2 1. THE COMPETITION The competition shall be controlled by the Executive Committee. Duration of the competition shall be set by the Executive prior to each season. COMMENCEMENT OF COMPETITION MATCH a) The central timer shall signify the beginning and end of each quarter BUT the game will start and finish on the Umpires whistle, and shall apply to all quarters or halves. b) Play must commence at the time set down in the fixtures, except in extenuating circumstances. This will be determined by the Executive Committee. c) Players may not take the court unless attired in the approved uniform. d) A team may commence a match with no fewer then five [5) players. e) Every match shall consist of four [4) fifteen [15) minute quarters or as determined from time to time, which will be timed at Central Control f) No injury time will be added. g) Should an injury occur, or a position is vacant, reserves may take the court at any time during the games providing they comply with the regulations and rules set out in the Netball Rule Book.. 2. SCORE SHEETS a) The names of players shall be printed on the score sheet prior to the score sheet being received by the Games Secretary or Assistant Games Secretary at the completion of the game. In the event of change of family name that can be verified no loss of points will be incurred. b) The scoring will be the responsibility of the first team named on the draw for each game. Each team is responsible for providing one competent scorer for the game. One scorer is to score for the whole game with the other to stand with the scorer for verification. c) All score sheets to be signed by BOTH CAPTAINS, BOTH UMPIRES AND SCORERS at the end of the match. Umpires to ensure the total of goals scored are circled. d) It is the responsibility of the winning team to return the score sheet to the place indicated by the Game Secretary or Assistant Game Secretary as soon as possible at the conclusion of the game. 3 e) Should a team fail to return their score sheet an Executive of the Club concerned will be advised enabling them to hand it to the Games Secretary or the Assistant Games Secretary before the close of the day. f) Once the score sheets are handed to the Games Secretary or the Assistant Games Secretary they will be recorded as written. g) No protest shall be accepted for incorrect scores. 3. POINTS Points will be allocated as follows; a) Three (3) points for a win. b) Two (2) points for a draw. c) One (1) point for a loss. d) Three (3) points for a bye. e) No (0) points for a loss on forfeit. 4. PENALTIES Points will be taken away if any of the following occurs; a) Any points allocated for an incorrect Association substitution which includes; 1. Subbing the incorrect number of players into one game. 2. Substitute player not signing the score sheet correctly. 3. Player exceeds substitutions allowed into a particular team. b) Three (3) points if a winning team plays an unregistered, unfinanical player or an illegal substitution. These points are then awarded to the losing team. c) One (1) point if a losing team plays an unregistered, unfinancial player or an illegal substitution. d) Three (3) points if a winning teams fails to return completed score sheet to the Games Secretary or the Assistant Games Secretary before the close of the day. e) The team responsible for scoring MUST make sure that the top of the score sheet is filled out correctly. EG Team Name and Division. Failure to do so will result in the loss of competition points received for that game. Note : Teams must check their points weekly. If errors are noted appeals need to be in writing from the Club Secretary to both the Association s Secretary and Game s Wyong District Netball Association Inc - Competition Policy Revised 12/12/2016 Page 3 of 7
4 Secretary. Points appeal process has two weeks from the date of the game in dispute. WDNA Executive will deal with the appeal before the next round of competition. 5. FORFEITS a) A team shall receive a forfeit when: 1. The opposing team fails to field at least (5) players. 2. The opposing team is more than (5) minutes late for the game. 3. The opposing team fails to complete a match commenced. b) Teams receiving forfeits must fulfill umpiring duties as scheduled. c) Each team will be allowed the maximum of two (2) forfeit matches throughout the competition season without penalty. On the 3 rd occasion the forfeiting team will be fined $50. Each subsequent forfeit will also incur a fine of $ SUBBING PLAYERS FROM ANOTHER TEAM a) Subbing players from a LOWER DIVISION OR AGE GROUP. b) If a team is unable to field a team of seven players, they may borrow from a team of a lower grade or age group WITHIN THEIR OWN CLUB. c) The borrowing team must field at least three (3) ORIGINAL PLAYERS. d) The maximum number of borrowed players shall be TWO (2) into any one game. e) If a registered player arrives after a subbed player has been used the original player may replace subbed player but not until an interval i.e. quarter, half or three quarter time or when play is stopped for injury or illness. Once a registered player has replaced a subbed player that subbed player may not retake the court except in the event of injury or illness. f) A player can only sub up into a particular team TWICE. They will not be eligible to sub into the same team a third time. The consequence for this action is a loss of points to the team concerned. g) The name, team name and grade of the player being used as a substitution must be written on the score sheet before the player takes the court. This is the team s responsibility. h) The borrowed players must be eligible to play their own game. Wyong District Netball Association Inc - Competition Policy Revised 12/12/2016 Page 4 of 7
5 i) FORMAT for eligibility to sub into a team shall be decided by the Executive Committee prior to the commencement of the competition. J) Subbing is NOT permitted during the Semifinal, Final or Grand Final series. k) Representative teams may sub from squad players within their age group. 7. WET WEATHER a) The decision on whether or not games will be played will be made by three (3) members of the Executive. b) If a game is called off after half time by the Association or the agreement of both teams the score counts. If the game is not called off by the Association and both teams agree not to continue playing before half time that game will be counted as a forfeit for both teams. If the game is not called off by the Association and one team chooses to play, the opposing team must play or forfeit. c) Wet weather format for playing wet weather games will be decided at the A.G.M. 8. SEMI FINALS AND GRAND FINALS a) Semi-Finals, Finals and Grand Finals matches to be of ONE-hour duration and shall be played on three separate days. b) The Semi-Finals, Finals and Grand Finals shall be played regardless of weather, except in extenuating circumstances, such as electrical storms. In the event the game is ceased for a period of 30 minutes after which a decision is made NOT to continue, the game shall be played on the 1st following dry Saturday or Sunday. In the event of a complete washout, games shall be played the following SUNDAY or the 1st dry Saturday or Sunday. c) Semi-Finalists shall be the teams in each grade with the highest number of points. When two teams have an equal number of points, and then the position shall be decided on goal averages, based on the number of competition matches played by each team i.e. Goals scored for, divided by goals scored against, x 100, divided by the amount e.g. games played. A win on forfeit is not classed as a game for these purposes however a loss on forfeit will be. Wyong District Netball Association Inc - Competition Policy Revised 12/12/2016 Page 5 of 7
6 Before participation in Semi Finals, Finals and Grand Finals all competition divisions MUST have completed one full round. d) In SEMI-FINAL games, the MINOR semi-final shall be between three and four, and the Major semi-final shall be played between one and two. The FINAL shall be played between the WINNER of the MINOR Semi- Final and the LOSER of the MAJOR semi-final. The winner of the MAJOR Semi-Final will go straight into the Grand Final. The GRAND FINAL shall be played between the WINNER of the MAJOR semi-final and the WINNER of the FINAL. e) In a division of NINE (9) or more teams, semi-finals MAY consist of the first top four teams playing "A" semi-final and the next four teams playing "B" semi-final. This may be determined, if necessary, at the beginning of the competition season. f) In the event that scores are tied at full time for SEMI-FINALS, FINALS and GRAND FINALS, extra time will be played to determine a winner. The following procedure will apply: i) There is an interval of up to 4 minutes at the end of full time. ii) Extra time consists of two halves of equal length; not exceeding 7 minutes each, with a half time interval of 1 minute. Team change ends at half time. iii) The first centre pass is taken by the team entitled to the next centre pass. iv) In the event of a tie remaining at the end of the extra time, a visual sign is placed at the official bench to indicate that play will continue until one team leads by two goals. If scores are tied at the end of the Grand Final game, in junior teams 12 years and under they will be declared joint premiers. No extra time will be played. g) Before participation in Semi-Finals, Finals and Grand Finals, all players shall have played in FIVE (5) POINT SCORING COMPETITION MATCHES. Games won on forfeit do count as point scoring matches. A competition match that is abandoned because of wet weather shall count as a competition match for the player but shall not be included in goal averages. h) The goal averages shall be - The number of goals scored by a team, divided by the goals scored against, x 100, divided by the number games played. 9. PRESENTATION OF TROPHIES The format for presentations functions for the presentation of trophies to be decided by the Executive Committee. 7 The following trophies may be awardeda) Winners, runners up and coaches in each grade b) Most Valuable Player c) Outstanding Senior Volunteer d) Outstanding Junior Volunteer e) Senior Sports Girl of the Year f) Junior Sports Girl of the Year g) Umpire of the Year h) Junior Umpire of the Year i) Any alternative individual awards as determined by WDNA executive. j) Age definitions as per NNSW Registration types. Clubs, Executive and Individual members are asked to submit nominations for the awards in writing at a date determined by the Executive each year. The Executive is to make the decision by secret ballot. If there is not a majority of yes votes for the nominee then this nomination would be invalid. It can; however be someone other than the persons nominated if the executive feel there is a worthier contender. Members of WDNA shall be eligible for nomination as Outstanding Volunteer for services beyond their official duties.
