4 LAKEWOOD YOUTH BASKETBALL (Boys and Girls, Ages 8-17) ELIGIBILITY: CLASSIFICATIONS Division: Players Who Have Reached Their: 8-9 years 8th birthday and have not reached their 10th birthday before June 1, years 10th birthday and have not reached their 12th birthday before June 1, years 12th birthday and have not reached their 14th birthday before June 1, years 14th birthday and have not reached their 18th (boys) birthday before June 1, years 14th birthday and have not reached their 18th (girls) birthday before June 1, All players must be listed on the team roster form and be on file with the Community Services Supervisor before taking part in a league game. Only the Community Services Supervisor or designee may add players to the team rosters. 2. A liability release form must be signed by the parent or guardian and be on file with the Community Services Supervisor before the first game in which a new player participates. 3. To be eligible for any All-City playoff game, players must be placed on the roster by February Assistant coaches must be officially added to the team roster, fingerprinted and approved by the Community Services Supervisor by January 26, to be recognized as a coach. NOTE: California Inter -Scholastic Federation (C.I.F.) Rules prohibit any boy or girl currently playing on high school varsity, junior varsity, Sophomore or Freshman basketball teams from participating on any other organized team in an organized league. 1

6 PLAYING RULES: National Federation of State High School Associations Rule Book shall govern play, except as it conflicts with these playing rules: 1. There shall be two (2) twenty (20)-minute halves. 2. The intermission between halves shall be five (5) minutes. 3. Forfeit Teams must have four players to start a game. Forfeit time is 10 minutes past game time. (Note: Game begins if team has four players at game time or after). 4. The clock shall run continuously, except for time-out and emergencies only, until the last 2 minutes. EXCEPTION: If at any time during the last two minutes of the second half, the difference in score is 10 points or less, regulation timing shall be used from that time until the end of the game. 5. Each team is entitled to three (3) time-outs per game and can be used at any time. Time-outs are 60 seconds in duration. 6. To start the game and each extra period, the ball shall be put in play in the center circle by a jump ball between any two opponents. In all other jump ball situations - including the start of the second half - the teams will alternate taking the ball out-of-bounds for a throw-in. The team not obtaining control of the original jump ball will start the alternating possession procedure. 7. In case of a tie score at the end of the regulation game time, play shall continue without change of baskets for as many extra periods as needed to determine a winner, with a one-minute intermission before each extra period. Extra period shall be two (2) minutes in length, and a regulation clock shall be used. 8. There shall be no backcourt guarding in boys' 8-9 and divisions, and all divisions for girls. When a team secures possession in its back court, the defensive team must immediately drop back behind the front court restraining line and remain there until the ball has been advanced to the front court. (The restraining line is three feet from the half-court line). Once a pass has crossed the center line it shall be in play for both teams. NOTE: It is impossible for the defense to gain possession before the ball crosses the half-court line unless the offense is guilty of a foul or violation or loses the ball out of bounds. 3

7 EXCEPTION: If at any time during the last two minutes of the second half the difference in score is 10 points or less, any legal defense (including back court guarding) may be used from that time until the end of the game. 9. Each player present and in good standing and arriving prior to the start of the game, will be guaranteed to play at least fifteen (15) minutes (at least three five-minute segments) of each game. Note: Players arriving with less than fifteen (15) minutes remaining in the game, shall not play. The first half, and the first 10 minutes of the second half, are divided into 5 -minute segments. The officials shall call time-out at the end of each fiveminute segment to allow for substitutions. Players may not sit out for two consecutive five-minute segments until the final ten (10) minutes of the second half (free substitution period). Players arriving late, must be inserted into the game upon the first five minute substitution period for which they are present. (Example: If a player arrives with 12:43 remaining in the first half, he or she must play at the 10:00 minute substitution time out). Substitutions may not be made during a five-minute segment (free substitution) until the ten minute mark of the second half. A player who must leave a game due to injury shall receive credit for completing the five minute segment. Players may be held out for disciplinary reasons only with the approval of the Community Services Supervisor or designee. 10. A player who has been injured and requires assistance from his coach or anyone else may remain in the game. 11. A player who is bleeding, has an open wound, has any amount of blood on his/her uniform, or has blood on his/her person, shall be directed to leave the game until the bleeding is stopped, the wound is covered, the uniform and/or body is appropriately cleaned, and/or the uniform is changed before returning to competition, unless a time-out is requested by and granted to his/her team and the situation can be corrected by the end of the time-out. 12. Three-point baskets may be scored in boys division when threepoint arc is marked appropriately on the court. 4

No player shall enter a marked lane space or leave a marked lane space by contacting the court outside the 36-inch by 36-inch space until the ball touches the ring or backboard or until the free throw ends. 14. A player occupying a marked lane space may not have either foot beyond the vertical plane of the outside edge of any lane boundary, or beyond the vertical plane of any edge of the space (2 inches by 36 inches) designated by lane-space marks. A player shall position one foot near the outer edge of the free-throw lane line. The other foot may be positioned anywhere within the designated 36-inch lane space until the ball has been released. 15. Bonus free throws will be awarded as follows: a. For seventh, eighth and ninth team foul each half, if first free throw is successful. b. Beginning with 10 th team foul each half whether or not first free throw is successful. 16. Players may not wear jewelry. 17. If both teams are wearing the same color jerseys or jerseys that are not easily distinguished, the visiting team (listed first on the schedule) will wear alternate jerseys provided by the park. 18. Protests must be made prior to the ball being made ready for play after the first dead ball on a protested ruling. At that time, protests will be settled by the recreation leader on duty. 5

9 INCLEMENT WEATHER PROCEDURE The following will apply to all games necessarily suspended after play has begun due to inclement weather or any circumstance preventing the contest from being played to completion: 1. The game shall resume at the point of suspension and played to completion at a later date determined by the Community Services Supervisor. 2. All details (score, possession of the ball, time remaining, etc.) shall be recorded by the officials and reported to the Community Services Supervisor for proper use upon resuming the game. 3. a) No minimum playing requirement is in effect for players who played in the original game but are not in attendance at the resumed game. b) Players present and in good standing for the resumed game may not sit out for two consecutive five-minute segments until the final ten (10) minutes of the second half (free substitution period). c) If the resumed game clock has less than fifteen (15) minutes, but more than ten (10) minutes remaining, all players sitting out at the resumption of play, must be entered into the game for at least one (1) live ball period at the ten minute mark. (EXAMPLE: If the resumed game has 12:43 remaining, then at the 10:00 minute mark of the second half the game officials will call a substitution time out; all players sitting out must be entered into the game until at least the next dead ball, signaled by the game officials). d) If the resumed game has less than ten (10) minutes remaining, no minimum play requirements will be maintained (free substitution period). 6

10 SMURF BASKETBALL (Boys and Girls, Ages 6-7) League rules will be the same as those in 8-9 Boys and Girls Basketball, except where specified differently: EQUIPMENT: 1. A 24" circumference basketball will be used. 2. Rubber-soled shoes should be worn. 3. The baskets will be eight feet high. PARTICIPATION: 1. Five players will play at one time. (Exception: If eleven players or more are present from one team, both teams will play with six players.) 2. Every four minutes there will be a substitution time-out, at which time, all players not playing the previous four minutes will enter the game. TIME: 1. There will be two 16-minute halves. 2. The clock will run continuously, except during the (two) allotted time-outs for each team and substitution time-outs. THE GAME: 1. A coin toss prior to the game will determine who will receive first possession. After that, possession will alternate between the two teams in held ball situations. 2. Each team's coach will act as an extra player on offense and bring the ball up the court. (The defensive coach will be positioned under the basket and will coach but not participate defensively.) 3. There shall be no back court guarding. When one team secures possession in its back court, the players on defense must immediately drop back to their assigned defensive zones. (See "Game" #8). 4. Upon entering the front court, the offensive coach must relinquish control of the ball within ten seconds. (Penalty for failure to do so is a violation). Once the coach has relinquished the ball, he may no longer participate during his team's possession and must stand in the center circle at midcourt. (Exception: if the offense re-secures the ball on a rebound outside the defensive zones, the ball shall be returned to the coach by his players and the ten-second count and play will commence again; once the defenders have been allowed to return to their positions. 7

11 5. Defenders in zones 1-3 may leave their zones for rebounds once a shot has hit the backboard or rim and may continue to defend against subsequent shots within the entire 1-3 region. 6. There will be no fast breaks. The offensive coach must dribble past the midcourt line trailing the ten players. 7. Offensive players may go anywhere within the front court they choose. 8. Defensive players will have assigned zone positions designated in and around the key (see diagram). 9. Following violations or fouls, all throw-ins must be made to the coach (Play reverts to procedures outlined in #4). 10. The visiting team will wear an alternate color jersey, if both teams share the same color jersey * Numbers 1-5 represent the five defensive positions. Number *6 represents the sixth player's position in the event one team has eleven or more roster players present at the game (see Participation #1). represents the free throw line. 8

12 VIOLATIONS/FOULS: Violations will be called based on whether there is excessive advantage due to the transgression of a rule. 1. All common fouls and violations will be taken out-of-bounds at spot nearest the foul/violation by the offended team. 2. On all fouls of players in the act of shooting, two free throws will be awarded. (Exception: If player makes the field goal, only one free throw will be awarded.) 3. Players leaving their zone on defense will be a violation. (Clarification: A player may reach into, but not step into, a teammate's zone.) 4. There will be no team fouls totaled or consequent bonus shots. 5. A player committing flagrant fouls will be banished for the remainder of the half. 6. If ten seconds after the coach has relinquished the ball, the offensive team does not attempt to shoot, a violation will be called for insufficient action. If the offensive team rebounds their own shot within the defensive zone, they will have another ten seconds to shoot, and so on. 9

13 3-ON-3 BASKETBALL (Boys and Girls, Ages 14-17) League rules will follow the Boys rules except as specified differently below: COURT: 1. Games will be played on a half court 2. All made baskets from within the three point arc will count as one point. Made baskets from beyond the three point arc will count as two points. PARTICIPATION: 1. Three players will play at one time. 2. Every player present and in good standing must play at least ten minutes. 3. All players sitting on the bench will enter the game at the five minute mark of the first half, and all players sitting out to end the first half will start the second half. If any players have not yet played their full ten minutes, they will enter the game at the five minute mark of the second half, otherwise free substitution will be allowed. TIME: 1. There will be two 10-minute halves, with a three-minute halftime 2. The clock will run continuously, except during the one allotted time-out for each team, substitution time-outs or injuries. 3. There is no shot clock. THE GAME: 1. The home team captain will shoot a free throw to determine who begins the game with possession of the ball. 2. To start each offensive possession, and after a dead ball change of possession (after a violation or foul), the ball will be checked in by the opposing team at the top of the key. After the ball is checked, the offensive team may dribble across the line to any point on the floor, but must pass the ball at least once before a shot is attempted. 3. The offensive team has five seconds to advance the ball across the three point line to start a possession. The defender guarding the offensive player who starts the possession cannot cross or reach over the three point line until the ball is either passed or dribbled across the line. Any other defenders can follow players across the line, but may not engage the ball until it is either passed or dribbled across the three point line. The ball is live once dribbling begins, so travel and double dribble rules apply. 4. On defensive rebounds, including air balls, and steals, either the ball or one foot of the player with the ball must completely clear the three point line before the defensive team becomes the offensive team. No shot may be 10

14 5. Defense can be played at all times. After a defensive player gains possession, the offensive team can steal the ball back. If the offensive team regains possession of the ball before it has been cleared by the defensive team, the offensive team does not need to clear the ball and can immediately attempt to score. A defensive player who gains possession of the ball through a rebound, steal or loose ball is not considered to on offense until the ball has been cleared. 6. If a defensive player gains possession of the ball and shoots and scores prior to a complete possession change, i.e. the ball being cleared, no points are awarded. It will be a turnover by the defense, and the ball will be awarded to the offense to be checked at the top of the key. 7. On all held ball situations, the ball is awarded to the defense and the ball is checked at the top of the key. 8. Three second lane violations will be enforced. 9. On shooting fouls, if the basket is made the basket will count and one free throw will be awarded. If the basket is missed, only one free throw will be awarded. Teams will not line up for free throws. The defensive team will be awarded possession at the top of the key after free throws have been attempted. Players have 10 seconds to release the ball after gaining possession on a free throw 10. Fouls are not player specific, but all count as team fouls. Players cannot foul out. 11. On the defensive team s seventh team foul per half, one free throw plus possession of the ball is awarded to the offensive team. On the defensive team s tenth team foul per half, one point is awarded to the offensive team plus possession of the ball. 12. On technical or flagrant fouls, the opposing team is awarded one point and the ball. 13. Stalling will not be allowed. The offensive team must initiate action or possession of the ball will be awarded to the defense. The official will enforce this rule anytime they feel a team is stalling. This is a judgement call by the official, and cannot be protested or argued. 14. Stalling can also be called on the defensive team for failure to check the ball in promptly. The official may issue a warning for the first defensive stalling violation. Technical fouls will be awarded for subsequent violations. In late game situations, the official can call an immediate technical foul. 15. If a player makes an unsportsmanlike pass to the offensive player on a check ball (e.g. intentionally throwing the ball off the players foot, etc..), the official may issue a warning or technical based on their own interpretation of the offense and the game situation (early or late in game, score differential, etc ). 11
