4 INDOOR TRACK INFORMATION Entry fees to the State Indoor Meet shall be separate for Boys & Girls Teams. The entry fee should be paid with a school check payable to the: LSU Track & Field Officials Assn. $100 per team (boys or girls) with 10 or more contestants. $10 per contestant for a team with fewer than 10.

5 LATE DECLARATIONS The day following the end of declaration period, a school may submit their declaration between the hours of 8:00 am and 12:00 pm to the meet director < address>. Declarations in the late period shall incur a $30 fine per entry, including alternates, in addition to the standard entry fee. The late declaration should include the school, gender, athlete s name and event. Relays should include the names of all athletes AND any alternates who may run.

8 LHSAA GENERAL TRACK RULES WHEELCHAIR EVENTS WILL FOLLOW CLASS B & C SCHEDULE ON THURSDAY PILOT PROGRAM FOR PARA- AMBULATORY ATHLETES A Para-ambulatory athlete shall have a permanent orthopedic, neuromuscular, or other physical disability. Permanent orthopedic impairment shall be verified by a licensed physician and maintained on permanent file at the school

10 OUTDOOR TRACK INFORMATION The Order of Events for all regular season track meets & post season track meets shall be as listed on page 131 of the LHSAA Handbook. The scoring system to be used for all LHSAA meets can be found on page 132 of the LHSAA Handbook. Boys & Girls Track & Field teams shall compete for district honors only in those districts as approved by the reclassification committee.

11 OUTDOOR TRACK INFORMATION Each district committee shall select a meet site and conduct its district meet prior to qualifying for the regional meet. A contestant shall be limited to 4 events (including relays) in all LHSAA track meets.

12 REGIONAL TRACK MEETS The regional meet chairperson shall be the principal of the preceding years regional meet winner (exception-reclassification years). The regional chairperson shall call a meeting of all regional schools at least 6 weeks prior to the meet.

13 OUTDOOR TRACK INFORMATION All schools present shall have a vote to select the following: Host School Meet Site Dates of the Meet Meet Starting Time Meet Director Select Jury of Appeals Set up Financial Provisions Set Admission Prices -Games Committee -Track Referee -Field Referee & Other Meet Officials NOTE: Regional Meet Committee decisions shall be made by a simple majority vote of the principals present at the meeting.

14 OUTDOOR TRACK INFORMATION Class C Boys & Girls will not participate in district meets for qualifying contestants/relay teams to a regional meet. Each school in Class C may enter a maximum of two contestants/relay teams in each event at the regional meet. State Meet Information may be found on Pages in the LHSAA Handbook.

15 Review the Role of the Games Committee (Pages 12, 13 & 14 of Rulebook) The games committee shall have general supervision of the meet and shall determine the administrative procedures, terms and conditions that will govern the competition. It shall provide the competition areas, meet equipment and all required padding for jumping events. It shall also determine the time schedule.

16 Review the Role of the Games Committee (Pages 12, 13 & 14 of Rulebook) It has the authority to establish reasonable deadlines for receipt of entries. See articles 3 and 4 on page 13 & 14 of the NFHS Rulebook.

17 Review the Role of the Games Committee (Pages 12, 13 & 14 of Rulebook) The games committee may be the jury of appeals or appoint a jury of appeals. The referee shall not be included as a member of the jury of appeals. A jury of appeals, if appointed, shall serve as the final board of appeals. Review Rule 3, Section 5, Article 3, pg. 16

18 GAMES COMMITTEE (Rule 3, Section 2) p Games committee shall have the authority to determine the following: 1. Meet officials 2. Meet time schedule 3. Number of heats required 4. Heat and Lane assignments for competitors. 5. Number and criteria to qualify for the next round of competition. 6. Approved items (tape, chalk, half tennis balls, etc.) and locations in the acceleration zones of all relay races run in lanes.

19 GAMES COMMITTEE (Rule 3, Section 2) p Games committee shall have the authority to determine the following: (continued) 7. Starting height & successive heights of the cross bar for jumping events. 8. Order in which competitors take their trials. 9. Time limitation or number of warm-up opportunities in the field events. 10. Time limit and procedure to follow when competitors are excused to compete in another event.

20 TRACK UNIFORMS Rule Applies to both Indoor & Outdoor Track Contestants shall compete in school-issued uniforms. Each competitor s uniform shall consist of a fulllength track jersey and track shorts issued by the school. Shorts may vary in length and style but must be the same color for all team members. Bicycle shorts, thigh huggers, abbreviated thigh huggers, leotards, body suits, abbreviated briefs (french or high cut) and similar apparel may be worn under the shorts but not in the place of school issued shorts. The shorts shall be loose fitting boxer type shorts.

21 TRACK UNIFORMS Rule Applies to both Indoor & Outdoor Track NOTE: One piece uniforms issued by the school are only legal if school issued shorts are worn over the one piece apparel. Contestants shall wear shirts and shoes at all times during the meet. A contestant shall not wear a cap or hat while competing.

22 TRACK UNIFORMS Rule Applies to both Indoor & Outdoor Track A contestant may wear a headband (subject to the meet director s approval) while competing. If leotards are worn, uniform shorts shall be worn over the leotards. The leotard top may be worn as a jersey. In relay races, each team member shall wear the same color and design of school uniform although the length of the shorts may vary.

23 TRACK UNIFORMS Rule Applies to both Indoor & Outdoor Track Update to Rule With the exception of watches, and unadorned devices, such as bobby pins, barrettes, and hair clips no longer than two (2) inches, contestants shall not wear jewelry while competing. These items for hair control are not considered dangerous for the contestant and are not considered jewelry or adornment.

24 LHSAA POLICY ON INTERRUPTED GAMES All LHSAA member schools are responsible for having workable lightning detectors and for having game management personnel trained in the use of these devices; lightning detectors must be monitored by game management throughout the game. The officiating crew will honor any request by game management to interrupt the game based upon game management s determination that the potential for dangerous lightning exists in the area of the game. Notwithstanding the requirement of the home school to have and use an approved lightning detector, the officiating crew is also required to be familiar with the NFHS Guidelines on Handling Contests during Lighting Disturbances found in the NFHS Rules Book.

25 LHSAA POLICY ON INTERRUPTED GAMES In the case where the crew observes actual conditions that meet or exceed the allowed NFHS Guidelines, the crew will interrupt the contest without regard to whether game management concurs. If an approved lightning detector is not available at the game site, the officiating crew shall utilize the procedure outlined in the NFHS Rules Book entitled Guidelines on Handling Contests during Lightning Disturbances.

26 REFEREE RULE Referee s Authority Begins upon arrival at the meet site Ends 30 minutes after last event results announced/made official Retains clerical authority through the completion of any reports (including disqualifications) for actions occurring during the meet while the referee has jurisdiction State associations may intercede due to unusual incidents after referee s jurisdiction ends or meet is terminated

27 Field Event Implements Rules , Only legal implements are allowed in warm-ups and competition The implement inspector shall inspect all throwing implements and only those that are legal shall be permitted in competition as well as warm-ups Competitors are also accountable to use only a legal implement during warm-ups and competition The pole vault event has previously restricted the use of an illegal pole in warm-ups and competition

28 Competitor s Uniform Rules 4-3-1,2 and 9-6-1,2 Penalties Competitor observed in an illegal uniform: Observed and noted by official prior to competition competitor required to make the uniform legal before allowed to compete and without delay of meet Competitor shall be issued a warning and subsequent violation of uniform rule results in disqualification from event Referee shall be notified of violation by observing meet official Referee shall notify or cause to be notified the head coach of offending school of competitor s violation and warning or disqualification

29 Competitor s Uniform Rules 4-3-1,2 and 9-6-1,2 Penalties Coach and competitor have primary responsibilities for competitor to report to event in legal uniform Preventive officiating continues to be very important to avoid unnecessary violations pertaining to uniforms Should a competitor need to change the uniform, such action should take place in an appropriate area and not cause a delay in the progress of the meet

30 Track Construction Rule When feasible, it is recommended that there be an obstacle-free zone on the inside and outside of the track Desired width of the obstaclefree zone is 1 meter

32 Relays Rule , NOTE The baton shall be handed from the incoming runner to the outgoing runner within the exchange zone The incoming and outgoing runners shall not simultaneously touch the baton outside the 20- meter exchange zone The baton is the point of reference to determine when and where the exchange commences and is completed

34 General Rules for Throwing and Jumping Events Rules 6-2-2, Rules specify that trials shall be taken in flights of no less than five The order of participation for the competitors is the order as listed for competition

35 General Rules for Throwing and Jumping Events Rules 6-2-3, One or more competitors than scoring places shall qualify from preliminaries to finals Games committee has the authority to determine if more than one competitor than scoring places shall advance to finals (3-2-3) All competitors tying for the last position shall advance to finals

36 Discus Throw Rule Specifications for the thickness of the rim of the discus was changed to create a range Boys Girls Rim thickness ¼ from the edge: Minimum: 12 mm 12 mm (.472 in.) (.472 in.) Maximum: 13 mm 13 mm (.512 in.) (.512 in.)

37 Shot Put Rule Use of the cartwheel technique of putting the shot is a foul This has been an illegal technique Listed in the rules as a foul for clarity LEGAL ILLEGAL

38 Javelin Throw Rule It shall not be counted as a trial and a replacement throw is awarded if the javelin breaks: during the throw OR in the air Throw in which the javelin breaks must be in accordance with the rules in order for a replacement throw to be awarded

39 General Rules for Jumping Events Rule Clarifies the prescribed time limits when consecutive trials are taken in jumping events

40 High Jump Rule Confusion occurred when the rule referred to both level and unvarying surface when describing the requirements of the high jump approach Unnecessary to refer to both level is deleted

41 High Jump Rules 7-4-6, The ends of the crossbar in the high jump and pole vault events may have two designs: Ends flattened to a surface 1 13/16 inches x 6-7 ¾ inches (4-sided, flat crossbar ends) OR Alternative fitted ends of same dimensions (semicircular)

42 Pole Vault Rule Range for the position of the standards to set position of crossbar in pole vault is changed: 18 inches (45.7 cm) measured beyond the vertical plane of the top of the stopboard, zero (0) point, up to a maximum distance of 31.5 inches (80 cm) in the direction of the landing surface 31.5 (80c) Restricted movement of bar 18 (45.7c) 0 Standard Standard Stopboard

45 Points of Emphasis Officiating When the Acceleration Zone is Not Used The referee should place a sufficient number of umpires to observe the race and exchange zones for relays Umpires are stationed at the beginning and the end of the zone Umpires must move to keep all competitors in view during exchange

46 Points of Emphasis Head Event Judge Mechanics Excused Competitor Head event judge may excuse a competitor to participate in another event Games committee has responsibility to establish length of time competitor may be excused from an event To accommodate excused competitor, the head event judge may: change the order of competition allow trials in succession Event judge records time the competitor checks out to confirm excused and note when excusal time begins and should end Excused competitor is not called up for a trial while excused from that event

47 Points of Emphasis Head Event Judge Responsibilities Head event judge should arrive early to make sure required markings and equipment are set up correctly The venue should be kept clear and cordoned off, with spectators kept a safe distance away from competition area All parties involved will meet with head event judge to review conduct of event and safety procedures Any problems with venue should be reported to the meet director

48 Points of Emphasis Use of Flags by Field Event Judges All personnel should be knowledgeable of what color flag to use, when, where and purpose Field event judges may use flags, although not required by NFHS rules

49 Points of Emphasis Use of Flags by Field Event Judges White flag will indicate all are ready for the trial to begin Red flag will indicate head event judge is not ready for trial to begin When conditions warrant, the additional use of flags could be used to keep the meet progressing smoothly and safely Games committee with meet referee may determine colors and use for all flags and such decisions communicated to all coaches and field event judges White and yellow flags are required for the umpires in running events
