1 1. GENERAL INFORMATION 1.1. All matches played within the competition will follow the standard Netball rules as per the Netball Australia Rules of Netball 2012, unless otherwise stated in this document Schools are required to ensure a teacher from the qualifying schools accompany the team if they are travelling to matches. 2. ELIGIBILITY OF TEAMS 2.1. This is a school based Netball competition, and as such all competitors must be an enrolled student in the school they are representing A single school may enter a maximum of two (2) teams in the competition, however each player may only be registered and compete for a single team at any time during competition In circumstances where schools cannot provide a team on their own, two (2) or more schools may combine to form a Composite Team provided that their combined enrolments do not exceed 500 students. Combined schools must also belong to the same School Sports District. Please note, if nominating a composite team, the names of combining schools are to be indicated on the nomination form along with demographical details such as number of students of each school and geographical proximity Teams are restricted to a maximum squad of FIFTEEN (15) female players for the preliminary rounds. 3. ELIGIBILITY OF PLAYERS 3.1. Only players nominated in the squad are eligible to participate in both the Preliminary Rounds and Finals Series. There is no restriction on the number of games players are required to participate in Only TWELVE (12) players can be listed on the scoresheet to participate in any one game and only teams of 12 players will be permitted for the Final Series Players can only represent one (1) school for the period of the Vicki Wilson Cup competition. 1

2 3.4. Only players listed in the Preliminary Round Squad will be allowed to be named on the Finals Series Team List. However, if a player changes the school in which they are enrolled in between the Preliminary Rounds and Finals Series, that player is eligible to play in the Finals Series if her previous school was not involved in the Vicki Wilson Competition in that given year Players must be a maximum age of seventeen (17) years as of 31 December 2014, with the exception of no more than three (3) players who are a maximum age of eighteen (18) years as of 31 December All players must be in grade 12 or lower, regardless of their age, and must be registered student of the school, or combination of schools for composite team, they represent All team members are to be female All participants must abide by the Netball Queensland Code of Behaviour - refer to the Netball Queensland website ( 4. COMPETITION FORMAT 4.1. The VWC is competed over two rounds; these are the Preliminary Rounds and the Final Series Preliminary Rounds All nominated schools compete in the Preliminary Rounds to determine which team/s will proceed to the Final Series The Preliminary Rounds involve teams playing off against other schools from within their school sport region The structure, format and dates of the Preliminary Rounds are organised by the appropriate Regional Coordinator, who will be appointed by Queensland School Sport Final Series In 2014, 16 teams from 10 regions will proceed to the Final Series The 16 final series places are allocated to regions as follows: 2 x Metropolitan East 2 x Metropolitan West 2 x Metropolitan North 2 x South Coast 2 x Sunshine Coast 2 x Darling Downs 2

3 1 x Wide Bay 1 x Capricornia 1 x Northern 1 x Peninsula Teams will play a Seeding Round, which will then place them into four pools. Based on their accumulated points in the Pool Rounds the top two teams from each Pool will advance to the quarter finals whilst the lower two teams will compete for placing. 5. NOMINATIONS 5.1. Vicki Wilson Cup nominations open Wednesday 19 th March, and close COB Friday 16 th May, All nominations are required to be submitted to Netball Queensland The nomination cost per team is $70, and each school may enter a maximum of two (2) schools It is to the discretion of the relevant Regional Coordinator to accept late nominations The nomination fee is non refundable. The nomination form can be found on the Netball Queensland website ( under Play Netball, and School Competitions The school of the Regional Coordinator receives one (1) free team nomination. 6. TEAM SHEETS 6.1. For the Preliminary Rounds, team sheets which include details such as name and date of birth of all players must be submitted to Netball Queensland with the nomination form. Nominations will not be valid without a team sheet Replacement sheets must be sent to both Netball Queensland and the Regional Coordinator. If there are any additional players, a new replacement team sheet must be submitted to both Netball Queensland and the Regional Coordinator, a minimum of 24 hours prior the commencement of the match If a team qualifies for the Finals Series, they will be required to forward a Finals Series Team Sheet to Netball Queensland by COB Friday 19 th September, Breaches of these rules may result in the school being disqualified. 3

4 7. WITHDRAWALS 7.1. If a team chooses to withdraw from the Preliminary Rounds they must notify Netball Queensland, who will inform the Regional Coordinator. The nomination fee is nonrefundable If a team chooses to withdraw from the Finals Series, their spot will be given to the next highest placed team from the Regional Preliminary Rounds. 8. SCORESHEETS 8.1. The official scoresheet as supplied by Netball Queensland must be used for all matches in the Finals Series. All player names must be clearly identified on the scoresheet One scoresheet only is to be used per game. The Vicki Wilson Cup scoresheet is the official scoresheet and only the result from this scoresheet will be valid. Both team captains and umpires must sign the scoresheet at the conclusion of the game For the Preliminary Rounds the scoresheets will be provided by the regional coordinator. The finals series scoresheet will be provided by Netball Queensland The winning team must return the original scoresheet to the appropriate administration immediately after the completion of the match. Please complete all details on the scoresheet including date, time, venue and umpires. 9. DURATION OF MATCHES 9.1. Preliminary Rounds (managed by Regional Coordinators) The duration of the Preliminary Round matches are at the discretion of each Regional Coordinator. Consultation with competing teams on possible match durations and competition formats is recommended, with a majority rules approach to decision suggested Regional Coordinators are to inform competing teams of game duration and the Preliminary Rounds format a minimum of four (4) weeks prior to the competition commencing Finals Series (managed by Netball Queensland) The Final Series ONLY INVOLVES PRELIMINARY ROUND WINNERS AND, WHERE APPLICABLE, THE REGIONAL RUNNER-UP 4

5 Seeding Rounds In the seeding rounds, all teams will play in a group of 4 with teams randomly allocated. At the conclusion of these rounds, teams will be separated into 4 pools, based on their results in the seeding rounds All matches during the seeding rounds will be 2 x 8 minute halves, with a break of two (2) minutes at half time and two (2) minutes at full time for match changeover There will be no injury time given during the seeding rounds. If an injury occurs, time does not stop and the player will be required to leave the court as quickly and safely as possible. If an injured player is unable to be removed from the court and playing time expires, the score at that time will stand In the event of a drawn match, there will be a two (2) minute break, to confirm scoresheets and to allow substitutions. An extra two (2) minutes each way will then be played, with no change over time permitted. If after extra time, the match is still drawn, the match will continue and teams will play until a two (2) goal advantage is reached. Substitutions may only be made in the event of a drawn game during the initial two (2) minute break or in case of injury or as per Netball Australia Rule Pool Rounds Based on their seeding rounds results, teams will be divided into four (4) pools. During pool rounds all teams will play each other once within their allocated pool All matches during the pools rounds will be 4 x 8 minute quarters, with breaks between quarters of two (2) minutes and two (2) minutes at full time for match changeover If an injury occurs, time does not stop and the player will be required to leave the court as quickly and safely as possible. If an injured player is unable to be removed from the court and playing time expires, the score at that time will stand. There will be no injury time given during the pool rounds. 5

6 If scores are tied at the conclusion of the match the game will be deemed a draw Pool Round Points System Win Draw Loss 2 points 1 point 0 points In the event of two or more teams from the same pool finishing on identical points at the conclusion of the pool round competition, the higher placed team will be decided by applying the following criteria: Order 1 2 Criteria Result of matches played between the tied teams during the Finals Series pool rounds. In the event that this match was drawn, the order of merit shall be determined by goal percentages of the two (2) teams in matches played against all other teams within their pool round i.e. (goals for divided by goals against) multiplied by In the event of the goal percentage being equal, the team scoring the highest number of goals, accumulated throughout the Finals Series competition (both Seeding and Pool Rounds) shall be placed above the other team(s) Final Rounds At the conclusion of Pool play, each team will compete for an overall placing. The top 2 teams in each pool will advance to the quarter finals whilst the lower two teams will compete for a final placing All matches during the finals rounds will be 4 x 8 minute quarters, with breaks between quarters of two (2) minutes and two (2) minutes at full time for match changeover There will be no injury time given during the rounds. If an injury occurs, time does not stop and the player will be required to leave the court as 6

7 quickly and safely as possible. If an injured player is unable to be removed from the court and playing time expires, the score at that time will stand If scores are tied at the conclusion of the match, there will be a two (2) minute break to confirm scoresheet; substitutions are permitted at this time. An extra four (4) minutes each way will be played, with no change over time permitted. If after extra time, the match is still drawn, the match will continue and teams will play until a 2 goal advantage is reached Substitutions may only be made in the event of a drawn game during the initial two (2) minute break or in case of injury as per Netball Australia Rule Unlimited substitutions will be allowed in each match. 10. FORFEITS 10.1 Forfeits at any stage of the competition are strongly discouraged. If a team has to forfeit, they must notify the appropriate administration. The forfeiting team will receive 0 competition points for the game, and the opposing team will receive 2 competition points. 11. TEAM COLOURS 11.1 All players must wear the correct school netball uniform Schools should ensure that they have two sets of different coloured bibs at all matches to overcome the problem of opposing schools having uniforms that too closely resemble each other. In such an event, a coin toss prior to the match will determine the team that will choose the colour of bib they will wear. 12. MATCH VENUES AND TIMES 12.1 Preliminary Rounds The Preliminary Round matches will be determined by the Regional Coordinators and any enquiries regarding these matches should be directed to your Regional Coordinator. 7

8 The details regarding each regional Preliminary Rounds; venue, dates, times and format will be sent by the Regional Coordinator, to all nominated school contacts and also published on the Netball Queensland Website ( Final Series The Finals Series venue and matches will be determined by Netball Queensland 13. UMPIRES AND OFFICIALS All umpires must officiate matches as per the Netball Australia Rules of All matches must be controlled by nationally badged, independent umpires where possible Preliminary Rounds In the Preliminary Rounds, each school is responsible for the appointment of one badged umpire who is not associated with the team in any capacity Where a school cannot arrange a suitable umpire, please call your local netball association, who may be able to assist in providing an umpire; however if an expense is incurred it is the schools responsibility to make an payments and this is not reimbursed If a school fails to supply an umpire at the Preliminary Rounds, the Regional Coordinator may penalise the school in a manner they deem appropriate Final Series National badged, independent umpires will be supplied by Netball Queensland for the Final Series. 14. SCORERS Each team must supply one (1) scorer for each game, who is to sit with the opposing team s scorer for the duration of the match. The two (2) scorers should identify themselves to each other It is the responsibility of the first named team on the scoresheet to collect the scorecard before the start of the game Only one (1) official Vicki Wilson Cup score sheet should be completed and submitted for each match. This scoresheet is to be submitted to the appropriate administration by the winning 8

9 team immediately after the completion of the match.14.4 Please complete all details on the scoresheet including date, time, venue and umpires. 15. TIMEKEEPERS 15.1 Preliminary Rounds The Regional Coordinator will be responsible for organising the time keeping of Preliminary Round matches 15.2 Finals Series Timekeepers will be supplied by Netball Queensland for the Finals Series, who will control the central timing. 16. FIRST AID OFFICIALS 16.1 Preliminary Rounds It is the responsibility of competing schools to provide qualified first aid personnel at competition matches. It is the responsibility of the Regional Coordinator to ensure that this requirement is met during the Preliminary Rounds Finals Series Netball Queensland will provide medical personnel for the Finals Series. 17. EQUIPMENT Preliminary Rounds The Regional Coordinator must insure that all equipment required to carry out a match is provided Whether each team and/or the Regional Coordinator provide the equipment, is at the discretion of the Regional Coordinator in consultation with the competing teams. Equipment required includes: stopwatches, pens, score sheets, team sheets, player patches, balls, post pads, score board etc Finals Series Netball Queensland will provide all post pads, score sheets and match balls. 9

FINALS SERIES INFOMATION 18.1 Finals Series event information, draws and results will all be located on the Netball Queensland website Play Netball, School Competitions, then follow the links on the webpage Travel Subsidy For the Finals Series ONLY, teams that require accommodation and long distance travel to compete in the Finals Series may claim a travel subsidy through Netball Queensland The school representing the following Netball Queensland Regions in the Finals Series are entitled to claim the following Finals Series Travel Subsidy amounts: Wide Bay Region Up to $250 Capricornia, Northern and Peninsula Regions Up to $450/school In order for these schools to receive the Travel Subsidy, they must complete and return the Travel Subsidy Request Form to Netball Queensland by the stipulated date. The form can be downloaded from the Netball Queensland website ( Photography Netball Queensland will take photographs over the course of the Finals Series weekend - these will be placed on the Netball Queensland website Each student/player must fill out a Photograph Consent Form and return it to their school. Once the school has received all team members forms they must send through the Photograph Permission Form to Netball Queensland by COB Friday 19 th September, INSURANCE The Vicki Wilson Cup is a Queensland School Sport owned competition. While Netball Queensland manages the organisation and running of the competition, it accepts no responsibility or liability for any accident or injury that may occur while participating in or travelling to / from a competition. 10

11 20. PROTESTS AND COMPLAINTS All matters pertaining to an umpires ruling are not subject to appeal as per Rule of the Netball Australia Rules of 2013 The decision of the umpires shall be final and shall be given without appeal For the Preliminary Rounds, all protests and complaints are to be forwarded to the Regional Coordinator within 48 hours for the issues in questions arising. The contact details for Regional Coordinators will be published on the Netball Queensland website once finalised All protests and complains regarding the Finals Series should be forwarded to the Netball Queensland within 48 hours of the issue in question arising For more information, please contact your Regional Coordinator for inquires regarding Preliminary Rounds, and Netball Queensland or Queensland Schools Sports for inquires regarding the Finals Series. 11
