3 Facilities: Palos Park Recreation Center Palos Heights Recreation Center 8901 West 123 rd Street Palos Park (Palos Park Recreation) 6601 West 127 th Street Palos Heights (Palos Heights Recreation) Program Rules and Guidelines: Playing Rules: All league play will be governed by IHSA Basketball rules with the following exceptions and interpretations: A. Equipment The Official Game Ball will be: Junior Size (size 5) for 1 st & 2 nd Grade Boys and Girls. Intermediate Size (size 6) for 3 rd & 4 th Grade Girls. Regulation Size (size 7) or Intermediate Size (size 6) as agreed upon by each team s head coach prior to the start of the game for 3 rd & 4 th Grade Boys. The goal height will be: 8 ½ feet for 1st & 2nd Grade Boys and Girls. Regulation 10 feet for all other leagues. B. Time of Game 1. Length of Games A regulation game shall consist of four quarters. Quarters shall be 8 minutes in length. 2. Stoppage of the Clock The clock will stop only for time outs, shooting fouls, and substitutions. Otherwise it is a Running Clock. Exception: The last two minutes of the fourth quarter will operate with a Regulation Clock. During a regulation clock, the timer/scorekeeper will operate the clock in accordance with IHSA rules. 2

4 3. Halftime Halftime will be three minutes in length. Halftime will begin immediately after the completion of the first half. 4. Overtime If a game is tied at the end of regulation, two minute overtime will be played. The clock will operate with a Regulation Clock. During a regulation clock, the timer/scorekeeper will operate the clock in accordance with IHSA rules. If at the end of the two minute overtime the game is tied, it will end in a tie. 5. Timeouts Three per team, per game. Thirty seconds in length. Timeouts may be called by a player on the court or one of the team s coaches. Only 1 timeout during overtime 6. Mercy Rule If a team is ahead by 20 points at any time except the last 2 minutes of the 4 th Quarter, the scoreboard will be reset to a tie game with score being equal to that of the lowest score on the scoreboard. C. Mandatory Playing Rule All participants present will be guaranteed the opportunity to participate in a predetermined minimal amount of minutes per game. Below are the guidelines that will govern the minimal amount of playing time, players on the bench must be subbed in at beginning of a quarter or the 4 minute substitutions; no player should sit on the bench for 8 consecutive minutes: Players Everyone must start two (2) quarters (one per half). No substitutions may occur during the first four (4) minutes of any quarter except in the case of an injury to 9 Players Everyone must start two (2) quarters (one per half). No player may start more than three (3) quarters. No substitutions are allowed during the first four minutes of each quarter except in the case of an injury to 6 Players Everyone must start at least three (3) quarters. 5 Exceptions: Any player becoming sick or injured may be substituted out and is exempt from the minimal amount of playing time. Any player who becomes sick or injured, but later feels better, may be reinserted into the game provided he/she is able. It is up to the head coach s discretion to sit a player for disciplinary purposes, provided the coach notifies the Program Administrator no later than 24 hours prior to the game. Substitution: 1 st & 2 nd Grade League: Running clock will stop at dead ball closest to 4-minute mark of each quarter to allow for substitutions. All players sitting the first half of the quarter must be substituted into the game. Substitutes must check in at the scorer s table and be waved on the court by the referee. 3 rd & 4 th Grade League: Free substitutions are allowed following the four minute mark. Substitutes must check in at the scorer s table and be waved on the court by the referee. D. Pressing/Defense No Backcourt Pressing. Teams may not defend opponent until offensive player or ball crosses the top of the key. The box rule will be implemented in the 1 st & 2 nd Grade Division Only. All defensive players must have at least one foot inside their box. The only time the player can leave the box is to get a rebound or loose ball. The boxes are only used for defense. For the 3 rd & 4 th Grade Division if a team is up by 15 or more points at any point during the game, the leading team must go to a zone defense inside the free throw lane. The defense should not come out of the free throw lane unless rebounding a ball. If a player or ball enters inside the free throw lane then players can play defense. Once the score is within 10 points then players can go play man to man. In the 4 th quarter only if the score is within 12 points half court press can be added. 4

6 E. Additional Game Information For 1 st & 2 nd grade if a player has more than 3 fouls in a quarter then that player must sit out the remaining time of that quarter. If a player receives 7 fouls in a game then they must sit out the rest of the game. 3 rd -8 th grade only: Any player that receives more than 3 fouls in an individual quarter must sit out the remainder of the quarter unless the team has 5 or fewer players. A player with 5 fouls must sit out the remainder of the game. Please allow only team members to shoot during pre-game and halftime. Only players and coaches are allowed on playing floor before, during, and after games. Rules are subject to amendment or clarification by program administrators (refer to page 1) at any time during the season. Any rule changes will be made known to all coaches in writing. F. Sportsmanship Please demonstrate Good Sportsmanship in coaching and expect your players to also demonstrate good sportsmanship. Remember the players are just learning emphasize learning skills, strategies, playing as a team, and having fun. It is not seen as good sportsmanship if teams continually press and foul the opposing team while up by 10 or more points. At no time during or after game play shall any coach dispute the game with the officials, opposing teams, coach, or scorekeepers. All disputes need to be made to the league coordinator during the next business day. (Mondays) All coaches are responsible for the conduct of their players on and off the court. Also, all coaches are responsible for the conduct of their team s parents/supporters. Any problems regarding player/parent/supporter conduct should be reported scorekeepers or facility staff immediately. 5
