1 ARKANSAS PREMIER YOUTH FOOTBALL LEAGUE Article I Name BY-LAWS, RULES AND REGULATIONS Amended by reslutin f APYFL Members August 5, 2016 The name f this rganizatin shall be Arkansas Premier Yuth Ftball League (APYFL). Article II Members The Members f the APYFL shall cnsist f ne representative frm each f the fllwing schls having ne vte each: Greenbrier (Black Team & Blue Team) Vilnia (Gray Team & Red Team) Mrriltn Maumelle Beebe Sheridan There shall be n mre than ten Members (schls) f APYFL. Expansin is pssible with league vted apprval. Article III Officers The Officers f the APYFL shall cnsist f: A. Cmmissiner B. Tw Assistant Cmmissiners Article IV Selectin f Officers All Officers shall have a ne year term limit. All Officers shall be nminated by secret ballt. All Officers shall be vted n by secret ballt. The Cmmissiner shall nt be frm the same schl as the Assistant Cmmissiners. The Assistant Cmmissiners shall nt be frm the same schl as the Cmmissiner. Article V Duties f Officers Cmmissiner 1. Cmmissiner is respnsible fr day-t-day peratin f the APYFL. 2. Cmmissiner shall cnduct the business meetings f the APYFL. 3. Cmmissiner shall maintain up t date financial recrds f the APYFL. 1

2 4. Cmmissiner shall ensure that Assciatin Members and game fficials adhere t the spirit f cmpetitin, rules f the game, and APYFL by-laws. 5. Cmmissiner shall keep the By-Laws, Rules and Regulatins f the APYFL up t date. 6. Cmmissiner shall maintain game scheduling, member cntact list, website, scres, league rsters and rankings. Assistant Cmmissiners 1. Assistant Cmmissiners shall resume the duties f the Cmmissiner in the absence f the Cmmissiner. 2. Assistant Cmmissiners is respnsible fr day-t-day peratin f the APYFL. 3. Assistant Cmmissiners shall ensure that Assciatin Members and game fficials adhere t the spirit f cmpetitin, rules f the game, and APYFL by-laws. Article VI Meetings Meetings shall be called as necessary t cnduct business f the Assciatin. Officers r their assigned representatives are required t attend all meetings cnducted by the Assciatin. Article VII Dues/Financial APYFL dues shall be determined by APYFL Members and shall be paid annually by May 1 st. Fees will be vted n by the members t cver csts f the league fr each year. APYFL shall prvide up t $ t the Member hsting the Super Bwl in rder t help with the cst f trphies which is t be prvided t each grade participating. (3 rd - 6 th ) All teams shall participate in every game scheduled by APYFL. If a team des nt participate, they must pay a penalty f $ t the hsting Member within 30 days frm the date the game was scheduled. If the payment is nt received within the alltted time, the Member will lse their membership in APYFL and will nt be eligible t participate in the playffs r Super Bwl. Admissin fr each game may nt exceed $3.00 per adult and $1.00 per child (18 and under). Each member shall pay the designated fee t APYFL fr the hiring f the Head Official services within 30 days frm date requested. Members with tw teams per grade shall pay duble the set amunt. The ttal yearly fee fr the 2016 seasn is $500 t be divided evenly by all f the teams in the league (i.e. $500 split amngst 6 Members/8 teams wuld cst each member $62.50 except fr Vilnia and Greenbrier, they wuld each we $125). All Caches and their spuses will be allwed in all games withut being charged prviding they shw prper passes when entering. Passes will be prvided by APYFL. Directrs will need t give a ttal head cunt t APYFL by August 1 st. Csts fr the passes will be paid fr by the league dues. Article VIII Insurance Each Member f APYFL shall carry insurance fr their schl, with a minimum f $100, medical and $1,000, Directr and Officer cverage. 2

3 Members are required t prvide the League with prf f insurance by August 1 st f every year. Article IX By-Law Vilatins A Member f APYFL is cnsidered in vilatin f League By-Laws if they d nt pay the Head Official Dues within 30 days frm date requested, League dues by May 1 st r shw prf f required insurance by August 1 st. First vilatin carries the pssible penalty f being placed n prbatin fr a minimum f ne year. An emergency League meeting will be called t discuss the vilatin as well as the administered penalty. Article X Prbatin Regulatins Starting with the 2017 seasn, all new schls in the league shall be placed n prbatin fr ne year. At the end f the year prbatin, the Members f the League shall vte t extend prbatin fr anther year, add the new schl as a Member r remve the new schl frm League. A Schl r Member n prbatin shall nt have any vting privileges, but can shuld attend all meeting and prvide input n decisins. A Schl r Member n prbatin shall nt hst any games utside f regular seasn. A Schl r Member n prbatin shall be required t adhere t the League s By-Laws including membership dues. A Schl r Member n prbatin shall be placed last in their divisin, shall play the first rund f playffs but shall nt mve frward after that game. Article XI Player Eligibility Each Member shall try t have an equal number f teams in each grade. (3 rd 6 th ) A player is nt permitted t play dwn in a lwer grade. Exceptin t this rule: If there is a cncern fr the safety f a player, due t lack f size r anther issue that culd pse as a safety risk, the directr may present case t the league fr the player t play dwn. A player may nt play up fr anther team nce the seasn has started withut the League Cmmissiner, Assistant Cmmissiner(s) and ppsing schl Directr s apprval. If they all d nt agree t allw the player t play up, the player cannt play up. Participants shall play fr the Member that he/she is presently attending schl at unless the Directrs frm each schl and the League Cmmissiner agree t a transfer. If a participant lives within a schl district that des nt ffer ftball, he/she may play fr their schl/twn f chice. A player shall be eligible t play in his grade if he/she meets the fllwing age requirements during seasn: Seasn - defined in its entirety as frm the first practice thrugh t Super Bwl 3

4 3 rd grade player must be under the age f 10 fr the entire seasn 4 th grade player must be under the age f 11 fr the entire seasn 5 th grade player must be under the age f 12 fr the entire seasn 6 th grade player must be under the age f 13 fr the entire seasn * (starting 2017 seasn) 7 th grade players are eligible t play n a 6 th grade team prvided they attend a schl that des nt ffer ftball and they fall under the 6 th grade age requirements. Prf f schl enrllment must be presented t the Cmmissiner befre the first game f the seasn. This will be up fr review and vted n in Fr the 2016 Seasn, a player shall be ineligible t play if he/she turns 13 years ld prir t Octber 1 st, Starting with the 2017 seasn, a player shall be ineligible t play if he/she turns 13 years ld during seasn. Exceptin t this rule must be brught frth t the APYFL by the directr f that schl and must be vted n by league members. All vtes fr APYFL are majrity rules. All vtes are final. A player that is abve the grade/age limit requirement has the pprtunity t play up a grade up t the age f 12 as lng as the guidelines set frth are fllwed in abve paragraphs 3 & 4 under Article XI-Player Eligibility. The Maximum weights f any player in the backfield are as fllws: A. 3 rd Grade is 100 lbs B. 4 th Grade is 110 lbs C. 5 th Grade is 120 lbs D. 6 th Grade is 130 lbs E. There is a 3lb variance allwed fr each weight class t still be eligible n weigh-ins. This will accunt fr discrepancies n each scale. Weights ver the 3lb variance are ineligible t be in the back field. 1. The ffensive end may be abve the weight limit but may nly receive a pass prvided the pass is thrwn dwn field. 2. N player ver the weight limit shall carry the ball at anytime unless it is caught n a frward pass thrwn dwn field, is intercepted, is received n kick-ff, r picks up a fumbled ball. 3. All players playing in the backfield must be recgnized by the ppsing team 30 minutes prir t the start f their game. 4. A list f all players that may be in the back field must be given t the ppsing team 30 minutes prir t the start f their game. The list must cntain the players name, jersey number and weight. 5. All questinable players must be weighed befre the start f each game. Once the game has started a player cannt be weighed. 6. Players are t be weighed in their t-shirt, ftball pants with pads and scks. (N helmet, shulder pads, shes r jersey are required) 7. A 15 yard penalty fr miscnduct will be assigned t any team that plays a player wh is nt n the list f backs given t the ppsing team befre the game begins. In additin, the team will play the entire game but the penalty will result in a frfeit. 8. Player Rsters fr each grade must be turned int the APYFL cmmissiner by the Jambree f each seasn. Additinal players that need t be added t the rsters fllwing the Jambree must be submitted t the League fficers fr apprval. Rsters shuld include the fllwing infrmatin: name, age, grade, jersey number and weight. Rsters will be shared with all teams. 4

5 Article XII Caches Eligibility/ Regulatins All caches must read and sign the APYFL Cde f Caching Ethics. It is the respnsibility f the Members t cllect and keep recrd f all signed cpies f the APYFL Cde f Caching Ethics fr their caches. It is the respnsibility f the Members t perfrm and keep recrd f a backgrund checks n all caches. Only tw caches are allwed n the field during a game. The caches shall retreat a minimum f 10 yards frm the line f scrimmage r 1 yard deeper than the deepest player. On field caches are nt allwed t talk t any players nce the ffensive huddle has been brken. Once the ball is snapped talking is allwed. A 5 yard penalty shall be assigned fr delay f game fr the infractin. Article XIII Practice Plicy N Member shall allw any team t practice in full pads befre August 1 st. APYFL is nt respnsible fr the gverning f the Members practices and actins utside f the rules and regulatins stated. All Members are slely respnsible fr the safety and welfare f each f its participants. Article XIV Officials Each Member shall have fur fficials per game that are a part f the designated fficials chsen by APYFL. Each Member is respnsible fr the payment f each fficial. Article XV Game Rules and Regulatins Each team will be prvided three time-uts per half that may nt be carried ver. Each team will have 35 secnds t run a play after the ball is set fr play. All tied games will be decided by the High Schl vertime rules with the exceptin that they may chse t g fr ne pint r tw pints thrughut all the vertime perids. Each team will be given the ball n the 10-yard line with a new set f dwns. The Sprtsmanship Rule starts in the 3 rd quarter after the ppsing team has a lead f 18 pints r mre and will nt stp fr the remainder f the game unless a timeut is called. After a team scres a tuchdwn, they have the fllwing three ptins t attempt extra pints: Optin 1: The ball will be placed n the 2.5 yard line; the scring team may run an ffensive play. The play may result in ne pint. The ball may nt be kicked. Optin 2: The ball will be placed n the 5 yard line; the scring team may run an ffensive play. The play may result in tw pints. The ball may nt be kicked. Optin 3: The ball will be kicked frm the 10 yard line with a player hlding the ball. The ball will be snapped. The line f scrimmage will be n the 2.5 yard line. The ffensive and defensive line may nt crss the line f scrimmage r make any cntact with the ppsing team during the play. The defense may vertically jump t blck 5

6 the kick but cannt jump frwards. The play starts when the kicker mves frward t kick the ball. N fakes are allwed. Penalties during the attempt will be administered as a live ball penalty and it may be declined r enfrced during the kickff. The play may result in tw pints. Whenever a team chses t punt, they must infrm the fficials. When the ball is punted, it shall be mved 30 yards dwn field frm the previus spt. If the ball is within the 30-yard line, the ball shall be placed half the distance t the gal line frm its previus spt. Actual punting f the ball is prhibited. The games shall cnsist f fur quarters. A. 3 rd and 4 th grade will have 8 minute quarters B. 5 th and 6 th grade will have 9 minute quarters The fficial size ball fr 3 rd and 4 th grade shall be equivalent t a 2000K ftball; 5 th and 6 th grade shall be equivalent t a Wilsn TDJ ftball. The time clck shall be run by accrding t High Schl rules by an fficial. Each schl shall have a time clck available fr the caches and fans t view. The clck shall run after the ball is set fr play. N team shall have mre than 30 players. Article XVI Game Scheduling All games will be scheduled n Saturdays t last at least 1 hur and 30 minutes. Each Member is respnsible fr the start times at their schl. It is recmmended, but nt required that each member chse ne f the fllwing schedules: Mrning 3 rd Grade 9:00 a.m. 4 th Grade 10:30 a.m. 5 th Grade 12;00 p.m. 6 th Grade 1:30 p.m. Afternn 3 rd Grade 2:30 p.m. 4 th Grade 4:00 p.m. 5 th Grade 5:30 p.m. 6 th Grade 7:00 p.m. There will be a seasn starting Jambree t get all f the teams tgether and scrimmage. The frmat and start times f the Jambree will be determined by the hsting team(s). The nly scheduling requirement is the day f the week will be Saturday. 6

7 Teams will be seated in the playffs accrding t their wins versus lsses. Ties will be determined in the fllwing criteria. A. Head t Head B. Nn-Divisinal Recrd (prvided enugh teams are participating t have 2 divisins) C. Cin Flip The fllwing (10 Team) example f a rtatin will be used fr the hsting teams: A. 1 - Jambree (Vilnia Gray) 2 - Jambree (Mrriltn) B. 1 - Playff (Maumelle) 2 - Playff (Beebe) C. 1 - Semi-Final (Greenbrier Blue) 2 - Semi-Final (Vilnia Red) D. 1 - Super Bwl (Greenbrier Black) 2 - Nt Hsting (Sheridan) *Each Member will mve up the list and fall back t the bttm after hsting a Jambree. The Super Bwl will mve back and frth between sides each year. Actual lcatins f the playff games will be adjusted t accmmdate hsting teams using rankings. The schedules fr each playff week will be set by a league meeting the Sunday befre each rund f the playffs. Article XVII Player, Cach, Parent, Member Discipline Plicy Any vilatin f APYFL s rules and regulatins are subject t disciplinary actins including but nt limited t; verbal warnings, suspensins r expulsin. Ejectin f a Cach r Player resulting in a game suspensin will be defined as the fllwing: Suspensin meaning unable t be in attendance in the stadium r have any cmmunicatin with caches, players, r parents during the cmpetitin. The purpse f this rule is t cmpletely suspend cntact r influence ver the club during the suspensin. When an ejectin takes place the fficial will ntify bth benches f the ejectin. The directrs f each f the schls will be made aware f the ejectin by the benches. The directrs will ntify the league cmmissiner as t the identity f the ffending individual. The League cmmissiner will infrm all directrs by r text f the situatin. The directr wh has respnsibility fr the individual ejected will make certain the suspensin is carried ut. Failure t d s will result in the frfeiture f the next game. 7

8 In the event that a cach r player receives a secnd ejectin in a seasn that cach r player will be suspended fr the remainder f the seasn. A decisin will then be made by the cmmissiner with advice and cunsel frm the assistant cmmissiners as t whether that persn can cntinue t be a participant in the APYFL. Article XVIII Amendments These By-Laws, Rules and Regulatins may be amended r repealed as necessary by the Members f APYFL. Article XIX Effective Date The By-Laws, Rules and Regulatins f the APYFL shall be in effect cmmencing with their adptin. 8
