1 2017 USA Basketball 14U National Tournament FIBA Rule Modifications *Games will be played in accordance to 2017 FIBA rules and the modifications listed below. Personnel: - Maximum of four bench personnel: one head coach and up to three assistants - Two officials per game Duration of game: - Length of game: four eight-minute periods - Overtime: four minutes - Halftime: five minutes - Warm-up prior to game: 10 minutes (may be shortened due to time restraints) Shot clock: - 30 seconds per possession. After an offensive rebound, shot clock will reset to 30 seconds - 10 seconds for backcourt possession Coach duties and powers: - At least 10 minutes before the game is scheduled to begin, each team coach shall give the scorer a list with names and corresponding numbers of the team members eligible to play in the game. - At least five minutes before the game, the coach will confirm the name and numbers of the team members AS WELL AS provide the five starters and will approve and sign the score sheet. Timeouts: - Duration between periods is one minute - Timeouts taken in the last minute of the game do not result in the ball advancing to the front court. Instant replay system (IRS): - No instant replay Court lines: - Existenting court lines will be used
2 FIBA RULES PLEASE READ THIS FIRST OFFICIALS: DUTIES and POWERS When deciding on a personal contact or violation, the officials shall, in each instance, have regard to and weigh the following fundamental principles: 1. The spirit and intent of the rules and the need to uphold the integrity of the game. 2. Consistency in the application of the concept of advantage/disadvantage, whereby the officials should not seek to interrupt the flow of the game unnecessarily in order to penalize personal contact that is incidental and which does not give the player responsible an advantage nor place his opponent at a disadvantage. 3. Consistency in the application of common sense to each game, bearing in mind the abilities of the players concerned and their attitude and conduct during the game. 4. Consistency in the maintenance of a balance between game control and game flow, having a feeling for what the participants are trying to do and calling what is right for the game. (47.3) DURATION OF GAME Length of game Four 10-minute periods (8.1) Halftime 15 minutes (8.3) Extra/Overtime periods 5 minutes (8.7) Warm-up prior to game Must be at least 20 minutes (8.4) COACHES: DUTIES AND POWERS At least twenty (20) minutes before the game is scheduled to begin, each team coach or his/her representative shall give the scorer a list with the names and corresponding numbers of the team members eligible to play in the game, as well as the name of the captain, coach and assistant coach. (7.1) At least ten (10) minutes before the game the coach will confirm the name and numbers of the team members AS WELL AS provide the five (5) starters and will approve and sign the score sheet. (7.2) TIME OUTS Only the head coach or assistant coach has the right to request a time out, the coach must either establish eye contact with the scorekeeper or report to the scorer s table to call the timeout (18.3.1) The time out only takes effect upon a dead-ball from an official s whistle OR when a field goal is scored against the team which has requested a charged time out. Timeouts can be canceled by the coach prior to a timeout opportunity (18.2.3) If a time out is granted to a team that has been awarded possession of the ball in its backcourt during the last two (2) minutes of the fourth period or overtime, the throw-in shall be administered at the throw-in line opposite the scorer s table in the throw-in team s frontcourt. You cannot pass the ball to the backcourt (17.2.4)
3 TIME OUTS PER HALF First Half Two (18.2.5) (timeouts do not carry over to the second half) Second Half Three (18.2.5) (3 timeouts during the second half with a maximum of 2 of these timeouts in the last 2 minutes of the second half) Overtime One (18.2.5) (second half timeouts do not carry over to the overtime period) Timeout Duration Called timeout 1 minute (18.2.1) Timeout Duration Between periods 2 minutes (8.2) Timeouts cannot be carried over to the next half or the extra period (18.2.6) UNIFORM CHANGES new 2015 Teams shall use numbers 0 and 00 and from 1 to 99. (4.3.2) SUBSTITUTION (Article 19) Substitute must request a substitution at the scorer s table and then sit in the chair provided (19.3.1) SUBSTITUTION OPPORTUNITIES 1. After Dead Ball Both Teams may substitute 2. FT Substitutions are allowed BEFORE the First FT Attempt and AFTER the last FT is MADE ( & ) 3. FG Scored last two minutes of 4 th Quarter & Overtime Non-Scoring Team Substitutions shall be completed as quickly as possible. A player who has committed five (5) fouls or has been disqualified must be substituted immediately (within approximately 30 seconds). If there is a delay of game, a time-out will be charged against the offending team. (19.3.6) VIOLATIONS/FOULS Eight Seconds the offense has eight seconds to get the ball past the half court line (back court). The eight second count will continue if (28.2.1): The ball goes out of bounds (in backcourt) A player on the same team is injured There is a jump ball-situation There is a double foul Cancellation of equal penalties against both teams (28.2.2) The eight second count is kept by the official, not by the count on the shot clock. Three Seconds A player shall not be in their opponent s restricted area ( THE PAINT ) for more than three consecutive seconds when player s team is in control of the ball in his/her front court (26.1.1) Closely Guarded (Five Seconds) a closely guarded player (distance no more than one meter) must pass, shoot or dribble the ball within five (5) seconds (27.2) 24-Second Shot Clock Team has 24 seconds to attempt a shot at their basket (29.1.1) The ball must leave the player s hand(s) before the 24-second signal sounds, and after the ball has left the player s hand(s), the ball must touch the ring or enter the basket.
4 NEW 2015 FIBA RULE - After the ball has touched the ring of the opponents basket, the SHOT CLOCK shall be RESET TO 14 SECONDS, if the offensive team rebounds the ball. (29.2.3) If the ball hits the backboard (not the ring) or misses the ring, a violation has occurred unless the opponents have gained immediate and clear control of the ball, in which case the signal shall be disregarded and the game shall continue. On a jump ball situation, the 24-second clock either resets to 24 (on a change of possession) or remains the same (if there is no change of possession). If the game is stopped by an official for a FOUL or VIOLATION committed by the team NOT in control of the ball and the possession of the ball is awarded to the same team that previously had control of the ball in the FRONTCOURT, the twenty-four (24) second clock is reset as follows: 1. If fourteen (14) seconds or more are displayed, the shot clock will NOT be reset 2. If thirteen (13) seconds or less are displayed, the shot clock will be RESET to fourteen (14) seconds Backcourt Violation When throwing the ball in from the sideline, player cannot pass the ball into the backcourt IF the player is handed the ball from the official in the front court. The only exception to the Backcourt rule is if the player is given the ball by the official at the center line extended. 1. This occurs at the beginning of a period 2. Following free throws for a technical, unsportsmanlike or disqualifying foul Traveling To start a dribble, the pivot foot may not be lifted before the ball is released from the hand(s) (25.2.2) It is LEGAL when a player falls and slides on the floor while holding the ball or, while lying or sitting on the floor, gains control of the ball. If the player then rolls or attempts to stand up while holding the ball, it is a violation. (25.2.3) FOULS/FOUL SHOTS Player Foul Limit 5 Fouls (Coach has 30 seconds to substitute) (40.1) Team Shooting Foul 5 th Foul of Quarter (all are 2 shots) (41.1.1) Unsportsmanlike Foul 2 Unsportsmanlike Fouls = disqualification (37.2.3) Unsportsmanlike Foul FTs 2 Shots, if not in act of Shooting (37.2.2) 1 Shot, if in act of Shooting, and Made FG (37.2.2) 2 or 3 Shots if in act and Miss FG (37.2.2) Plus Throw-In at Center Court (37.2.2) Technical Foul Shots 1 Shot (36.4.2) Technical Foul (Personal) Counts as a Team Foul & Player Foul (36.4.1) Time at FT Line 5 Seconds to shoot ball (43.2.3) Each team is allowed 3 players on the lane. Three offensive players does include the shooter. The free throw shooter and players beyond the arc may not move until the ball touches the ring. The players on the lane may move as the shooter releases the ball. Internationally, some players will enter early. It is only a violation if the defense enters early and the shooter misses (please see paragraph OFFICIALS, DUTIES and POWERS, first page) Principle of time and distance: When guarding a player who controls (holding or dribbling) the ball, the elements of time and distance do not apply. The player with the ball must expect to be guarded and must be prepared to stop or change direction whenever an opponent takes an initial legal guarding position in front of the player, even if this is done within a fraction of a second. A player who does not control the ball is entitled to move freely on the court and take any position not already occupied by another player. When guarding a player who does not control the ball, the elements
5 of time and distance shall apply. A defensive player cannot take a position so near and/or so quickly in the path of a moving opponent that the latter does not have sufficient time or distance either to stop or change direction. The distance is directly proportional to the speed of the opponent, never less than one and never more than two normal steps (33.4 & 33.5) UNSPORTSMANLIKE FOUL (aka FLAGRANT FOUL) 1. Player makes NO EFFORT to play the ball and contact occurs 2. Player makes effort to play the ball but causes excessive contact (hard foul) 3. Defensive player causes contact with an opponent from behind or laterally in an attempt to stop a fast break AND there is no opponent between the offensive player and the opponents basket (36.1.3) 4. During the last two (2) minutes of the fourth period and during last two (2) minutes of each extra period, when the ball is out of bounds for a throw in, if the defensive player causes contact with an offensive player and a foul is called, it is an unsportsmanlike foul 5. When a player FALLS DOWN TO FAKE A FOUL in order to create an unfair advantage, such behavior is considered UNSPORTSMANLIKE TECHNICAL FOUL If a Technical Foul is committed, the opponent shall be awarded ONE FREE THROW, followed by a) a throw-in at the center line extended, opposite the scorer s table or b) a jump ball in the center circle to start the first period. Types of Technical Fouls: 1. Disregarding warnings by officials 2. Disrespectfully touching the officials; disrespectfully communicating with the officials 3. Baiting an opponent or obstructing vision by waving hands near eyes 4. Excessive swinging of elbows, without contact 5. Delaying the game by deliberately touching the ball after it passes through the basket 6. Falling down to fake a foul 7. Hanging onto the rim 8. Goaltending during a last or only free throw by a defensive player. (38.3.1) Technical Fouls, Game Disqualification a player shall be DISQUALIFIED FOR THE REMAINDER OF THE GAME when he/she is charged with TWO TECHNICAL FOULS. The same applies to a player who is charged with TWO UNSPORTSMANLIKE FOULS and to a coach who is charged with TWO PERSONAL TECHNICAL FOULS or THREE TEAM TECHNICAL FOULS. JUMP BALL There is only ONE jump ball administration at the beginning of the game. All other jump balls are designated by ALTERNATE POSSESSION (12.4) When a live ball lodges between the ring and backboard (unless between free throws), it is a jump ball situation resulting in ALTERNATE POSSESSION throw-in. If the team that was in control of the ball before the ball got lodged it shall ONLY HAVE THE REMAINING TIME on the 24-second clock as in any other jump ball situation. PLAYER INJURY If a player is injured or appears to be injured AND as a result, the coach, assistant coach, substitute or any other bench personnel of the same team comes onto the playing court, that player is considered to have received treatment, whether or not actual treatment is administered. The injured player MUST be substituted (5.4)
6 GOALTENDING AND INTERFERENCE Goaltending occurs during a shot for a field goal when a player touches the ball while it is completely above the level of the rim and (1) on its downward flight to the basket; (2) after the ball has hit the backboard (31.2.1) Goaltending restrictions apply until (1) the ball no longer has the possibility of entering the basket during the shot; (2) the ball has touched the rim (31.2.3) Examples of Interference ( & ): A defending player may not reach through the basket and contact the ball. No player may touch the backboard or cause the ring to vibrate to impede or assist a shot. NO-CHARGE SEMI-CIRCLE AREAS (NEW 2015 Rules) The NO-CHARGE SEMI-CIRCLE rule shall be applied when the defensive player has ONE FOOT or BOTH FEET in contact with the no-charge semi-circle area. The no-charge semicircle lines ARE PART of the no-charge semi-circle areas. 1. The offensive player must drive across the semi-circle line and attempt a shot or pass while airborne COACH DUTIES, MISCELLANEOUS Only one coach is permitted to stand during the game. (7.5) Head coach shall designate the free throw shooter in all cases where the free throw shooter is not determined by the rules (7.9) The first team named in the program is the home team and shall have the team bench and its team s own basket on the left side of the scorer s table, facing the playing court. However, if the two teams agree, they may interchange the team benches and/or baskets. (9.4) PLEASE SEE DIAGRAM (Next Page) MISCELLANEOUS All throw-ins for infractions and non-shooting fouls will be at the nearest spot (yet not behind the backboard) to the infraction/foul (17.2.2) BASKETBALL SIZE Women s ball is size 6. Men s ball is size 7.
