8 The principles of the Licensing are approved by the FIBA Central Board and are not be modified. 8

9 The principles are: 1. The License is valid for fixed-term 2. FIBA defines a designated number of the Licenses for each National Federation 3. National Federation submits the candidates to FIBA. 9

10 The principles are: 4. All submitted candidates need to meet designated criteria to be legitimate for the FIBA Officials List. 5. FIBA has the right to inquire more information from National Federations to support its decision to approve or reject the submission. 6. There is no Candidates Clinic anymore, - but however still a variety of training programme designed for active FIBA Referees and National Referees 10

11 2. The concept of Licensing The maximum number of Referees and Commissioners - shall be decided annually by the FIBA TC taking into account, amongst others, the level of officiating and the level of basketball in each NF 11

19 The plan is to create a concept with four groups for number of the Licenses per National Federation: 01.License A: Male & Female Referees (for all games) 02.License B: Female Referees (only for female games) 03.License C: Provisional License (limited games) - If needed more referees for youth national competitions - Young potential national referees 04. Commissioners (both gender) 50% of the referees? 19

20 CRITERIA: 4.3. The proposed Referees cannot be younger than 25 (Commissioners 40) and the Referees cannot be older than 50 (Commissioners 70) before the Season for which they have been proposed. First-time proposed Referees cannot be older than 35 (Commissioners 55) before the Season for which they have been proposed. 20

21 CRITERIA: 4.4. The proposed Referees and Commissioners shall have had to officiate regularly games of the highest National Championship for at least 2 (two) seasons The proposed Referees shall have passed the FIBA physical fitness test and the medical examination between January and March prior to the deadline for the NFs proposals for the List of FIBA Referees and FIBA Commissioners. 21

22 CRITERIA: 4.6. The NF shall supply FIBA with the ranking of the proposed Referees and Commissioners based on the evaluations of their games during the last 12 months of the National Championship. 22
