2 INTRODUCTION In additin t the Detrit PAL Rules and Regulatins listed, Detrit PAL adheres t the rules and regulatins set frth by the Natinal Federatin f State High Schl Assciatins (NFHSA), f which the gverning bdy has the right t change fr the betterment f the league. Under n circumstances will the rules and regulatins be changed, in any way, withut the written cnsent f the Basketball Cmmissiner f Detrit PAL. IMPACT TRAINING All Recreatinal Basketball Cach/ Vlunteers wrking directly with participants must be Impact Certified thrugh the champinship (April 27, 2019) T RSVP fr an upcming Impact Training class, cntact Detrit PAL at r vlunteers@detritpal.rg. Any persnnel wh has nt taken an Impact Training class and/r wh des nt have prper Impact badge/credentials, may nt cach r sit n the bench fr any reasn. It is expected that all team persnnel n the bench during games have a valid Impact badge displayed and visible at all times. If a certified cach frgets their badge fr a game, that cach will receive a technical ful. In additin, the ppsing team will receive 2 pints (n shts needed) and pssessin f the ball. The cach may stay n the bench with the team. The incident must be reprted by the site mnitr r scre keeper t the league cmmissiner. Technical fuls fr missing badges may be called at any time when the referees, site mnitr r screkeeper ntices the vilatin, althugh effrt shuld be made t check all badges befre the game begins. If caches frm bth teams d nt have valid IMPACT badges, the pints and pssessin ff set each ther but bth caches receive a technical ful. If a cach has 2 similar infractins, they may face further disciplinary actin. REGISTRATION In rder t becme a team in the Detrit PAL Recreatinal Basketball League, the fllwing guidelines must be adhered t: Teams must cmplete and submit a Preliminary Team Registratin frm. The Preliminary Team Registratin frm can be dwnladed and printed directly frm Teams wh d nt cmplete and submit this frm by December 11, 2019 will frfeit their pprtunity t receive unifrms and/r practice space frm Detrit PAL and will be respnsible t supply their wn. Teams must cmplete and submit Team Registratin Packet cmpsed f rsters, registratin frms, including parent/guardian signature, and birth certificates fr a minimum f 10 players (max f 15) in additin t the team entry fee by the deadline (January 7, 2019). Paperwrk required t cmplete Registratin Packets shuld be neatly placed in envelp with team name and divisin legibly written n envelp. Registratin Packets shuld include: 2

Team registratins are accepted based n merit and timeliness at the cmmissiner s discretin. FEES The entry fee shall be $ per team. If unifrms, practice space (separately) r bth are needed, the entry fee shall be $45 per player. Full entry fee must be paid befre the start f the seasn. ELIGIBILITY Each participant must cmplete a registratin frm including parent/guardian signatures and submit a valid birth certificate in rder t be eligible. There will be n exceptins. Additinal 3

4 identificatin such as scial security card, schl r medical recrds may be requested as further prf f identity. Age Divisins Cmpetitin shall be in the fllwing age divisins: 8 and Under Can nt turn 9 befre May 1, and Under Can nt turn 11 befre May 1, and Under Can nt turn 13 befre May 1, and Under Can nt turn 15 befre May 1, and Under Can nt turn 17 befre May 1, 2018 Ineligible players An ineligible player shall be defined as: Any player withut a cmpleted registratin frm and birth certificate n file with the league. Any player that is nt included n the fficial submitted rster. Any player wh desn t meet age requirements. Any player wh has been suspended. Any player appearing n multiple huse basketball rsters. Teams / players / caches shall be subject t penalty if: The name f the ineligible player appears in the fficial screbk r is therwise identified by a league fficial as fficially appearing in a game. If it is determined that a player is nt prperly registered r therwise ineligible, all games that the player has participated in (defined abve) shall be frfeited and that player will be subject t suspensin frm Detrit PAL. Caches wh knwingly allw an ineligible player t participate in any game (defined abve) shall be subject t a minimum f ne year s suspensin. It is the cach s respnsibility t make sure that players meet all requirements in rder t be eligible. Playff Eligibility Players must have played r checked in at least 4 regular seasn games and be n the fficial rster all seasn t be eligible t participate in the playffs. There are n exceptins fr injuries. ROSTERS Any additins r changes made t yur rster after January 10, 2019 (deadline) cannt be dne until after the 1 st game. Additins r changes made t yur rster after the 1 st game (January 26, 2019) must be submitted t the Rec. Basketball Cmmissiner n less than 48 hurs befre the start f 2 nd game f the seasn (February 2, 2019) and n later than 6pm n Thursday prir t Saturday s game). Otherwise, the additins r changes will nt be made. Final rsters are due n less than 48 hurs befre the start f the 3rd game f the seasn (February 9, 2019). All final rsters shall be signed by the Rec. Basketball Cmmissiner by the 3rd game f the seasn. After the 3 rd game, n player additins r changes can be made. 4

5 Teams that have nt submitted their rsters in accrdance with these rules and regulatins will frfeit their game each time this ccurs. N mre than 15 registered players are allwed n the bench in unifrm during games unless apprved by the League Cmmissiner. Players cannt play fr anther Detrit PAL Rec. basketball team, unless they have been released frm the first team. The release must be in writing and signed by the head caches frm bth teams and submitted t the Rec. Basketball Cmmissiner befre the furth game. UNIFORMS All players are required t wear gym shes and Detrit PAL apprved unifrms while participating in game activities. Players will nt be permitted t play unless they are prperly dressed. Team jerseys shall be f the same clr frnt and back and team shrts shall be f the same clr as the jerseys. All shirts must be tucked in during game play. Undershirts wrn under the unifrm shuld be matching the rest f the team. All players shall wear a numbered jersey, frnt and/r back, while participating in a Detrit PAL sanctined game and numbers can be The player s jersey number must be cnsistent with the player s number recrded n the screkeeper s bk during games. Players must remve all jewelry (including rubber bands). NO exceptins. (Placing tape ver earrings r jewelry is prhibited). Any infractin will result in a technical ful n the ffending team (the ppsing team will then sht 2 shts and gain pssessin f the ball). SCOREKEEPING Each team will be required t prvide ne vlunteer wh is willing and able t serve as clck manager r bkkeeper if needed. Detrit PAL s site mnitr will instruct the vlunteers as t their rle befre the beginning f each game. Prir t the start f games, caches must instruct all players t check in at the screr s table. All players must be listed int the green screbk by authrized league screkeepers nly. Caches are PROHIBITED frm writing/listing names int the fficial green scre bk. Players listed in the scre bk are the nly players eligible t enter the game. Caches shuld check in all f their players (name and number) befre the start f the game (even if they are running late) t prevent a technical ful. A player wh enters the game withut being signed in the scre bk will result in a technical ful fr the player s team as well as tw shts and pssessin f the ball fr the ppsing team. This penalty shuld be enfrced fr every player that enters the game withut checking in. The screr s table will infrm fficials f an undcumented player at the first available break in the game. Detrit PAL/DPRD shall keep the bks. The scre f a frfeited game shall be dcumented as 15-0 in favr f the team ready t play. TIMEKEEPING Game times fr each age grup shall be: 8U shall play 6 minute quarters f running time. 10U & 12U shall play 7 minute quarters f running time. 14U & 16U shall play 8 minute quarters f running time. 5

6 Rest interval between quarters is ne minute. Half-time rest is tw t five minutes at the discretin f the site mnitr in rder t keep games n schedule. Each team s cheer squad may have up t a minute and a half t perfrm during half time The clck will stp nly fr team time-uts, fficial time-uts, and technical fuls. During the last tw (2) minutes f the 2 nd quarter and the 4 th quarter, the clck stps with any whistle, ut-f bunds, free thrws, r time-uts (exceptin: when ne team has a twenty (20) pint r mre lead the clck will stp nly fr timeuts, fficial time-uts, and technical fuls). After a time-ut, the clck will nt be started until the ball is live. The ball is nt live until it is tuched by a player. During free thrws the ball is nt live until it s rebunded r in-bunded. If a player is at the free thrw line befre 2:00, the clck will cunt dwn t 2:00 and stp. She tying and injuries require fficial timeuts. Officials may ask fr clck stppages at anytime. Each team will have tw (2) full time-uts per half. Overtime perids shall be three (3) minutes in length. Clck will stp at every whistle within ne (1) minute left in the vertime perid. There will be n tie games. There is n limit n hw many vertime perids there are. Teams will receive ne (1) time-ut per vertime. (Exceptin: fr the 8 & under divisin, games tied at the end f regulatin will g t a free thrw sht ut. Each team will pick three players and they each will take ne free thrw n the basket away frm their bench. Each basket made will add ne pint t the final scre f that player s team. If still tied after each team shts, repeat in runds until the scre is untied.) RULES OF PLAY Detrit PAL adheres t the rules and regulatins set frth by the Natinal Federatin f State High Schl Assciatins (NFHS) unless therwise nted in these bylaws. Game Start & Pssessin f Ball - The game will start with a jump ball at center curt. Thereafter, all tie ups will result in alternating pssessin. The first pssessin will g t the team that did nt gain pssessin f the jump ball. A jump ball starts all vertime perids. Calling Time Outs - Each team is allwed tw (2) full time-uts half. Full time-uts shall be sixty secnds. Teams will receive ne (1) full timeut per vertime. There is n carrying ver a timeut frm first half t secnd half r t any vertime perid. Press Rule 8U N checking in the back curt at all. 10U Can press ONLY in the last tw minutes f secnd and furth quarters. 12U 14U and 16U A full curt press is allwed all game. Exceptin: Teams ahead by 20 pints r mre at any pint in the game must play defense behind their threepint arc (nt t be cnfused with half-curt). First ffense: Warning. Secnd and all additinal ffenses: 2 sht technical. Distance f Free thrw Line In effrts t develp prper frm and increase success, players in the 8u divisin will take free thrws 14 feet frm the basket. In special circumstances, caches may request that specific players sht 15 feet frm the basket. By default, referees will administer free thrws 14 feet frm the basket. 6

7 Caches must alert the referee f his/her request fr a player t take free thrws 15 feet frm the basket (instead f 14 feet) befre the ball is administered (fficial t player). 10u, 12u, 14u, and 16u divisin will take free thrws 15 feet away frm the basket. Persnnel n bench - The nly individuals allwed n the player s bench are the head cach, tw assistant caches and teams currently playing. Every cach must wear their current Detrit PAL badge t every game (including All-Star games and special events). Ball bys, team phtgraphers, team mms and ther persnnel are strictly prhibited. Players frm a yunger r lder team nt currently playing must sit in the stands r ther area designated by the facility. All adults attending games and/r wrking with children, including caches, shall engage in cnduct that mdels healthy relatinships and behavir fr ur yuth. At minimum, the fllwing cde f cnduct must be fllwed. These examples include but are nt limited t: Spectatrs A spectatr is cnsidered t be any persn attending a game fr the purpse f watching the game and/r nt a player r cach that is directly invlved with the game in play. Spectatrs are t sit r stand ppsite f the players bench n the ther side f the curt. Spectatrs are nt allwed t sit r stand behind the player s bench during the game. Spectatrs are nt allwed t sht a basketball n side baskets. It is als prhibited fr spectatrs t run, walk-n r sht a basketball n the main curt baskets during half-time. Team caches are respnsible fr ensuring that their fans/spectatrs remain in their prper places during games; ffenders can cause their team penalties fr unsprtsmanlike cnduct. Officials may request the remval f bjectinable spectatrs frm the area f the game in the interest f the players well being. Behavir f Caches Caches are nt allwed t cmmunicate (yell, cmplain, etc.) t fficials n any matter while the game is in play. Caches must take a time-ut t discuss any matter (play, call, ruling, etc.) with an fficial in a quiet, prfessinal manner. (Official timeuts and game breaks are als permissible time fr such discussin). Caches must cntrl any discussin r cmments t fficials, frm their bench r their players. N ne is permitted t discuss any game matters with the fficials during timeuts ther then the head caches. Vilatins will draw a warning frm the fficials. Subsequent vilatins will warrant technical fuls and/r expulsin frm the gym. Caches in all divisins will nly cach n their end f the curt. Caches will nt be allwed t crss nt the ther team s end f the curt. Any cach, player, team representative r spectatr wh appraches an fficial in any way t challenge a call may be banned frm the game. One Cach Standing Only ne (1) cach at a time per team can be standing during the curse f a game. Exceptins: time-uts, injuries, and between halves. The first vilatin fr a team fr the game will result in a warning t the head cach; the head cach will be charged with a technical ful fr a 2 nd vilatin. 7

8 After a cach receives ne technical as a result f caches cnduct the cach receiving the technical must sit fr the remainder f the game. A cach receiving a 2 nd technical will result in ejectin frm the game and an autmatic suspensin fr the next game. N Headphnes, Cellular/Mbile Device Usage r Camera Recrding Rule The head cach is respnsible fr his/her wn cnduct and behavir, as well as all ther bench persnnel. Bench persnnel, including players shall nt listen t headphnes, vide recrd warmups r the game frm the bench, text, r hld a phne cnversatin n the bench during the game. Failure t cmply with the rules will result t a technical ful (tw pints granted t the ppsing team, plus the pssessin f the ball). Sprtsmanship Fighting is prhibited. Any vilatin f this rule will result in a duble technical ful and ejectin f the ffending player. Any player ejected fr fighting will serve a minimum f a ne game suspensin. Prfanity is prhibited. Any vilatin f this rule will result in a tw-sht technical ful and the ppsing team is awarded pssessin f the ball. A subsequent vilatin will result in anther tw-sht technical ful and the ppsing team is awarded pssessin f the ball. In additin, the player will be ejected and receive an autmatic suspensin fr the next game. All players MUST shake hands after the game. If a player refuses t shake hands, he/she and their head cach will be suspended fr the next game and may face additinal disciplinary actins. Teams must clean up their bench area befre leaving the gym. Technical Fuls Officials may call technical fuls within guidelines f the fficial rules. A technical ful n a parent/spectatr will be charged t that team s cach. Penalty fr each technical ful shall be tw (2) shts frm the free thrw line and pssessin f the ball t the ffended team. Fuling Out A player shall be disqualified frm the game nce they are charged with their 5 th ful. They may play in the next game. Team Fuls A team has accumulated 7 team fuls; the ppsing team will sht a 1-and-1 free thrw bnus (unless it s a shting ful). On the 10 th team ful and each ful thereafter, each ful will result in 2 free thrw attempts. Intentinal Fuls An intentinal ful is any ful where the defensive player is nt ging fr the ball, r there is excessive cntact, in the pinin f the fficial. Penalty fr an intentinal ful shall be tw (2) pints and pssessin f the ball t the ffended team. Flagrant Fuls A flagrant ful is any ful where the player charged fr the ful has caused, r attempted t cause, harm t anther player thrugh his/her actin n the curt. Flagrant fuls will be an autmatic duble technical ful resulting in ejectin frm the game. Fuls Carry Over t Overtime Player s individual fuls carry ver t all vertime perids. Team fuls frm the secnd half carry ver t all vertime perids. 8

9 Ejectins and Suspensins Any cach r player wh is ejected frm a game fr any reasn shall autmatically be suspended fr a minimum f ne additinal game. A cach r player wh has been ejected r suspended shall nt be in the gym after the ejectin r during the suspensin perid. Site manager/screkeeper will be respnsible fr ntifying the League Cmmissiner f all ejectins. Any Detrit PAL staff r game fficial has the authrity t eject a player, cach, r spectatr. Any ejectin r suspensin may als result in further disciplinary actin frm Detrit PAL staff. Any cach ejected frm a game will have three minutes t leave the gym r his/her team will receive a technical ful fr each minute ver. If he/she receives (2) technical fuls fr nt leaving the gym, the next will result in a frfeit f the game. Team Standings The standings shall be determined n a win/lss basis. The standings will be psted weekly n ur site Standings and playff seeding shall be based n the fllwing: Head t head cmpetitin Cancelled games Only the Detrit PAL staff may cancel r reschedule games. If there are any changes in game time r lcatin, the apprpriate teams will be ntified by the League Cmmissiner via , phne, and/r text. It is the als the respnsibility f each cach and manager t cntact the PAL staff t determine if a game has been canceled. Frfeits (15 Minute Grace Perid) Please make every effrt t start yur game n time. There is a 15 minute grace perid fr all teams late t games. If a team has nt arrived at the scheduled game time, clck fficials will put 15 minutes n the game clck. Teams that neglect t arrive by 15 minutes after the scheduled game time will face an autmatic frfeit. Teams wh arrive late r unprepared t play n mre than 2 (tw) ccasins, may face disciplinary actins frm the league (nt excluding being drpped frm the league and nt entitled t any refund). All teams shuld be at the game site 15 minutes prir t start time t warm up. On curt warm up time will vary based n the length f the previus game. Warm up time is at the discretin f the site mnitr. If a team frfeits three games ver the seasn, the team may be drpped frm the league and nt entitled t any refund. OFFICIALS The Referee in Charge (RIC) will designate tw fficials fr each game. Game fficials will ntify the RIC if they are ging t be late r are unable t attend a game. Officials shall nt referee any game when immediate family members are participating. This includes, but nt limited t family members that are caches, players r thse listed n the rster. Vilatin f this rule shall result in the related team frfeiting that game and a win awarded t the ppsing team. EQUIPMENT AND SERVICES Detrit PAL will prvide at each sanctined game site: tw fficials, a scre bk, a cpy f all final team rsters fr each divisin and 2 game basketballs. Players and caches are prhibited frm writing in the scre bk. Official scre keepers will cpy the player names int the scre bk. 9

10 The player names will cme frm the final rster submitted t the league cmmissiner. Befre the start f the game, players and caches are t verify jersey numbers. The league will use the fllwing ball sizes: Warm-up Equipment 8U 28.5 Yuth 10U 28.5 Girls 12U 28.5 Girls 14U 29.5 Bys HS 16U 29.5 Bys HS Teams must bring their wn practice balls. Hwever, all balls must be cllected and secured befre the start f the game r they may be cnfiscated by an fficial r site mnitr. PROTESTS Prtests cncerning player eligibility (see eligibility) and rule interpretatin will be the nly types f prtests cnsidered. Game fficials shall be infrmed f intent t prtest at the time the infractin ccurs. At the cnclusin f the game, the fficials will make a ntatin and have bth caches initial the screbk, indicating that a prtest has been ldged. All prtests must be submitted t the league cmmissiner in writing, within 24 hurs, accmpanied by a fee f $ fr every prtest ldged. If the Detrit PAL uphlds the prtest, the fee will be refunded. If Detrit PAL denies the prtest, the fee becmes a dnatin t Detrit PAL and n prtest can be filed at a later date. Disciplinary actins frm the league will fllw this prcess: Verbal ntificatin f decisin frm the league, written ntificatin frm the league, appeal t league cmmissiner (if necessary), appeal t athletic directr (if necessary) Right t Appeal - The results f any disciplinary decisin may be appealed t the Detrit PAL athletic directr fllwing nrmal appeal prcedures. Such intent t appeal must be filed in writing and submitted t the League Cmmissiner within twenty-fur hurs. The Detrit PAL athletic directr is the final resrt fr appeals. RESPONSIBILITES OF COACHES AND MANAGERS Team caches and managers shall be respnsible fr the fllwing: Ensuring that participating team members meet the eligibility requirements. Cntrlling the cnduct and demeanr f all team members, assistant caches and fans. Prviding fr the prper maintenance and care f all Detrit PAL equipment and prperty t ensure the return f the same at the cnclusin f the Detrit PAL basketball seasn. Cmplying with all requests fr administrative paperwrk and ensuring the cmpleteness and accuracy f all dcuments. Prviding participants and their parents with infrmatin regarding schedules, game rules fr age divisin, site infrmatin, and cntact numbers. Cmpleting apprpriate IMPACT training each year befre the start f the seasn. 10

11 Head Caches will ensure that the Cmmissiner has the current telephne numbers and addresses f all participating caches, alng with practice sites, days and times f practice. All caches r his/her designee, are required t attend all mandatry meetings held by the league. Any cach bserving, receiving infrmatin r having persnal knwledge cncerning a vilatin f any by-law, rule, regulatin, rder, r prcedure by a member f this rganizatin shall reprt the matter prmptly t the Basketball Cmmissiner in writing. SOCIAL MEDIA RULES All Detrit PAL Members (Caches, Players, Site-Mnitrs, and Staff) shall abide by the fllwing guidelines when using scial media: Be psitive and respectful, and always take the high rad. When disagreeing with thers pinins, remain apprpriate and plite. If yu find yurself in a situatin nline that is becming antagnistic, ask the Detrit PAL league cmmissiner fr advice n hw t disengage frm the dialgue in a plite and respectful manner that reflects well n Detrit PAL. D nt pst cntent that wuld damage Detrit PAL s reputatin. Remember that even while yu are n yur wn persnal time, yu are a representative f Detrit PAL, and peple may interpret yur nline pstings r scial interactins as thugh they were fficial Detrit PAL statements. Use gd judgment when psting cmments n any fficial Detrit PAL sites. Bear in mind that yur cmments can create liability fr Detrit PAL. If yu are unsure whether a cmment is apprpriate t pst, either d nt pst it r btain prir apprval frm the league cmmissiner. Encurage thers t engage in psitive interactins n scial media. If yu are cncerned abut any Detrit PAL member s use f scial media, please bring yur cncerns t the attentin f the league cmmissiner immediately. Vilatins f the Scial Media Plicy The league cmmissiner shall have the authrity t mnitr and enfrce this Scial Media Plicy. The failure f any Detrit PAL member t adhere t this Scial Media Plicy shall be cnsidered a vilatin f the Detrit PAL Cde f Cnduct, and any Detrit PAL Member wh fails t adhere t this Scial Media Plicy shall be subject t disciplinary actin, up t and including terminatin f such individual s invlvement in Detrit PAL. COACH OF THE YEAR AWARDS One f Detrit PAL s cre values is, Kids First. We define Kid First as, kid games, with kid rules, fr kid entertainment regardless f whm that is fr r against. T celebrate thse caches that have put kids first by displaying fantastic sprtsmanship thrughut the Huse Basketball seasn we will award Cach f the Year. All basketball rganizatins will vte n these awards and they will be annunced during the champinship. Sme examples f great sprtsmanship: This cach respects all ppnents by playing hard until the end when they are dwn and nt running up the scre when they are ahead This cach always shakes hands after the game This cach cmes t games n time and ready t play, des nt frfeit if at all pssible 11

12 This cach plays all their kids as equally and fairly as pssible and puts emphasis n learning the game rather than winning the game This cach supprts the league as a whle and is rting fr every kid t have a great seasn This cach has supprtive and nn-disruptive parents and fans wh shw respect fr ppnents, fficials and the league as whle FUND RAISING EFFORTS BY INDIVIDUAL ORGANIZATIONS N independent basketball rganizatin may charge mre than $45 in mandatry fees fr any participant fr the huse basketball seasn. Vilatrs may be expelled frm the league. Detrit PAL is a nn-prfit, civic rganizatin that receives prfessinal guidance frm its Bard f Directrs. The Bard f Directrs assures prper cntrl f Detrit PAL mney and all prgrams in general. Therefre, any individual wishing t raise mney fr their respective rganizatins purpse and/r desiring the assistance f Detrit PAL must first btain written permissin frm the Detrit PAL Bard thrugh the Detrit PAL ffice.
