3 RULE NO. 1 OFFICIALS AND THEIR DUTIES Section I The Game Officials a. Each game shall have two referees. They will be assisted by an official scorer keeper/statistician. Section II Duties of the Officials a. The officials shall not permit players to play with any type of hand, arm, face, nose, ear, head or neck jewelry. Religious headwear will be permitted as long as it is fastened tightly to the head and incapable of falling off the participant s head. b. In case there is a question about an error in the scoring, the officials shall check with the official scorer keeper/statistician at once to find the discrepancy. If the error cannot be found, the official shall accept the record of the official scorer keeper/statistician. Section III Elastic Power a. The officials shall have the power to make decisions on any point not specifically covered in the rules. b. The officials shall enforce all rules in accordance with the National Federation Rulebook. c. At any point of a game or season, the PHL staff and/or League Director can make any decision regarding the eligibility of any player for future games. RULE NO. 2 SCORING AND TIMING Section I Timing For Regulation Play a. Regulation play will consist of two 20 minute halves in which there will be a running clock. The clock will stop the last two (2) minutes of each half for any dead ball situation. b. The last minute (1) of the second half the clock will stop following a successful field goal attempt (Unless one team is winning by more than 20 points). c. If a team is winning by more than 20 points during the second half, the clock will not stop unless the deficit goes under 20 points. Section II Timing For Overtime Play a. The first overtime period of play will be two (2) minutes the clock will stop for any dead ball situation. b. The second overtime period of play will be one (1) minute. c. The third overtime period of play will be sudden death (No time will appear on the clock); the first team to score a point wins. d. The last minute of the first and second overtime periods the clock will stop following a successful field goal attempt. Section III Timeouts a. Each team is entitled to three (3) full timeouts during the duration of regulation play. Full timeouts will last up to 1 minute. Timeout length is subject to change, depending on the start time of the game. b. In the first overtime period, each team shall be allowed only one (1) full timeout regardless of how many timeouts they finished with at the end of regulation. c. There will be no timeouts allowed for the second and third overtime periods

4 RULE NO. 3 PLAYERS, SUBSTITUTES, AND CAPTAINS Section I Team a. Each team shall consist of five (5) players. b. No team may be reduced to less than five (5) players. If a player in the game receives his sixth (6 th ) personal foul, that player shall be disqualified from the game. If this will result in his/her team consisting of less than 5 players, the player will be allowed to remain in the game and will be assessed a technical foul. In addition the player will receive a technical foul for each subsequent personal foul after the 6 th. Section II The Captain a. A team may have a captain and a co-captain numbering a maximum of two (2). b. The designated captain is the only player who may ask an official or PRO Staff about a rule interpretation during a timeout charged to his team. He may not discuss a judgment decision. c. In the event that the captain is absent from the court and bench, the captain s team shall immediately designate a new captain. Section III Substitutes For Regular Season Play a. During regular season play, teams with five (5) or less players may pick up one (1) substitute player. Only one (1) substitute player is allowed per game in order for the game to count towards the season standings. Two (2) or more subs will result in a forfeit to the offending team. i. The substitute player must be approved by the court scorekeeper before the start of the game. The opposing team captain must be notified of the sub before the start of the game. ii. All substitute players must sign in as a sub and must provide the scorekeeper their full name. Subs are not permitted to sign in under another player s name. iii. Any falsification of player roster information may result in disqualification from the league for the offending team and a ban from future league seasons to the substitute player. iv. Substitute players should never be standout players for the division/team they are subbing for. All substitute players must be current members of the PRO Club in order to participate in the Adult Basketball League. v. Teams participating with ineligible players will forfeit games in which the ineligible player (s) participates. Section IV Substitutes For Post Season Play a. For post season play, teams with four (4) or less players may pick up one (1) substitute player. The substitute player must be approved by the League Commissioner at least 24 hours prior to the game. Only one (1) substitute player is allowed per game in order for the game to count towards the season standings. Two (2) or more subs will result in a forfeit to the offending team. All rules under Rule No. 3, Section III, sub categories (i.- v.) still apply during post season play

5 RULE NO. 4 FOULS AND PENALTIES Section I Individual & Team Fouls a. All players will be allowed six (6) personal fouls each game. b. Seven (7) team fouls per half equals a 1 & 1 free throw situation. Ten (10) team fouls or more in a half equals 2 free throw shots. Section II Free Throws a. Players may enter the lane on a free throw after the ball has been released by the player shooting. b. During free throws players must move up one spot on the free-throw lane with a maximum of three (3) players per side. Section III Technical Fouls/Intentional Fouls a. Technical fouls and intentional fouls are treated the same. Each will result in an automatic two (2) points and the ball out of bounds for the team not receiving the technical. b. A player receiving a technical foul must immediately go to the bench for a total of (5) game time minutes. During that time, the player is not interact with referees, opposing players, or staff. The scorekeeper will record the infraction. The player may re-enter the game at the first dead ball after the (5) minute penalty has elapsed. a. In the event that there is less than five (5) minutes remaining in the game the offending player will sit out the remaining game time and serve the full five (5) minute penalty at the beginning of their next game. c. A maximum of two (2) technicals for unsportsmanlike acts may be assessed to any player in a specific game. a. Any player receiving two (2) technical fouls before, during, and/or after a game will be ejected immediately. b. The offending player will also receive a two (2) game suspension. Specific games for suspension will be determined by the League Director. c. Any PHL staff can eject a player from a specific game if necessary. This can occur even if the player has not received two (2) technical fouls. See Rule No. 1, Section III - Elastic Power. d. A maximum of four (4) technicals for unsportsmanlike act may be assessed to any player in a season. a. Any player receiving four (4) technical fouls during one season will be suspended from the league for the remainder of the season (including playoffs). b. This can occur even if the technical fouls were earned playing for multiple teams in a season. c. The League Director can suspend a player at any point for the remainder of the season (including playoffs). See Rule No. 1, Section III - Elastic Power. e. A technical foul called for the following will not be considered an act of unsportsmanlike conduct: (1) Delay of game (2) Having a team total of less or more than five (5) players when the ball is in play (3) A player hanging on the basket ring or backboard (4) Shattering the backboard or making the rim unplayable during the game f. A technical foul shall be assessed for unsportsmanlike tactics such as: - 5 -

6 (1) Disrespectfully addressing an official (2) Physically contacting an official (3) Overt actions indicating resentment to a call (4) Use of profanity (5) A deliberately-thrown elbow (6) Taunting g. Excessive misconduct shall result in ejection from the game. Section IV Fighting & Excessive Behavior a. The PRO Hoops League does not tolerate any kind of verbal/non-verbal intimidation or excessive physical behavior towards referees, players, or staff. b. Players involved in these types of altercations will be ejected and suspended. There is absolutely no justification for fighting in a PRO Club game. The fact that you may feel provoked by another player is not an acceptable excuse. If a player takes it upon himself to retaliate, they can expect to be subject to appropriate penalties. c. Technical fouls shall be assessed to players for fighting. The participants will be ejected immediately. d. Any player who throws a punch, whether it connects or not, has committed an unsportsmanlike act. The offending player (s) will be ejected, suspended from the league, and their club membership may be revoked. RULE NO. 5 FORFEITS Section I Forfeit Rule a. It is the responsibility of all participating teams to have at least five (5) players at each game. This responsibility is to be taken on by the Team Captain. b. Please refer to Rule No. 3 Sections III and IV regarding subs. c. In event a team is unable to attend a game please the Commissioner 24 hours prior to the scheduled game time. The Commissioner will notify the opposing team of the cancelation. d. If a team cancels the game within 24 hours of the scheduled game time a cancelation fee of $10 will be assessed to each member of the team. e. If a team does not notify the Commissioner within 24 hours or no shows, a cancelation fee of $15 will be assessed to each member of the team. RULE NO. 6 OTHER AND PAYMENT Section I Payment a. League payment must be received by all participating players before their first game. Players may not play until they pay. b. It is the responsibility of all players to make payment before their first game; PRO Sports Club is not responsible and staff will not automatically charge player accounts. c. Refunds will only be issued for the following situations: 1) In order to receive a full refund you must cancel 24 hours prior to the league start date. 2) If a player is injured or has to relocate out of the Puget Sound area during the season and consequently misses more than half their games they will be refunded for the games they miss

7 Section II Other a. Alcoholic beverages are strictly prohibited in the Pavilion and all players must be sober to play. Offenders may face up to a one year suspension from all Pavilion activities
