5 1. Introduction 1.1. Goals a) The Premier League is the premier basketball competition for South Australia s elite men s and women s teams. b) The goals of the Premier League are as follows:` i) to provide the opportunity for basketball players, coaches and officials to participate in the highest level of basketball competition in South Australia. ii) to provide a pathway for elite players, coaches and referees to progress to higher levels of basketball including national championships, national leagues, and national teams. iii) to provide an opportunity for participants to represent clubs/associations based near to where they live, at a high level. iv) to provide a competition which encourages basketball clubs/associations to increase participation rates. v) to reward affiliated basketball clubs/associations for their commitment to developing basketball at all levels. vi) vii) to appeal to spectators and thus increases participation in the sport at all levels. to appeal to the media so that basketball gains recognition as a major sport within South Australia Rules and Regulations a) The Premier League competition is governed by: i) The Premier League By-Laws listed in this document ii) The SA District By-Laws iii) The FIBA Rules of Basketball b) In cases where rules/by-laws in these documents conflict: i) The Premier League by-laws take precedence over the SA District By-Laws and the FIBA Rules of Basketball ii) The SA District By-Laws take precedence over the FIBA Rules of Basketball c) The Premier League By-Laws and SA District By-Laws are reviewed annually by Basketball SA and any changes require Basketball SA Commission approval Management a) The Premier League is managed by Basketball SA via its Competitions Department. b) Competition Management is Basketball SA represented by the Basketball SA Commission, the Basketball SA Chief Executive Officer, the Basketball SA Competitions Manager and any other staff or committees appointed from time to time by Basketball SA to assist in the conduct or management of the Premier League. All correspondence with the Competition management shall be conducted through the Competitions Manager who Premier League By-Laws 1

6 will report to the Chief Executive Officer and the Basketball SA Commission. c) Competition Management shall determine the interpretation of the Premier League By-Laws, the SA District By-Laws and the FIBA Rules of Basketball, and shall rule appropriately. d) Competition Management is empowered by this clause to make decisions on all questions not provided for in the Premier League By-Laws or SA District By-Laws, in the best interests of the competition. e) Competition Management is empowered by this clause to make any discretionary ruling in the best interests of the competition, not withstanding that such ruling may be in contravention of any rule or regulation contained in the Premier League By-Laws, the SA District By-Laws or the FIBA Rules of Basketball. f) Any appeal or proceedings in a tribunal or court in relation to Competition Management functions, powers, things done or actions taken must be taken against Basketball SA and not against Competition Management personally. g) Basketball SA may delegate the responsibility for hosting individual games to participating clubs, for minor and major round games except the Premier League Grand Final. 2. Competition Structure 2.1. Season a) The Premier League consists of one season per year, run from approximately March to September Club and Team Eligibility a) The following clubs have the exclusive right to participate in the Premier League: Central Districts, Eastern, Forestville, North Adelaide, Norwood, South Adelaide, Southern, Sturt, West Adelaide and Woodville. b) Each club shall nominate one men s and one women s team in the Premier League League Requirements a) All clubs that field a men s and women s Premier League team in a season shall nominate and field teams in the corresponding men s and women s SA District Reserves competitions in the same season and the preceding Summer season Competition Structure a) The competition involves 18 minor rounds. b) The competition utilises the McIntyre final 5 format for the major rounds, in which the top 5 teams qualify for the major rounds. The McIntyre final 5 format is as follows: Premier League By-Laws 2

Scheduling a) Competition Management is responsible for scheduling the competition. b) Matches are generally scheduled on Saturdays and Sundays, though games may be scheduled on other days from time to time. 3. Player Regulations 3.1. Ineligible Players, Coaches, Assistant Coaches and Managers a) This section defines obligations on clubs to assure eligibility of their players, coaches, assistant coaches, managers. b) Any breach of by-laws in this section results in a person being deemed as ineligible, as per SA District by-law Registrations a) All players, coaches, assistant coaches and managers who participate in the Premier League shall be registered for each season at least 14 days prior to the commencement of the season b) The mechanism for players, coaches, assistant coaches and managers to register for the Premier League is via a process determined by Competition Management which will be communicated at least 30 days prior to the commencement of each season. c) Applications will not be accepted during the 14 day period immediately prior to the first game of the season. d) Further applications for registration after the date set in 3.2 (a) will only be considered after the commencement of the season and must be submitted Premier League By-Laws 3

8 to Competition Management in the approved format at least 3 business days prior to participation in any game. e) A player may not play until such time as the application for registration has been approved by Competition Management. f) At any time, a club may have registered a maximum of 20 players for each of its teams. A club may deregister a player at any time, via an to Competition Management Player Agreements a) All players who participate in the Premier League shall have a written Player Agreement with their club covering the period in which they will play. b) The Player Agreement must be based on a template provided by Basketball SA, and any modifications to the template text must be approved by Competition Management. c) Each player s Player Agreement must be submitted to Competition Management, be signed by both the player and club and within the time frame for registrations set out in clause 3.2. d) Any failure to notify Competition Management of modifications or failure to obtain approval for changes to player agreements will result in the player being ineligible to participate until such time that the agreement is approved by Competition Management Player Transfer Limitations (a) Clearances and Transfers as per SA District By-Law 5.2 (b) (c) In cases where a National League Head Coach or Assistant Coach (NBL/WNBL) coaches in the Premier League, a maximum of one Premier League players from a Premier League club can transfer to the Premier League team that the National Head Coach or Assistant Coach (NBL/WNBL) is coaching. Only two Premier League players in total can transfer into that team for that season. After a club ( first club ) has cleared two players that were registered to play in the Premier League last season (2 players per gender) to another club ( second club ) in the Premier League, all other players that were registered for the first club last season are ineligible to play in the Premier League for the second club next season. However it is incumbent on clubs to release subsequent players who seek transfer to play in lower divisions Restricted Players General Rule a) Each team may register a maximum of two players who are classified as Restricted. Players are classified as Restricted and/or Foreign based on the criteria defined in this section. Foreign Player b) All players must adhere to FIBA and Basketball Australia policies with respect to foreign players. Premier League By-Laws 4

9 c) A player who is a non-australian citizen and is required by FIBA to hold a Foreign Players Licence is classified as both Foreign and Restricted d) Players who have citizenship from any of the FIBA Oceania members (as defined in the FIBA Regulations [Bk 3 Chap 1 # s 10-36] may be allowed to play without being considered foreign or restricted in terms of competition eligibility. All Oceania Born players outside of Australia still need to obtain a FIBA Oceania Foreign Player licence before participating for their club.. e) A player who is a non-australian citizen but who immigrated to Australia prior to their fifteenth (15th) birthday may apply to FIBA for a Special Foreign Player Licence. A player who holds a Special Foreign Player License is exempt from by-law 3.5 c). NBL/WNBL f) Basketball Australia distributes a list of players who are classified as Restricted based on their involvement in the NBL or WNBL season prior to the relevant Premier League season. This list is provided by Basketball Australia annually, based on each player s average court time at a time in the season designated by Basketball Australia, such that a player who, at that time, had averaged greater than 35% of available court time in the WNBL or NBL, and who had played a minimum of 4 WNBL or NBL games is classified as restricted. Foreign Leagues g) Any player who last played in any division 1 competition in the following countries shall be classified as Restricted if they have averaged greater than 25% of available court time for men and 35% for women, in the most recent season prior to the relevant Premier League season: Argentina Brazil Canada (excluding college programs) China Croatia Czech Republic France Germany Greece Hungary Israel Italy Lithuania Poland Puerto Rica Russia Serbia Slovakia Slovenia Spain Turkey United States of America (excluding college programs) Premier League By-Laws 5

10 If it is not possible to determine the average court time then the player is classified as Restricted. Loyalty a) A player who has played more than 100 games in the Premier League, or has played for one Premier League club only and a minimum of 8 Premier League seasons as unrestricted players with one club in the Premier League is not classified as Restricted if they play in the Premier League for that club. This also applies for the previous equivalent named competition, Central ABL. 4. Playing Conditions 4.1. Players per Team a) A team may consist of up to a maximum of 12 players Timing Conditions a) Games are played under FIBA timing conditions, except where stated below. b) Teams are to be provided access to the court to warm up for a minimum of 15 minutes immediately prior to the game. c) The half time break shall be 10 minutes. d) Teams are to be provided with access to the court to warm up for a minimum of 5 minutes immediately prior to the second half. e) The quarter and three quarter time breaks shall be two minutes each Choice of Team Bench and Basket a) Team A shall choose its team bench. b) Team A shall choose the basket it defends first. c) For games played at the Adelaide Arena the home team shall have the team bench and its own basket on the left side of the scorer s table facing the playing court Player Eligibility for the Major Round To satisfy a player s participation in a Premier League game, the player must satisfy the following requirements: a) the following must occur for the duration of the Premier League game: i) The player s name is recorded on the scoresheet. ii) The player is present on the team bench. iii) The player must be wearing an official playing uniform. iv) The player must meet all other by-law and rule requirements with respect to being able to be subbed onto the court, including those relating to uniforms, jewellery, footwear, hair, casts and braces. b) at least one of the following must occur: Premier League By-Laws 6

11 i) All foreign or restricted players must be substituted onto the court for the Premier League game, as evidenced by the court time indicated on the official game statistics. ii) Players who are not foreign or restricted must be subbed onto the court for another game in the SA District competition in the same week as the Premier League game. c) To be eligible to play for a team in the major round, a player must play a minimum of 40% of minor round games for that team where the number of games is always rounded up to the nearest whole number. d) It is the clubs responsibility for maintaining eligibility criteria for their Premier League team and ensuring they have enough players eligible for the major round under these by-laws. e) A player who fails to qualify for a major round due to medical reasons, a clash with Higher Level Commitments as defined in SA District by-law 1.4 or in exceptional circumstances, other reasons, may apply for permission to play in the major round. The request must: i) Be submitted a minimum of 14 days prior to the commencement of the major round. ii) Clearly state the games missed and the reason/s. iii) For medical issues, be supported by a medical certificate from a medical practitioner that documents the extent and duration of the issue. f) Exemptions to this by-law will only be considered if a player has played a minimum of 50% of the required number of minor round qualifying games in that division. 5. Game Responsibilities 5.1. Adherence a) For the purpose of this by-law, the Home Club refers to the club listed first in the official schedule, and the Visiting Club refers to the club listed second in the official schedule. b) This section defines responsibilities of the Home Club and Visiting Club for each game of the season. Failure to adhere to these responsibilities shall result in a fine of up to $200 for each offence, at the discretion of Competition Management Team List a) The two clubs involved in each game shall at least 3 business days prior to the game both provide the opposition club and Basketball SA with a team list, in a format specified by Basketball SA Stadium Admission a) The Home Club shall admit the following people free of charge for each team, via a sign-in process: i) Up to 12 players ii) 1 coach iii) 2 assistant coaches Premier League By-Laws 7

12 iv) 1 manager v) 1 assistant manager b) The Home Club shall admit the following people free of charge upon presentation of the relevant pass: i) Basketball SA staff ii) Basketball SA Life Members iii) Basketball SA Hall of Fame Members iv) Basketball SA 300 Club Members v) Basketball SA Competitions Committee members vi) Basketball SA Commission members vii) Basketball SA Administraion Pass viii) Premier League Media ix) Premier League VIP x) Premier League Referees xi) Premier League Referee Coaches c) The Home Club may, at their discretion, admit other people free of charge. d) All of the above shall also be admitted to games at the Adelaide Arena free of charge for both the Home and Away club Games Commissioner a) The Home Club shall appoint a person to the role of Games Commissioner to act as the official representative of the Home club and the league during Home games. b) Basketball SA will appoint a Games Commissioner for games played at the Adelaide Arena Score Table Personnel a) The Home Club shall appoint 3 competent score table officials for all Home games to fulfil the roles of: i) Scorer ii) Timer iii) Shot clock operator Basketball SA appoints a Score Table Chairperson who fulfils the role of Score Table commissioner, as defined in the FIBA Rules of Basketball. b) Basketball SA will centrally roster score table officials for Adelaide Arena games from the volunteer list provided by clubs to Basketball SA at the beginning of each season. Basketball SA will liaise directly with these volunteers for rostering purposes and from time to time may call upon clubs for assistance to cover gaps in the roster. c) A minimum of 2 of the score table officials must be accredited at level 2 and a minimum of 1 other must be accredited at level Statisticians a) The Home Club shall appoint 2 competent statisticians. 13 b) Basketball SA will centrally roster statisticians for Adelaide Arena games from the volunteer list provided by clubs to Basketball SA at the beginning of each season. Basketball SA will liaise directly with these volunteers for rostering purposes and from time to time may call upon clubs for assistance to cover gaps in the roster. c) A minimum of 1 of the statisticians must be accredited at level 2 and a minimum of 1 other must be accredited at level 1. d) The statisticians shall record and distribute statistics for each game in a manner specified by Basketball SA Seating a) The Home Club shall reserve 4 seats for Referee Coaches in a position from which the game can be clearly viewed Court Announcer a) The Home club shall appoint a Court Announcer for home games. b) Basketball SA shall appoint a Court Announcer for games at the Adelaide Arena. c) The Court Announcer shall introduce the players, team officials, referees and special guests to the spectators. d) The Court Announcer shall provide the spectators with an informative commentary of the game, in compliance with the Court Announcers Code of Conduct (separate document) Music a) The Home Club shall play music during the warm up periods, as a minimum. b) It is not a requirement that the Home Club play the national anthem and have a welcome to country ceremony, though they may choose to do so Video a) The Home Club shall appoint a person to video games. b) The Home Club shall provide Basketball SA with a recording of the game within 4 days of the game being played in a format set by Basketball SA Floor Wipers a) The Home Club shall appoint a minimum of 2 competent people per game to the role of Floor Wiper Basketballs a) The Home Club is responsible for providing an official match ball for use during the game, of the brand/model specified by Basketball SA Award Voting a) The Home Club shall distribute and collect voting forms for awards to coaches and referees in a manner specified by Basketball SA. 14 5.14. Post Game Function a) It is not a requirement that the Home Club host a post-game function, though they may choose to do so Record Keeping a) The Home Club shall provide all match paperwork to Basketball SA within 24 hours of the game. 6. Awards 6.1. Halls and Woollacott Medals a) The Halls (women) and Woollacott (men) medals are presented to the player deemed to be the Fairest and Most Brilliant. The winners are determined by a system in which referees allocate votes to players after each game Merv Harris and Frank Angove Medals a) The Merv Harris (women) and Frank Angove (men) medals are presented to the player aged Under 21 years on December 31 of the year in which the competition is played, who polls the highest number of votes towards the Halls or Woollacott medal 6.3. Most Valuable Player a) The Most Valuable Player Awards are determined by a system in which each team s head coach allocates a total of 10 votes to be spread between both teams, not more than 5 of which may be allocated to any player, after each minor game of the season. b) After the completion of the minor rounds a list of the top 15 vote recipients is compiled, based on the voting system referred to in (a), and sent to each team s head coach. c) Each team s head coach then allocates votes to players for this award from that list. In allocating the 3-2-1votes head coaches may choose from players on the list but are not required to. d) When exercising the vote in (c) head coaches may not vote for players from their own club All Star Five Awards a) The All Star Five Awards are determined by a system in which each team s coach, captain and club delegate allocates votes to five players after the completion of the minor rounds. b) The above voters are provided with a list of candidates as outlined in 6.3 (b). In allocating votes the voters may choose from players on the list but are not required to. c) Voters may not vote for players from their own club. Premier League By-Laws 10

Best Defensive Player a) The Best Defensive Player Awards are determined by a system in which each team s head coach allocates votes to players after the completion of the minor rounds. b) Voters may not vote for players from their own club Phill Yuill Referee of the Year Awards a) The Referee of the Year awards are determined by a system in which: i) Team head coaches and ii) People who have been rostered by the league as Referee Coaches for a minimum of 8 minor round games for the relevant league that season allocate votes to referees after the completion of the minor rounds Statistical Awards a) Awards are presented for each of the following statistical categories i) Points per game ii) Field goal percentage iii) Three point percentage iv) Free throw percentage v) Offensive rebounds per game vi) Defensive rebounds per game vii) Rebounds per game viii) Assists per game ix) Steals per game x) Blocked Shots per game b) For per game statistical awards, calculations are based on the number of games in which a player has deemed to have played, as defined in by-law 4.5. c) A player must have played a minimum of 50% of games to be eligible for any award. d) A player must have taken a minimum of 5 field goals per game to be eligible for the field goal percentage award. e) A player must have taken a minimum of 3 free throws per game to be eligible for the free throw percentage award. f) A player must have taken a minimum of 3 three point shots per game to be eligible for the three point percentage award. 6.8 Reported Players a) A reported player who has been found guilty of an offence shall be ineligible for any award.
