1 OCONEE COUNTY PARKS & RECREATION DEPARTMENT ADULT BASKETBALL RULES I. GOVERNING BODY Oconee County Parks & Recreation Department II. REGISTRATION Cost per team is $540. Fee must be paid at the time a team registers. OCPRD provided jerseys with $225 surcharge. Payment and jersey sizes due by November 7, Teams may register online at or in person at Oconee Veterans Park during the Community Center hours (open 7 days per week). Balance of fees must be received no later than November 9, 2017 for the Women s league and November 16, 2017 for Men s leagues No team will considered enrolled if payment has not been received. Team Manager must be an Oconee County Resident. *Proof of residency will be required each season at time of registration. III. IV. ORGANIZATIONAL MEETING An organizational meeting for Team Managers is scheduled for Thursday, November 16, 2017 at 6:00 p.m. at Oconee Veterans Park Community Center. Team and player rosters are due at this meeting. UNIFORMS Reversible Jerseys are mandated. OCPRD can provide jerseys with surcharge of $225. Jersey orders are due by November 7, A. All uniform shirts (jerseys) are required to be the same color, style and design. B. Jerseys must be reversible with one dark and one light color side. C. No uniforms will be permitted to have temporary numbers affixed or drawn on to the shirt. D. Uniform numbers will be legal basketball numbers; a number may not have more than two (2) digits and both digits must consist of the numbers 0-5. E. Numbers must be worn on front and back of jerseys, with front numbers approximately four (4) inches in height and numbers on the back approximately six (6) inches in height. F. Under no circumstances will players be allowed to swap jerseys after a game begins. G. If an opposing manager, gym supervisor, or official detect an illegal jersey, the player(s) entering the game will be given a Technical Foul and can no longer play unless she/he can obtain a legal jersey that has not already been entered into the book. H. Technical fouls resulting from an illegal jersey are not considered unsporting. V. PLAYER ELIGIBILITY A. All players must be 18 years or older by September 1, 2017 to participate. B. Any person under a Collegiate or Professional basketball contract will not be allowed to play. C. Any person playing for a school basketball team in the current school year will not be allowed to participate in the leagues unless they have fully completed their season. D. Church Team - Any player participating must be a letter holding member of the church or an active participant of that church to be eligible to play validated by church leadership signature on forms. VI. TEAM ROSTERS & PLAYER CONTRACTS A. Each player must complete, sign and turn in a player contract before he/she is eligible to play and each team must complete a team roster to participate in the league. B. Rosters and contracts must be turned in by the Organizational Meeting on Thursday, November 16, C. Managers may add to the roster up to Game #2 of the regular season. Player contracts must be turned into Oconee Veterans Park by 5 p.m. on Monday prior to the Thursday game and Friday prior to the Sunday game for added players to play in games. Game 2 this season is: Thursday December 7 th D. No names may be added to team roster until a player contract is completed, signed by all parties, and turned into the Parks and Recreation Department.

2 E. Team rosters are limited to 15 players. F. Any player removed from a team roster may not be added to another team s roster. G. Any illegal player will be removed from the program, the manager suspended for one game or more, and the game will be recorded as a loss. H. Falsifying a player contract will result in suspension from the league. I. Players must provide identification to verify identity, if eligibility is questioned. Failure to provide identification will result in suspension of play from the game with the possibility of future game suspensions. J. Church Teams - The player contracts and roster must be approved and signed by the pastor of the church before the deadline. VII. PLAYER CONDUCT The Oconee County Parks & Recreation Department Code of Conduct presides over the program. Profane language or display of unsporting conduct will not be tolerated in the program. Any player not complying with this policy will be awarded an unsporting technical foul. The officials in charge of the game will determine the unsporting conduct; however, gym supervisors witnessing inappropriate behavior or language may intervene and/or eject the player and/or spectator. The following additional provisions shall apply: A. A player or manager receiving two (2) technical fouls during the course of a game will be automatically ejected from the game. B. Any player or manager who receives one (1) flagrant technical foul in a game will be ejected from the game and suspended from the next two (2) scheduled games. Upon investigation by the governing body, the suspension may be longer or permanent. C. Any player, manager and/or spectator involved in a fight in any aspect will automatically receive a flagrant technical foul and will be ejected from the game and suspended for the next two (2) scheduled games. Upon investigation by the governing body, the suspension may be longer or permanent. D. Any player receiving three (3) unsporting and/or flagrant technical fouls during the course of the season will be suspended for the remainder of the season, including tournament play. This includes unsporting conduct or profane language used in reacting to a technical foul that results in a 2 nd technical. E. Any team that receives a combined total of three (3) unsporting and/or flagrant technical fouls in a single game will forfeit that game on the third technical. F. Any team with four (4) players receiving unsporting and/or flagrant technical fouls during the course of the season will be ineligible to continue play for the remainder of the season, and all fees will be forfeited. G. If a player or manager receives a suspension for the next game on the last game of the season, the suspension will be in effect in the first game scheduled the following season. H. Technical fouls will be given for dunking during warm-ups and half-time. The official and/or gym supervisor in charge will determine whether or not a player dunked the ball. In addition, players are not permitted to hang on the basketball rim unless to prevent injury. I. Any player, manager and/or spectator who does or attempts to do bodily harm to an official will be immediately ejected from the game and facility and could possibly have criminal charges filed against him/her. In addition, the person will be removed from the program and banned from the OCPRD 2 Updated October 5, 2017

3 Parks & Recreation Department facilities and programs for an indefinite period of time to be determined by the governing body. J. The gym supervisor has control over the gymnasium, games, participants and spectators. The gym supervisor is responsible for seeing that spectators conduct themselves with a good sporting attitude and in a courteous manner. The gym supervisor also has the authority to ask anyone, player, manager and/or spectator in violation of the rules to leave the premises. K. Unattended children may become a safety issue. Players are discouraged from bringing younger children to the gym unless they are well supervised Note: A player, manager, and/or spectator ejected or suspended from a game must leave the premises, if possible. If person is unable to leave premises, the person must be out of sight, out of sound (NFHS Rules). VIII. LOCAL RULES All games will be played under National Federation of State High School Associations (NFHS) rules except where local rules supersede: A. Length of Game - Two-20 minute halves with a running clock. The clock will run the entire time except for: the last two (2) minutes of the 2 nd half at which time the clock will be stopped on the official s whistle. Exceptions will be serious injuries, unusual delays, timeouts and during free throw administration. If a team is leading or down by 30 points or more at any point of the game, the clock will continue to run. There will be a 5-minute break for half-time. B. There will be a 5-minute grace period before the first game of the day only. For all other games scheduled, game time is forfeit time. If a game runs over its time limit, teams that are scheduled to play the following game will be allotted five (5) minutes to warm-up before starting the next game. A team must forfeit if it cannot field five (5) players by the start time of the game. The gym supervisor is responsible for the official time. C. Each team will be allowed two (2) one-minute timeouts per half. Unused timeouts do not accumulate from the first half into the second half. Unused timeouts from the second half may be used in any overtime period, but are not to exceed two (2) timeouts. D. Overtime period in the Regular season are 2 minutes in length with the whistle stopping on the official s whistle. Each team is entitled to one (1) additional one-minute time out. E. Overtime periods in the post season tournament are 2 minutes in length with the whistle stopping on the official s whistle. Each team is entitled to one (1) additional one-minute time out. F. Any team that forfeits three (3) games in a season or two (2) games in a row will automatically be removed from the league. Games forfeited due to excessive technical fouls will count. No refund of fees will be granted. G. Players may play for only one team in a league. Multiple teams from a church must establish separate player rosters for each team. H. Reversible jerseys are mandated to participate in the league. The home team shall expose the light color side of the jersey and the visiting team shall expose the darker side of the jersey. I. 4 IX. PROTESTS A. Protests will be accepted based on rule interpretation only. No judgment protests will be allowed. All protests must be made in writing by the team manager and turned into OCPRD staff within 24 hours of the occurrence. B. The official scorekeeper must be notified of the coach s and/or manager s intent to protest the game. At that time, the score, time and all important details involving the protests shall be recorded by the scorekeeper in the official scorebook. C. The governing body will rule on all protests. OCPRD reserves the right to rule on a protest in keeping with the philosophies and policies of the Department. League Standings & Tournament Details Standings are calculated based on a point system applied to regular season games. Tournament brackets will be seeded based on each team s total end of season points. Win= 6 points Tie= 3 points Unsporting Technical = 1 point deduction Forfeit = Recorded as a 1-0 win. Tie Break Details 1. Head to head 2. Point differential (amongst the tied teams). 3. Point differential (amongst common opponents) 4. Fewest points allowed (amongst tied teams) 5. Points scored (amongst tied teams) 6. Coin Toss Post Season OVER TIME: One overtime period 2 minutes in length with the whistle stopping on the official s whistle will be played in the event a game is tied at the end of regulation play. 5 OCONEE COUNTY PARKS & RECREATION DEPARTMENT ADULT BASKETBALL VIOLATION CLARIFICATIONS NFHS Basketball Rules Changes By NFHS on June 26, : The coaching box shall be outlined outside the side of the court on which the scorer's and timer's table and team benches are located. The area shall be bounded by a line drawn 28 feet from the end line towards the Division line. At this point a line drawn from the sideline toward the team bench becomes the end of the coaching box going towards the end line. Note: State Associations may alter the length and placement of the 28 foot (maximum) coaching box. Effective Immediately. Tape may be used to extend the 14-foot line to 28 feet. Rationale: The restriction of the coaching box penalizes the level of communication between coach and player. Allowing a coach freedom to move within the new box between the 28 mark and the end line provides a coach more access to coach his/her players : When a foul occurs, an official shall signal the timer to stop the clock. The official shall verbally inform the offender, then with finger(s) of two hands, indicate to the scorer the number of the offender and the number of free throws. Rationale: To minimize foul reporting errors, that occur between the officials and the scorekeepers when the information gets lost in the translation. Two handed reporting is easier for the scorekeepers to see and comprehend in addition to being less confusing d: There are no color/design restrictions in the area of the team jersey from the imaginary line at the base of the neckline to the top of the shoulder and in the corresponding area on the back of the jersey. There are restrictions on what identifying names may be placed in this area (see Article 3-4-4). Rationale: Provide guidance on the forthcoming restrictions for this area of the jersey : Identifying name(s) shall adhere to the following: a. If used, lettering with school name, school s nickname, school logo, player s name and/or abbreviation of the official school name shall be placed horizontally on the jersey. b. The panel in the shoulder area of the jersey on the back may be used for placing an identifying name as well. Rationale: Provide guidance to persons purchasing uniforms in determining what wording should go onto the jersey. OCPRD 5 Updated October 5, 2017

6 4-48 NEW: Warning for Coach/Team Conduct A warning to a coach/team for misconduct is an administrative procedure by an official, which is recorded in the scorebook by the scorer and reported to the Head Coach: Art For conduct, such as that described in rule a,b,d,e,f; ; the official shall warn the head coach unless the offense is judged to be major, in which case a technical foul shall be assessed. Note: A warning is not required prior to calling a technical foul. Note: A warning is not required prior to calling a technical foul. Rationale: Stopping play and making sure that the bench and the coach know that an official warning has been given, sends a clear message to everyone in the gym and impacts the behavior of the coach, and in some cases the behavior of the opposing coach. This change in behavior creates a better atmosphere and many times avoids the need to administer a technical foul. PLAYERS AND TEAM MEMBERS REQUIRED TO REMAIN ON THE COURT/IN THE BENCH AREA WHILE THE GAME IS IN PROGRESS (10-3-6i; ): A player leaving the court for an unauthorized reason to demonstrate resentment, disgust or intimidation will be added to the list of unsporting behaviors by a player with a technical foul penalty assessed. The committee hopes this rules change will further reduce the likelihood of individual players demonstrating unsporting behavior. In addition, a similar rule will be added requiring team members to remain on the court and in the bench area while the game is in progress until each quarter or extra period has officially ended. This includes free-throw attempts by an opponent with no time remaining on the clock. Since the Head Coach is ultimately responsible for the conduct of all team members, the penalty will be a technical foul assessed directly to the Head Coach. NFHS Basketball Rules Changes NEW: Non-playing personnel, e.g., spirit participants, media, shall remain outside of the playing area during a 30-second or less time-out during the game. Non-playing personnel shall stand outside the free throw lane lines extended toward the sidelines throughout the game. Rationale: Making officials aware of the standards set for the spirit participants allows the official to manage them when they may not be in an appropriate place : Sound a warning signal to begin the 15 seconds (maximum) permitted for replacing a disqualified or injured player, or for a player directed to leave the game. Rationale: The amount of time presently given is too long and allows for gamesmanship to be deployed. OCPRD 6 Updated October 5, 2017

7 3-5-6: Undershirts shall be a single solid color similar to the torso of the jersey and shall be hemmed and not have frayed or ragged edges. If the undershirt has sleeves, they shall be the same length. See 3-6 for logo requirements. Rationale: This would now allow all extra apparel that is worn to have one logo. Last year we simplified the color requirements to be consistent on all sleeves, tights, wristbands and headwear. This would be one more step to assist our officials in simplifying the enforcement of the uniform rules h: Players occupying marked free-throw lane line spaces may not enter the free-throw semicircle until the ball touches the ring or until the free throw ends. Rationale: The addition of this information makes the rule complete and easy to understand. OCPRD 7 Updated October 5, 2017
