1 2013 NATIONAL SMALLBORE RIFLE CHAMPIONSHIPS Beachburg, Ontario August 3-11, 2013 The 2013 National Smallbore Rifle Championships will be held in Beachburg, Ontario at two locations: Beachburg Ottawa River Sportsmen's Club (Beachburg Gun Club) Beachburg Road (approximately 5 km south of town along Hwy 21) Beachburg & Area Arena (indoor hockey arena) - turn off Beachburg Road onto Caroline Street (Pronto Mart is on one corner and Smokies is on the other) For online Directions to Pembroke, Renfrew or Beachburg, visit MapQuest ( or Google Maps ( ) Program Notes 1. Sporting Rifle is first at this year s Nationals, followed by Air Rifle, Hunting Rifle and ISSF Rifle (see event schedule). 2. This year Hunting Rifle will not be interrupted by Air Rifle. There will be a Canadian Champion for this event also. 3. ISSF 3 Position Women will be shot concurrently with 3 Position Men. 4. Registration and payment should be in by July 15, 2013 to guarantee a spot on the firing line. 5. Finals will only be shot in ISSF event with 5 or more competitors. 6. For Visitors to Canada please see the RCMP website at for more information about Form CAFC 909 which is required to bring firearms into Canada. SHOOTING FACILITIES The Beachburg Ottawa River Sportsmen s Club has 40 covered positions (with a concrete firing line) at 50 meters, another 16 at 100 yards for the Dewar Match, and a medium-sized clubhouse complete with kitchen and wheelchair accessible washrooms facilities. Parking at the range is very plentiful, and un-serviced camping is available at the range. All major hotels/motels are approximately a 20 minute drive from the range. Range Equipment Please bring your own shooting mat, scope stand, extensions, stapler, stool or chair, in other words, EVERYTHING. The Air Rifle Facility will have 30 hand-crank target carriers. The number of relays will depend on the number of entries. 1

2 RULES AND TARGETS The current Jan. 1/2013 ISSF rules including subsequent amendments, interpretations and errata from the ISSF website will apply to ISSF events. Sporting Rifle will be governed by the current SFC Sporting Rifle Rules. Hunting Rifle rules will be those as in the past written by Red Bowes and updated by Robert Wood. Exception: TIE-BREAKING Rule The highest number of inner tens In the.22 cal. events this technical rule will NOT be applied due to the use of manual scoring. Targets: 50 meter ISSF events will be shot on single bull Gehmann fanfold targets 50 meter Sporting Rifle events will be shot on 6-bull targets (stock #153) 10 meter Air Rifle will be shot on hand-crank returning targets. In Sporting and Hunting Rifle events.22 cal. targets will be marked by range officials by relay number and position only, known as the 3-R Target Marking System (Right Red Relay). No pre-marking of targets is required or allowed. After shooting, the targets will be handed in immediately for scoring. After the scores are posted, the shooter may see their target ON REQUEST. The competitor will be allowed 1 hour after the posting of the scores of the stage in question; i.e. after a 60-shot prone match, or after a 60-shot air rifle match. Scoring Protests on paper targets must be made no later than the expiration of Challenge Time after the scores are posted for all the relays of the event in question, and will be handled by the Jury. There will be a 1 hour challenge time the morning of the second day of each event for the last relay of the previous day. Cost is $5.00 per scoring protest on paper targets. For ISSF 50 meter targets the Jury will examine the 10-shot series of the challenged shot, for Sporting Rifle the Jury will examine all 20 shots on the target. For Air Rifle the Jury will examine all 10 shots in the string. If there is any change in the score, the money will be refunded. Under no condition will anyone except the Jury be permitted to use a plug gauge and a shot hole may only be plugged once by the Jury. Protests will be handled by the Jury. Cost is $25.00 each. The Jury s decisions are final. Non-medical use of drugs, or the consumption of alcohol is not permitted anywhere on range property. Random doping tests for any competitor are possible at any time. Please see the SFC website for the SFC Policy on Doping in Sport. Smoking is not permitted in Stats and Scoring offices, or any other closed room or tent, OR on any of the firing lines High Performance Athlete Selection Criteria To be eligible for the 2014 National Team you must attend the 2013 National Championships. Please see the SFC website for current information relevant to High Performance Athletes. 2

3 EVENT SUMMARIES Sporting Rifle & Hunting Rifle 4 counting scoring diagrams per target, 5 shots per scoring diagram. Prone 2 courses of 60 shots per course = P 2 courses of 20 shots per each of 3 positions = 120 ISSF Air Rifle 10 meters standing (except Wheelchair) - 1 shot per target Men & Junior Men 2 courses of 60 shots per course Women & Junior Women 2 courses of 40 shots per course Wheelchair 2 courses of 60 shots: 1 prone, 1 standing Women & Junior Women match will not be shot concurrently with the Men s event. Women & Junior Women may not register to shoot for OPEN awards. Juniors (women or men) must pay the adult fee to be eligible for Open awards. Air Rifle squadding will be assigned and posted at the range in advance of competition. ISSF Men 3 Position Unlimited sighting shots on sighting diagrams. 1 scoring diagram per record target, 2 shots per scoring diagram prone, 5 shots per scoring diagram standing & kneeling. Relays will be random squadded. Men and Women 3 Position are fired simultaneously: total entry in the matches is limited to 35 positions. Wheelchair shooters will compete in their appropriate class (SH1 or SH2). 2 courses of 40 shots per each of 3 positions = 240 ISSF Women 3 Position (Sport Rifle) Unlimited sighting shots on sighting diagrams. 1 scoring diagram per record target, 2 shots per scoring diagram prone, 5 shots per scoring diagram standing & kneeling. Relays will be random squadded. Men and Women 3 Position are fired simultaneously: total entry in the matches is limited to 35 positions. Wheelchair shooters will compete in their appropriate class (SH1 orsh2). 2 courses of 20 shots per each of 3 positions = 120 ISSF Prone Unlimited sighting shots on sighting diagrams. 1 scoring diagram per record target, 2 shots per scoring diagram. Relays will be random squadded. Limit of 35 positions. Wheelchair shooters will be squadded on the Women s relay and will compete in their appropriate class (SH1 or SH2). If by July 15, 2013, more entries than allowed for in the program are received then an additional relay may be scheduled. The indicator for this will be determined following the close of the early entry deadline. Note: If additional relays are warranted notice will be provided as soon as possible. Please note there is an any sight class in this match, competitors in the any sight class will be ineligible for Canadian Championship or National team trials. 3 courses of 60 shots per course = 180 When dealing with crossfires on Gehmann targets SFC rules will be applied. Confirmed crossfires will not be scored as misses but will be credited to the shooter with a penalty applied. 3

4 FINALS The Finals in the air rifle event will be shot using the new ISSF 2013 rules. The Finals in the ISSF Prone and 3-Position events will be shot using the 2009 ISSF rules. Tentative finals scoring may be done after each shot if we are able. Otherwise scoring will be done immediately after the 10th shot is fired. These scores will be added to the scores of the main event for the aggregate score. The top 8 Canadian Men Air Rifle shooters and the top 8 Canadian Women Air Rifle shooters (including all Juniors) will be invited to participate in separate Finals on Tuesday, August 6th. The top 8 Canadian Men 3-Position shooters and the top 8 Canadian Women Sport Rifle shooters (including all Juniors) will be invited to participate in Finals on Friday, August 9th. This will be in the Standing position. The top 8 Canadian Men Prone shooters (including all Juniors) will be invited to participate in Finals on Sunday, August 11th. The Finals count towards National Team Rankings. Juniors who have paid only Junior fees are ineligible for the Finals. Dewar Match International Postal Match Wednesday, August 7th. The top 20 Canadian men and women in ISSF Prone aggregate (Iron Sights, not including finals based on 2012 scores) will be invited to participate in the Dewar match. Course of fire is 20 shots at 50 meters and 20 shots at 100 yards. We will be shooting the Dewar using the standard ISSF 50 meter target following new National Small-bore Rifle Association of Great Britain rules. There is no charge to compete in this event. ISSF Awards There will be Match and Classification awards for both Men s and Women s events. Juniors may compete for both Classification and Junior awards by paying the adult fees. The number of entries per class will dictate the number of awards per class. One or two shooters = one award. Three or four shooters = two awards. Five and greater shooters = three awards. TEAM EVENTS In ISSF there will be 3-Person teams in each of the following: ISSF Open and ISSF Junior Prone: mixed teams of men and women ISSF Men 3 Position, Junior Men 3 Position, Women 3 Position, Junior Women 3 Position, Men Air Rifle, Junior Men Air Rifle, Women Air Rifle, Junior Women Air Rifle In Sporting Rifle there will be 3-Person teams in each of the following: Open Prone, Int. Junior Prone, Open 3 Position, Int. Junior 3 Position. In all team events Juniors can shoot on both the Open and Junior Teams if they have paid the adult fee. 4

Entries received after July 15th will be charged a late fee ($20.00). Entry fees should be sent with the entry forms, but will be accepted no later than July 15 th. Make all cheques payable to National Smallbore Championships. Cheques must be post-dated no later than July 15, The $20 Compulsory SFC Administration/Nationals Operation Fee is non-refundable. Registration and equipment check will be in the clubhouse located adjacent to the firing line, on the days and at the times noted in the Schedule of Events. All competitors are strongly urged to register on the days set aside for this purpose due to the tight schedule. Registrations will be accepted the day prior to competition, except for Sporting Rifle, which must be done on Saturday August 3rd up to 12:00 p.m. Practice time will be as indicated on the schedule. Annual Section Meeting The Annual Section Meeting will be held at the 50m Range on Thursday, August 8th, starting as soon as possible after the posting of the day s last relay scores. All shooters and/or members should try to attend this meeting. If unable to attend the meeting, please submit any comments you would like to have read out at the meeting. Changing Relays Assignment to relays for outdoor events are carried out so that those competing in the same class will experience similar shooting conditions (time of day, wind, rain, lighting, etc.). Anyone requesting to shoot on a relay other than those on which he/she was originally assigned will not be eligible for awards. MEMBERSHIP AND CLASSIFICATION Membership All competitors must be 2013 members of the Shooting Federation of Canada.This will be verified by the SFC National Office prior to the match. Everyone (including those who do not pre-register) must be able to provide proof of membership at registration. SFC membership is not required of Americans with current 2013 NRA/USA Shooting memberships. The SFC membership structure is briefly described as follows: Full annual adult membership $30.00 incl. GST Juniors, under 18, $15.00 incl. GST. 5

6 Classifications All competitors are asked to register according to their true classification. This will be verified by the SFC National Office prior to the match. However, everyone must have proof of their classifications available at registration. This will be required of all shooters who do not pre-register. The Jury has the right to correct obvious mistakes. Anyone not having a current SFC classification shall shoot as a Temporary Expert. This applies to NRA members as well, as NRA classifications will not be accepted. After shooting in one SFC match (1 full course) however, an American shooter will be assigned an SFC classification (at no charge) based on his/her scores in that match. He/She must use that classification in all subsequent SFC matches, or until he/she is reclassified, the same way as any SFC shooter. Juniors in ISSF events will not have reached their 21st birthday prior to December 31, Intermediate Juniors in Sporting Rifle events will not have reached their 21st birthday prior to December 31, Juniors in Sporting Rifle events will not have reached their 16th birthday prior to December 31, Veterans in all events will have reached 55 prior to December 31, Abbreviations are as follows: Please use these abbreviations as they apply on the Entry Form. Note: A Veteran, Intermediate Junior or a Junior (paying full fee) may compete in any event except as noted, and be eligible to win any of the awards as noted, as well as the Veteran or Intermediate Junior or Junior awards. Veterans must use appropriate equipment to be eligible, i.e. no scopes. ALSO Veterans who have stopped competing, may use their old equipment, even though it might not meet current rules (they will be competing as Veterans only). MA = Master EX = Expert SS = Sharpshooter MM = Marksman TE = Temporary Expert AS = Any Sights LD = Lady JR = Junior IJR = Intermediate Junior SH1 = as assigned by IPC SH2 = as assigned by IPC (Requires shooting stand) MATCH START TIMES Please note that the times on the schedule are the times for the first SCORING shot in ISSF events. (Rule 7.9) Preparation and Sighting time will commence 15 minutes earlier than the published start time. SHOOTING POSTION ORDER Note that in ISSF 3-Position matches the sequence is now Kneeling, Prone, Standing. In Sporting Rifle 3-Positon matches the sequence is still Prone, Standing, Kneeling. 6
