The specal commttee reported a summary of the results to the NCAA Councl and Dvson I Steerng Commttee n August. The steerng commttee voted to take that report under study and transmt t to the Presdents Commsson for revew n ts October 3-4 meetng. The steerng commttee and Councl wll act on recommendatons from the specal commttee n ther October 5-7 meetngs. That s permtted by NCAA legslaton because each has served only one year. Therefore, I do not beleve the work of the nomnatng commttee wll be as extensve as t wll be n years ahead, and that s why I have chosen a small commttee the analyss, whch covered 6,000 male and female athletes who enrolled n 977 and 982. Ffty percent of the 977 freshman athletes graduated, about fve percent less than all freshmen who entered that year. The legslaton, adopted as Proposal No. 48 at the NCAA Conventon, was developed and promoted by the Amercan Councl on Educaton as an effort to mprove the academc preparedness of potental student-athletes. Students would be requred to acheve a grade-pont average n a core currculum of hgh school courses and a combned score of at least 700 on the Scholastc Apttude Test (SAT) or 5 on the Amercan College Testng Program (ACT) test. November l- on foot ball Federal Judge Juan C. Burcaga decded August 30 after a telephone conference wth lawyers for the NCAA, the Unversty of Oklahoma and the Unversty of Georga that there wll be no prompt modtcaton of the football televson njuncton now outstandng aganst the NCAA. Followng the decson of the Unted States Supreme Court June 27, the NCAA tled a moton July 3 wth the tral court to modfy the njuncton n accordance wth the hgh court s decson. Plantffs opposed any modfcaton named John B. Slaughter from the Commsson membershp tself. The Presdental Nomnatng Commttee wll meet n October to determne ts slate, whch wll be submtted to the chef executve offcers of all actve member nsttutons n a mal ballot. Results of the electon wll be announced at the 985 NCAA Conventon n January. Despte the fact that the Commsson members who are elgble for electon to a full term have ndcated a wllngness to accept such electon, chef executves are welcome to submt other nomnatons. As prescrbed n Consttuton 5-4-(a)-(2), any canddate wth the endorsement of at least 0 chef executve offcers of member nsttutons wll be placed on the ballot for the approprate poston. Terms exprng n January 985 See Commsson, page 6 Only 8 percent of the black male student-athletes n the study would have qualfed under the provsons of Bylaw 5-l-(j) as wrtten. Twentyseven percent of the black females, 57 percent of whte males and 60 percent of whte females would have met the requrements. Use of the test-score standard alone results n a wde dscrepancy between the percentages of black and whte students who would have been nonquab fers but who graduated. Use of the core currculum requrement alone results n a smaller dscrepancy, but a dscrepancy remans. The court set an evdentary hearng on the requested modfcaton for November 5-6 n Oklahoma Cty, Oklahoma. Ths acton contnues to place the NCAA under an njuncton that two hgher courts have found to be overly broad, and there s no ndcaton when the court wll decde the matter after the hearng s held. We are dsapponted that the court further wll delay modfyng the orgnal njuncton consstent wth the decrees of the two hgher courts, sad John L. Toner, NCAA presdent and drector of athletcs at the Unversty of Connectcut. Not only does ths delay prevent the three resolutons adopted at the specal July meetng n Chcago from beng n effect for the 984 football season, but more mportantly, the contnung anxetes created for the entre membershp under the mperfect njuncton could fuel the dvsveness not only wthn dvsons but wthn and among conferences to an even hgher level than currently exsts. Frustratons often nfluence ndvduals to act and react wthout evaluatng all of the factors that should enter nto the decson-makng process. Toner contnued, I personally am concerned that ths further delay wll serve the purpose of subconscously nfluencng segments of the NCAA membershp to make televson decsons n the months ahead wthout the beneft of all of the pertnent nformaton that should be avalable to our nsttutons based on the rulngs of the hgher courts. 2 2 September I The NCAA Comment Roles of sports nformaton drectors vary By Rch Koster St. Lous Globe-Democrat From the offces of DennsPrkkel and Roger Valdsen, fewer than 00 mles apart n Chcago and South Bend, Indana, you can see clearly the ncredble range of the undergraduate athletcs emphass n Amerca. Prel s the sports nformaton drector at North Park College n Chcago. Valdserr has the same ttle but somewhat dfferent dutes at Notre Dame. There are many ways to measure the varyng sze and sgnfcance of sport on ths country s campuses, but none much better than the vew from the SID s char. There are 6 varsty sports at North Park ~ nne for men, seven for women. All are Dvson III. There arc 22 at Notre Dame. All are Dvson. Naturally. But those numbers do not begn to tell the story. Valdserr s the curator of the legends of Rockne and Gpp, of the Four Horsemen, and countless Hesman Trophy wnners. He s the guy who changed the pronuncaton of Joe Thesmann s name, so t would rhyme wth the award he never dd wn. Prkkel has been at North Park almost as long as Valdscrr has been at Notre Dame, but hs gallery of athletc heroes s more modest. The Vkngs won the NCAA Dvson III Men s Basketball Champonshp three seasons runnng, , and sent Mchael Harper to the NBA, where he played two seasons wth Portland. Both men were n St. Lous recently to attend the conventon of college SIDs. And as they spoke of ther ndvdual experences, of ther dutes and frustratons, of ther challenges and satsfactons, the dmensons of the NCAA world that the Supreme Court may be breakng up wth ts rulng on TV rghts came nto sharp focus. The sports publcty budget at North Park s $,000. At Notre Dame, t s $50,000. The total athletcs budget at North Park s $75,000. At Notre Dame, t sbetween $4.5 mllon and $Smllon. Both Prkkel and Valdserr have jobs and ttles other than those of SID. Prkkel s the drector of computer records for hs school. Valdserr s assstant athletcs drector at hs. If ths s begnnng to sound lke an ndctment of Notre Dame s athletcs emphass, t sn t. Perhaps the best perspectve on ntercollegate spans at Notre Dame comes from Prkkel. We, at North Park, are n the busness of producng B.A.s and B.S.s, not NBAs and NFLs, hc explans. And so s Notre Dame. I don t begrudge them any publcty. When a school of 7,500 (Notre Dame) can compete wth schools of 60,000, and not lose ts perspectve, I applaud them. Lke us, Notre Dame looks on sports as a vehcle for gettng an educaton. I m realstc. I know there are a lot more people nterested n I Columns Craft Notre Dame who never went there than there are nterested n North Park who never went there. At North Park, Prkkel s a salesman. He sells advertsng so he can publsh a program, and he s forever tryng to sell the school by pushng the postve aspects of ts teams and ther members. He s a one-man department; he doesn t have a secretary. Valdserr s the No. man n a seven-person athletcs publcty department, whch ncludes a full-tme researcher. The Notre Dame past, all those records, are a constant source of curosty to meda members across the land. And Valdserr s expected to get answers for ther endless questons. Prkkel, of course, answers hs own telephone. But so does Valdserr. It s one of my all-tme pet peeves, he says, to have a secretary ask who s callng when I phone another SID. We are a servce department. I take all my calls. Nobody asks, Who s callng? When there s a basketball home game at North Park, four press Open telecasts not pot of gold Donald B. I never really expected to play football at the college level because I was a backup kcker and an average quarterback n hgh school. For the Penn State football game two years ago, Valdsen had to make room for 650 press/rado/tv representatves. We have a Frday nght recepton, the Notre Dame SID explans. If they ask, I make hotel reservatons for them. We provde transportaton after the game. Plus all the normal thngs lke telephones, food n the press box, etc. But Notre Dame also tres to keep t n perspectve. Theesmann may become Thysmann, but the lnes are frmly drawn. A natonal TV network wanted to do a complete show on Notre Dame quarterbacks, Valdsen sad. The money was good, but we turned t down. Why? It was somethng we ddn t need. WC don t want to become top-heavy wth athletcs. Would North Park have turned down the show? You gotta be kddng. Unfortunately, North Park has not had Hesman canddates from A to Z at QB I thnk my job s a scaled-down verson of Roger s, Prkkel says. At a school lke North Park, game day s a work day for me. I m t. I do everythng. On game day at Notre Dame, Roger oversees. He s a host, a greeter. He puts out the lttle fres. My job doesn t have Roger s pressure. He s always on the spot. If he can t get somethng done rght now, he may make enemes. Thngs are more casual at North Park. If you come to one of our games at tp-off or kckoff, I ll always have a seat for YOU. Unfortunately, most people would much rather stand n the end zone at South Bend than st on the 50 at North Park. That s not mean; t s just a realty. And t wll be reflected on your TV screens and on the football ledgers of Amerca s colleges, large and small, more n the future than the past. We always knew t. But now, t s the law. Letters to the Edtor To the Edtor: Ths s n response to recent commercal newspaper artcles suggestng that the acton the Commttee on Infractons took n July wth regard to those schools wth penaltes nvolvng football televson was ntended to beneft the Bg Ten and Pacfc-IO Conferences at the expense of the CFA. When I read such an artcle n the Austn Amercan-Statesman, t was the frst tme t had ever occurred to me that what the commttee dd could even arguably have been thought of as a favor to the Bg Ten and the Pacfc-IO. In all of my years wth the Commttee on Infractons, I have never known t to gve the slghtest consderaton to what effect ts penaltes mght have on the NCAA s ablty to market a football package. We dd what we thought rght and left t to the Football Televson Commttee to fend for tself. I thnk t even less lkely that we would know or care what effect our acton would have on two conferences (and assume that you would have heard quckly from the commttee members representng CFA nsttutons f they beleved that the commttee had been nvolved n some ant-cfa ploy). I was present at every dscusson by the members of the commttee at the July meetng on what to do about schools under exstng penaltes nvolvng football tele&on. There was never one word spoken by any member of the commttee (and these dscussons, as you know, were held wth only the members of the commttee present) about the effect of ts acton on the two conferences n questons, on the CFA or on anyone else except for the schools specfcally nvolved. The acton the commttee had agreed to do was wrtten n hand by me. I dd not know what other schools were under such a penalty and would have ths opton. Indeed, f you have preserved my handwrtten draft, I thnk that the parenthetcal phrase n whch I lsted the other schools, on the bass of what I could fgure out from the scorecard, omtted one school. I know my own feelng. From what I heard the other commttee members say, thnk ther poston was the same as mne, but they can speak for themselves. Although am confdent what the courts wll rule about the NCAA s power n ths regard, the exstng order of Judge (Juan) Burcaga can be read as enjonng the NCAA from mposng a football televson sancton. read the opnon of the 0th Crcut Court of Appeals to say that the order must be modfed to prevent any such readng, but untl t s so modfed, I do not thnk that the NCAA should be n a poston that could possbly be regarded as n volaton of Judge Burcaga s order. In truth, I was and am qute surprsed that any schools have chosen to be on televson ths year when the cost s gvng up televson n 985 (or recevng an alternatve penalty n the unlkely event that the courts should hold that the NCAA cannot mpose a televson sancton). From all that have heard and read, I had supposed the fnancal rewards for beng televsed wll be so poor n I984 compared to what are expected n 985 that no ratonal nsttuton would opt IO be televsed ths year at the cost of not beng televsed next year. Thus, I say unequvocally for myself-and, to the extent that I am aware of ther thnkng, for the other members of the commttee who partcpated n ths decson-that the acton was not ntended to beneft the Bg Ten and Pacfc-IO Conferences at the expense of the CFA and ndeed that no thought was gven to the possblty that t mght have ths effect. Rck Carter off to good start By Dck Kshpaugh Who wll jon actve Gramblng State coach Edde Robnson (33 vctores) and the now-departed tro of Bear Bryant (323), Amos Alonzo Stagg(34) and Pop Warner(33) n college football s exclusve 300-vctory club? It s possble that not one of today s actve coaches (other than Robnson) wll attan that magc number. Consder that only one other coach preparng for the 984 season- John Gaglard of St. John s (Mnnesota)&s over the 200 mark (22%75-7). He hopes to coach several more years, but the 300 mark wll be dffcult to reach. John Merrtt of Tennessee State was the only other 200~game wnner actve n 983, but hs untmely death after last season left a fnal mark of I. For a long shot, however, gve consderaton to Rck Carter of Holy Cross, who was born on July I, 943. The 4 -year-old coach had 25 career vctores at the close of the 983 season. At that same age, Bryant, who was born September, 93, had posted 66 vctores. An outstandng quarterback at Earlham, Carter became one of football s youngest head coaches when he was hred at hs alma mater at the age of 23 n 966. In hs frst I years of coachng at Earlham and Opnons Conrnued from page 2 schools were requred to have an academc counselor for football and basketball teams - who was employed by the academc sde of the school, not the athletcs department - perhaps kds who smply weren t ready for or ddn t belong n college would never play a varsty game. At the end of the freshman year, the counselor could make one of four recommendatons to the dean of students: make the athlete elgble as a sophomore, make hm elgble wth certan academc stpulatons, allow hm to contnue n school but not partcpate untl hs grades mprove or recommend academc dsmssal. Jmmy Johnson, head football coach Unversty of Mam (Florda) CFA Sdelnes As far as teachng plays, and defenses or offenses, I doubt f there s a carry-over value (from sprng football practce to the fall season). But you may get to see how your second-team quarterback performs n ascrmmage. You may not have a chance to fnd that out n the fall untl he gets thrown n there on the feld. I thnk some people have the msconcepton that a lot of tme s devoted to sprng practce and that t may have a negatve effect on the player s grades. Actually, I beleve just the opposte s true. Beng together, havng some competton and beng regmented a lttle probably helps ther grades a lttle. Frank Broyles, athletcs drector Unversty of Arkansas, FayettevBe Atlanta hurl It s obvous that TV and bowl sanctons have not suffcently restrcted rabd alumn and coaches. The way thngs are now, f I m a coach who flagrantly abuses the rules, Lookng Hanover, he posted a record. In four seasons ( ) at Dayton, Carter compled a mark. Hs ultmate success came n 980 when Dayton won 4 consecutve games and captured the NCAA Dvson III natonal ttle, a record that brought Carter honors as natonal Dvson I coach of the year. Movng up to Dvson I-AA, Carter has compled a 23-IO- I record n three seasons at Holy Cross for a career total of Assumng that Carter contnues coachng untl retrement, he would have 25 seasons or more. If Carter dd no better than to contnue hs present average of seven vctores per season, he would reach the 300 mark. One factor that could work to hs advantage s longer schedules; hs Earlham teams never played more than nne games, whle hs teams at Dayton and Holy Cross have played I l-game schedules and n several play-off contests. Under dfferent crcumstances, each of the four current members of the exclusve 300 club mght have had more vctores. Stagg coached for 57 seasons but often wth strugglng programs. The NCAA s Dvson I-A preseason toughest-schedule computer program strps all that away and answers only one smple queston: What dd your 984 I-A opponents do n 983 aganst other I-A teams when they were not playng you? And now the envelope, that s, the prntout, please. The wnner s Penn State. Its IO I-A opponents ths fall (Penn State s playng one Dvson I-AA team, Wllam and Mary) won 69, lost 34, ted none for a.670 wnnng percentage aganst other I-A teams last season when not playng Penn State. Bowls are ncluded. Ths means Penn State s I-A opponents had a cumulatve 7-39-I record aganst I-A teams last year, but ths ncluded a 2-5-l record aganst Penn State, an 84-l team last year wth an Aloha Bowl vctory over Washngton. Ths 2-S-l s deleted, leavng That element-deletng games aganst the team n queston-s a vtal one n the toughest-schedule program. Wthout t, a wnnng team s at a dsadvantage and a losng team s schedule strength s exaggerated. Opponents of a IO-I team would start I-IO before you even added the other games (assumng t played the same schedule as last season) and opponents of a l-0 team would enjoy a IO-I start. Auburn a close second Auburn, whch played the toughest schedule last year, accordng to the regular-season computer program, s a narrow second n ths preseason rankng at.665 on Others n the top 0 are, n order, Florda, Georga, Florda State, Pttsburgh, Georga Tech, Mam (Florda), Boston College and Temple. If ths does not agree wth your own toughest-schedule top 0, you are doubtless n a heavy majorty. Remember, please, ths s merely a statstcal measurement, whch says nothng about the opposton faced by the teams on each schedule, except that games nvolvng non-l-a teams are deleted as f they never happened. Based on last year only Remember, too, t s based entrely on 983 results and nothng else. But are not nearly all preseason ratngs based almost solely on last year? It s nevtable that the season wll produce some surprses-that some early season upsets wll not look lke upsets at all later n the fall. The fnal toughest-schedule rankng may look much dfferent than the preseason n some cases. More about that later. Frst, let s look at some preseason leaders. The second IO ncludes, n order, Mchgan, Iowa State, Mssour, Purdue, Oklahoma, Msssspp State, Syracuse, Msssspp, Texas and Wsconsn. A closer look shows the Southeastern Conference wth fve teams n the top 20 and the Bg Eght Conference and Bg Ten Conference wth three each. Also, the ndependent ranks have seven top-20 representatves. That s because they had the best records aganst outsde I-A opponents n 983 and conference teams play each other, makng t a mathematcal certanty the SEC, Bg Eght and Bg Ten along wth the ndependents wll hold sway n the computer program. The SEC had a 36-l 6-3 record aganst I-A outsders n 983, ncludng a 5-2 record n bowls, whle the Bg Eght fnshed 2-4-I and the Bg Ten 3- I I. Only one other conference topped.soo--the Western Athletc Conference reached SO0 at 6-6 after a par of bowl vctores.
