1 Saturday, December 3, 2016 Sheridan, Noblesville, Cicero, Arcadia, Atlanta, Carmel, Fishers, Westfield Vol. 3, No. 239 TODAY S WEATHER Mostly cloudy today and tonight. HIGH: 41 LOW: 31 Common Council resolutions on Noblesville Fieldhouse The City of Noblesville announced today that the two separate resolutions planned to be presented to the Noblesville Common Council on Dec. 6 regarding Noblesville Fieldhouse, the new youth sports facility, and plans for Finch Creek Park, the city s sixth public park, have been postponed until the next meeting on Dec. 20. The resolutions, if approved, will enable Kenley to chair Senate Committee on Appropriations State Sen. Luke Kenley (R- Noblesville) has been appointed by Senate President Pro Tem David Long (R-Fort Wayne) to serve as chair of the Senate Committee on Appropriations for the 120th General Assembly. In the coming Kenley months, I will work hard to make sure Indiana passes a balanced budget that prioritizes education and infrastructure, Kenley said. As the chair the City to partner with Klipsch-Card Athletic Facilities, LLC to build the new $15 million Noblesville Fieldhouse at Finch Creek Park on Boden Road. It also allows the city to begin phase I on the 203-acre Finch Creek Park. The plan to present the two resolutions on Dec. 6 was announced at a Nov. 29 news conference. We re excited to bring the resolutions to Council, but this postponement gives us extra time to work out the final details of the agreement between the two parties. Council also was in favor of the wait to ensure all nine members would be in attendance since this is a major decision for the City of Noblesville, said Robert Herrington, Noblesville public affairs manager. Seeing the level of excitement from the community after our announcement, we look forward to working through this process to bring the Noblesville Fieldhouse to Finch Creek Park and meet the needs of our local youth sports. The Noblesville Fieldhouse, to be owned and operated by Klipsch-Card, will Sheridan Fire Department receives pet oxygen mask kit donation Keep updated on weather, road conditions As winter weather returns to Westfield the city is reminding residents about a few ways to receive updates on weather and road conditions. Photo provided The Sheridan Fire Department received a pet oxygen mask kit donation. The masks help firefighters and EMS staff to give oxygen to pets who are suffering from smoke inhalation after they are rescued from fires. First Responders with the Sheridan Fire Department can now consider themselves the best-equipped in the nation to save a pet s life. That s because Invisible Fence of Central Indiana has donated a pet oxygen mask kit, which consists of three different-sized pet masks, to the department. This donation is just a small part of Invisible Fence Brand s Project Breathe program, which was established with the goal of equipping every fire station in America and Canada with pet oxygen masks. These masks allow firefighters and EMS staff to give oxygen to pets who are suffering from smoke inhalation when they are rescued from fires and often save pets lives. Invisible Fence Brand has donated a total of more than 12,400 pet oxygen masks to fire stations all over the U.S. and Canada throughout the life of the program. A reported 150+ pets have been saved so far by the donated masks. Though human lives are the first priority, pets are considered valuable members of the family, and as a result of the Project Breathe program, the Sheridan Fire Department now has equipment specifically designed to help those that suffer from toxic smoke inhalation, according to Chief Bret Merriman. Although the number of pets that die in fires is not an official statistic kept by the U.S. Fire Administration, industry web sites and sources have estimated the number at 40,000 to 150,000. Most of these succumb to smoke inhalation. In most states, emergency responders are unequipped to deal with the crisis. The loss is terrible for the family and heart wrenching for firefighters. The Project Breathe program gives firefighters the tools necessary to save pets lives. The company has set up a website, where local fire personnel can request the equipment for their own departments.

COUNCIL From Page 1 encompass 10 acres within the 203 acres of Finch Creek Park, which is expected to break ground in late spring In a separate agreement that starts in January, the Fieldhouse also will begin working with the Boys & Girls Club of Noblesville, through an arrangement that allows them the ability to rent court space on the weekends. This postponement does not impact that agreement. A vote on the resolutions is expected to come at the December 20 meeting. KENLEY From Page 1 of the Senate Committee on Appropriations, my colleagues and I will carefully weigh each spending decision as we strive to keep Indiana the economic envy of the nation. 4 4 A citizen s to elected officials By MARY SUE ROWLAND Recently the Common Council of Noblesville along with the Mayor and Deputy Mayor received an from an informed citizen concerning the future of Noblesville. The subject was housing, commercial, infill, historic fabric and planning. The Common Council elected representatives are Greg O Connor, Megan Wiles, Mark Boice, Brian Ayer, Rick Taylor, Roy Johnson, Mary Sue Rowland, Will Hampton and Chris Jensen. Deputy Mayor is Steve Cooke and Mayor is John Ditslear. Council members represent districts within the city plus three members represent the entire city. Six districts make up the city designation. The citizen s follows in part: I understand that the city taxpayers are spending up to $35,000 for a housing study. I do see in the 269 page PLANoblesville Comprehensive Plan that it was a recommendation to do a residential housing analysis. However, it seems that for free, we should already know what the residents who actually pay the taxes expect. It s also more affordable to make a photo copy of a similar study done in some of our benchmarked communities such as a Naperville, IL, Carmel, IN, West Lafayette, IN and on and on. Just in the last 2 years there was a very solid Noblesville updated comprehensive study and report spearheaded in the planning department. In addition to commenting on housing, the study and recommendations speaks for the city to invest in more trails, connectivity, reinvigorate the city gateway and corridors, infill on the city s Southside with renovating the neighborhoods and having higher density and infill in the historic downtown as Carmel is doing very well over the last several years; and we will replicate with added character. Added infill and reinvestment in the blighted areas of downtown all helps fuel more retail, shopping, and business in the city core in addition to the accelerated reinvestment of other historic downtown housing and spurring new development as well. It also spoke of leveraging the River Walk, the need for a parking garage, and to improve connectivity west of the river and also east of SR 37. Many activities from this report are commencing with Federal Hill Park, the extended River Walk, discussions of downtown garages, Midland Trace, Finch Creek Park, etc. The improvements to Greenfield Avenue with the major roundabouts will also enhance the southern gateway and allow a nice flow towards HTC. These types of legacy investments not only make sense, but are in alignment with previous studies and a majority of taxpayer support. For all of that, kudos to the city leaders, including the Mayor and council for those endeavors. Relative to housing, the residents want higher quality and more urban living options in the city core. Since pre- 08, too many production developments were approved and city leadership recognized this almost 10 years ago. Higher quality does not always mean more expensive. Our city has much more affordable housing than Carmel, Fishers, and Westfield. We also have great character with the diversity of styles, construction, etc. There is a real charm to our custom home developments in addition to the historic homes in the city core that represents several styles including brick/ masonry, Victorian and so many beautifully renovated older homes with distinction and character. Please raise the standards and expectations for higher quality construction and selectively market the right developments to build in our city. I remain hopeful that the city will remain aggressive on completing Finch Creek Park, Federal Hill, the Midland Trace trail from the West side to HTC and focus higher density development to create a vibrant market for young entry level buyers, families and empty nesters where there are limited opportunities in downtown Noblesville currently. The concern is that developers will continue to target the lower density homes that do not maintain the integrity of previous long term planning where they want to maximize their shortterm financial interest. Standing tall and being selective pays off in the long term. An impressive from a citizen who reads the Comprehensive Master Plan for Noblesville and can apply what is read. The city elected officials are planning work sessions in December and January with the intent to make some solid commitments to the future of Noblesville. It is time to make important changes to the vitality, implementation and planning for the community. It is time to invest in corridors, neighborhoods, beautification and dedication to the history of the community. News Contact us: Hamiltonconorthreporter@hotmail.com

5 Sports 5 Hot-shooting Fishers beat Noblesville By RICHIE HALL Reporter Sports Editor With only one starter back from last season, the new varsity players on this year's Fishers boys basketball team has been ready to prove what they can do. So far, they're proving themselves well. The Tigers improved to 2-0 after beating Noblesville Friday night at The Mill in the Hoosier Crossroads Conference opener for both teams. After trailing early, Fishers used hot shooting and solid defense to get the victory. "We've got good shooters and we've got drivers, and we've got penetrators, and we've got kids that can play 'D.'" said Tigers coach Joe Leonard. Noblesville jumped ahead 8-1 during the first three minutes of the game, with Grant Gremel scoring four points, including two off a steal by Max Flinchum. Fishers responded with a 10-1 run that quickly got it ahead Armaan Franklin and Jamil Turner-Hall both hit 3-pointers during the run. Franklin converted a traditional 3-point play to push the Tigers up with a minute left in the period, but Flinchum tied the game at quarters' end with a 3-pointer. Flinchum would hit another '3' to get Noblesville ahead early in the second period. Fishers got the lead back for good after Jeremy Szilagyi, who made five 3-pointers in the Tigers' opener Wednesday, made his first long-range shot of the game to get his team up The Tigers never trailed after that. "This team, I feel is covered at almost every angle as far as driving, and you've seen how hard they defend," said Leonard. Flinchum made another 3-pointer to get Noblesville within 23-22, but Fishers' Willie Jackson answered with his own '3,' then made a steal that led to an easy basket for Turner-Hall. The half ended with the Tigers ahead Noblesville got to within two points twice in the third quarter, with Flinchum's 3-pointer cutting the Fishers lead to The Tigers responded with a 6-0 run to get back ahead 40-32, and closed the quarter with eight more unanswered points, with Joe Counts and Szilagyi making 3s. Fishers finished the third period ahead 48-36, and steadily increased its lead to with 2:29 left in the fourth quarter, with the Millers scoring the game's last six points. Jackson finished with 16 points, while Franklin scored 10. Szilagyi totaled three 3-pointers in the game for nine points. Overall, the Tigers shot 22-of-35 from the field, or 63 percent. The game was the Hoosier Crossroads Conference opener for both teams.

6 6 Sports FISHERS From Page 5 "Give Fishers credit," said Noblesville coach Brian McCauley. "I thought they made some shots. We had some defensive breakdowns that allowed them to get some looks. " When they shoot that percentage for the game, we're not going to beat many teams. So we got to continue to get better defensively and that's what we got to focus on in practice." Flinchum drained four 3-pointers on his way to 22 points, while Gremel scored 10 points. The Tigers are back in action tonight, traveling to Wisconsin to take on Beloit Memorial. 7 Sports 7 Roncalli runs past Golden Eagles Guerin Catholic's boys basketball team fell to Roncalli in the first-ever Circle City Conference game. The Golden Eagles (1-1) dug themselves into a big hole with "poor shot selection and fouls," said Coach Pete Smith. His team shot 13 3-point shots in the first half and only connected on three. Meanwhile, veteran point guard Matthew Godfrey played less than six minutes after picking up his third foul. To add further trouble for GC, back-up point guard Conner Osswald re-injured his ACL two minutes into the first quarter replacing Godfrey. Osswald was helped to the locker room and Smith said he will be evaluated as to the severity of the injury on Monday. The Rebels (2-0) fed off of the two point guards' absence and raced to a second quarter lead before a 3-point field goal by Will Morris and Luke Godfrey's '3' cut the halftime lead of Roncalli's to Jack Hansen scored 10 of his 16 points in the third quarter powered the Golden Eagles to tie the game 40-all heading into the fourth quarter. But Roncalli's senior standout Christian Stewart's 13 points in the final stanza on his way to a game-high 31 points were too much for Smith's ball club Friday night. "We showed a lot of grit in the third quarter comeback, but we have to defend better. We shot 7 free throws and they shot 25. That's not Guerin Catholic Basketball; we normally find ways to shoot more free throws that our opponents. That really hurt our chances," said Smith. Guerin Catholic will stay in the county and play at Hamilton Heights Saturday night. "I'll be interested to see how our team handles some adversity after a loss like tonight," Smith said.
