Ticket prices are $8.00 general admission and $6.00 ASB/senior citizen for the multiple sessions. Each Friday or Saturday ticket is good for all sessions on that day. People going from one site to another during the same date will be admitted with ticket stubs for that session which will be color coded. Mileage is at $1.50 per mile round trip according to the WIAA mileage chart and is limited to teams traveling to participate in the tournament on Tuesday and Thursday. On Friday and Saturday, teams are limited to one round trip over the two days for mileage reimbursement purposes. No mileage is allowed for games played by the in the Spokane/Central Valley area or for Tri-Cities schools in the Tri-Cities. Schools with a boys' and girls' team in the tournament will receive mileage for each team. Meal allowances are $ breakfast, $ lunch, and $ dinner. On Tuesday and Thursday: Traveling teams are allowed $9.00 meal allowance for 16 persons = $ Friday: The traveling team that is eliminated will receive $9.00 meal allowance per person for 16 people = $ Saturday: Teams playing Saturday afternoon will receive meal allowance of $27.00 each for 16 person for the weekend = $ Each traveling team qualifying for the Saturday games will receive $20.00 lodging allowance for 16 people = $ per team. INCOME DISTRIBUTION: All net profit or loss is to be shared equally by the Columbia Basin Big Nine and Greater Spokane League. All income from advertisers, souvenirs, title sponsors, etc. is the property of the tournament revenues. Income/Cost
5 from program sales goes to the host league. Income from concessions will go to host sites. All income and reports are sent to Randy Ryan for games held in Spokane and Le Burns for games held in the Big 9. Opening round (Tuesday) gates will be split 50/50. Revenue split on weekend games. Whenever possible, schools are asked to donate their facilities for Lamb Weston contests. The Greater Spokane League and the Columbia Basin Big Nine League should consider gym rental costs when determining the sites for the Tuesday night games. ROSTERS: PASS INFORMATION: Team will be limited to twelve (12) players in uniform, three (3) coaches, and five (5) support staff as per state tournament guidelines. Also, one school photographer and one school reporter may be included on the pass list. Team admission will be by ribbons or pass list at the designated pass gate. Each participating school will be given 25 ribbons to be used by the participants (players, coaches, and support staff) SUPERVISORS Ten supervisor badge/ribbons will be issued to each school that qualifies. An additional six badge/ribbons will be issued if both the boys and girls team qualify. The badge/ribbons must be worn at all times by the supervisors and game workers. NOTE: Bus drivers need a supervisors pass to be admitted through the pass gate. CHEERLEADERS/BANDS/HALF-TIME PERFORMERS Cheerleaders in uniform (or by pass list) with cheerleading coach will be admitted through the pass gate. Band members in uniform with one advisor will be admitted through the pass gate as per state guidelines. Approved half-time performers in uniform with one advisor will be admitted through the pass gate. NON-PARTICIPATING BIG9/ SCHOOLS Non-participating Greater Spokane League / Columbia Basin Big Nine League schools may request up to six (6) names on the pass list. Three names may be requested if a school has one participating team. The building Athletic Director must contact the tournament manager with the names who will provide badge/ribbons for use at the pass gate. SEATING: Provisions will be made so that each team will have no more than 3 rows of their own fans seated directly behind their team bench. School supervisors and Athletic Director will be responsible for clearing their cheering section after a contest. Some school supervisors need to be on the floor during the game. No special adult seating will be reserved. Schools must have their supervisors available to hold seats for their students and bands. Each school must designate a head supervisor who will coordinate all of the school's supervisors. The head supervisor will locate him/herself on the floor next or their school's student section. The head supervisor's name must be called, ed or faxed to the Tournament Manager by the Monday previous to the first games of the tournament and they will be compensated with $25.00 for their services by the finance manager. Head supervisors will meet with tournament management prior to the session that they are involved. P.A. announcements will be made to indicate that the lower student cheering sections will need to be cleared after each game on Friday and Saturday nights. ALL-TOURNAMENT TEAM: No all-tournament team selections will be allowed.
6 SPORTSMANSHIP AWARD: A sportsmanship medal will be awarded at the conclusion of each game to a person that has been chosen by a representative of the tournament to have displayed good sportsmanship during the game. ACADEMIC AWARD: TEAM AWARDS: Lamb Weston/Con Agra is sponsoring a Scholar/Athlete Team Award for the male and female tournament teams with the highest grade point averages, based on first trimester/semester grades. The top female and the top male team winners will be recognized with plaques during half-times of the championship finals. A contribution of $ will be made to the team's respective league for their scholarship fund depending upon sponsorship funds. A team plaque will be awarded to the District 5/8 Champion. TOURNAMENT RULES: RULES: GAMES COMMITTEE: OFFICIALS: OFFICIALS PAY: SECURITY/POLICE: National Federation rules and WIAA state guidelines will be followed. The games committee shall consist of the tournament directors, or designees. This games committee shall have two representatives from each league and the tournament director. All game officials will be pre-assigned from the composite league ranking lists. All crews will be 3 man crews. When the two teams involved are from the same league, officials will be used from that leagues association(s) only. For all first round crossover games (Tuesday), officials will be selected from the home team s association. For all second round games (first Saturday), officials from the league association(s) as related to the game site (Rogers in 2009, Big 9 site 3A in 2010) will be selected. For the final round (Friday/Saturday) one official will be assigned from an association that works Columbia Basin Big Nine League games and one official from the association that works Greater Spokane League games and the third official will be according to the following: the third official will be from a neutral association from within the BIG9 s three associations. The Columbia Basin Big Nine League chairman for basketball and the District 5 Executive Secretary will assign the BIG9 officials, coordinate their travel, and work with the District 8 associations for cross-over assignments. (Officials will be assigned to sessions rather than games. Assignments will be made, if possible, so that an official does not work the same team more than once in the tournament.) fee, mileage, food and overnight expenses are paid at as per WIAA guidelines. Site managers will contact security/police to provide security for their game sites. GAME SITE PRACTICE: No pre-practice at game site is allowed for any team. This means that no changing of current schedules will occur so that teams play at potential sites beyond plans already in place. If the schedule permits, the site manager may allow pre-game shooting at the game site prior to the first game only. No shooting during half times by any teams not involved in the contests.
7 GAME FORMAT: DECORUM/SEATING: Home team will furnish a state approved game ball. Each game is guaranteed a 15 minute warm-up. The bottom listed team on the bracket will be the home team in all cases and will wear light jerseys. The tournament manager in coordination with site managers will preset team benches because of spectator seating. A pre-game meeting with officials, coaches, and captains will take place at mid-court at all games. Introduction and playing of the anthem will be conducted in the same manner as outlined in the guidelines for state finals. Students must stay in their designated cheering section at all times. Students will not be allowed on the floor to greet their team before the game or to congratulate their team at the end of the game. One school official cloth banner may be displayed. WIAA State Tournament Guidelines regarding fan behavior will be adhered to. Teams advancing to the state finals need to be aware of these guidelines. HEAD SUPERVISOR FOR EACH SCHOOL MUST BE READILY AVAILABLE TO TOURNAMENT MANAGERS. HALF-TIME ENTERTAINMENT: Half-time entertainment must be approved with the site manager 24 hours prior to the game.
