1 2015 M-NCPPC BASKETBALL PROGRAM (REVISED 12/9/14) (FOR LEAGUES: 8, 10, 12, 14, AND 17 YEAR OLD) These rules and regulations where applicable, are in effect for the SPORTS, HEALTH, AND WELLNESS DIVISION S BASKETBALL PROGRAM and apply in conjunction with the rules currently established by the High School Federation. ABSENT PLAYERS: AGE CUT-OFF: AGE GROUPS: ALTERATIONS: AWARDS: BASKETBALLS: CANCELLATIONS (FOR WHAT): Coaches who have players that missed two (2) consecutive practices are not required to play that player in the upcoming game. However, if the player is allowed to dress and sit on the bench then the SUBSTITUTIONS rule is in effect. Any coach who decides not to play a participant using this rule must notify the parent(s) and fulltime facility staff prior to game day. The age cut-off date is based on December 31 ST of the year in which the league registers. If registration warrants, each age category will have a Boys and Girls Division. All teams are allowed to be co-ed. 7 & 8 year-olds 9 & 10 year-olds 11 & 12 year-olds 13 & 14 year-olds year-olds Teams will not alter or modify the basketball jerseys in any fashion. Every participant who successfully completes the league will receive a certificate for his or her participation. Trophies will be provided to championship teams. See Special League Rules. Games may be cancelled under the following conditions: 1) Unsafe floor conditions or insufficient heat in building, etc. 2) Hazardous weather conditions 3) Unavailability of officials. 1

2 CANCELLATIONS (POLICY) It is the policy of the Basketball Officials Association that if the Sports Office has canceled games for inclement weather, they cancel officials for ALL Commission s programs. CANCELLATIONS (WHO TO CALL): In the event of inclement weather, the League will operate under the Commission's Weather Related Closing Policy. Notification of program cancellation can be sent directly to your cell phone by registering on nixel.com and will be listed on the website ( ) and recorded on the Sports Hot Line ( ). If the games have been canceled, the coaches should notify their players/parents. Closure announcements for Commission facilities are given to the local radio and television stations. A CANCELLATION (WHO DOES IT): Games at a Center may be cancelled or postponed by the Center s Facility Director, Regional Manager, or the SHWD Commissioner. CLOCK AND SCOREBORD: The host facility will provide the official clock and scoreboard (in good working order). CLOCK (STOPS): CLOTHES STORAGE: The clock will only stop on time outs, foul shots, injuries and for 20 seconds to replace a player that has fouled out of a ballgame. The clock stops on every dead ball possession in the final one (1) minute of the second half. Home teams and host facility staffs are not responsible for providing storage space for the clothes and belongings of their opponents. Teams should arrive dressed, ready to play. Coats and all other belongings should be placed under the player s bench. 2

3 CONDUCT: Yelling at and/or challenging a referee by a parent, coach, or player will result in a technical foul being assessed to the associated team. Continued disciplinary problems may result in the violator s removal from the facility. DISCIPLINARY ACTION: Disciplinary action may be taken against any player, coach, team, and/or community center for unsportsmanlike conduct, falsification of rosters, or any other acts that may be considered detrimental to the Inter- Center Basketball League. Appropriate action will be levied by the League Commissioners, consistent with the severity of the action and may vary from the forfeiture of any given contest to expulsion from Inter-Center League competition. Expulsion can be on a first offense. It shall be clearly understood that in addition to the above item, that the assigned coach shall be held responsible regarding all actions of that team whether it be home or away, whether it be before, during or after the game, and whether it be on location or in transit. It will be expected that the Facility Director/ League Commissioners will levy the appropriate action for any complaints that are confirmed and verified as detrimental to the league's operation. Any coach or player ejected from a game for unsportsmanlike conduct will automatically be suspended for the next scheduled game and could be expelled from the league for the duration of the season, subject to review by the League Commissioners. A full-time staff person may fill in during a coach s absence during that game only. Any coach that does not fairly play all team players will be subject to suspension by the League Commissioner. All coaches will be required to sign a Coaches Conduct form. 3

4 DOCUMENTATION: GAME TIME (SCHEDULE BEHIND): Submitted rosters must be accompanied by a copy of each player s birth certificate who is registering for the first time with the ICB Program. In addition, the roster will be accompanied by a signed Code of Conduct Form, the coach s Volunteer Form, New Coach s Disclosure Form, and acceptable Coach s Certificates. Game time is the time designated on the schedule unless the schedule has fallen behind. If the games are behind schedule, then the warm-up period between games become five (5) minutes. ELIGIBILITY: Each league participant must pay a $50 registration fee, have a valid Center ID Card and be a Prince George s County resident. The ID card number must be on the roster beside the player's name. A copy of the ID card must be attached to the rosters. In addition, each player on the roster must have a birth certificate, passport or a Maryland non-driver s ID ($10 at the Dept. of Motor Vehicles) to verify their age for sanctioning. All players must be sanctioned. All players must bring Center ID Cards to participate in the Playoff games. PLAYERS MAY NOT PLAY WITH PGCB&GC, MIDDLE, OR HIGH SCHOOL BASKETBALL TEAMS while participating in the ICB League. EJECTION (PLAYER/ COACH): FIRST AID KITS: A player or coach who is ejected from a game, for any reason, is ineligible to play in the next SHWD sanctioned game. Coach must leave the facility immediately after ejection. The player(s) will not be permitted to leave the facility until the game is over. Each host facility will provide a First Aid Kit for injuries, to include ice or ice packs. 4

5 FORFEITS (GRACE PERIOD): FORFEIT (COACHES ABSENT): FORFEIT (FOUR PLAYERS): THERE IS NO GRACE PERIOD. Games will begin at the scheduled time. The program allows for a head coach, one assistant coach and one team coordinator. At least one of these individuals must be present to start a contest, the team without a coach or authorized staff person will get until the end of the first period for the coach to arrive and will forfeit 1 pt per minute until he/she arrives during that first period, no exceptions. Designated MNCPPC staff may stand in for an unavailable coach with authorized approval from a fulltime staff at the facility. If a coach or MNCPPC staff does not arrive by the end of the first period the team forfeits. Play cannot begin until a coach is present. If a team lacks five (5) players at start time, they may begin the game with four (4) players. However, the team with four (4) players must have their fifth player by the start of the second period; and that player must be on the authorized team roster. FORFEIT: GAME LENGTH: GAME TIME (SCHEDULE BEHIND): GYM FLOOR MAINTENANCE: Any team charged with two (2) forfeits during the season can be dropped from the program Each age group plays four (4), eight-minute (8) quarters with a running clock. Game time is the time designated on the schedule unless the schedule has fallen behind. If the games are behind schedule, then the warm-up period between games become five (5) minutes. The host facility is responsible for ensuring that the floor is swept and maintained in a safe condition. It may be necessary to sweep the floor between games or during halftime. 5

6 GYM SET UP: HALF TIMES: The host facility s staff is responsible for setting up the gym at least one half (1/2) hour before the first game. Each game has a three-minute (3) half time. NUMBER OF GAMES: Each team will be scheduled a minimum of eight (8) games. MAKE UP GAMES: MERCY RULE: OVERTIME (LENGTH): PRACTICE (COORDINATION): PRACTICE (HOW LONG): OVERTIME (PRESS): PLAY TIME (PLAYERS): PLAYING TIME (FORFEITS): 6 Make-up games will be scheduled on weekends or select weeknights. The Mercy Rule of (20) or more points is in effect at all times. Score clock will be turned off. Each overtime period(s) are four (4) minutes in duration. No game can end in a tie. Practice times are coordinated with the Facility Director or their designee. Each team is allowed to practice a maximum of two (2) hours per week. Facility Directors must strictly enforce this rule. During overtime periods, teams may press the entire period. Each player on the roster, who is in uniform and on the bench, must play at least one (1) quarter, the equivalent of eight (8) minutes, four (4) consecutive minutes per half. The exception to this rule is due to injury or disqualification for fouls or unsportsmanlike conduct. Injured players may continue their minutes when they are able to play. If a player(s) have not played 4 minutes by halftime the game is automatically forfeited. If a player doesn't play (8) minutes per game the result is a forfeit.

7 PLAYING TIME (NOTIFICATION OF): POST SEASON PLAY: PROTESTS: The official scorer will advise all coaches of any players that have not played by the half. Players must play in at least (3) of regular season games to be eligible to play in the playoffs. The tournament(s) will consist of all teams. Teams will be seeded according to divisional record. Every team makes the playoffs. The site coordinator or fulltime facility staff decides on all age and eligibility protests. Only age/participant- related issues are open to protest. The calls of the officials are final and not subject to protest. If there are reasons that a decision cannot be made at the time of protest, the game will be played under protest. The protesting party must submit a protest in writing to the League Commissioners within three (3) business days. Failure to meet this deadline will void the protest. Playing under protest may result in an official LOSS in the league standings. REGISTRATION (COACHES KIDS): REGISTRATION (INFORMATION): REGISTRATION (PRIORITY): Once a center selects an individual to coach a team the center may reserve position(s) for that coach s or assistant coach s child/children. However, the reservation of position(s) is only applicable to the team the individual is selected to coach. The coaches children must be properly registered participants in the program. Registration is conducted in accordance with the informational flyers published by the Sports, Health, & Wellness Office. Registration is accomplished on a first come, first-served, walk-in only basis provided all required information is presented at this time. Spots will not be held. 7

ROSTER (COMPLETE): ROSTER (OFFICIAL): ROSTER (LIMITS): ROSTER (SIGNATURES): SCORE KEEPER S EQUIPMENT: SCOREBOOKS: Each Community Center will register participants for their respective teams. The participant being added to a roster must be the next individual on the Center s waiting list. The individual may not have played or been signed up with another team in the SHWD Program. The individual must have had all the required registration paper work already completed and a valid ID card already purchased. Changes to a roster from the Center s waiting list may occur until the last three (3) games of the regular season to be eligible for the playoffs. Any additional players have to be submitted the Thursday before that weekend s game. ONCE A ROSTER IS SUBMITTED TO THE AREA REGIONAL MANAGERS IT IS CONSIDERED COMPLETE. Any additions to the roster must come from the Center s waiting list. An official approved roster shall be submitted for each team entered in the SHWD Program. Rosters are limited to 12 players per team. The coach, Facility Director and Regional Manager, must sign rosters. These signatures serve as verification of the eligibility of the players listed on the roster. A scorer s table is provided and placed at half court on the side opposite the spectators seating. The table will have chairs for the two officials, the official scorer, the timer, and the Site Coordinator. The SHWD will provide two (2) official scorebooks. 8

9 SPECTATOR SEATING: THREE-POINT SHOT: TIEBREAKERS: TIME OUTS: UNIFORMS (JEWELRY): UNIFORMS (SAFETY): UNIFORMS (SHIRT REVERSAL): UNIFORMS (STYLE/COLOR/NUMBERS): For safety purposes, no spectators are allowed to sit directly behind the baskets or along the baselines under the baskets. No spectators are allowed on the teams benches. The three-point shot is in effect for all age groups. Teams that finish with the same win/loss record at the end of regulation play will have their tie broken using the following methods: 1) Head-to-head results; 2) Coaches Choice Matrix, or 3) Coin Flip Each team gets three (3) time outs per game. They receive one (1) time out per overtime period. All time outs are 60 seconds. Unused timeouts in regulation play are not transferable to overtime periods. Participants may not wear any type of jewelry during warm ups or actual competition. Bows, barrettes, beads, and earnings are not acceptable. Participants may not wear pants or shorts that contain belt loops or pockets during athletic contests sponsored by the SHWD. Turning pants/shorts inside out or taping the pockets is not an acceptable alternative to this problem. The home team is responsible for reversing their shirts to the opposite color if both teams are wearing the same color. Home teams are designated on the official schedule. Uniform shirts are provided by the SHWD on behalf of the respective Centers. Uniform shirts are shirts identical in style and color. All players will wear uniform shirts with numbers to distinguish participants. Numbers are required on the front and back of the shirt. Basketball shorts should be the same color or similar for the entire team. 9

10 COACHES: ASEP TRAINING: COACHES ID: Teams are allowed a head coach, assistant coach and/or one team coordinator. All must receive a background check and entered into the Samaritan system at the community center. All youth coaches are recommended to take the American Sports Education Program online course at Coaches are required to have a MNCPPC Smart Link ID card before the season starts. Stop by any staffed recreation facility and bring appropriate identification. Driver s license, MVA card, passport military ID or government-issued ID are accepted. LEAGUE WEBSITE: sketball_2014_

11 SPECIAL LEAGUE RULES GENERAL RULES (ALL AGE GROUPS) TECHNICAL FOULS (educational): TECHNICAL FOULS (UNSPORTSMEN LIKE CONDUCT): TECHNICAL FOULS (PLAYER OR COACH EJECTION): The only time a game will be forfeited behind technical fouls is if a team receives three technical fouls for unsportsmanlike conduct. Educational technical fouls will result in the opposing team shooting two foul shots and receiving the ball out-of-bounds. An automatic forfeit occurs when a team receives three (3) unsportsmanlike technical fouls (personal or team) in any given game. If this occurs, the team is also suspended for the next scheduled game. A player who receives two (2) technical fouls, in the same game, is ejected and must sit next to the coach for the remainder of the game. Due to safety reasons, this player will not be asked to leave the gymnasium. (See the EJECTION (PLAYER) rule above.) SPECIAL RULES FOR 8 AND 10 YEAR-OLD S LEAGUES ONLY BALL SIZE (7-8 YEAR OLD LEAGUE): 7-8 Year Old League Only The participants in the 7 8 Year-Old league will use the smaller Baden 115 or equivalent size basketball. BALL SIZE (9-10 YEAR OLD LEAGUE): 9-10 Year Old League Only The participants in the 9 10 Year-Old league will use the regulation size women s basketball

12 EXTENSION OF DEFENSES: Teams may not extend their defense to, or beyond, the half-court line until the last two (2) minutes of the fourth quarter. A press is defined as any defensive pressure applied to the ball or team trying to advance the ball over the half court line. A press may be half-court, three-quarters court, or full-court. FOUL SHOTS (7 & 8 YEAR-OLD ONLY): When shooting a foul shot, the shooter may shoot from a line located half way between the foul line and the circle in front of the foul line. However, the shooter is not allowed to rebound the ball in the case of a miss. (The host facility will mark off and install the line. FOUL SHOTS (9 & 10 YEAR-OLD ONLY): When shooting a foul shot, the shooter may cross the foul line after the ball has left his or her hands. However, the foul shooter is not allowed to attempt to rebound the ball until the ball has touched the rim. SPECIAL RULES FOR 12, 14, & 17 YEAR-OLD S LEAGUES ONLY PRESS: Teams in the 12, 14 and 17 Year-Olds leagues are allowed to press the entire game, unless one team is ahead by 20 points or more THE MERCY RULE.
