1 Titusville Men s Monday Night Pool League 1/29/2018 League Rules 2018 League Organization, General Rules & Rules of Play Organization The organization of the league will consist of the following. League Officers, Board of Directors, Rules Committee, All League Members and Sponsors. League Officers President, Secretary and Treasurer President: The duties of the league President are as follows. A: Call / Schedule all league meetings. B: Conduct the league meetings C: Field all calls regarding disputes during league play. D: Assemble the Rules Committee to meet and rule on all official disputes filed by any team. E: Answer to the entire league organization. Secretary: The duties of the league Secretary are as follows. A: Record and document the minutes of all league meetings. B: Post and make changes to the League Organization and Rules of Play as voted on and passed by the League Officers and Board of Directors. C: Record and document the final decision made for all disputes voted on by the Rules Committee. 1/8
2 D: Make the league schedule and team folders, maintain the weekly standings and post a weekly updated copy at each teams house, verify eligibility of team players and provide contact names and phone numbers of officers, team captains and rules committee members to all teams. E: Collect the team envelopes every Tuesday from each home team s house. F: Verify the money on hand to the money collected and signed for on the score sheet by each team. G: Deposit all money collected into the league bank account. H: Keep an official itemized receipt of all league money spent. I: Have and maintain an accurate weekly financial balance sheet of all money transactions. This must be given to any organizational member upon request. Board of Directors Team Captains Captains: The duties of the team captains are as follows. A: Collect the weekly dues from each team member and ensure the total amount collected is correct. B: Set up your weekly team play roster and provide the names to the opposing team captain. Captain and Cocaptain s must be marked on the score sheet prior to play commencing. C: Ensure all team members play in accordance the league rules. D: Ensure all information on the official score sheet is accurate prior to signing. E: Home team captain must call in the final score to the league secretary after the match is completed ANY TEAM THAT FAILS TO CALL IN SCORES AT END OF NIGHT (BEFORE 6:00AM TUES) WILL BE FINED 5.00 NON REFUNDABLE TO THE SECRATARY F: File any dispute the night of play in writing on the official score sheet and notify the league president of the dispute. G: Do not call Secretary or president that night to settle dispute. We cant handle it over the phone. 2/8
3 Rules Committee The rules committee will consist of six members of the league organization. This will consist of the league president, one other league officer and four members from the league organization. No more than one player from each team will be on the committee. The league president will be the tie breaking vote. The league officers and board of directors will select the committee members. Rules Committee Members: The duties of the rules committee members are as follows. A: Report to all committee meetings when called by league president. B: Review the dispute made by the team captain / co captain. C: Make a ruling after reviewing the league rules. D: Phone calls or conference if possible is acceptable League Members All league members are expected to respect the rules of the establishment they are playing at and conduct them selves in a proper manner. All members should have fun and follow the rules of the league. Sponsors The sponsors will pay the required $55.00 sponsorship fee for each team they sponsor. Provide a pool table that is in good playing condition free of rips or tears in the playing surface. Ensure their teams treat the visiting teams with respect. General League Rules 1. League meetings will consist of league officers and the board of directors only, unless all league members are needed. Each team will have one vote only. 2. A quorum of 50% plus 1 of the board of directors must be present for any league rule change. 3. If an official league meeting is required a minimum of a one week notice will be given. If at all possible notice of more than one week will be given. Notice will be given on the official league standing sheet. The league president or secretary may also contact the board of directors by phone. 4. League meetings will be conducted at a team sponsor s establishment chosen by the officers 3/8
4 5. If a team is unable to play on a scheduled day of league play they may request a reschedule date up to 2 weeks from the other team. The team that is unable to play that night has to play at bar of other teams discretion. Both teams involved in the reschedule must notify the league president /secretary to ensure the reschedule is in agreement with both teams. 6. When a game is in dispute the captain or co captain of the team disputing the game must write a statement on the home teams official score sheet indicating the reason for the dispute. The statement should give a brief description of the dispute and the game or games being disputed. Both team captains must sign the dispute. The team captains must notify the league president of the dispute. Regardless of the dispute all games shall be played to conclusion. 7. The rules committee will review all games in dispute. After a review and vote of the dispute by the rules committee the league president will notify both team captains of the final decision. 8. A $55.00 sponsorship fee will be paid by the sponsoring establishment for each team they sponsor in the league. This fee is paid to the Secretary of the league and is non refundable after the league schedule is made. All sponsors should ensure the team or teams they sponsor are confirmed and ready to play prior to the fee being paid to the league. All sponsor fees are required to be paid one week prior to the start of league play unless approved by a league officer. Under no circumstance will a team be listed on the league schedule without the sponsorship being paid. All sponsoring establishments agree to give one free team drink of equal of lesser value of a drink purchased to all visiting team members who play that night. Failure to do so will result in a forfeit of all 12 games by the home team. (Pitchers, Beer Buckets and Kegs are excluded from team drinks) 9. Any team that forfeits 48 games will be dropped from the league for the rest of the season. All money paid by the dropped team will be forfeited to the league. All teams are required to show up and play their matches the last four weeks of the regular season. Failure of a team to show up the last four weeks will result in the team be dropped and all money collected being forfeited to the league. The forfeited money will be distributed evenly to the other teams in that division. 10. No one under the age of 21 years of age is eligible to play in the league. Any games played by any person not eligible to play will be forfeited. Any non eligible person who plays in the league will be banned for the remainder of the season in play and the entire next season. 11. No player will be allowed to play for more than one team during a season. Any player who does so will be banned from the league for the remainder of that season and the following season. All games played by that non eligible player will be forfeited. 4/8
5 12. Any team who knowingly allows any non eligible player play on their team will forfeit all 12 games for that night of play for cheating. 13. The team(s) of any sponsor who goes out of business for any reason shall have the right to play for any other sponsors establishment. The new sponsor must officially accept the team and an official notification will be given in writing to the league president. This notification will include the team transferring and the name of the new sponsor accepting the team. The new sponsor and team captain must sign this. 14. When a team disqualifies itself, for any reason at any time during the regular league season they will forfeit all money to the league. The forfeited money will be distributed equally to the team captains in the division they played in. This will be on a game won basis. If a team drops from the league after the end of the completion of the first half of play all wins and losses will remain the same for all teams on the league standings. If a team drops during the second half of play all wins and losses will be deleted from each team they have played during the second half. Members of the folded team may submit their names to the league president for admission to another team in the league. The rules committee will determine if the player is eligible to play for another team during that season. The player will be notified of the ruling and what team he may play on for the remainder of the season. 15. One team trophy will be awarded to the 1 st place and 2 nd place winners in each division. The player(s) winning the most eight ball breaks and/or eight ball runs will be awarded a $25.00 cash prize. In the event of a tie, prize money will be divided equally. Awards will be presented at the establishment of the overall winner. No money will be used from the league account for food at the awards presentation. Each eligible team will receive $5.00 for each game won during league play minus the cost of the plaques or trophies and cash awards. 16. If for any reason a team is unable to host a home game the game scheduled will be played at the visiting team s establishment that night. This does not affect the schedule or location of future games to be played. 17. No team may bring any person into an establishment during league play if that person is barred from the establishment. It is the responsibility for the team member to notify his captain he is unable to play that night. 18. At the end of each season the members of the league will select league officers for the next season. 1. Each team will receive 30 minutes of practice on the table selected by the home team captain to be used for league play that night. The home team will practice from 6:30 pm to 7:00 pm and the visiting from 7:00 pm to 7:30 pm. Should the visiting Team not have 4 players present ay 7:30pm or chose not to start the Match at 7:30pm the Home team gets the practice table back at 7:30pm. 5/8
6 2 Each player will pay $5.00 per night. Each team must turn in $30.00 per night. Any team short money at the end of the season will have this deducted from their winnings. Teams may not be short more than $30.00 at any time. Teams short more than $30.00 will be contacted by the league secretary and may be dropped from the league. 3. All league games are to be played on a 4 x 8 or less coin operated table. If the establishment does not have coin operated tables then a 4 x 8 drop pocket table must be used for league play. The only time a drop pocket table may be used when a coin operated table is available is if both teams agree to use the drop pocket table for league play. 4. League play is scheduled to begin at 7:30 pm. League play must start no later than 7:45 pm. League play may start with only 4 players present. If additional players are not present at the end of the second game, all 4 of the third team s games must be forfeited. If a 5 th player arrives at the end of the second game the five man rule will be used to play the 3 rd team s games. If less than 4 players are not present at 7:45 pm this will be considered a no show and the no show team will forfeit all 12 games. 5. Twelve games of partner s eight ball will be played each night. 6. The balls will be racked with the eight ball in the center third row. The head ball will be a solid (not considered a row), alternating solids and stripes completely around the rack, leaving a solid and stripe in the center of the fourth row. 7. The home team will break the first game. After that the loser will rack and the winner will break. After the break the table remains open if both a solid and stripe ball are made on the break. Any combination of balls may be used when the table is open, however the player must call the ball to be pocketed. Any combination of ball s used in a shot are acceptable as long as the player strikes one of his balls or the eight ball with the cue ball first. 8. A team may use the five man rule only five times during regular season. The fifth player must be present by the end of the 2 nd game. When using the five man rule each player on the team will play with the fifth player one time that night. The order of play will start with the 1st man listed on the score sheet and go in order ending with the 5 th man listed on the score sheet. When a team has used the five man rule five times they must play by the four man rule if they do not have six players and forfeit four games that night. 9. A player shooting out of turn shall forfeit the game being played, if the opposing team members or team captains advise the offending player prior to his next legal shot. If no foul is called the game will be played to completion and the remainder of the teams will play as listed on the score sheet. 10. A player may talk with his teammate twice during a game. one timeout per game, no more than one (1) minute, to consult with his team captain or co captain. No more than three people will be allowed at a table 6/8
7 during a timeout to discuss a shot. The three people will be the two team partners and the captain or co captain. All other team members are prohibited from being part of the timeout discussion. Taking longer than 1 minute to discuss a shot will result in loss of turn. 11. Each player must decide the shot they will attempt to make in a reasonable amount of time to avoid a delay of game. The opposing team may give a warning to the team shooting for delay of game. 12 After a scratch shot the cue ball must be 100% behind the head stringer / foul line and the object must be 100% in front of the head stringer / foul line. The cue ball must exit the head stringer completely prior to striking the object ball for the shot to be a legal shot. A player attempting to bank back into to an object ball behind the head stringer must notify the other team of his intentions. If a valid attempt is not made to exit the head stringer / foul line area the shot will be deemed an intentional foul and result in loss of game. 13. The use of a bridge is acceptable. 14. It is a loss of game any time the eight ball is made out of turn or on the break with the scratch of the cue ball. 15. Any ball knocked off the table will be spotted other than the eight ball. If the eight ball is knocked off the table this is a loss of game. If a ball leaves the playing surface and is not touched by any person or object and comes to rest on the table the ball will be determined in play where it comes to rest. 16. If the eight ball is made on the break it is considered an automatic win unless the player scratches, then this will be an automatic loss of game. 17. A player must designate the ball and pocket, which he is attempting to make. The player must strike the eight ball, one of his balls or the object ball first for the shot to be a legal shot. Any route the designated ball takes to the pocket after a legal strike of the cue ball is made is acceptable. The player must tell his opponent of his intentions unless it is an obvious shot or it will be a loss of turn. 18. The eight ball is neutral. 19. Cheating in any sense of the word will result in a loss of game. 20. A player must make an honest attempt to strike any ball or make one of his balls. If a player attempts any shot that may be considered a safety shot it will be considered an intentional no shooting foul and an automatic loss of game. 7/8
8 21. All fouls must be called by a player of the opposing team or by one of his team captains prior to the next shot being taken. A player attempting to quickly shoot his next shot to avoid a foul call will be considered cheating and result in a loss of game. 22. Jump shots and over the shoulder masse shots are prohibited and will result in loss of turn. Failure to have one foot on the ground while shooting, touching any ball with anything other than a cue stick, striking an opponents ball prior to striking the object ball, double hit of the cue ball with cue stick and scratching are all considered fouls and result in loss of turn. 23. Any ball during any shot coming to rest in front of a pocket without dropping immediately must drop within five seconds after coming to rest to be considered a pocketed ball. If the ball sits on the table longer than five seconds and drops then the ball must be placed back on table as close to it s prior spot. 24 Harassment is not allowed. No opponent shall be allowed at the table until a player has finished his play. Harassing opposing team players shall cause the game in progress or the game about to begin to be forfeited by the harassing player s team. Any player who is a repeat offender of harassment will be barred from the league for the remainder of the season and the following season. HAVE FUN AND GOODLUCK TO ALL TEAMS.
