1 EAST BAY ATHLETIC LEAGUE BY-LAWS -amended 6/1/17- winter sports Membership Membership in the East Bay athletic League is presently composed of the following schools. School Colors Mascot Amador Valley Purple & Gold Dons California Black & Orange Grizzlies Carondelet Red & White Cougars De La Salle Green, White & Silver Spartans Dougherty Valley Navy, Blue & Silver Wildcats Dublin Red, White & Navy Gaels Foothill Royal Blue, Gold & White Falcon Granada Black & Gold Matadors Livermore Green & Gold Cowboys Monte Vista Red & Black Mustangs San Ramon Valley Green & Yellow Wolves Number of Meetings Sec. 1 The number of Board of Governors meetings shall be at the discretion of the Chairman of the Board of Governors. However, there shall be no fewer than four. The athletic directors will meet monthly. Sec. 3 Each school receives a vote within their gender specific sport. 5/17/07 Meeting Place The place and time for the Board of Governors meeting shall be designated by the Chairman of the Board of Governors. Pre-Season League Meetings Fall- Foothill Winter - California Spring - Amador Valley Each Athletic Director is responsible for being the contact person for one or more sports. The AD should attend and lead the pre-season coaches meeting and post-season coaches meeting, and act as the liaison between coaches, athletic directors and the league commissioner throughout the season. To this end, every coach must become a positive factor in the development of the team and it's players, and must act as an example of professional conduct toward everyone. Sec. 1 The coaches shall abide by the "Coaches Code of Ethics" as found in the National Federation Rules. The League shall operate in the season of sport, pre-season and post-season under the Rules of the California Interscholastic Federation-North Coast Section, National Federation Rules, and the Rules set down by the EBAL Board of Governors. Sec. 3 The Head Coach of each program shall have the responsibility for the 2

3 League Passes conduct of their programs. As a group, the head coaches have a responsibility to the league and shall act as a "Recommending Body to the EBAL Board of Governors. The head coaches shall conduct meetings to the conduct and operation of the League and when appropriate submit recommendations in writing to the EBAL Board of Governors. Sec. 4 The season of sport for soccer shall be regulated by the CIF-NCS Rules and by the EBAL Board of Governors. Sec. 5 Varsity and JV Teams shall be limited the number of matches according to the NCS bylaws. Sec. 6 Pre-Season and Post-Season shall be regulated by CIF-NCS and EBAL Board of Governor's rule. Sec. 7 It is the responsibility of the home team school to provide safe, adequate facilities clearly marked in compliance with National Federation, CIF-NCS, and EBAL rules. In doing so, the home team school will act with a sense of fair play and sportsmanship toward the visiting team. Sec. 8 Game ending procedures; Any contest that is suspended for any reason will continue from the point of interruption, unless mutually agreed upon by the schools involved to end the contest (example- game out of reach and both schools agree to end the contest). Sec. 1 Sec. 3 Sec. 4 League Commissioner should supply all schools with league passes. 100 passes per coed school and 50 passes for single gender schools. 5/18/17 Each EBAL pass will show the name of the bearer and "guest" or family. Color of the pass will change each year. Staff member s only, with school ID receive admission to all events their school is participating in. Exception-Not to EBAL Championship Events. 3/31/09 DLS/Carondelet allowed to attend each other s games. 9/10/09 Conduct The Principal of the school is responsible for the conduct of his players, school officials, students and crowds before, during, and after athletic contests. Reports of conduct that are unsafe and interfere with a game or would bring discredit to high school athletics should be reported to the commissioner. EBAL Behavior Expectations Sportsmanship Preamble: The member schools of the CIF and EBAL are committed to providing a 3

4 sportsmanlike environment for the students, coaches, and spectators. Sportsmanship Definition: A person who can take a loss or defeat without complaint, or victory without gloating, and who takes his/her opponents with fairness, courtesy, and respect. (CIF) The following behavior is unacceptable at all CIF high school contests: 1. berating your opponent's school or mascot 2. berating opposing players 3. obscene cheers or gestures 4. negative signs 5. noisemakers 6. complaining about officials' calls (verbal or gestures) Spectators In the EBAL: Edited 8/2/17 Please refer to the NCS and CIF Sportsmanship guidelines for more information. 1. Spectators are expected to treat players, coaches, and officials with respect. No personal, non-performance related comments will be tolerated. (For example, spectators saying "air ball" would be tolerated but yelling "pizza face" at a player would not be tolerated.) 2. Spectators must follow all host site rules, and therefore, follow direction, rules set by the administrators and/or designees from either school. 3. Full face painting is not allowed per CIF bylaws. Partial face painting may be done to show school spirit and only in one's own school colors, and may not cover the entire face. 4. Spirit signs are allowed at host school only. Signs must be positive for one's own school and be kept in the designated area. Visiting school may not hang signs. 5. Only the home team band may perform. Visiting team may perform with approval from the home athletic director. 6. Boasting/cheering about previous victories ("bragging rights") is not allowed. 7. See CIF definition of Sportsmanship. 8. No one will be allowed behind the baseline during basketball games. 9. This includes cheerleaders. 10/13/ Spectators are not allowed on playing area before the game, at halftime, or during the game. 11. Spectators, mascots, cheerleaders, and players are expected to stay in designated area determined by the home school. 12. The host school's PA announcer must abide by the same rules of conduct and sportsmanship as any spectator. 13. Spectators are required to maintain a high degree of sportsmanship during athletic contests. 14. Spectators must, at all times remain in the designated seating areas while a contest is in progress. 15. No spectator is allowed to confront an official, coach, or player before, during or after an athletic contest. 16. The actions of a spectator, detrimental to the playing of the game, may cause forfeiture of 4

5 that contest. Coach: (CIF) 1. A coach will be expected to maintain high levels of sportsmanship, thus serving as an example to be emulated by players and spectators. 2. A coach will be held responsible for the behavior of his/her personnel. Repeated misbehavior by team personnel may be considered a reflection of the coach's inability to control them. Supervision: Supervision is required at the following contests by the principal or designee. Schools from each division will receive points depending where they place. 5 points for 1 st place, 4 pts. for 2 nd, 3 pts. for 3rd, 2 pts. for 4 th and 1 pt. for 5 th place. 2. A1- League champion receives one additional point. 3. Non-division sports; League champion receives 6 pts, 2 nd place 5 pts, 3 rd & 4 th place 4 pts, 5 th & 6th place 3 pts, 7 th & 8 th place 2 pts, and 9 th & 10 th place 1 pt. NCS Sportsmanship Banner Each year your EBAL member schools will each appoint a committee to evaluate school sportsmanship and spirit during all EBAL sports seasons. Each school committee will consist of one administrator, one athletic director or coach, one student athlete, and one student. At the end of the spring sports season, each school's committee representative will vote for the school demonstrating the highest level of sportsmanship and spirit according to CIF and EBAL guidelines above. Schools may not vote for themselves. The winning school will receive a permanent banner. (The EBAL will assess member schools to provide the banner.) Each school will give their top three, 1 being the best, selections to the commissioner after the last spring EBAL league contest. 3/8/09 Eligibility Sec. 1 Sec. 3 Each school of the EBAL shall conform to the eligibility requirements of the North Coast Section of the C.I.F. The principal and/or athletic director of each school is responsible for determining current eligibility of its athletic participants. If an ineligible player is used in any contest or individual event the entire contest will be forfeited. In the event an ineligible player is used in a league meet eligible qualifiers will advance to NCS, but team scores will not be counted. 6

7 Investigations of Violations Follow the self-reporting bylaws (217) outlined in the North Coast Section. League Admission Prices 5/16/17 Charge: $8.00 Adults $5.00 Everyone else This fee will be for Football (var & jv), basketball including EBAL Championship Events Schools MAY charge for other contests at $5.00 for everyone. If a school charges for one contest in a sport they must charge for all contests in that same sport. Additional sports schools charge for: AV, D, F, L &G charge for volleyball and wrestling. Car. and DV charge for volleyball-5/16/17 Any money collected over and above the actual expenses of the EBAL Championships shall be turned over to the EBAL. Participating- school employees, with school and photo ID, will be allowed into games free (no guests.) Not for EBAL Championship Events. The league will take responsibility for the cost of custodial work. EBAL Playoffs Host for Playoffs: Quarter and semi-final games/matches will be played at the site of the higher seed. If a tie, we will use the EBAL tiebreaker procedure. 8

9 Championship game/match: 1. Higher seed will host basketball contests. 2. The site for baseball and softball championship game will be determined by the higher seed. Higher seed is the host team. We will flip a coin to determine the home team. It a tie, we will use the EBAL tiebreaker procedure. Host team has choice of dugout. a. baseball; bracket A (V1 vs M 4, M 2 vs V3) bracket B ( M1 vs V4, V2 vs M3) Winners play- higher seed hosts and home team till Championship game. 10/13/16 3. Championship game/match; Basketball at the higher seed; Tennis at CCCC, if possible, if not at a neutral court. 5/16/17 Approved Expenses for Playoffs: The site director will be allowed the following amount for them to use for expenses: Basketball $200-two games; $150 single game Softball $135 Baseball $170 Wrestling #150 5/12/16 Anticipated expenses for athletic trainer, security and custodial must be approved by the EBAL. The league commissioner will pay the officials. Executive Sessions In the event a matter arises which includes personnel of the member schools, a call for a closed executive session shall result in a meeting of the Board of Governors of the member schools. Amended executive session minutes will be released only to the Principals of the EBAL member schools. Protest Policy updated 5/17/17 Sec. 1 Notify all officials and coaches of a suspected infraction of the rule(s). The intent to protest must be declared, in writing, at the time of the infraction. This should be reflected in the official scorebook. Exception: track & field, tennis, golf, cross country and swimming & diving. Sec. 3 The written protest must go through the following channels and be signed by the Athletic Director or Principal who will file the protest with the Commissioner. File a written protest to the league commissioner within two business days. The statement must include the rule number on which the protest is based. If the 9

10 protest occurs at the end of the season, the coach must speed-up the procedures to keep from interfering with league playoffs or championships. Include a copy of the rule on which the protest is based. Sec. 4 Sec. 5. Sec. 6 Sec. 7 These policies are not intended to supersede protest procedures operative in the rule books of various sports. These policies are intended for those sports that do not have protest procedures. The league commissioner will review the protest and make a decision. The LC will notify all EBAL schools with the protest and the decision. Any school can appeal this decision within 2 days of notification unless at the end of the season, then must appeal immediately. If there is an appeal of the LC decision, The protest committee will consist of three Athletic Directors of schools not involved in the protest. Within five days after receiving the protest, a decision shall be made to the schools involved. The committee shall have the power to render that decision. Practice Sessions and Athletic Contests 1. Practice sessions should be in accordance with NCS and CIF guidelines. 5/16/17 2. Athletes may only play on one level in a day. 5/15/08 3. Seniors may participate on the following JV sports; Cross country, wrestling, track and field, swimming and diving, golf and tennis. 6/5/08 4. The number of contacts for each sport will be determined by the NCS Bylaws. 6/5/08 5. If a school has more than 1 team at a freshman or frosh/soph level, one of those teams will play the entire EBAL schedule. These rosters must remain the same throughout the season. 5/16/17 Records League records shall be maintained by the League Commissioner (Varsity Only). Awards and Championships Revised on 5/16/17 Reference individual sport bylaws for awards and championships for sport-specific language. Sec. 1 Champions in Varsity Teams only. Individual patch for first place only( ) and certificates will be awarded to the first three places in the EBAL Meet (Track and Field, Swimming and diving. No ribbons will be awarded 3/09/06. Patches and certificates will be awarded to the first seven places in Cross Country (runners 8-14 will be 2 nd team and receive certificates). Golf 09, 6 places 1 st team and 2 nd team, and 12 patches in Tennis 10

11 (places 1,2 and semifinalists in open singles and doubles). Wrestling 1 st place in each weight class receives a patch and certificate. If tie for 1 st place- revote and if still a tie, the tie remains. Do NOT vote off ties for MVP or 2 nd team.11/9/10 Sec. 3 Sec. 4 Sec. 5 3/9/06 The following sports will have a first and second team plus honorable mention. Any player nominated will receive no less than honorable mention. Football, volleyball, water polo, soccer, basketball, baseball softball, lacrosse 3/9/06 In sports that have positions; if there is not enough players nominated to have a first and second team, each school will have an opportunity to nominate one additional player for that position. An MVP will be selected in sports that do not have an individual champion. Each school will be allowed to nominate one player as MVP. If your player receives the MVP Award you may replace his/her all league nomination with another player; *exception in softball- that nomination goes to the 5 th place team. 3/6/08. The MVP may not hold a spot on the all league team. The award will be a patch and an all league certificate. Beginning in , the MVP will be selected after the first and second team have been selected. There will be no additional nominations. Sec. 6 Sec. 7 Each school will be assessed for the number of patches and certificates they receive. There will be no awards for non varsity teams. Tie Breaker System Used to determine EBAL designated champion for NCS Championships unless a sport has other tie breaker system. Updated 6/4/15 *Exceptions to tie breaker* All ties for Cross Country, Wrestling, Swimming and Diving and Track and Field will be determined by their place in the EBAL Meet. Sec. 1 Sec. 3 Sec. 4 Sec. 5 Sec. 6 Records-head to head in the tie. Best record of last round played. Winner of last round. In a 3 way tie (or more) once the tie is broken you then revert back to 1 st tie breaker. Lottery if the coach or designee is not present at the pre-season coaches meeting, that school will receive the last number. If there are more than one coach absent, then the commissioner will draw for numbers. 10/19/00 All team sports - a win earns 2 points, 1 point for a tie and 0 points for a loss. 11

12 Bylaw Changes Except- soccer 3 points for a win, 1 point for a tie, 0 points for a loss. 11/12/09 For a sport bylaw to be discussed it must have at least 50% support of the coaches for that sport. 4/21/09 Game Ending Procedures Any contest that is suspended for any reason will continue from the point of interruption, unless mutually agreed upon by the schools involved to end the contest (example- game out of reach and both schools agree to end the contest), EXCEPT- baseball and softball, if one team is ahead after 5 complete innings or the home team is ahead after 4 ½ innings have been played. 5/13/10- Refer to golf for game ending procedures. Schedule Changes Any rescheduling of games must be done with approval of both athletic directors and/or principal and sent to the league commissioner. Make-up Games All league contests must be played as scheduled. If a school cannot play the contest as scheduled, it may be required to forfeit that contest by Board of Governors petition, unless otherwise provided for in these bylaws. Postponed outdoor contests must be made up on the next available school day. (No more than three games per week in baseball.) Season Starting Date The starting date for all seasons will be determined by NCS and EBAL Bylaws. Number of Contests Maximum number of contests subject to NCS and EBAL Bylaws. Official Fees Refer to Officials Contracts. All league and postseason meetings will be held, each season. At the pre-season coaches meeting they may decide on a date, time and location of their all league and postseason meeting. Must be unanimous. If not decided then the meeting will be held, the Monday following the last NCS at large and seeding meeting. The meeting will be held at 7:00 PM at the school of record or designated location agreed upon at pre-season meeting. 6/5/08 Sec.1 Any athlete that is removed from the team for NCS or school violation cannot be nominated for all league. The number of nominations for each sport will be determined by the 12

13 Sec. 3 Sec. 4 Sec. 5 principals/athletic directors and is in each sport bylaw. Nominations must be submitted to the League commissioner in writing prior to the last league scheduled game. All League will be based on the athlete s league performance. Coaches may give background talks on each of the nominees prior to the vote. Other coaches may comment or ask questions about the opponent s candidate. Coaches may NOT vote for their own players, unless a coach or representative is NOT present, then the remaining coaches will be allowed to vote for their own players. Coaches use all allowed votes. If a coach or representative does not show up for the meeting, coaches present may vote for their own players. 4/17/08 Sec. 6 An MVP will be selected in all team sports (sports without an individual, except golf, league championship event). Sec. 7 Refer to golf bylaws for individual league tie-breaker. 3/6/08 Procedure for reporting an ejection Revised 10/17/02 1. Official or site director (if officials not used) a. Official is to tell the coach the player ejected and the reason for the ejection. b. Site director is to tell the coach the player ejected and the reason for the ejection. c. The official or site director is to report the ejection to the league commissioner by fax within 24 hours. 2. The coach is to inform their school administration (Principal or Athletic Director) that night or the next morning the name of the person ejected and the reason for the ejection. a. It is the coach s responsibility to get the information on the ejection. Water Polo Sec. 1 Season 1.1 Water Polo is a Fall sport as defined by the NCS. 1.2 Practice may start on the date listed in the NCS Sports Handbook. 1.3 League Schedule is determined by rotation. 1.4 Each coach is responsible for reporting game results to Home Campus and/or MaxPreps. Contest Information 2.1 League games are to be played on Thursday. 2.2 Starting time will be 4:00PM. If busses are late, a suitable warm-up time will be allotted. 2.3 Duration and order of games; 9/9/04 13

Sec. 4 Sec. 5 Number of Competitions Refer to NCS bylaws. Rules All league games will be governed by rules according to the California Interscholastic Federation, National Federation, North Coast Section and East Bay Athletic League rules and bylaws Officials 5.1 The host school will provide and pay for officials according to EBAL Bylaws. Sec. 6. Sec. 7 Sec. 8 Sec. 9 League Champions determined by dual match schedule Awards All-League Selections: 3/9/06 1. Coaches will nominate players from their own team. 2. The number of nominations 1st place 5 nominations, 2nd place 4 nominations, 3 rd & 4th place 3 nominations, 5 th 10 th place 2 nominations 3. There will be a first and second team of 7 players (6 + goalie); anyone nominated will receive honorable mention. 4. Coaches will vote for 7 players for first team, 10 points and 5 points for second team. 5. If there is a tie, those in the tie will be voted to break the tie. North Coast Section 1. League Champion will be awarded an automatic spot in the NCS Section Championships. 15 Sec. 1 Sec. 3 Sec. 4 Sec. 5 Sec. 6 Cross Country is a Fall sport, as defined by North Coast Section. The National Federation Cross Country Rules (from the National Federation of State high School Associations) are the official rules and shall govern all EBAL competition. Where National Federation rules are superseded by California Interscholastic Federation or North Coast Section rules, the EBAL shall follow the CIF/NCS rules. As of September 2016, the EBAL will be comprised of the following schools: Amador Valley, California, Carondelet, De La Salle, Dougherty Valley, Dublin, Foothill, Granada, Livermore, Monte Vista and San Ramon Valley. Practice and competitive season start dates: Official practice may begin the third Monday in August. The EBAL competitive season is based on the NCS and CIF cross country championship dates. The CIF date is always the Saturday following Thanksgiving. Moreover, the NCS championship date is always 1 week prior to the CIF date. Finally, as per NCS guideline, the league championships can occur no later than 2 weeks prior to the NCS championships. Thus, the EBAL Friday date for league championship is 15 days prior to the NCS championships. A Friday date for the Championships meet works better for the student-athletes. This is because the Saturday date usually is a standardized-test date and has causes too many conflicts for the student-athletes. The EBAL competitive season will consist of a Center meet and an EBAL Championship meet. The starting time for the Center Meet will be 3:30 PM. The Center meet will be held- 2 ½ to 3 ½ weeks (on a Wednesday) prior to the Championship meet. The date of the Center meet will depend on how the calendar and school year align for a particular year. Then, as indicated above, the league Championship meet will be on a Friday, beginning at 1:PM (15 days prior to NCS). Race Courses for league races: As of the 2013 season the Center Meet race- courses are Shadow Cliffs, Robertson Park, Oak Hill Park and Newhall Park. The site for the Center meet will alternate between the above courses, as determined by the coaches each year at the postseason coaches meeting. Shadow Cliffs will be the site for the EBAL Championship meet, every year. Should another school or schools come up with a site that can accommodate all of the league teams, they can also become part of the race course rotation. If a given school comes up with an alternative race course that satisfies the requirements for hosting a meet, the coaches will incorporate it for the upcoming season. This determination will be made at the preseason and/or postseason coaches meeting. EBAL Center Meet Competitive divisions for boys and girls during the Center meet shall be at the varsity and junior varsity levels. However, if the number of Frosh/Soph and Junior Varsity competitors (for both boys and girls) is too large, then the Frosh/Soph divisions will also be conducted. So 4-6 races will be conducted depending on the 15

16 above stipulation. 1. Only the varsity races will score for team outcomes. 2. A boy or girl, regardless of grade level, can compete in either of their respective varsity or junior varsity races. 3. For the jv races there can be unlimited number of competitors from any grade. This holds true for the Frosh/Soph races, except the competitors have to be 9 th or 10 th graders. 4. During the Center meet, varsity teams will be allowed to enter as many as 10 runners each- however, only the top seven runners from each school will be used for scoring and displacing purposes. 5. During the Center meet, a school must first field a complete varsity team before they can field a junior varsity team Sec. 7 Sec. 8 Sec. 9 EBAL Championship Meet: At the league championships, juniors and seniors must compete in the varsity or junior varsity divisions. Freshmen and sophomores can compete in any of the divisions. Moreover, at the league championships, only seven runners per varsity team will be allowed to compete. However, in the other divisions there can be unlimited competitors. At the league meet, a school must field a complete varsity team before they can field a scoring team in any other division. Race distances, course descriptions: Varsity and junior varsity race distances during the intra-league season will approximately 3 miles/ 5 kilometers, unless mutually agreed upon by the coaches of the competing schools to run a shorter distance. Moreover, at the center meet there will be two mile races for the inexperienced runners. These two mile races will be for runners of any grade level.. At the league championships the race distances will be approximately 3 miles/ 5 kilometers for all levels. There will be no 2 mile races. The coach of the host race course shall be responsible for giving out directions to the course, attesting to the accuracy of the course s dimensions and its safety, and ensuring through various means that the visiting schools clearly understand the lay-out of the course. These means can and should include course markings and/or markers, walking the visiting teams through the course, and providing maps of the course. However, the successful accomplishment of the intra-league meets is the responsibility of all the EBAL schools. (see sec. XI below). Scoring for Center, EBAL meets and overall league champions determination: The center meet and the EBAL Championship meet will each be scored as per a typical multi-team cross country race (i.e., invitational scoring ). It is much easier to score the Center meet using invitational scoring. The league coaches have, since the Center meets were instituted, had a difficult time explaining the scoring as if the teams were competing head to head. So the competitors, their families, and fans have never fully understood, nor accepted this method of scoring. It has also 16

17 resulted is less newspaper coverage over the years since the results took up too much newspaper space. Thus, the reasons for changing the Center meet scoring For each varsity division the overall EBAL team championship shall be based on a point system derived from a combination of Center meet and league championship performances. Twenty-five % per cent of the overall championship points will come from the Center meet, and 75% of the total will derive from the league meet. 8/25/16 Center Meet Finish Points EBAL Meet Finish Points This point system will minimize the chance of a team not winning either half of the championship determination but still being the overall champion. In case of a tie for the overall EBAL team championship (or even for a tie at a lower overall position, the tie will be resolved on the basis of which team finished higher at the EBAL Championship race. All league varsity runners will be based on the top 14 finishers in the respective races, at the league championships. (first team 1-7 runners, second team 8-14 runners, runners will be honorable mention. The 1 st team will receive a patch and certificate and the second team and honorable mention will receive certificates only. Sec. 10 Responsibilities for execution of competitive meets: 17

18 The handling of both the Center Meet and the league championships will be the responsibility of all the league schools working together. The discussion of how the meets will be conducted (order of races, start times, awards, etc.) preparatory tasks, and assignment of pre-race and race-day responsibilities, will be done at the coaches preseason meeting. Then the information will be communicated during the competitive season. Sec. 11 Expenses: All participating schools shall share expenses incurred by the league teams in conducting the competitive season, equally. The host for the Center meet must to notify the other schools and league commissioner of the respective park rental fees. This can be done prior to the preseason coaches meeting in August. In addition to these park rental fees, other expenses include racing bibs, input coordinator/computer operator, trainer and Race bibs/pins. Estimate of 2013 EBAL cross country expenses: Park Fees: Shadow Cliffs - $542.00, Newhall Park- $30.00 Input Coordinator/computer operator: $ (including $ for Center Meet) Athletic Trainer at EBAL Championship Meet- $ Meet Director: Starter: Sec. 12. The coaches postseason meeting shall be scheduled for with the fall all league and post-season meetings. This meeting will serve to set the center meet schedule for the next year. It will also serve to consider and possibly recommend bylaw changes. Any other issues and/or business related to cross country can also be dealt with at this meeting. The meeting shall be chaired by the coach or coaches of the justconcluded season s championship teams. Minutes of the meeting shall be taken and conveyed to the league commissioner. Game ending procedures: Any contest that is suspended for any reason will continue from the point of interruption, unless mutually agreed upon by the schools involved to end the contest( example- game out of reach and both schools agree to end the contest). Football All football contests shall be conducted under the rules of the National Federation of State High School Athletic Associations. Medical Supervisors 18

19 CLASS 1: CLASS 2: M.D. trained in sports medicine. Athletic Trainer certified by the National Athletic Trainers Association. M.D. without training in Sports Medicine. Paramedic, licensed Nurse, credentialed school nurse. Sec. 1 There shall be a limit of ten games in Varsity, Junior Varsity and Frosh competition. Sec. 3 Sec. 4 There shall be in attendance at all EBAL football games a Class 1 or 2 medical supervisor. The medical supervisor shall be provided by the home team. See definition at the end of this section. Only freshmen are eligible for the Frosh team. No senior shall be eligible for Junior Varsity competition. No more than one game in a calendar week Freshman may only have one color jersey. We will follow NCS guidelines regarding summer workouts Sec. 5 Each team must have two sets of jerseys. Visiting teams must wear white or light colored uniforms. This applies to all football teams and the home team will change jerseys if there is a color conflict. The referee shall decide is such a change is necessary. Sec. 6 Sec. 7 Sec. 8 Sec. 9 Sec. 10 Sec. 11 Sec. 12 We will follow NCS guidelines regarding Spring practice. Night games shall start with the first game at 4:30pm and the Varsity at 7:00pm. Time may be changed by mutual agreement. Frosh night games start at 5:30 pm(frosh will have access to the one hour prior to their game). Varsity games will start 30 minutes after the conclusion of the preliminary game. The home team shall be responsible for providing adequate police protection at each home contest. Where possible, a Junior Varsity and Varsity competition shall be played as a double-header. Frosh games shall be scheduled for Thursdays. Make-up games: In case of inclement weather, by mutual agreement, the game may be postponed. However, if by mutual consent the game is not played on Monday, it is automatically cancelled. Field: Football field should be marked according to the National Federation High School Rule Book. Mouthpieces for all participants will be mandatory. Exception: Only with written excuse from a doctor. Sec. 13 The EBAL will adopt the NCS rule for conditioning. 9/02 19

20 Sec. 14 Sec. 15 Sec. 16 Sec. 17 at One scrimmage will be allowed. This scrimmage shall be held only under CIF regulations regarding individual and team practice requirements (number of days). 1. This scrimmage shall be held only after a team has had 10 practice sessions. 2. No kick-offs, returns, or punting situations shall be included. 3. This scrimmage should not be publicized nor admission charged. Exchanging of game films. The two playing schools must exchange three game films (the previous three games) one week prior to the game. Coaches not following this rule may cause the game to be forfeited. Schools will be allowed to videotape future opponents. NCS Playoff Representative: 1. A team will receive two points for each league win and one point for a tie. The total points at the end of the season will determine the representative 2. If a tie exists refer to the tie breaker system. Proposal Adopt a ten minute running clock (offensive and defensive) for freshmen the conclusion of the frosh game. 9/02 Sec. 18 Sec Overtime: The EBAL will use the NCS Overtime Procedure to determine a winner when the game is tied at the end of regulation play. 9/4/08 Game ending procedures: Any contest that is suspended for any reason will continue from the point of interruption, unless mutually agreed upon by the schools involved to end the contest (example- game out of reach and both schools agree to end the contest). All League Selection Process: 1. There shall be an MVP and first and second team on offense and defense and an honorable mention team. MVP will be selected after the first and second team are selected. NO additional nominations will be added 2. Nominations must be submitted to the League Commissioner by Wednesday before the last league game. 3. Coaches may give background talk on each of the nominees prior to the vote. Other coaches may comment or ask questions about the opponent's candidates. 4. Each school shall have a total of five nominations;, DLS will receive 5 additional nominations 1 st place 5, 2 nd place 4, 3 rd place 3, 4 th place 2 and 20

21 5 th place one additional nomination. Team placing 6-10 do not receive additional nominations. Nominations are for total offense and defensive positions. 5. There shall be no nominations from the floor if there are enough nominations to comprise first and second All-League teams (i.e., two centers, four guards nominated, etc.) 6. If a player is nominated both ways, count as two. 7. Voting shall be by position. Each school shall cast it's vote for the players in the position being voted as follows: 10 points for first team and 5 points for second team. The nominee's receiving the highest number of points will be designated first team, the nominees with the second highest number of points will designated second team. In case of ties, they will remain as ties. 8. Coaches may not vote for their own players. 9. The offensive team shall be composed of 11 players: coaches will determine the positions a) receivers, b) running backs, c) lineman, d) 1 TE, e) running backs, 3 receivers, 1 QB, 10. The defensive team shall be composed of the following:11 players- coaches to determine positions 11. Specialist- for a player to be selected as a specialist, he would have to have at least three votes- a single majority might not suffice if the player has not accumulated three votes. Some years, a specialist might not be selected 12. One kicker (not counted against the number of nominations will be selected. 13. All schools are required to have a voting representative. If a school is not represented - their players will be given consideration. 14. All-League Team position nominations can be charged by unanimous vote of coaches in attendance before discussion on nominees. 1 the Dougherty Valley, Dublin, Granada and Livermore have the option to opt out from playing De La Salle during the and seasons. Must request by Oct. AD meeting. If DLS is unable to find an opponent, the game will be played as scheduled. These opt out games with DLS will be played weeks 2-5. DLS will be the EBAL s designated league champion for NCS Playoffs Games will not count toward the schools league record. DLS will receive 6 pts towards the all sports award. DLS will receive the maximum # of all league nominations. The EBAL school with the best record will be the EBAL League Champion seasons the EBAL will be split into two divisions by competitive equity. Each division will receive an NCS designated Champion. Mountain would consist of; Cal, DLS, F, MV and SRV Valley would consist of; AV, DV, Dub, Gra and Liv. We will have two crossover games, as practice games. To determine divisions we would use the previous two year results. If a tie; Tie breaker 1 21

22 would be head to head; 2-best record the last year; 3- max preps rankings the last year. 2 5th Quarter for Freshman Football Volleyball Sec. 1 All volleyball matches shall be conducted under current National Federation Official Volleyball Rules. Varsity will play 3 out of 5 games, Junior Varsity will play 2 out of 3 and the frosh/soph will be limited to 1 hour of play. Sec. 3 Matches will be played on Tuesdays and Thursdays. Frosh/soph will start at 4:00pm. JV will start at 5:00pm and the Varsity will start at 6:00pm with a minimum of 23 minutes between matches. Sec. 4 Sec. 5 Sec. 6 The League Championship shall be determined by dual meet standings. Warm ups: 6 minutes for pepper, 7 minutes serving team on the court, 7 minutes receiving team on the court. 2/12/09 All-League & MVP 1. There will be a 7-member first and second team and honorable mention. The MVP will be determined after the selection of these teams. 2. Each team will receive the following number of nominations: 1 st place = 5 nominations; 2 nd = 4 nominations; 3 rd place = 3 nominations; 4 th thru 10th place will receive 2 nominations. 5/16/17 3. Each coach will vote for 7 first team (10 points) and 7 second team (5 points) the 7 with the most points will be first team and the next 7 will be second team. Ties for the last spot will be broken with another vote. 3/9/06 4. At the all league meeting, the commissioner will post the list of nominations. 5. Each coach will be allowed time to speak on behalf of the players. 6. The vote will then be taken by secret ballot. Sec. 7 Tennis Sec. 1 Game ending procedures; Any contest that is suspended for any reason will continue from the point of interruption, unless mutually agreed upon by the schools involved to end the contest (example- game out of reach and both schools agree to end the contest). The format for both boys and girls will be 6 singles and 3 doubles, for a total of nine matches. 22

23 Sec 2. The number one singles player must be ranked higher on the teams individual players strength ladder than the number two player. The number two singles player must be ranked higher than the number three player. The number three singles player must be ranked higher than the number four singles player, etc. Lineups between matches may change provided the above sentences apply.(see example) Doubles teams will be set as of strength according to their teams individual player strength ladder. (see example). We will use the NCS Team Tennis Bylaws H for doubles composition and ranking. In doubles play, the sum of the individual ranking of each player based on the team s ladder will determine whether they play #1, #2 or #3 doubles spot. (See example below) The submitted team ladder must represent the strongest ladder for their team. No player will be listed on the doubles team unless they are listed on the teams individual player strength ladder in order of their strength. Moving players around with the intent of gaining an advantage is not allowed and shall subject the team to default. Line-ups and individual players strength ladders are to be exchanged prior to the start of each match. May 16,2002 Example: Team individual players strength ladder 1 Player Number 1 is First Singles 2 Player Number 2 is Second Singles 3 Player Number 3 and Player Number 6 are the First Doubles Team* Their total is 9 (3+6) 4 Player Number 4 slides up to play the third singles spot. 5 Player Number 5 and Player Number 7 form another doubles team. Their sum is 12, which means they will be designated as the #2 or #3 doubles team depending on the sum of the last doubles team. 5 Player Number 6 is playing doubles with #3. 6 Player Number 7 is playing doubles with #5 7 Player Number 8 slides up to play fourth singles. 8 Player Number 9 and Player Number 10 from the last doubles team. Their sum is the highest sum (19) of all doubles teams. This doubles team must play at the #3 doubles spot. 9 Player Number 10 is playing doubles with #9. 10 Player Number 11 slides up to the fifth singles spot. 11 Player # 12 slides up to play in the 6 th singles spot. Note *Player Number 3 & 6 are the first doubles team because player #3 is the highest ranked player on the Team Individual Player Strength Ladder of all the double players. 23

24 Note: If the sum of any of the ladder positions for two or three of the teams is equal, then the highest ranked individual player shall play on the higher ranked doubles team. 9/4/08 Sec. 3 Sec. 4 Sec. 5 Sec. 6 Sec. 7 The Penn extra heavy duty tennis ball or equivalent is the official ball to be used in all team matches and the EBAL tournament. All team matches will start by 4:00 PM. During inclement weather the home team Athletic Director will initiate a courtesy call regarding the playability of courts to the traveling team Athletic Director between 12:00 and 12:30 pm. (9/21/00) If a match is called because of darkness, rain, or any other reason, that match will be continued from the point of interruption on a mutually agreed upon date that is scheduled as soon as possible by the opposing coaches. The match will continue from the point at which it was called. If a team has already won the match (i.e. has 5 points) at the point of interruption, if both coaches agree, a winner may be declared on an individual match according to the following method: 1. Any individual match that has completed 2 sets, a winner may be declared by who is ahead in the third set. 2. If 2 sets have not been completed, then whoever has the most total games shall be declared the winner. 3. If both coaches do not agree on declaring a winner by the above method, the match will continue at a future date (to be scheduled as soon as possible.) Both athletic directors must be notified. Coaching during team competition is allowed by designated coaches only and will never interfere with continuous play. Therefore coaching is allowed only during 90- second odd game changeovers and the 10-minute break between splitting sets. Each team will be allowed two coaches designated as Head Coach and Assistant Coach. At no time during the course of a march, excluding injury, will a coach, parent or other player be allowed within the playing area of the competitors. Coaching will follow all NCS and USTA guidelines with regards to the EBAL tournament 04. The USTA Point Penalty System will govern all matches with one exception, there will be no warning Code of Conduct violations. Warning to be given prior to start of each match to all players. Penalties are as follows: 1st offense is loss of point; 2nd offense is loss of game; 3rd offense is default match. All other USTA rules governing the game of tennis will be in effect and knowledge of the rules will be the responsibility of each player. Penalties are the sole responsibility of the designated coaches and can be given to either player in the best interest of controlling the match yet not interfering. 24

(8) 3. 3 rd singles (#1 & #2 players from each school may not be entered into this event). One entry per school. No awards. 4. Open doubles (for NCS advancement - 1 entry per school.) 5. Byes for EBAL and NCS (totaled together) to be filled by league standing rotation. Coaches will determine the placement of their players. Seeding will be done according to USTA regulations. EBAL Tournament will be No-ad scoring until the quarterfinals. League matches are scheduled for Tuesday and Thursday. Players may not compete in both doubles and singles in dual matches. Tennis matches shall be conducted under the rules of the USTA. The tiebreaker rule is mandatory. The tennis outfit will be matching uniforms; same color tops, same color shorts (skirts). Warm ups may be worn. 5/16/17. In order to participate in the league tournament the athlete must compete in half of the league dual matches. (Exception: Injury with documentation.) Boys and girls tennis season will consist of each team playing the others twice, once in the first half of season, then once in the second half of the season. Game ending procedures; Any contest that is suspended for any reason will continue from the point of interruption, unless mutually agreed upon by the schools involved to end the contest (example- game out of reach and both schools agree to end the contest). Soccer Sec. 1 Matches shall be played in compliance with the National Federation Rules. Sec. 3 Standings in the League shall be determined by wins, ties and losses. These results generate points: three points for a win. One(1) point for a tie. Zero(0) points for a loss. When all League games have been concluded, the team with the most points shall be declared the League Champion. 11/12/09 The winner of the league will automatically advance to the NCS Playoffs. The second place team will advance if the EBAL receives two automatic spots or allowed to apply for an at-large spot. If the EBAL is allowed another spot the 3rd place team would get that spot.(and so on) 25
