You have just achieved a major accomplishment in the sport of curling by becoming a finalist at the 2016 Ontario Scotties Tournament of Hearts, Ontario Women s Curling Championship being held at the Brampton Curling Club. The title sponsor of this event is Kruger Products, a leading manufacturer of consumer paper products. The Canadian head office is located in Mississauga, Ontario. The presenting sponsor of this event is the Canadian Dairy Farmers. The overall responsibility for this championship falls to the Ontario Curling Association, an association of clubs formed in 1875, which boasts a membership of 193 curling clubs and approximately 55,000 registered adult members and 6,000 registered junior members. Your association host is John Shea, Chair of the Ontario Curling Association. The host club for this year s championship is the Brampton Curling Club. The local committee has worked closely with the sponsors and the association to provide a first-class event. Your host committee chairs are Colin Sinclair and Bona Lea Allard.

4 Competitor s Guide Scotties Tournament of Hearts 3 GENERAL INFORMATION: Accommodations: Two rooms per team have been reserved for you at the following: Best Western Plus Brampton 30 Clark Blvd. Brampton, ON (905) The athlete remuneration for will be changing from the O.C.A. paying for all team hotel rooms during a Provincial event to an allowance system. All teams who win the right to participate at a Provincial event will be granted an allowance to be used at their discretion. Each team will be required to stay at the host hotel (minimum one room per night) to receive the allowance. Each event will have a detailed allowance system, in short the following allowances apply: $800, Ontario STOH. Check in for the participants is Monday, January 18th with checkout on Saturday January 23 rd (January 24 th if you are playing in page playoff). Any incidental charges that you incur are your responsibility and must be paid at the time of checkout. Please contact Angela at the OCA office at (905) to confirm or modify your rooming requirements. Any additional rooms that you require may be secured through Angela Smith at the OCA office ( ) and the cost will be your responsibility. Transportation: When your team arrives in Brampton, shuttle service will be available from the Best Western Plus Brampton (host hotel) to the Brampton Curling Club. This service will start on Monday, January 18th, 2016 prior to the first draw. We would appreciate your co-operation in ensuring that this service is used strictly by your team for the purpose intended. Passes: A pass will be provided to each player, certified coach and fifth player if applicable. These will be available at the team meeting and given to you by the host committee. No other complimentary passes will be available to the team, however, if you need to purchase tickets for family or friends, please visit < > Hospitality: A hospitality room at the Best Western Plus Brampton (host hotel) will be available to the players and certified coaches from Tuesday evening through to Friday evening from 10:30 p.m. to 1:00 a.m. Entrance into the hospitality room will require that your

5 Competitor s Guide Scotties Tournament of Hearts 4 pass be worn at all times and only individuals with the proper accreditation will be admitted. Social Functions: There will be an OCA Luncheon on Tuesday January 20 th at 11:00 a.m. at the Rotary Glen,1857 Queen St. W. in Brampton (Transportation will be provided from the hotel). At the request of the OCA and Host Committee, dress for this luncheon is casual but no jeans please. As a courtesy to your hosts, your attendance is required at this function. If for some reason you cannot attend, please contact Dave Hutchison the day prior to the function. Player Obligations: A member of each team may be called upon to offer special thanks to the Host Committee, the sponsor and the OCA at different functions during the championship. You are encouraged to co-operate and participate and, if chosen, you will be contacted by Dave Hutchison. Dress Standards: You are required to have matching on-ice jackets and they are to be worn at times when you are on the ice (this includes practices, games and all ceremonies). Your jacket may be removed after the pre-game ceremony and is to be placed neatly at the home end area. Although you walk on carpeted areas, please ensure that your footwear is clean at all times. Any team competing in an OCA competition will be allowed to wear any number of noncompeting sponsors' crests (i.e. sponsors who do not compete with any OCA sponsor) with no restriction on size. Teams may request further clarification from the OCA office. Note: Kruger, the title sponsor of the Scotties, has provided each team with 5 crests that may be sewn on jacket or shirt. Please note that if you DO choose to support Kruger by wearing the crest in addition to others, the Kruger crest MUST be displayed on the left chest position. No exceptions please! Violation of any aspect of the dress code will result in the offending player being suspended until the violation has been corrected - CCA Rules of Curling for Officiated Play, Miscellaneous Rule 21(3). Page 52, CCA Rulebook.

6 Competitor s Guide Scotties Tournament of Hearts 5 Sportsmanship Award: Each player will be provided with a ballot for the Shorty Jenkins Sportsmanship Award at the pre-event meeting. All completed ballots are to be given to Dave Hutchison immediately following Draw # 8. The award winner will be announced prior to Draw # 9 on Friday evening. Media Relations: The media will be represented at the 2016 Ontario Scotties Tournament of Hearts. They will be located in the club but will not be allowed in the dressing rooms. They will have access to you through the host committee who will approach you with any requests for interviews. We ask that you co-operate with the media by granting interviews and answering questions when requested. However, a word of caution is offered make certain that you do not make reference to anything that you do not want quoted. Also, if you have any problems or complaints, express them to the appropriate Umpire and not to the news media. Remember, there is no such thing as an off the record comment. Sportsnet will be broadcasting the semi-final and final on Sunday January 24 th. Additional television details will be provided at the team meeting. Members of your team may be asked to wear a radio frequency (RF) microphone and your co-operation is required. Also, each skip may be interviewed at the fifth-end break and at the completion of the games. Team Meeting: At least one member of your team shall attend this meeting with the Head Umpire and other OCA Umpires before play commences. If your team has not competed at a previous Ontario Scotties Tournament of Hearts championship, all members must be in attendance. At this time any questions your team may have on the draw, officiating or rule interpretations will be discussed. At least one player from your team shall attend the team meeting, otherwise your team will forfeit last stone advantage for all games in the round robin. This meeting will take place at 2:30pm on Monday, January 18th, 2016 at the Brampton Curling Club. Pre-Event Practice Schedule: Teams will have the opportunity to practice on each sheet of ice for 10 minutes and then shift to the adjacent ice. eg. Team on sheet 1 goes to 2, team on sheet 5 goes to 1. The first group of teams will begin their practice at 1:30pm with Team 1 beginning on sheet 1, Team 3 on sheet 2 and so on. The second group of teams will start at 3:00pm with Team 2 on sheet 1, Team 4 on sheet 2 and so on.

7 Competitor s Guide Scotties Tournament of Hearts 6 Attendance at the Championship: All players must arrive at the Ontario Scotties Tournament of Hearts Championships at the designated time, attend all functions and remain at the event until eliminated. Any player leaving the competition without prior authorization will be suspended from OCA competitions for the following year. Late Game Arrivals: All members of a team participating in the event shall arrive at the club at the time scheduled by the OCA. If a team does not arrive at the site in time to play its first game in any OCA competition, or any subsequent game(s), the team involved will forfeit the game(s) and be awarded a loss (L). Illness, accident or extenuating circumstance will not be considered unless a sufficient number of teams are involved, thus making it impossible for the competition to commence or continue (this decision will be made by the OCA Event Coordinator). If the team arrives too late to participate in the draw to the button for the purpose of determining tie breaker ranking, they will deliver the first stone of the first end and will receive a distance of 186cm. All games shall be played at a time and place approved by the OCA. Brooms and Brushes: Please note Rule 16 (page 45) Equipment from the CCA Rules of Curling for Officiated Play.

8 Competitor s Guide Scotties Tournament of Hearts 7 RULES AND REGULATIONS: General: The Ontario Scotties Tournament of Hearts has long been considered a premier event in Ontario and there will be television coverage during the event. Curling is based on a code of ethics, good sportsmanship and personal integrity. Display of emotion, broom banging, etc., which results in damage to any area or part of the playing surface, players dressing rooms or any other area of the curling club or hotel will result in suspension for one game. Subsequent infractions will result in suspension for the remainder of the championship. You are expected to follow this tradition and the rules of the game throughout the competition. 1. Event Coordinator or designate: Dave Hutchison is responsible for all aspects of the championship that apply to game operations, including Umpires, ice, rocks, photographers, television, etc. 2. Head Umpire and Other Umpires: (a) Head Umpire The Head Umpire, Bonnie MacEachern, is responsible for rule enforcement and interpretation in all areas covered by the CCA Rules of Curling for Officiated Play, Board of Directors policy or precedent. Her decision will be final, except in matters involving disciplinary action. The OCA Championship Committee for the Ontario Scott Tournament of Hearts shall be responsible for all matters involving disciplinary action. In an emergency situation, the Head Umpire may have to act immediately in areas outside of rules, policy or precedent. In these situations, the Head Umpire is the final authority. (b) Officiating Supervisors A supervisor is situated at each end of the rink and for the most part is the immediate line of communication between the Umpires and the players. The supervisors at the end of each sheet are also responsible for all measures if the thirds cannot make a decision. (c) Timers One timing Umpire is assigned to each sheet of ice and is responsible for timing each game (see Timing Guidelines attached)

9 Competitor s Guide Scotties Tournament of Hearts 8 Penalties and Rule Enforcement: The CCA Rulebook has a number of different sections. You should take note of the section titled Rules of Curling for Officiated Play and Special Rules. Every rule has an enforcement procedure that will be followed at this Ontario championship. It should be noted that there are no warnings for any infraction unless it is stated in the rulebook or brought to your attention by the head Umpire prior to the start of the competition. Obligations of Competitors and Disciplinary Measures & Appeals: Refer to the OCA Rules Supplement and CCA Special Rules section for more details. DOPING CONTROL During this competition, random samples may be collected from athletes for testing for banned substances. The samples will be collected by the Canadian Centre for Ethics in Sports (CCES) who will conduct the laboratory analysis and report the results. Athletes are required to follow all instructions if asked to provide a sample. Failure to comply with instructions given by the doping control officer will be considered an avoidance of testing and sanctions may be applied. It is your responsibility to review all medications (OTC and Prescription) for compliance. If you have any medical issues or are on any prescription medications that may require a TUE (Therapeutic Use Exemption). CCES will, after a positive test, require a medical review to grant a retroactive TUE. Please review your requirements at for all information and to review if your medication is a banned substance. Not knowing is not an excuse it is your responsibility to know what you are taking.

10 Competitor s Guide Scotties Tournament of Hearts 9 COMPETITION FORMAT: The preliminary competition for the 2016 Ontario Scotties Tournament of Hearts will involve a ten-team round robin with the top four teams advancing to the playoffs. The team throwing blue handled stones will be on the top of the scoreboard and in all round robin games will practice first. The skip of the team that is losing may concede the game at any time. The exception will be during the page, semi-final and final games, when the teams will be required to play a minimum of 8 ends. Alternate Player s Pool: A minimum of 3 local players approved by the OCA will be made available in the player s pool for the event. If you wish to access the pool, please contact Bonnie MacEachern or Dave Hutchison. Playoff Format: Round robin games between teams will resolve insolvable ties as far as possible before tie-breaker games will be played. Teams that are tied for the final playoff spot after the round robin will be involved in tie-breaker games. The playoffs shall be a four-team playoff. In the first playoff draw, the third place team will play the fourth place team with the winner advancing to the semi-final and the loser eliminated from further play. In the second playoff draw, the first place team will play the second place team with the winner advancing to the final and the loser advancing to the semi-final. The first place team will play the winner of the semi-final game. The semifinal is sudden death and the winner advances to the final, which is also a sudden death game. The Head Umpire will make all final decisions with regard to the administration of playoffs. Additional information relative to tie-breakers, playoffs and sheet assignments will be discussed by the Head Umpire and the teams involved after the last game of the round robin.

11 Competitor s Guide Scotties Tournament of Hearts 10 Stone Selection, Practice & Last Stone Advantage Round Robin: During the round robin portion of the 2016 STOH each team has been assigned an equal number of blue and yellow stones. The team throwing blue-handled stones will have pre-game practice ice available for exactly seven (7) minutes, commencing twenty (20) minutes prior to the start of the round robin draw. The team throwing yellow-handled stones will have the same period of practice ice available commencing immediately following the blue stone draw to the button for last stone advantage. Last stone advantage in the first end (hammer) will be decided by a draw to the button following each team s pre-game practice. Within one (1) minute following the pre-game practice, a player from the team will throw a stone (full sweeping allowed) and the closest draw to the button between the two teams will receive last stone advantage in the first end. During the round robin of the 2016 STOH each player on each team will deliver a minimum of two (2) draw shots for last stone advantage. The two (2) draws can be taken anytime during the round robin. The draw to the button shall be played towards the home end. Should both teams record the same score in distance, the team with the lower average draw shot distance to that point will earn last stone advantage. Prior to the first round robin game of any team, ties in draw shot distance will be decided as follows: 1) if the blue team covers the button or records a distance of 186 cm, a second player from the blue team will deliver a draw to the button; 2) if the yellow team records the same first throw distance as their opposition, a second player from the yellow team will draw to the button; 3) if both of the second players draw shot distances are the same, the red team will toss a coin and the yellow team will call. The winner of the coin toss will have last stone advantage in the first end. Stones not delivered within the one minute will be assigned a distance of 186 cm (the stone must reach the nearer tee-line before time expires). Stone Selection, Practice & Last Stone Advantage Tiebreakers / Playoffs: Immediately after the final four playoff (and tiebreakers where necessary) positions have been determined and prior to each playoff / tiebreaker game, each team involved shall be asked by the Head Umpire to select their choice of stone handle colour. Each team shall be allowed a maximum of 15 minutes to make its selection. Failure to comply shall result in a set of stones being assigned. Upon the conclusion of each playoff / tiebreaker draw, the same process shall be implemented again. In playoff games, last stone advantage AND choice of stone handle colour shall be awarded to the team with the best win / loss record during the round robin. If the win / loss records are identical, the higher ranked team will have the choice of last stone advantage OR choice of stone handle colour. The team delivering the last stone in the first end will practice first. A team is allowed to throw its own stones during practice and not those of the opposition.

12 Competitor s Guide Scotties Tournament of Hearts 11 The first place team's access to practice ice will be at the discretion of the Head Umpire. All practice sessions shall be supervised and the length of the practice will be at the discretion of the Head Umpire. Team Ranking: A team s rank for tiebreaker scenarios will be based on the outcome of the round robin game between the two teams. If the tiebreaker includes three or more teams and is insolvable based on the outcome of the round robin games, the ranking will be based on the best 8 of 9 pre-game draw shots to the button for last stone advantage. The least accumulated distance shall receive the highest ranking and so on until ranking is completed. This ranking will be in place until the tiebreakers among the insolvable teams has been determined. When 2 or more teams are tied with identical accumulated distance, the tiebreaker process shall be the two best draws to the button for last stone advantage, in order: The team, whose skip is the least distance from the tee as compared to the other tied skips, shall be ranked higher. If the skips are tied: the third with the least distance from the tee as compared to the other tied thirds shall be ranked higher. If the thirds are tied: the second with the least distance from the tee as compared to the other tied seconds shall be ranked higher. If the seconds are tied: The lead with the least distance from the tee as compared to the other tied leads shall be ranked higher. Stone Matching for playoff games: The following procedures will be followed with regard to stone matching: Only team members and certified coaches, that are recognized as part of the team, will be allowed in the ice area to be involved in the matching of stones or any other team related activity on the ice surface at any time prior to or during the Ontario championship. The process of matching stones cannot involve any equipment or any device to assist in the matching. The teams can only throw or run the stones to determine pairing. Players cannot be in the ice area prior to or during a competition without an Umpire present who has been assigned to and is working that event. Special consideration and time allocation will be provided for rock matching prior to playoff games. Teams wishing to spend additional time (other than the scheduled practice times) to match stones will have access to the ice for one hour immediately following the last draw of the day (with the permission of the head Umpire).

13 Competitor s Guide Scotties Tournament of Hearts 12 CANADIAN CURLING CHAMPIONSHIPS: The winner of the 2016 Ontario Scotties Tournament of Hearts will represent Ontario at the 2016 Scotties Tournament of Hearts Championship to be held February 20-28, 2016 in Grande Prairie, AB. You will be provided with playing uniforms (jackets and shirts). Return airfare (if applicable) or mileage, per-diem and hotel accommodation, are provided by the host committee. All details will be discussed at the team meeting following the final game of the Ontario Scotties Tournament of Hearts and all team members must be present to sign forms and to be sized for on-ice uniforms. This meeting will be held in the OCA room and conducted by Dave Hutchison.

14 Competitor s Guide Scotties Tournament of Hearts 13 OCA TIMING GUIDELINES (exhibit #15) 1. Timers should be equipped with an Umpire OCA time clock (preset to the appropriate time permitted for each team to complete their ends), as well as a stopwatch to be used to time breaks between ends, team timeouts, and breaks at mid-game and before extra ends. It is also helpful to have a pen/pencil and a piece of paper (or form) on which to record the time remaining for each team at the completion of each end (optional), and the number of timeouts taken by each team. An example of such a form can be found at the end of these guidelines. 2. The thinking time for each team to play a 10-end game is 40 minutes plus two 60- second timeouts to be called by the team when their clock is running. Thinking time for each team to play an 8-end game is 32 minutes plus two 60-second timeouts to be called by the team when their clock is running. (At the Silver Tankard & Women s Tankard events, 45 minutes will be used.) 3. In the first end, neither clock is running until: the first rock has come to rest or has crossed the back line, the players on the delivering team have moved to the side of the side, the delivering team has relinquished control of the house. 4. The clock for the team about to deliver continues to run until their delivered stone crosses the nearer tee-line. NOTE: No clocks are running when a stone is in motion after the near tee-line. 5. No clock is running until all the following conditions are met: All stones have come to rest in play or crossed the far back line. This includes any stones that have gone out of play over the side lines, and any stones thrown through or into the boards. the players on the delivering team have moved to the side of the side, the delivering team has relinquished control of the house. At this time the opposing team becomes the delivering team and their clock is started. 6. At the conclusion of an end both clocks are off. Once a decision on the score of the end is reached including the measurement, if required and all stones begin to be moved towards the back line, the team delivering the first stone of the next end has 30 seconds to commence delivery of a stone. If the stone has not crossed the near tee-line within those 30 seconds their clock should run until it does. 7. The next end is then timed in the same way as the first, see paragraphs 3, 4, 5 & A maximum 5-minute timeout may take place at the completion of the 5th end of a 10-end game and the 4th end of an 8-end game. Both teams must be on the ice and ready to play at the end of 5 minutes.

15 Competitor s Guide Scotties Tournament of Hearts Both team clocks will be stopped for timeouts, measurements, injuries, deliveries of rocks belonging to opposing team, replacements of stones following free guard zone violations, Umpire involvement and any other circumstances as directed by the Umpire-in-charge. 10. Team timeouts will normally be signaled by the team to the Umpire-in-charge. However, if the Umpire is occupied elsewhere and does not notice the timeout being called, the timer may stop the clock at the team s request, but should notify the Umpire-in-charge immediately. (Timers should also make a note whenever a team calls a time-out in order to advise the Umpire-in-charge, if requested, how many remain.) If the team calling the timeout has an Umpirely declared coach, both clocks should be paused until the coach reaches the sheet on which the game is being played. At this time, the 60-second timing begins. If the team calling the timeout does NOT have an Umpire coach, the 60-second timing begins as soon as the timeout is called. 11. Each team is allowed 5 minutes thinking time to complete each extra end plus one 60-second timeout to be called by the team when their clock is running. A maximum 3-minute timeout may take place at the completion of the 10th end in a 10-end game prior to the start of any extra ends (the 8th end in an 8-end game). The 3-minutes excludes the time required for all the stones to be moved to the far end of the rink. (Note: If an extra end is required, timers will generally be supplied with a special OCA clock preset to the 5 minutes per team permitted for the end.) 12. The Umpire-in-charge should be advised when a team has only 5 minutes left on their clock. The Umpire-in-charge must be notified when a team s time has run out. 13. The team s final stone must reach the near tee-line prior to their time expiring to avoid a potential forfeiture of the game due to a game time violation. 14. As per CCA rules, a team may continue play after their opponent s clock has expired in attempt to tie or win the game within their allotted time.
