1 University Interscholastic League September 2010 Basketball Board Meeting Minutes UILSO Basketball Board Meeting Saturday and Sunday September 11-12, 2010 UIL Building, 1701 Manor Rd., Austin, TX Minutes The UILSO Basketball Board met at the UIL building, 1701 Manor Rd., Austin, TX at 1:00 p.m. on Saturday, September 11, The following were present: Board Members: Larry Rister, Abilene; Alton McCormick, Amarillo; David Allen, Austin; Fred Steubing (in for Roy Adams), Bay Area; Greg Garrett, Beaumont; Don Johnson (in for Tony Guerrero), Beeville; Mike Stubbs, Central Texas; Randy Malazzo, College Station; Mitch Leathers, Commerce; Chowan Mayo (in for Lawrence Heatley), Corpus Christi; Earl Milner, Dallas; Michael Sanchez, El Paso; Virgil Majors, Ellis County; Mike Hudspeth, Fort Worth; Cleveland Lane, Gulf Coast; James Batiste, Houston; John Beasley, Kaufman County; James Moye, Longview; Glen Morton, Lubbock; Tricia Losavio (in for John Carleton), North Texas; tony Ramos, Permian Basin; Marvin Cobb, San Antoino; Bob Test, South Texas; Michael Barnes, Stephen F. Austin; Lawrence Wren, Temple; Don Wenzel, Waco; Don Patty, Wichita Falls Area UIL Staff: Tony Timmons, UIL Director of Officials, Cheridah Vaughn, Bailey Marshall Meeting called to order at 1:06 p.m., Saturday, September 11, 2010 A. Tony Timmons made introductions. Dr. Charles Breithaupt welcomed the board and made general comments regarding the formation of the basketball division and its benefits. B. TASO Lawsuit Update Mr. Timmons discussed the dismissal of the January 2010 lawsuit by the 3 rd court of appeals. Another suit has been filed citing Tony Timmons and Charles Breithaupt but no TRO was granted in conjunction with the newly filed lawsuit. C. 3 Step Registration Process Mr. Timmons demonstrated the registration area of the UILSO Arbiter site. Registration is free for non member UIL chapter officials. All registration to take place online and each official registering must have a unique address to register. In the future background checks will be conducted. Officials Compliance Program (OCP) is required of all officials. UILSO Membership was discussed: UILSO membership for chapters registered with the UIL covers the following services:

2 Dues are $50 per official Insurance through NFHS with the Bollinger Insurance Company All Publications and educational materials: Case book, rules book, NFHS officials manual (every other year) Rule changes power point provided to all registered chapters Preseason guide 3-man Mechanics referee magazine Online testing (dates to be decided by the education committee on Saturday night) Chapter account organization through the UIL web site Board/committee representation Archive videos Dartfish video training tools Online Power Point presentations (one to each chapter) Officials Hubsite organization D. Arbiter Registration Capabilities E. Arbiter Administrative Access Tony Timmons again demonstrates and discusses the benefits of the UILSO Arbiter site including the following: Surveys: We will have the capability of surveying the membership through the hubsite Announcements can be ed out or posted on the site easily which will help with communication Rule Interpreters Communications: a section of the website will be devoted to posted rule interpretations so all officials will have access to interpretations made at the state level (Alton McCormick is the rules interpreter for the basketball division) Alton will also collect interpretations made at the chapter level to be posted to the site. Statewide All registered officials can be sent information in mass s. These s can be sent to specific groups including but not limited to: one specific chapter; one specific sport; all UIL chapters in all sports; all registered officials in a sport; all registered officials in the system. Administrative account information for chapters is available on the site. Chapter administrators can see who has registered for their chapter, who has taken the OCP test, etc. UIL Member school access on the hubsite: The log in for schools is: uilschools@arbitersports.com password is: officials All UIL member schools in the state of Texas can go into the system and see who from their home chapter is registered. This information will be provided along with instructions to all member schools in the state of Texas. F. Testing 2-man OR 3-man mechanics testing will again be available for school year along with Basketball Parts I and II. Testing dates and requirements will be decided upon by the Education and Communication committee to be presented on Sunday.

3 The idea of Preferred Playoff Officials (PPO) was discussed with the board by Mr. Timmons. It was decided that this additional testing was unnecessary at this time. G. Announcements Due to all the information being discussed during the two day meeting no specific announcements were made at this point. H. Incident Reporting Incident reporting is done online. Mr. Timmons let the board know that he sees all incident reports associated with officiating in the state and works closely with Mr. Ed Stidham, compliance officer for the UIL. I. Requests for playoffs Mr. Timmons reported that an online form for requesting officials is being constructed and will hopefully be available before the basketball playoffs begin. All requests will be sent to assigning secretaries via when this system is in place. J. State Tournament Selections Mr. Timmons discussed how state selections would be made for the school year for Basketball. Highlights of the discussion are as follows: All state crew members will be required to meet testing requirements If one crew member fails to meet testing requirements the entire crew will be scratched. If the chapter is large enough please provide a back-up state crew Allow crews to work together during the playoffs as they did last year 48 officials will again be chosen for each of the boys and girls tournaments No chapter will have more than one crew at the combined girls/boys state tournaments All chapters need to take special consideration for both boys and girls crews as it is not a given that because your chapter had a crew at the boys tournament in 2010 that your chapter will again be selected for the boys tournament. Be prepared. We will most likely use double occupancy for hotel rooms for the tournaments again this year as a budget consideration. Chapters will again be able to select an alternative official to accompany the state crew to the state tournament. K. State Merchandise Mr. Timmons plans to provide game shirts for the crew members this year. The newly designed shirts will be grey with a small black pin stripe and underarm panel. The shirts will be embroidered with the UILSO logo. L. State Tournament Evaluators It was discussed that a list of which chapters will be evaluating at the tournaments for the next few years be supplied to the board. Last year we had no evaluators at the tournament where their chapter was calling for state. This year and in future years if a chapter is evaluating and their chapter is present at that tournament they will

4 simply not evaluate their own chapters game(s). The UIL Evaluation and Recruitment committee will investigate the evaluation form and suggest any change in the form for the 2011 state tournaments. M. Chapter Business Mr. Timmons and the board discus the following: Directors and Officers Insurance (D&O): all chapters that are registered with the UILSO are covered for D&O Insurance. Packets with the policy were given to most of the board members. The remaining policies will be mailed when the documentation comes into the UIL office. Patches: Round UILSO logo patches will be supplied to each registered official. Square patches: These small sleeve patches will be available for $5 each and can be purchased through the chapters. Solicitation of Schools: this topic was given to the Chapter Committee chaired by Alton McCormick for discussion and a report to be given on Sunday. Dual Membership: Given to the Chapter Committee for discussion and to report on Sunday. Multi Sport Membership: Given to the Chapter Committee for discussion and to report on Sunday. N. Bylaws Different parts of the bylaws will be seen by committees on Saturday night and reported on Sunday. Meeting adjourned for the day at 6:00 p.m., September 11, 2010 Meeting called to order at 8:00 a.m. Sunday September 12, 2010 Alton McCormick, State Rules Interpreter Presentation: NFHS Rules Revisions Power Point presentation: Alton asked board members to show the PP to their chapters. All chapters received a copy of the Power Point presentation in their packet for the meeting. Alton presented highlights from the NFHS Basketball Rules Changes Power Point: Concussions are the major issue this year. Neither officials nor coaches are expected to diagnose a concussion. That job is for healthcare professionals. Because of this the official is not responsible to decide if a student athlete is fit to return to the game. Officials should comply with schools or healthcare professionals decision to return to play. Legal head/wristband colors expanded: the new rule permits headbands and wristbands to be white, black, beige or a single solid school color. Further all team members must continue to wear the same color for each item and for all participants. Unsporting behaviors: player not allowed to leave the court for an unauthorized reason to demonstrate resentment, disgust or intimidation. Uniform clarification: logo/mascot may be located in the following positions: at the apex/opening of the neckline, in the corresponding area at the back of the jersey or in either side insert. Arm braces must have a medical reason and a document from a healthcare professional before they will be allowed in the game with an arm, finger, or wrist brace or cast. The board was encouraged to let chapter members know a player will be wearing it for awhile so any official from that chapter will be aware and not have to see medical documentation if calling the team for the first time.

5 Hard or unyielding items on upper arm or shoulder is illegal if not padded Knee/Ankle brace does not need to be covered Protective Face mask must be molded to face Disposal on Throw-in once out of bounds start counting Throw-in Awarded to Wrong team: the mistake must be rectified before the throw-in ends. Points of Emphasis When officials consistently enforce the playing rules as written and intended, players and coaches are able to make the proper adjustments promoting skill development and a level playing field. Officials need to call as rule states; don t worry about scratches call the games as rules state. Will ultimately help the game. Sporting Behavior: Teams entering the gymnasium prior to the contest should not run through the area occupied by the opposing team or under the basket where opponents are warming up. Alton wants this enforced. Earl: if official not on court who will enforce it. If coach comes over and reports that this has occurred. Official should report it to the UIL. Marvin: If both teams do it what does it hurt? Larry: Sometimes this happens simply because some gyms are set up so you have to go through the other team. Enforce rule! Stop it before they are finished doing it. Cheerleader on floor end lines extended preventive is best Perimeter Play: Hand Checking. Tricia location on the court does not matter. Principle of Verticality: cannot break plane be consistent with calls. Alton PowerPoint Presentation 14 Coaching box: for varsity ONLY. Not allowed in sub-varsity or JH games. If not marked ask the coach to mark it. If they don t notify Alton or UIL Committee Reports I. Finance Committee Chair: David Allen Members: James Moye, Longview; Don Patty, Wichita Falls; Mike Hudspeth, Fort Worth; Randy Malazzo, College Station Bylaws: Board member 1 two year team. No more than two consecutive terms. Finance: 1. Dues amount subject to review every 3 years. 2. Institute Late Fee for the School year: Late fees of $25 after Fees will go to the Basketball general fund 3. This year: Nov , late date extra $25 Two items added to the budget: 1. $30, allotted to the Basketball State Tournaments ($15k for girls, 15k for boys) for expenses regarding officials. Tony Timmons comment: allocating these funds shows good faith and paves the way for other divisions in the future. David Allen: The Basketball Division finally has disclosure and knows how our money is being spent.

6 2. $ Miscellaneous: to cover costs that come up in the future without approval. Cell phone for Cheridah Vaughn covered in this budget item. This item also covers Alton McCormick (rules interpreter) cell phone. Accepted Basketball Budget (see attached) vote includes late fee decisions. Motion: Chowan Mayo, Corpus Christi Second: Mike Stubbs, Central Texas Motion carries unanimously II. Chapter Committee Chair: Alton McCormick, Amarillo Members: Larry Rister, Abilene; Bob Test, South Texas; Greg Garrett, Beaumont; Marvin Cobb, SA; John Beasley, Kaufman County Bylaws and Policy: A copy of each chapters bylaws, constitution and operational procedures need to be mailed to Tony at the UIL office as soon as possible Dual membership: all dual members should: 1. Designate a primary chapter. 2. Pay local dues at both/all chapters. 3. Notification to both chapters of dual membership. The penalty for not notifying both chapters is you forfeit playoff games (UIL Action: add dual member to application). 4. A dual chapter member can only get playoff games from primary chapter, unless a coach specifically asks for that member from the non-primary chapter. If asked for by a coach the dual member must notify the primary chapter also. 5. Top 25% list: must be on primary chapter list only for regional and state selections Multi-Sport membership: 1. Flat $50 for all sports. 2. Basketball division will not accept discounted dues from other sports. Solicitation of schools by chapters: 1. Chapter cannot solicit games or schedules from a school that is already being serviced by another UIL chapter. 2. If the school approaches the chapter it is permissible for the school to change chapters. 3. Secretaries should talk about it. 4. There needs to be mutual respect between all UIL Chapters. Selection of all-star officials: 1. UIL matrix to supply officials to all-star games on a rotational basis year by year. 2. Local chapter to pay mileage to game since you will not be paid for the game. (Tony Timmons stated that he is working with tournament directors encouraging them to supply some compensation to all-star officials. May be in the form of merchandise for officials who will call game.) 3. Decisions on who will be assigned to the games will be up to the individual chapter board. Rules Interpreters 1. Rules interpreters for individual chapters must make at least 90% on all tests.

7 2. Each local rule interpreter should send their contact information to the state rules interpreter 3. State Rules Interpreter: No term limit no terms Note: Fred Steubing: Asked Alton to work with local chapter interpreters to get an idea of who should succeed him when he steps down. Jackets and shirts: Jackets(black) shall be worn at all varsity contests w/uilso round jacket patch: Motion: Larry Rister, Abilene Second: Chowan Mayo Motion carries Shirts: Grey small black pin stripes for varsity no side panel shirts to include square sleeve patch available from the UIL for $5.00 each. Square patches should be worn on the right sleeve 2 above the black band of the sleeve. US Flag optional on left sleeve to be worn 2 above the black band of the sleeve. White(silver) trim is for non military use. Yellow trim is for active military personnel. The square patch was discussed but not voted on. This issue will be handled when the bylaws are adopted. The board wanted the square patches on uniform sleeves for the school year. Differentiates us from other organizations Mandatory grey shirts for varsity games; recommended for sub varsity: Motion: Glen Morton, Lubbock Second: Michael Sanchez, El Paso Motion carries Time frame for required jackets and grey shirts: Mandatory for : Motion: Fred Steubing, Bay Area Second: Michael Hudspeth, Fort Worth Motion carries III. Rules and Policy Committee Chair: James Batiste, Houston Members: Don Wenzel, Waco; John Carlton, North Texas; Virgil Majors, Ellis County; Roy Adams, Bay Area; Michael Barnes, SFA Section 1204 of the UIL Constitution and Contest Rules: Suggested future proposals to make for changes: (changes to wording in red) Section B, article 5: Schools that use district employees (non-chapter affiliates) must register with the UIL to remove liabilities. Section F, article 1: Find UIL registered officials so game can be played Section G, article 3: Change League to UIL Section K, article 8: Scrimmages: add per court to the pay scale; Rationale: some schools have scrimmages going on in three or more gyms and only pay one scrimmage fee, should be per court. Can be local to ejection area if the ejection is not from the local chapter. IV. Education Committee Chair: Earl Milner, Dallas Members: Tony Guerrero, Beeville; Cleveland Lane, Gulf Coast; Mike Stubbs, Central Texas; Mitch Leathers, Commerce Objective of committee: to create a system to create a training curriculum around the state. Encouraging us to create a curriculum which should include mechanics and conditioning. Training the trainers: Trainers must be certified We should also institute training for individuals who run training camps Come up with structure for what a UIL camp will consist of. Tony gave task to this committee. Committee will come up with certification guidelines for camps who wish to be called a UIL camp. Certification must be done each time they host a camp. Must be consistent. Recommends: a local chapter must communicate and educate. After the season is over have someone from each chapter have a town hall meeting with coaches. MUST keep assignment secretary out of this meeting as coaches can be more open if assignor is not there. Standardized testing: is there a way to make questions more situational. Based on case questions instead of just rules? Testing dates: Leave the same as last year Testing Requirements: An official must have a score of at least: 70% to call varsity 80% for playoffs in UIL assigned games 90% for state 2-man or 3-man mechanics test: mandatory this year Mechanics tests to have 25 questions BB Part I: Mandatory, 50 questions BB Part II: Mandatory, 25 questions Motion on dates, requirements, mandatory tests and number of questions: Motion: Alton McCormick, Amarillo Second: Mike Hudspeth, Fort Worth Motion carries V. 9 Explore putting information in Arbiter on becoming an official. The form should ask for name, sport and city or zip code for the individual and they would be referred to a chapter in their area. Develop evaluation form for local chapters to use. Requirements for form committee will come up with evaluation points for form. Michael asked the representatives for each chapter to come up with evaluation points and them to him. The committee will talk to Tony to come up with a list of who will evaluate each year for the state tournament and will send it out. If assigned to a state tournament that your chapter is officiating in you would simply not evaluate that crew. A point system was discussed Point system: (to be kept at the chapter level): 5 divisions Division 5: 0 75 pts Division 4: pts Division 3: pts Division 2: pts Division 1: 1201 or more points Points earned by: Officiating a College or Varsity game: 2 points Officiating a JV, 9 th, 8 th and 7 th grade: 1 point (no points for YMCA, summer or spring games) Rules interpretation clinic: 5 points (one clinic allowed) Certified Camps: 5 points each (two allowed) A point system was discussed. Was decided to leave instituting a point system up to the individual chapter. More discussion in a conference call at a later date. Age limit was discussed.
