30 Role of Officials Inspecting Duties A General Review Officials should have a pre-meet session to review responsibilities during the meet, inspections of venue, implement inspection and how officials shall work together A well run meet absent unnecessary concerns for risk minimization depend upon officials fulfilling these and other responsibilities

33 Forces Disassociated with Competitor's Actions in High Jump & Pole Vault When a competitor has legally and is clearly over the crossbar and a force not associated with the competitor causes the crossbar to be displaced, it is not considered a foul Examples include but are not limited to wind or in the pole vault the pole rebounding from the plant box padding into the crossbar It is not considered a disassociated force if the vaulter releases the pole and it falls into the crossbar
34 Multiple Logos on Uniform Bottoms are Non-Compliant Coaches must take the time to be certain uniforms are compliant The display of multiple manufacturers logos on the same uniform item is a violation When an item is selected as a uniform bottom, it is not in compliance if the waistband has more than on logo or reference or there is also a logo elsewhere Many of these items are not really uniforms but are base layer items or intended to be a training item or undergarment so the coach must be aware of what he/she is asking the athletes to wear and make sure they are in legal uniforms

39 CHSAA Ruling on Uniforms Oversized and Multiple Logos Many of the shorts that were previously worn as undergarments are now worn as a team s uniform bottom. Individual athletes purchasing their own matching color compression shorts to wear as their team uniform. Many of the compression style shorts, whether purchased by athletes or the school, have waistbands sporting multiple and/or oversized manufacturer logos.

41 CHSAA Ruling on Uniforms Oversized and Multiple Log Coaches and athletes will need to make a permanent fix so the uniform is compliant. Permanent solutions may include but are not limited to: Tucking the waistband inside of the short and stitching the band permanently in this position. Sewing a matching solid color material over the band to cover the logos. Any other permanent solutions that will not allow the logos to be seen.
42 CHSAA Ruling on Uniforms Oversized and Multiple Log Officials that observe this violation will not allow athletes to compete until the athlete changes the uniform or makes the uniform compliant with a permanent solution. CHSAA supports the intent of the logo rule (athletes not advertising for various manufacturers), it also does not want this issue to prevent athletes from competing or incurring additional expenses with the purchase of a different uniform. Coaches, please inform you athletes of the uniform rules and have them resolve any violations prior to competition.
43 Consecutive Trials and Video Rule 3-2-8a: Electronic devices shall not be used to transmit information to the competitor during the race or trial. For clarification purposes, once a field event athlete's name has been called and their trial begins, that athlete may not view any video with or without a coach. Penalty: the competitor shall be disqualified from the event. If the coach is involved, then they shall be disqualified from further participation in the meet for unsporting conduct.
44 Consecutive Trials and Video Rule 3-2-8c: State associations may also have policies in place to further address the use of electronic devices. CHSAA will allow the viewing of video by a field event athlete after the beginning of a trial only if the competitor is taking consecutive trials. This does not change the amount of time the athlete has to initiate a trial; it just allows the athlete to view video during this time. This will expedite the event rather than building in extra time between consecutive trials for an athlete to view video.

46 Referee The CHSAA requires a track referee and a field referee at all qualifying meets. They may confer with each other before making a ruling. They are also responsible for ensuring fair competition and upholding the rules for state qualifying procedures. The referee is directly in charge of all activities during competition and is responsible for the supervision of all meet officials. The referee s authority begins upon arrival at the meet site and concludes 30 minutes after the last event results have been announced or made official. The referee has the sole authority to rule on infractions or irregularities, which are not covered within the rules. The referee shall also answer questions, which are not specifically placed under the jurisdiction of other officials.
47 Track Referee Pre-Meet Duties Obtain and review all games committee information. Inspect the track to validate that all starting lines and exchange zones are properly marked. Inspect the starting blocks to make sure every competitor in every lane will have properly functioning equipment. Meet with the meet director, clerk(s) of the course, head finish judge, and head umpire to define areas of responsibility during the meet.
48 Track Referee Pre-Meet Duties Inspect the wind gauge, make sure it is properly placed, and meet with the wind gauge official to verify operation and recording of wind speeds. Meet with the head coaches and team captains to insure that all competitors will be in a legal uniform and that everyone is expected to exhibit good sportsmanship throughout the meet. Let coaches know where you can be found to answer questions from them and/or their athletes.
49 Track Referee Duties During Meet May suspend a meet due to any emergency such as hazardous weather conditions in collaboration with the meet director/games committee. Make final decisions, subject to any appeal procedure established prior to the meet. Determine if a race shall be rerun and, if so, who is eligible to participate in the rerun and when it will be scheduled. Notify a competitor and the competitor s coach of any disqualification or warning.
50 Track Referee Duties During Meet Serve as or designate a lap caller for individual races or relay legs of three laps or more. Has sole authority for ruling on infractions or irregularities not covered within the rules. Shall not set aside any rule. Approval of the final results and recording of the time the meet was officially concluded.
51 Can the Starter be a Referee? Can the Referee be a Starter? CHSAA requires 3 certified officials: Field Referee, Track Referee, and Starter. The Field Referee should never be a Starter. The Track Referee s first priority is referee, second priority is Starter. Majority of races start and finish in the same location. Consider how you will observe the hurdle races.

53 Field Referee Pre-Meet Duties Inspect all field event areas to ensure they are safe and legal. Horizontal Jumps check that pits are full of sand and take-off areas are safe and adequate. Inspect the wind gauge(s), make sure it is properly placed, and meet with the wind gauge official(s) to verify operation and recording of wind speeds. Throws check to see if the areas are marked properly. Check condition of rings and stop boards. Inspect discus cage to ensure it meets rule book specifications. Assist implement inspector in weigh-in and inspection of implements to ensure they conform to rule book specifications.
54 Field Referee Pre-Meet Duties High Jump inspect the standards, crossbar, pit and ground padding. Pole Vault inspect the standards, crossbar, plant box, pit, and ground padding. Assist the event judge in the weigh-in of competitors and/or the inspection, verification, and marking of legal poles.
55 Field Referee Pre-Meet Duties Make sure all field events have all of the needed equipment to make the events run successfully. (measuring tapes, rakes, brooms, ladders, marking flags, clip boards, stop watches, towels, or any other item(s) needed) Meet with each head field event judge to define areas of responsibility during the meet. Review procedures provided by the games committee for the use of equipment and/or implements
56 Field Referee Duties During Meet Make certain field events begin on time and continue without unnecessary delay. Check with each event judge during the meet to make sure there are no serious infractions that would require a ruling. While at an event, the field referee will assist in watching for infractions. Make every effort to ensure that each competitor has a fair and equal opportunity to perform.
57 Field Referee Duties During Meet Work with the event judge on any warning or disqualification of a competitor. Notify a competitor or the competitor s coach of any disqualification or warning. Verify outstanding performances that may qualify for a record. Review and certify the results of each completed field event, recording the time the event was completed. Instruct event judges to secure facilities and return equipment after completing competition.
