3 GENERAL GUIDELINES-ALL MIDDLE SCHOOL EXTRA CURRICULARS Including Football, Basketball, Volleyball, Forensics, Wrestling, and Track (all guidelines may not apply to all extra curricular areas) 1. All contests will begin as posted in the schedule. 2. WIAA rules will be adhered to especially when WIAA officials are being employed and generally speaking at all times. 3. The visiting school will contact the home school the day before a contest to verify the start time, uniforms, and any other pertinent considerations The home school should provide a medicine kit for blood borne pathogens. The kit should meet the necessary guidelines by including the following: ICE, latex gloves, mask/face shield, red plastic bag, gauze germicidal spray, aseptic wipe, scoop, and encapsulation procedures. The host school should provide the warm-up balls. The practice time between A and B games in all sports will be limited to a maximum of ten minutes. The time allocation could be reduced if both teams are in an agreement. Coaches are expected to supervise students at all times. This supervision includes the locker rooms. The team that is not playing is expected to be in the bleachers. Where available, they will sit behind the coaches. No cheerleaders or spectator buses at away games. Host school will be responsible for the security of the locker rooms th and 8 th grade B squad numbers should be divided as equal as possible in order to insure maximum participation. A squads should consist of the high skilled athletes. 11. A copy of the middle school sport guidelines should be on the scorer s table during the sport season for reference. 12. Drinks are not allowed in the gymnasiums. Water or a sport drink is allowed for players. 13. Students are not allowed to wear jewelry when competing in athletic events. Sport watches are permitted for track athletes. 14. Students will not be allowed to participate in both A & B games unless a team is short players on a particular squad. Coaches must inform the other coach in advance. The selection of the A team player would be the lowest skilled player. 3
4 CONFERENCE GUIDELINES VOLLEYBALL 1. 7 th and 8 th grade teams will be separated in teams of high (A Squad) and low (B Squad) skill levels. 2. Pre-game warm up shall be the same for 7th and 8th grade teams. Each team will have 7 minutes on and 7 minutes off the court. The home team shall take the court first, to move the match along. 3. WIAA protocol will be followed with the exception of: Entire body cannot be used for legal hit, only the waist and above will be considered a legal hit. 4. Both the 7 th and 8 th grade teams will play 3 games to 25 with rally scoring. To win there must be a two point advantage. Note: Students will not be allowed to participate in both A & B games unless a team is short players on a particular squad. Coaches must inform the other coach in advance. The selection of the A team player would be the lowest skilled player. 4
5 CONFERENCE GUIDELINES FOOTBALL The conference schedule is designed for contests involving a mix of controlled scrimmages and game play. 1. The controlled scrimmage portion would involve two scrimmages being played simultaneously on the same field. 7 th and 8 th grade football teams will be ability grouped. 2. Each team will be allowed one 20-minute session of running clock for offense and for defense with a 5- minute break after each session. 3. Following the scrimmage portion, two 8-minute quarters of game clock on the full field will take place between the highest skilled players. A 5-minute break will take place between quarters. WIAA guidelines will be followed for the game portion to include delay of game and so forth. If possible, with coaches choice, run an 8 minute third quarter with additional players. 4. Coin toss at the beginning of the game portion will determine choice of ball or end zone to defend. Teams will switch ends zones to defend at the end of the 1 st quarter. 5. No kick-offs. Instead the ball will be placed on the 35 yard line. 6. No punts. During the scrimmage portion, the ball is walked back to the 35-yard line. During the game portion, the ball will be placed 35 yards down the field. At no time will the ball be placed any deeper than the 20 yard line. 7. Coaches will be permitted in the huddle during the scrimmage portion. Seventh grade offensive coaches will be allowed in the huddle during the game portion. Eighth grade coaches will not be allowed in the huddle for the game portion. 8. During the game portion only, after a team scores a touchdown they may elect to run or pass the ball for a 1 point conversion or kick for a 2 point conversion. No one can have intentional contact with the center. Fakes are not permitted. 9. During the game portion only, a team may elect to kick a field goal. Fakes not are permitted. No one can have intentional contact with the center. 10. No blitzing involved with 7th grade teams.. No blitzing is permitted with 7th graders. Blitzing is defined as: No shooting through the gaps although players may fill the gaps. Linebackers are to maintain their position prior to the snap. 11. During the game portion, each team will be allowed one 1-minute timeout. If a third quarter is played, one addition 1-minute per team may be used. 12. On the first scheduled date of the conference, contests will consist of the scrimmage format only. This will consist of each team have two 20 minute sessions of offense and two 20-minute sessions of defense with 5 minute breaks between sessions. Sessions will alternate. This will be with a running clock. If a team has a scheduled bye their first week, this would not apply to them. 13. Admin issues: - At a minimum 4 total officials should be utilized for the scrimmage and 4 for the game portions. 5
6 - Time will be displayed during both the scrimmage and game portions. Score will be displayed during the game portions only. - Each home team must insure that they have the means to clearly mark the field, at a minimum, every 10 yards, down markers, and end zones. Meet Schedule CONFERENCE GUIDELINES FORENSICS Invitational (only one) Coaches/Judges/Students Round 1 4:15-5:00 Round 2 5:05-6:05 Host schools may or may not serve food due to time constraints Conference (Winneconne, Waupaca, Wautoma, Berlin, Ripon, and Omro) Round 1 4:15-5:15 Dinner 4:45-5:45 (kids will pay for own or bring their own) Round 2 5:45 6:45 Every 5 entries each school needs to provide 1 judge. Invitational mixed categories per room Conference all one category in the same room Schools will provide their own ribbons for hosted tournaments. (Blue A and Red B ECC Forensics no date) No tournament fees Limitations at meets: Reader s Theatre: 2 10 student per group in a category Play Acting: 2 10 student per group in a category All other categories have NO maximum of participants per school. 8 CONFERENCE GUIDELINES BASKETBALL 1. Students will not be allowed to participate in both the A and B game unless a team is short players on a particular squad. Coaches must inform the other coach in advance that this situation would occur. If a player participates in both games, they are allowed to play 4 quarters in an evening. To accommodate teams with less than 13 players, a player may participate in 5 quarters and should be the lowest skilled level players from the A team. 2. A person-to-person defense is mandatory (this includes no box in one and a pure switching defense), however, the A team level may play a zone press until the ball crosses half court, at which time the defensive team will revert back to the a person-to-person defense. 3. A full court press is legal; however, if a team accumulates a lead of 15 points, the full court press must be pulled off. 4. During B Team games, teams may press only in the 4 th quarter (girls and boys). 5. Only team members with basketball shoes on may be on the court before, between, and after the game. 6. All boys basketball teams will use a men s regulation size basketball. 8
9 CONFERENCE GUIDELINES WRESTLING Roster information will be mailed/ ed to each principal/ad in the conference. Visiting coaches will call/ the day of the match to confirm or amend to roster. 1. Weights will be taken at the beginning of the season only. 2. Coaches will rate their wrestlers on the rosters according to ability. The following rating scale will be utilized: 3- Experienced Knows multiple holds and has tournament experience 2- Novice 1- Beginner 3. Matches will consist of three periods: 2 minute, 1 minute, 1 minute. 4. Ties will be determined by a 1-minute overtime from the neutral position and a 2 nd overtime is determined by the first point scored avoiding a draw according to WIAA guidelines. 5. Wrestlers must wear headgear and all rules in regard to safety will be strictly enforced. 6. Cell phone (or the most convenient number) for coaches should be sent with rosters so coaches can be reached on the day of the match to make adjustments. 7. Conference schools with less than 15, 7 th and 8 th grade athletes may consider using 6 th grade athletes. When sending rosters, please make sure to add the grade level as well as the skill level of the athletes to avoid unsafe situations. 9
10 CONFERENCE GUIDELINES TRACK The conference and relay meets will follow this rotation. Conference Meet Relay Meet (Combined Boys and Girls) Omro Winneconne Ripon Berlin Waupaca Winneconne Omro Berlin Ripon Winneconne 3:30 PM start time for relay and conference meet. Start time for all Duals/Triangular Meets. 4:00 p.m. start for all field events. 4:30 p.m. start for all running events. Conference Meet: No more than three athletes per event per school. Relays: One relay team per event per school. A combined order of events for the relays will be as follows: Running events begin 30 minutes after field events start X 800 (starts 4:00) Medley 2. Shuttle Hurdles Medley Relay 3. 7 th grade Relay 4. Open Relay Along with this continuing rotation, no fees will be exchanged between schools for ribbons, etc. 1. Athletes are limited to a maximum of 3 events. 2. Meet points should be as follows for the following meets: Conference (5 teams, 5 places) * All places receive ribbons Relays (5 teams, 4 places) * All places receive ribbons 3. At all meets (weather permitting) there should be two separate pits, one for the triple jump and one for the long jump. 4. High Jump: Move the bar up and down to avoid the long wait time for the participants in the high jump area. There will still be a strong effort to gradually raise the bar, but to avoid long waits, the bar will be able to be adjusted even if all the boys or girls haven t jumped at one particular height. Bar height starts at 4 feet 0 inches for boys and three feet eight inches for girls. Bar goes up by 2 inches until five feet for the boys and four feet eight inches for the girls. Then the bar is raised by 1 inch. Participation is limited to 6 boys and 6 girls from each school. 5. Field events will be limited to 15 athletes per event. (15 for boys, 15 for girls) 6. The host school will provide both the shot puts and discus. Individual schools may bring additional units. 10
11 7. The first heat should involve the highest skilled athletes. When entering athlete names on the heat sheets, post the fastest first down to the slowest athlete at the bottom of the list. Side Notes: 1. Tri-angulars: as long as their was good judgment used on limiting entries (number of participants), tri-angulars are acceptable. 2. At each meet there should be a strong effort made to show each athlete their time no matter if they are first or eighth.
