OFFICIALS FEE: $230 per team Payable to Randy Moore (Cash or Money Order only) *Registration will be held from Jan 2, Feb 2, (Packets can be picked up and dropped off at any recreation center within these dates only.)* *All players must have a valid membership card in order to play in the league. Anyone without card will not be allowed to participate in any game until card is acquired.* Attention All Coaches It will be mandatory for all coaches and assistant coaches to become certified by Positive Coaching Alliance and attend a Child Abuse Presentation in order to participate in the league. The MANDATORY CLINICS will be on February 3, 2018 from 9-10:30 am at Hillside Rec Wyoming St. for the Child Abuse Presentation. The Positive Coaching Alliance Certification will be on February 10th from 9-10:30 am at Haynes Rec Center Clarks Crossing. 2 City of Laredo Parks & Leisure Services Department 2018 Youth Basketball League Important Dates & Information January 2, 2018 February 2, Youth League Registration Deadline February 2, 2018 at 9 pm All paperwork is due by February 2, 2018 Team Rosters, Coaches Background Checks, T-Shirt orders, Birth Certificates Copies, All Fees Paid in Full & Waivers (Registration forms may be turned in at any recreation center) Please note: Rosters: Please make sure that you get a firm commitment from Parents and the Players for the Season. Coaches please keep in mind that changes are NOT allowed to the rosters after Feb. 2, We have had concerns in the past and would just like to stress the importance of their commitment. The League will run from Feb. 26 June 3, Background checks need to be approved before any coach can attend the Mandatory Coach Certification. In the event that a coach is not approved due to the background check, the coach will not be allowed to participate and must find a replacement coach. February 3, 2018 Mandatory Coaches Certification (Child Abuse Presentation) 9 am 10:30 am NE Hillside Rec- 320 Wyoming St. The certification is one of the requirements for the league. All coaches/assistants must attend this certification in order to coach in the league. Please note that if you do not attend the certification, the team will not be allowed to enter the league. 3 City of Laredo Parks & Leisure Services Department 2018 SYBL Positive Environment Parks & Leisure Services Department Youth Basketball league is a recreational league. This league is to help develop coordination skills, social skills and self-esteem. This league also focuses on sportsmanlike behavior from children, parents, coaches and spectators. Healthy competition is important to push the children to continue to do their best by matching their abilities with other children with either more, the same or less experience. Learning sportsmanlike behavior in the league isn t just about playing, it s about teaching the child not only how to win but also how to lose. Fun Environment Parents need to keep perspective of why we are here. Parents are there as spectators and support for their children. Parents do not get to play nor do they have any influence on the outcome of the game. Yell and cheer for your team, but do not yell at the officials or gym staff. All cheering or yelling must be in a positive nature. Support Parents must remember that failure is part of the game. No player, team or official is perfect 100% of the time. Remember, professionals only make 30% of their shots. We need to remember everyone is human and make mistakes. Parents are there to watch what happens and not to make things happen. Know Your Role Coaches are there to coach, officials are there to officiate, and parents are there to root for their team. Let the officials call the game. *Yelling at them will not make a difference in the outcome of the game but it could get you removed from the gym or cost your team a foul. It is important to play the games to win, but who wins and loses is not important. Verbal Abuse Verbal abuse will not be tolerated in any manner. Parents will be asked to leave the gym and may be asked not to attend any more games. We will not allow verbal abuse of officials. It is your responsibility to inform all family members that attend the game of this policy.

I will place the emotional and physical well-being of my players ahead of any personal desire to win. 2. I will remember to treat each player as an individual, remembering the large spread of emotional and physical development for the same age group. 3. I will do my very best to provide a safe playing situation for my players. 4. I promise to review and practice the necessary first-aid principles needed to treat injuries of my players. 5. I will do my best to organize practices that are fun and challenging for all my players. 6. I will lead, by example, in demonstrating fair play and sportsmanship to all my players. 7. I will ensure that I am knowledgeable in the rules of the Spurs Youth Basketball League and will teach each of these rules to my players. 8. I will spend 5 minutes each week talking to the players about making positive choices, staying drug free and showing respect to all. 9. I will say the SYBL pledge prior to all games. 10. I will use those coaching techniques appropriate for each of the skills that I teach. 11. I will remember that I am a youth coach and that the game is for children and not adults. 12. I will not use alcohol, drug or tobacco related products in the presence of players, fellow coaches, officials and volunteers. 13. I will not disrespectfully address an official. 14. I will not attempt to influence official s decisions. 15. I will not use profanity. 16. I will not object to an official s decision by rising from the bench or using gestures. 17. I will not incite undesirable crowd reactions. 18. I will not enter the court unless given permission by an official to attend to an injured player. 19. I understand that I must wear my Spurs Certified Coach shirt and present my Coach Badge or photo ID at all games or I will not be allowed to Coach for that game. 20. All Coaches/Assistant Coaches must be 18 years or older. I hereby agree to live up to this Code of Conduct/Ethics to the best of my abilities. Note: At any time deemed necessary the Parks & Leisure Staff has the authority to take appropriate action as needed to ensure the safety and success of the Spurs Youth Basketball League. Once a coach has had 2 (two) violations of the above code of Conduct, during a season, the coach will be suspended from All Coaching Duties for the duration of the season and the following season. 7 Spurs Youth Basketball League Operating Criteria All participating organizations are asked to represent to these standards. Annually, all coaches must o Attend a Positive Coaching Alliance workshop prior to the first game of the season o Undergo a National Criminal Background check- background checks are performed by each individual organization All organizations must provide schedules and a completed team roster for each participating team to Silver & Black Give Back All players must play at least one complete and uninterrupted quarter per game and at least four consecutive minutes in the opposite half. (This may be more restrictive but not less) There will be no back court press for the 10 and under age groups, except in the last minute of each half Zone defense of any kind is not permitted at the 10 and under age level. Coaches are asked to spend 5 minutes each week talking to the players about making positive choices, staying drug fee and showing respect to all. 13 Policies for Denying Individuals the Right to Serve with City of Laredo PALSD Youth Basketball League A person shall be disqualified and prohibited from serving as a volunteer or staff with this association if the person: 1. Fails to consent to a personal criminal background search; or 2. Has been convicted of a crime of child abuse, sexual assault, child neglect, murder, voluntary manslaughter, felony assault, arson, robbery, burglary, indecent exposure, public lewdness, terrorist threat, any offense against a minor, kidnapping, or felony violations of the Controlled Substance Act (including crimes whereby a plea of No Contest was entered); or 3. Has been twice convicted, in any combination, of the following offenses: misdemeanor assault, misdemeanor theft; or 4. Has been twice convicted, in any combination during the past seven years, of the following offenses: driving while intoxicated (DWI) or driving under the influence (DUI), or any violation of the Controlled Substance Act; or 5. Has been subject to any court order involving any sexual abuse or physical abuse of a minor, including but not limited to domestic order for protection. 6. In the event that a coach s behavior contradicts the purpose of the league, (to teach basics of basketball as well as exemplify a positive role model.) The Recreation Division Superintendent shall have the final decision on all personal matters. 14 City of Laredo Parks & Leisure Services Department 2018 SYBL Amendments to SYBL Manual RULES OF PLAY 1. Official NCAA Rules and Spurs YBL Manual will govern play except for amended Parks & Leisure Service Departments local rules. 2. All players first and last name must be printed on the official roster/scorebook that will be submitted by the coaches at least ten (10) minutes before scheduled game time (no nicknames permitted). In addition, each captain or coach shall supply the score table with name and number of the five (5) designated starting players; if the five (5) players are not present on the court at the designated time, the team will receive an automatic forfeiture. If neither team shows up, a double forfeit will be awarded. If one team shows up they must have the five (5) players to get the win. Players are strongly recommended that they arrive for games at least 20 minutes before game time. 3. All teams will be comprised of ten (10) players. All rosters are frozen and NO new players can be added after 02/03/2018 by 9 pm. NO EXCEPTIONS. 4. Jump ball: There will be a jump ball to start the game and to start the overtime. All other possessions will alternate. 5. Length of season: Ten (10) games 6. Substitution is allowed only on a dead ball and the official must let you in. 7. Free throw line: Teams ages 10 & under will have the option of shooting foul shots from 13 feet or the official distance of 15 feet. All other divisions are required to shoot foul shots from the official free throw line. (All facilities will be responsible for having the 13 foot distance marked for those divisions.) 8. Basketball Rim Height: All divisions are at regulation 10 ft. EXCEPT the 5 & 6 yr. old division. They will be playing at 8 ½ ft. 9. Players can participate on only ONE team per season. In the event that a player s name appears on more than one roster at a time, the player will remain on the team he/she played the first game with. Games in which the player participated with the second team will result in a forfeit. In addition to the forfeits, the player will be suspended for rest of the season. 10. Only 2 coaches are allowed to sit at the bench during the game. If there are more than 3 coaches, the extra will have to sit in the bleachers. 1

15 UNIFORMS 1. All players must be wearing the 2018 Spurs YBL uniform. The player who does not have the uniform will not be allowed to play. No Exceptions. If the player is sick, injured or for any other reason in which the player will not be playing, the player will be allowed to sit on the bench with his team but needs to be documented in the scorebook. He/she will also not be allowed to be in uniform while on the bench not participating. If the child will not be participating and is wearing the uniform, he/she will be asked to sit in the bleachers. 2. No player may have any kind of jewelry on (i.e. Earring, necklaces, rings, etc.). This is a safety issue. Shooting sleeves will be permitted as long as it does not have any metal on it. Please inform all your parents before the season begins. The player will not be able to participate with jewelry. 3. Coach must wear Spurs Coach Shirt and present his Certified Coach Badge to the scorekeeper before each game. In the event that the Coach is unable to present his badge; a photo ID must be shown. No Exceptions on the Coach Shirt. It must be worn. If one of the following requirements is not met, the Coach will not be allowed to sit at Bench area and cannot coach from the Bleachers/Sidelines. Please contact Ms. Garcia at if you lose or damage your coach shirt with enough notice so it can be replaced. WAIVERS The City of Laredo Parks & Leisure Services Department is not responsible for any injuries to any league participant. Ex: players, coaches, officials, or spectators. We urge all teams to acquire their own team or individual insurance to cover any injuries. GAME DATES AND TIMES All game times and dates are final. Consideration has already been taken into effect based on all TAKS/STAAR testing for all ages at both school districts as well as private places of education; as it was available on the official web sites of respective entities. Games will not be changed because of conflicts with outside events. NO EXCEPTIONS. There will be a 10 - minute grace period and it applies ONLY to the first game of the day. Please ask your team to be at the game early to avoid having the game forfeited. PARTICIPATION RULE 1. Participants ages 10 & under - All players must play two (2) uninterrupted (complete) quarters, one in each half. The player must play one uninterrupted (complete) quarter in the first half and one uninterrupted (complete) quarter in the opposite half. Failure to comply with this rule will result in an automatic forfeit for that game and will be subject to further disciplinary action as stated below. 2

16 Participants ages 11 & Up All players must play one (1) quarter and four consecutive minutes in the opposite half. The player must play one uninterrupted (complete) quarter in the first half and 4 consecutive minutes minimum in the opposite half. (Ex: A player who plays all of the 1 st quarter, must also play at least 4 consecutive minutes in either the 3 rd or 4 th quarter.) Failure to comply with this rule will result in an automatic forfeit for that game and will be subject to further disciplinary action as stated below. If a player comes after the start of the 2nd quarter, that player is not allowed to play due to the playing rule requirement. It is the responsibility of the coach to ensure that all players have met the requirements. Failure to comply with this rule will be reason for a forfeit for that game and will be subject to further disciplinary action as stated below: 1 st violation - written warning, unless the Superintendent of the Rec. Center Division determines the action was severe enough to warrant immediate suspension or dismissal. 2 nd violation - dismissal from coaching duties for the remainder of the season. The rule does not apply if the player fouls out or is injured and, in the judgment of the referee, cannot return to play. 2. Any player that has not fouled out can play in the overtime period. CONDUCT BEFORE AND AFTER THE GAME 1. A coach, player, substitute, team attendant or fan shall not: a. Disrespectfully address or physically confront an official b. Attempt to influence an official s decision c. Use profanity d. Disrespectfully address or bait an opponent e. Object to an official s decision by rising from the bench or using gestures f. Incite undesirable crowd reactions g. Enter the court, unless by permission of an official, to attend to an injured player h. Yell at or mistreat a player 2. The officials shall penalize a team for unsportsmanlike conduct by any player, coach, substitute, team attendant or fan by assessing one (1) technical foul. If there is flagrant misconduct, the official shall penalize the team by assessing two (2) fouls, and then removing the offending player from the game, or banishing any offending coach, substitute, team attendant or fan from the premises and will be subject to further disciplinary action as stated below: 1 st violation - written warning, unless the Superintendent of the Rec. Center Division determines the action was severe enough to warrant immediate suspension or dismissal. 2 nd violation - dismissal from the league for remainder of the season. 3

17 ***If a coach, player, substitute, team attendant or fan is asked to leave the premises and refuses to leave, Laredo PD & Parks Police will be called to escort you out of the facility.*** 3 A player and/or players that fight will be assessed one (1) technical foul and automatically expelled from the league. TECHNICALS Any player, coach, fan or spectator who intentionally has physical contact with a City representative or official, either inside or outside the facility, will be dismissed from the league and will not be allowed on the premises for the rest of the season. 1. The coach loses his/her privilege of standing in the assigned coach s box and must remain seated during the entire game after he or she has received a technical foul. 2. Two bench technical fouls will result in the head coach being removed from the game. He or she will be suspended for the next game and may be subject to disciplinary action. The coach must leave the gym and the premises. 3. A severe enough infraction can result in an automatic removal from the game. He or she will be suspended for the next game and may be subject to disciplinary action. 4. If a player or a coach is ejected from a game, he or she must leave the premises. He or she will be suspended for the next game and may not sit on the bench for the next scheduled game. LENGTH, GAME CLOCK AND OVERTIME PERIOD 1. All teams 10 & under will play four (4) - six (6) minute quarters and teams 11 & up will play four (4) eight (8) minute quarters, 2. All Divisions will have a running clock with the exception of the final two minutes of 4 th quarter. (EXCEPTION) If one team is ahead by fifteen (15) or more points in the last quarter, the clock will remain running, except for time outs. The team must also defend within the 3 point line extended. 3. The clock will stop on all time outs. 4. The clock will stop for all technical shots. 5. Blow-Out games will not be tolerated due to keeping the kids interested in basketball and any other sport. Both scores will be set to Zero when a team is ahead by 20 points and score will be kept in the scorebook. OVERTIME In the event of overtime, the duration of each quarter will be: 4

18 TIME OUTS GAME BALL 3 minutes for the 1st OT period. If the game is still tied after this time, a 2nd period of two (2) minutes will be played. If the game remains tied, a 3rd period lasting one (1) minute will be played. If the score is tied at the end of 3 overtime periods, the game goes to sudden death (the first team to score wins the game.) Each team will be allowed four (4) time outs per game without penalty. The time outs can be used at any time. One (1) additional time out is allowed for overtime. Coaches are allowed to call time out for their team. The 5-6 yr. old division will play with the Youth ball 27.5 The Boys Division (7-8) and Girls Divisions will play with an official Intermediate ball The (9-10, 11-12, and Division), will play with an officials men s ball BACK COURT PRESS There will be no back court press for the 10 and under age groups, except in the last minute of each half. Any violation of this rule will result in a warning for the first offense, and a technical foul for each additional offense. PENALTY: First Violation Warnings Second & Additional Violations Two Shot Technical (This is a violation rule, so the technical will not be counted as personal fouls or assessed against the coach.) The following are some special added rules for the 10 and under age groups. ZONE DEFENSE Zone defenses of any kind are not permitted at the 10 and under age level. PENALTY: First Violation Warning Second & Third Violations Two Shot Technical (Coach Foul) Fourth Violation Coach Expulsion PLAYER TO- PLAYER DEFENSE All teams and all players must play player-to-player defense, staying within 3 feet of the person they are guarding when the ball crosses center court and is in the middle of the floor. When the ball is passed or dribbled to a declared side, the five defenders can adjust accordingly by sagging in the lane in a help side position. Defenders may double-team the ball at any time. PENALTY: First Warnings Second & Additional Violations Two Shot Technical 5

19 (This is a violation rule, so the technical will not be counted as personal fouls or assessed against the coach.) THREE SECOND RULE A three-second in the key rule will be in effect for all age groups. TEN SECOND RULE The offensive team has ten seconds to pass the ball once the team crosses the half court line. IN CASE OF A TIE FOR 1ST OR 2ND PLACE FOR THE SEASON The season record determines standing. In case of a tie, the tiebreakers are as follows: a. Head to Head b. Highest point average per game (forfeit will not be tallied as average) c. Flip of coin BASKETBALL RULES OF NOTE (Rules that are commonly misunderstood or that SYBL basketball coaches should know.) 1. Three Seconds in the Key To commit a violation, an offensive player must be in the key for three seconds while his/her team is in continuous control of the ball in their frontcourt. Any shot resets the three-second count, even if the ball doesn t contact the rim or backboard. 2. Incidental Contact There is legal contact between players many times during a game without a foul called. For example, when two players dive for a loose ball and contact occurs before a player has the ball; it is not a foul unless the contact gives one player an advantage. (Pushing, tripping or by displacement.) 3. Uneven Number of Fouls Between Teams It is poor officiating for a referee to try to even the fouls between two teams and it is poor sportsmanship for coaches to insist on an equal number of fouls between two teams to validate that the officials were fair. Teams play differently some press, others are less skilled on defense; some are more or less aggressive. To penalize a team for the other team s poor or aggressive play is unfair. 4. Team Control Fouls A Team Control Foul is a common foul committed by a member of the team that has possession of the ball. The penalty for a Player Control Foul and a Team Control Foul is the ball awarded to the offended team for a throwin from the designated out of bounds spot nearest the foul. (No bonus free throws are awarded.) 6

20 PROTEST 5. Calling Time Out Coaches and players may request time out; only the referee can grant time out. There is no time out until the referee recognizes and grants the request of the coach/player. 6. Kicking the Ball Kicking the ball with any part of the foot or leg is a violation only if intentional and deliberate. 7. Jewelry / Nails No jewelry is permitted. Earrings must be removed, not taped. Fingernails considered dangerous by the referee must be cut. 8. Swinging the Arms / Elbows Excessive swinging of the arm(s) or elbow(s) is a violation (when contact is not made). 9. Injured Player An injured player MUST be removed from the game if the coach goes on to the court, or the official beckons the coach to attend to an injured player. Exception: a player required to leave the game may remain in the game if the team calls time out and the situation can be corrected before the end of the time out. Keep in mind that the Participation rule must always be followed in regards to playing time. Injured players must never be moved or put back in a game until it is safe to do so. Note: Coaches must have the Parental Permission and Health Authorization forms for all players available at all times There are no protests to games. The Officials Scorebook will be the official score and information for the games. 7
