Defense Defense will remain person to person the entire game. Once the ball is tucked away off of the rebound the opponent must retreat without interference to play defense within the three point arc until the ball crosses over half court. Play will cease when any one offensive person is double teamed, outside the key. The offense will maintain possession and resume play by taking the ball out of bounds. While the offensive player is learning to dribble the ball, the defender shall not attempt to steal the ball while they are engaged in dribbling, assume your defensive position. Stealing is only permitted on passes or loose balls on the floor. If the dribbler loses control of the dribble it s considered a loose ball. Shot Blocking Blocking a shot is permitted. However, the defensive player must have his/her hands within his/her plane and cannot leave his/her feet while attempting to block a shot. This will allow better development of shooting skills. Coaches: No more than (2) coaches per team. Only head coaches are permitted to stand during the game, all others must sit at all times except between halves and time outs. Bench Conduct & Sportsmanship: Only members of the team and coaching staff (maximum two coaches) shall be on the bench or in the bench area. All players not in the game must remain seated on the bench during play. Coaches, parents and players shall focus their energies on player participation, team play and sportsmanship. Coaches, parents and players shall not engage in unsportsmanlike conduct, especially towards referees and scorers. Coaches, players and spectators shall not argue or dispute an official's decision during the game. QUESTIONS about specific calls should be held until the end of a quarter, half or game and made to the referee in a calm manner. It is not the responsibility of the official to explain his or her calls during the game or to instruct the coaches on the rules of the game. Fouls and violations to be focused on are: Traveling Staying in bounds Double dribble Over the back Pushing with body and hands Blocking Holding Carrying the ball Slapping

Sharp Shooters will shoot from the designated 12 line. When the shooter moves up to the 12 line the bottom block will be filled and the one closest to the shooter will remain open. When a foul is called in the first half; the team that was fouled will take the ball to the nearest side line and in bound the ball. The clock will stop on all free throws during the last six minutes ONLY. A technical foul against a player will result in one free throw and possession for the other team. 6 Defense Only half court man man defense will be permitted during the entire game. Once the ball is tucked away off of the rebound the opponent must retreat without interference to play defense within the three point arc until the ball crosses over half court, unless there is a fast break situation; in such case teams are permitted to defend the ball outside of the 3 point arc, once the ball has crossed over half court. Once the ball crosses over half court defensive players must immediately match up according to the rules written below: Help side defense will be permitted. If the ball is on one side of the court and the player you are guarding is on the other side of the court, that player does not have to be closely guarded. Definition of Help side defense A player can help defend against another player driving to the basket, but then must recover A player can help stop a break away, but players must switch or get back to their own man once momentum of the driving ball player is stopped. This is a judgment call decided by governing officials. If in the opinion of the officials, should it look as though the defensive player: If the player appears to be playing a zone defense (guarding an area and not a person) rather than being in a help side defensive position, illegal defense will be called by the officials. Each team will receive one warning for illegal defense followed by a technical foul for subsequent violations. Pressing Pressing may be done in the last six (6) minutes of the second half or in overtime only. No pressing if a team is ahead by 10 or more points. Coaches: No more than (2) coaches per team. Trapping, double or triple teaming of a player out of the paint is prohibited. 2. Helpside defense is permitted. a. If an offensive player beats his/her defender, a teammate may move into position to help until the original defender recovers. b. Once the defender recovers, the help player must drop back to his/her player. 3. Teams are not permitted to play any type of zone defenses. 4. Switching, helping out or picking up a loose player on a breakaway, when there is a clear threat to score is good player to player defense and is allowed. 5. Players must be within a reasonable distance of their player at all times.

Third Offense Unsportsmanlike conduct penalty on the head coach and ejection of the head coach 4. Fourth Offense Forfeit Loss. Since teams must play a player to player defense, teams applying full court pressure must press player to player.
