CODE OF CONDUCT POLICY In an effort to promote good sportsmanship, Battle of the States National Youth Football Tournaments, Inc. has pledged to enforce a code of conduct that we hope will ensure the physical and emotional well being of all its participants. Our goal is to ensure that all of our participants will thrive in an environment where respect, team play, and camaraderie abound. Battle of the States Classic, Inc. recognizes the physical and aggressive nature of the sport and, as such, we recognize the need for control. As parents and coaches, it is our responsibility to lead by example. Therefore, all parents and coaches are responsible to read and sign this Code of Conduct and to adhere by it. All participants who are deemed to be in violation of the Code of Conduct are subject to suspension and/or expulsion from the program. Parents who are found to be in violation may be barred from attending future games and/or forfeit their child s right to participate in the program. Such offenses that may warrant suspension or expulsion are as follows: 1) Abuse of a game official, coach, league officer, player, or spectator, whether it is verbal or physical, including but not limited to swearing, violence, obscene gestures, and other aggressive/inappropriate behavior reported to Battle of the States Inc. 2) Gross misconduct, including but not limited to fighting with an opposing player on or about the playing fields Battle of the States Classic Football tournaments. 3) Intentional acts that could result in bodily injury or emotional harm to any person on or about the playing fields of Battle of the States Classic Tournaments. Coaches will be responsible for routine discipline of minor infractions as they incur within their own teams. Any infraction that cannot be controlled at the team level or that the coach believes warrants, will be referred to the President for further action. Coaches are to place the emotional and physical well being of his players ahead of his desire to win. Coaches will lead by example in demonstrating fair play and sportsmanship to his players. Swearing and excess physical contact will not be tolerated and complaints of such shall be referred to the President for further action. Parents and other spectators are expected to express their enthusiasm positively during games. Any negative expressions (booing, jeering, etc.) will be considered in violation of this code. Furthermore, parents/spectators are not to approach coaches during or immediately after a game with questions or complaints relative to playing time, positions, game strategy, etc. These matters should be taken up in a private conversation at a later (and less emotional) time. Battle of the States Classic hopes to enhance the development of its participants. Our goals are to benefit the children who choose to participate. The above guidelines are set as a reminder that as parents and coaches we are to act as positive examples for our children to follow. With your help, these disciplinary measures may never need to be imposed. 4 Head Coach Must Sign & Complete this Form ACCEPTANCE OF RESPONSIBILITY I, as the Head Coach or Trip Manager of the youth football organization participating at the 2015 Battle of the States Classic Championships under the name from the City of and the State of do hereby accept full legal responsibility for participation by all minors involved with this youth football team in attendance at or their transportation to, during and from the Longhorn Classic Championships. Our team has been advised by Team Texas Longhorns Assoc. to obtain individual permission forms giving each minor permission to travel with the team to the Battle of the States Classic Championships, as well as making each minor s parent legally responsible for actions that their child may undertake during the Longhorn Classic Championships. This Battle of the States Classic Championships Acceptance of Responsibility holds harmless Dwight Dabney to include but not limited to: accidents, illnesses or injuries to any member of this team, its cheerleaders, coaches, parents or other adults or children associated in any manner with this football organization during this time period, including the required travel to, during and from the Battle of the States Classic Championships. Also, if our team elects to stay at local hotels/motels, I the undersigned, also accept full responsibility on behalf of my organization for payment of services and/or any damages caused by any member of our group. Also, I agree that I will make all reasonable efforts to assist Dwight Dabney in any means needed. I, the undersigned, do hereby further state that all team members and team followers attending the Battle of the States Classic Championships with our team have been made aware of the risks and inherent dangers that attending or playing in any youth contact sport may incur. 7 Battle of the States Invitational Rules & Regulations (Limited Registration) Ages as of August 1, A (ages 7-8) Max Offense Back Weight 105 lbs 2A (ages 9-10) Max Offense Back Weight 125 lbs 3A (ages 11-12) Max Offense Back Weight 145 lbs ***No Weight Limit for Offense or Defensive Lineman*** All Players over the Max Offensive Back Weight will be marked as an X-man All X-man players will have a black X taped to back of Helmet Game Clock: All Games will consist of four (4) quarters. Each quarter will be ten (10) minute running clock w/ a 5-minute half time. Games will not end in a tie. Both teams will go into overtime. Ball will be placed on the 10-yard line, and each team will have four plays to score. If neither team scores then the winner will be determined based on penetrations Scoring: A Touchdown is worth 6 points, and extra point (run = 1 point) pass or kick = 2 points Center Protection: All Tournament levels will have the center protected on declared punts, field goals, and extra points. Rushing will only be allowed in gaps on either side of center at all times. This Rule is on Special teams ONLY X-Man Rules: An X-Man can only play the offensive positions of center, guard, or tackle. He can also act as kicker or punter as long as he abides by the punting and kicking rules outlined herein. He may not be in a position that would otherwise make him an eligible receiver. An X-Man can line up in the tight end position but is not an eligible receiver. An X-Man may line up at any position on the defense, but cannot advance the ball either by running or passing it. In the event that an X-man takes possession of the football (e.g. recovered fumble, intercepted pass, received kick etc.) The ball is declared dead at the point. Punting: An X-man can punt the ball. However if an X-man is acting as punter he must punt the ball. In the event that he does not punt the ball, but rather tries to advance the ball beyond the line of scrimmage by running, passing, handing or pitching to a teammate, the ball will be declared dead at the line of scrimmage with a loss of down. Special 1A (ages 7-8) Punting: A team cannot rush the punter. If they do, they will be given a five (5) yard penalty with a replay of the down. The punting team must stay in position until the ball is punted. Any 1A (ages 7-8) only football team may elect to do the 30 yard walk off punt.
8 Special 1A Rule: Each team will be allowed to have one coach on the field at all times in the Flag and 1A divisions. Blocking Rules: *Crack back blocking is allowed, but has to be above the waist. There will be no blocking below the waist at any time. Time Outs: Each team will have two time outs per half; in the case of overtime each team will be awarded one timeout. Bench Area: The Bench Area is reserved for participating players and team coaches (not to exceed six (6) per team). Five (5) coaches and one water boy. All coaches and water boy must have sideline pass to enter sideline area. Security will be at checkpoint of each sideline at all games. The general vicinity of the playing field will be clear except for the presence of ambulance, stadium security personnel and conference officials. All spectators, including players from other teams, shall view the game from roped areas or bleachers. The first violation of required pass will result in a warning being issued to the head coach of the team involved. The Second violation and all subsequent violations in the same game shall result in a ten (10) yard penalty. If any individual continually refuses to abide by this rule, it is the home organizations responsibility to contact whatever municipal, or law enforcement agency necessary to have the individual removed from the premises. Time between Plays: Once the ball is marked ready for play, the offensive team has a maximum of 25 seconds to snap the ball. Uniforms: All Players must be uniformed the same. All Teams are Guaranteed 2 games

Players will not be allowed to participate in the tournament if the arm band is removed. All teams are required to have all certification documents in a notbook.
