ESPN National Rankings-(AP/Coaches) WAC Highlights The 45th year of WAC football begins this Thursday when New Mexico State hosts Southestern Louisiana and Sacramento State travels to Boise State. The conference season begins on Friday night with Fresno State hosting Nevada on ESPN. Boise State was picked by both the WAC media and WAC coaches as the favorite to win the 2006 WAC Championship. Fresno State was voted second, while Nevada was third in both polls. Hawai i quarterback Colt Brennan was voted the preseason Offensive Player of the Year while Boise State linebacker Korey Hall was picked as the Defensive Player of the Year. Brennan, a junior, led the nation with 4,301 passing yards and threw for 35 touchdowns. Hall, a senior, has been named a fi rst-team all-wac selection the past two seasons and is 10th alltime in the WAC with 283 tackles. The WAC will be streaming its fi rst two football games on Thursday as both the Southeastern Louisiana-New Mexico State and Sacramento State-Boise State games will be available via the internet at Both games are free of charge. The WAC conducts a football coaches teleconference for the media each Monday (including Labor Day) at 10:30 a.m. (MT). Fans will have the opportunity to watch Boise State play host to Sacramento State and Southeastern Louisiana take on New Mexico State in Las Cruces. Both games kickoff at 7:00 p.m. MT and will be available to the public free of charge. WAC.tv, the new Internet based media platform of the Western Athletic Conference, will offer 34 football games this season involving conference schools, many of them on an exclusive basis. In the coming weeks, WAC.tv will also be offering coverage of volleyball and soccer events BOWL LINEUP The WAC is affiliated with three bowl games this season. WAC teams will play in the Sheraton Hawai i Bowl in Honolulu against a Pac-10 opponent, in the MPC Computers Bowl in Boise versus a team from the ACC, and in the inaugural New Mexico Bowl in Albuquerque against a Mountain West opponent. BOWL CHAMPIONSHIP SERIES Since 1997, the WAC has been an official part of the Bowl Championship Series. Beginning with the 2006 season, the WAC champion will receive an automatic berth in one of the five BCS bowl games if ranked in the top 12 of the BCS Standings or if ranked in the top 16 of the BCS Standings and its ranking is higher than that of a champion of a conference that has an annual automatic berth in one of the BCS bowls. The BCS Standings are determined by a formula involving polls and computer rankings. This year s National Championship Game will be played in Phoenix on Jan. 8, WAC OWNS SECOND BEST FOUR-YEAR BOWL WINNING PER- CENTAGE Over the last four years, the WAC has the second best winning percentage in bowl games of any conference in the nation. The WAC has sent 14 teams to postseason games since 2002 and those teams have won 57.1 percent of those games with an 8-6 record. WAC teams won one of three bowl games in 2005, two of four bowl games in 2004, three of four in 2003 and two of three in During this four-year span, WAC teams are 4-2 in bowl games against teams from conferences that have an automatic berth into the BCS. WAC TOPS NATION IN ALL-TIME BOWL RECORDS The WAC s nine teams have an all-time record of (.556) in bowl games. That winning percentage is the best among the 11 Division IA conferences based on current membership. The ACC is second at.538 followed by the Pac-10 (.519) and SEC (.517). Hawai i s Davone Bess was first in the WAC in receptions per game (7.42) while his teammate Ryan Grice-Mullen was first in receiving yards per game (102.3). Both will be sophomores this year. Hawai i s Colt Brennan had a WAC-best pass efficiency rating of as a sophomore last year. He was also first in the nation in total offense with yards per game. On the defensive side, San Jose State linebacker Matt Castelo was seventh in the WAC in tackles with 8.3 stops per game as a sophomore. Fresno State, Hawai i and Nevada each return two players. The Bulldogs will return senior wide receiver Paul Williams Stats Stats Stats and senior offensive lineman Kyle Young. Hawai i returns sophomore wide receiver Davone Bess and senior offensive lineman Samson Satele. Nevada welcomes back senior wide receiver Caleb Spencer and senior defensive back Joe Garcia. The other two returnees are Boise State senior linebacker Korey Hall and Idaho senior placekicker Mike Barrow. There were 28 second-team players, and 13 of those should return to action this year. Boise State and Nevada have the most second-team players returning with three each. Fresno State and Hawai i have two and Louisiana Tech, San Jose State and Utah State return one each. TEAMS RACK UP VICTORIES Since the 2001 football season, the WAC s top teams have established themselves as some of the most successful programs west of the Mississippi River. Boise State has won 53 games over the last five years while Fresno State has 46 wins and Hawai i has posted 41 victories. Only Texas (56), Oklahoma (55) and USC (54) have won more than Boise State. There are 53 Division IA programs west of the Mississippi that include all of the teams from the WAC, Big 12, Mountain West and Pac-10 and several teams from the Big Ten, Conference USA, SEC and Sun Belt. Chris Petersen became Boise State s head football coach on January 1. Petersen succeeded Dan Hawkins who accepted the head football coaching job at Colorado on Dec. 16. The 41-year old Petersen is the ninth head coach in the 38-year history of Bronco football. Petersen has been Boise State s offensive coordinator and quarterbacks coach for the past five years and during that time was twice (2002 and 2004) a finalist for the prestigious Broyles Award which honors the nation s top assistant coach. Dennis Erickson returns to Idaho where he started his head coaching career in The 59-year-old coached for four years at Idaho before moving on to Wyoming (where he coached one year in the WAC), Washington State, Miami-Fla. (where he won two national championships) and Oregon State. He compiled a record of during those 17 years. Erickson also spent four years as the head coach with the Seattle Seahawks and two seasons with the San Francisco 49 ers. Seven teams in the WAC play at least one non-conference opponent that competed in a bowl last year while Fresno State and Nevada are playing a WAC-high three bowl opponents. Nevada head coach Chris Ault will begin his 22nd season as a head coach and is , the fifth winningest active coach in Division IA. San Jose State s Dick Tomey is the 11th winningest active coach as he begins his second year with the Spartans with a record of Tomey previously won 63 games at Hawai i from and 95 games at Arizona from Tomey has coached 286 games, the fourth most among active coaches. Idaho s Dennis Erickson begins his second stint with the Vandals as the nation s 13th winningest coach with a record of In WAC games only, Fresno State head coach Pat Hill has 50 conference victories, the fourth most in league history while Tomey enters the 2006 season with 35 WAC wins, the 10th most. NEVADA WITH LONGEST WINNING STREAKS Nevada will begin the season with a five-game winning streak, the longest in the WAC and tied for the fifth longest in the nation. Boise State features the most returning starters with 20 while Fresno State returns 19. Both Hawai i and Idaho return 17 each. Idaho has the most offensive starters returning with 10 while Boise State has the most defensive starters returning with nine. Fresno State allowed just 40 total yards on seven punt returns last year, the fewest in the nation... senior Joe Fernandez has caught a pass in 23 consecutive games, the second longest streak in the WAC... senior WR Paul Williams had 83 rushing yards in 2005, the most of any returning Bulldog... junior RB Dwayne Wright returns this year after missing all of last season and all but the first two games of the 2004 season... Wright rushed for 1,038 yards as a freshman and 195 in two wins over Washington and Kansas State in the Bulldogs have played in seven consecutive bowl games, the longest streak of any western U.S. school. RB Jayson Bird returns after missing most of last season after breaking his collarbone... 8 OBJECTIVE To allow for certain specific types of officiating mistakes to be immediately reviewed and corrected during all WAC games. GUIDING PRINCIPLES The two guiding principles for the use of Instant Replay are: 1. The play must have a discernable competitive effect on the game, and 2. There should be indisputable visual video evidence to make a stoppage or change. THE STANDARD There must be indisputable video evidence for an officiating call to be changed by the Replay Official working from a booth in the press box. Additionally the play must have significant impact (ball possession, first down or score in question) on the game to warrant game stoppage for review. THE SOURCE All reviewable video will come from one of two sources. If broadcast television (such as ESPN or local television) is available on the site, the video to support instant replay will be taken from these productions. If a game is not produced for broadcast, the next source of video will be to use members in-house television productions. There are no minimum standards for number of cameras. REPLAY OFFICIALS The WAC Instant Replay Program will have three officials in the booth. The Replay Official will make all requests for reviews and the Communicator will assist the Replay Official in obtaining the video replays and communication. The third person in the booth, the Technician, will be responsible for, at a minimum, maintaining the operating condition of the equipment throughout the game. All three persons will be trained and paid by the WAC. REPLAY EQUIPMENT WAC will use a Digital Video Recorder based system to implement its Instant Replay Program. All of the associated equipment and cabling is supplied by WAC and will be maintained by the home institution. REVIEWABLE PLAYS Side Line, Goal Line, End Line a. Scoring Plays, including a runner in possession of a live ball breaking the plane of the goal line. b. A pass complete, incomplete or intercepted at a sideline, goal line or an end line. c. A runner or pass /receiver in or out of bounds. d. Recovery of loose ball in or out of bounds in the field of play or an end zone Passes a. A pass ruled complete, incomplete or intercepted anywhere in the field of play or an end zone. b. A forward pass touched by an ineligible receiver. c. A forward pass touched by a defensive player. d. A fumble ruled on the part of a passer. (Note: If the on-field ruling is forward pass and the pass is incomplete, the play is not reviewable). e. A forward pass or forward handing ruled when a runner is beyond the line of scrimmage. f. A forward pass or forward handing ruled after a change of possession. g. A pass ruled forward or backward when thrown from behind the line of scrimmage. (Exception: If the pass is ruled forward and is incomplete, the play is not reviewable. Miscellaneous a. A runner ruled to have fumbled. (Note: If a runner is ruled down, the play is not reviewable). b. A runner s forward progress with respect to a first down. c. Touching of any type kick by any player. d. The number of players participating by either team during a live ball. e. A scrimmage kicker beyond the line of scrimmage when the ball is kicked. f. Clock adjustments when a ruling on the field is reversed. g. A fumble recovery by a Team A player during a fourth down or a try and before any change of possession. INITIATING A REPLAY PROCESS There are two methods to stop a game to review a ruling on the field. a. The Replay Official and his crew shall review every play of a game. He may stop a game at any time before the ball is next put in play whenever he believes that: 1. There is reasonable evidence to believe an error was made in the initial onfield ruling. 2. The play is reviewable 3. Any reversal of an on-field ruling, which would result from indisputable video evidence, would have a direct, competitive impact on the game. Instant Replay b. The head coach of either team may request that the game be stopped and a play be reviewed by challenging the on-field ruling. 1. A coach initiates this challenge by taking a team timeout before the ball is next put in play and informing the referee that he is challenging the ruling of the previous play 2. After review has been completed, if the on-field ruling is reversed, that team s time out will be cancelled. 3. After a review has been completed and the on field ruling is not reversed, the charged team time out counts as one of the three permitted that team for that half. 4. A head coach may not challenge a ruling in which the game was stopped and a decision has already been made by the Replay Official. 5. A head coach request a team time out to challenge an on-field ruling and the play being challenged is not reviewable; the time out shall count as one of the three permitted his team during that half of the game. If all team timeouts have been used, a delay penalty will be assessed. 6. A head coach may not challenge an on-field ruling if all his team s timeouts have been used for that half. 7. A head coach shall be permitted one challenge per game. MECHANICS OF A CHALLENGE In the event that a play is to be reviewed, the Replay Official will notify the referee and other officials via a pager system. When the pager goes off, all field officials should stop the clock immediately. The Referee will then announce, The play is being reviewed. The Referee should discuss with the calling officials what exactly was ruled on the field. He will then go to the sideline and put on the sideline headset so he can communicate with the Replay Official, making sure the Replay Official knows exactly what was ruled on the field. If the replay discovers a foul that is enforceable under replay guidelines, the Referee must find out if the offended team wants to accept the penalty and then make the appropriate announcement. If the play on the field cannot be reviewed because of a system malfunction, the Referee shall announce, There will be no review because the instant replay system has malfunctioned. The ruling on the field stands. The Replay Official should try to get the system working, but will stop his efforts after two minutes. When reviewing a play, the Replay Official should spend at least two minutes reviewing replays, even if there is no video shot that either confirms or overturns the ruling on the field. When a decision has been made by the Replay Official to reverse the ruling on the field, he/she must provide the Referee with the following information: down; distance; yard line; position on the field; status of the clock; and time on the clock. The Replay Official can stop play for a review up until the next snap or free kick. CLOCK ADJUSTMENTS The only time the clock can be adjusted on a replay reversal is if time ran off the clock and the result of the replay decision created a stopped clock. (ie. replay discovered that the runner had stepped out of bounds but the ruling on the field allowed the runner to continue to advance.
