1 GHSA BASKETBALL STUDY GUIDE 1. A team may use television replay equipment at halftime to review first-half action. (T) 2. Positive-lock breakaway, flex breakaway and fixed rings are legal. (T) 3. Border lines that are the natural color of the court are not permissible.(f) 4. The home team shall provide a ball which meets the specifications. The referee shall be the sole judge of the legality of the ball and may not select a ball from the visiting team. (F) 5. A-1 is unable to attempt his/her awarded free throws because A-1 was injured on the play. A-6 enters the game, replaces A-1 and attempts the first free-throws. A-7 reports and enters the game for A-6 to attempt the final free-throw. This is permitted. (F) 6. A technical foul is assessed prior to the start of the game. The game will begin with free throw attempts. Non-starter A-6 is brought into the game to attempt the free throws and replaces starter A-5. This is permitted. (T) 7. A free throw shall be attempted from within the free-throw semicircle and behind the free-throw line. (T) 8. Any player shall enter a marked lane space or leave a marked lane by contacting the court outside the 36-inch by 36-inch space until the ball is released. (F) 9. The free thrower can have either foot beyond the vertical plane of the edge of the free throw line which is farther from the basket or the free throw semicircle line until the ball touches the ring or backboard or until the free throw ends. (F) 10. If a violation occurs during a free for a personal foul, other than intentional or flagrant, the ball is awarded according to the AP arrow only if no further free throws are administered. (F) 11. If a violation occurs during a free throw for a technical foul, the ball is awarded to the thrower s team for a throw-in at the division line opposite the scorer s and timer s table if no further free throws are administered. (T) 12. A division line 2 wide, shall divide the court into two equal parts. If the court is less than 74 feet long, it should be divided by two lines, each parallel to and 40 feet from the farther end line (T) 13. The game ball does not have to include the NFHS Authentication Mark. (F) 14. When an error involving awarding a merited free throw is corrected and no change of team possession occurred, play shall continue following the free throw(s) as though there had been no correction. (T) 15. When the error is a free throw by the wrong player, if corrected, the free throw and any common foul committed during such a free throw shall be cancelled. (T)

2 16. Only the referee is authorized to correct the erroneous awarding of a score. (F) 17. Correctable errors include failure to award a merited free throw. (T) 18. Correctable errors include having more than five squad members participating simultaneously. (F) 19. Correctable errors include awarding the ball to the wrong team on an alternating possession throw-in. (F) 20. Correctable errors include failure to award a merited free throw. (T) 21. A1 is fouled but is not awarded a one-and-one even though the bonus is in effect. Team A is given a throw-in. A1 inbounds the ball to A2 who is immediately tied up by B1 resulting in a jump ball, The error in not awarding free throws is then discovered. The alternating possession arrow is pointing toward Team B. Ruling: Too late to shoot free throws--b's ball for an alternating possession throw-in. (F) 22. The crowd reacts to an official's call by throwing debris onto the court. RULING: The officials should stop the game until the host management resolves the situation and the game can resume in an orderly manner. (T) 23. The Referee has each team notified three minutes prior to the start of the second half. Despite this notification, Team A delays the start of the second half for nearly two minutes by not returning to the court. The Referee determines that there is no excusable for Team A s tardiness and issues a technical foul for delaying the start of the 2nd half by a minute or more. (T) 24. As the teams line up for the initial jump ball to start the game A3 is observed wearing full length solid colored tights. The referee informs team A s coach that A3 is not permitted to wear the tights. Team A is assessed a technical foul. (F) 25. During a stoppage in the 2nd quarter A3 appears to be injured, team A s coach comes onto the court but A3 is ready for play immediately. A3 does not have to leave the game. (F) 26. Team B players are all wearing white arm sleeves. B4 is also wearing an unaltered blue knee brace, this should be ruled legal. (T) 27. The use of electronic devices is permitted during the game. (T) 28. The playing of music and sound effects is only permitted during pregame, time-outs, intermission and post-game. The announcer is permitted to announce time left during the game such as two minutes to go. (F) 29. The free-throw line, 2 inches wide, shall be drawn across both circles, which have an outside radius of 6 feet. It shall be parallel to the end lie and shall have its farthest edge 15 ft. from the plane of the face of the backboard.(t) 30. Undershirts worn by team members must be of the same color and are permitted to have a visible manufacturer s logo that meets the size requirements. (F)

3 31. Wristbands do not have any logo restrictions in regard to size or number of logos, due to the wristband being so small. (F) 32. Substitute B7 reports to the scorer after the 15 seconds warning horn has sounded but prior to the timeout being over, B7 may enter the game legally when the officials are called to the table to answer a question prior to putting the ball in play. (F) 33. During the first dead ball period of the game the scorer notices that the starters for team A numbers are incorrect in the officials book. Team A will be assessed one technical foul for each starter. (F) 34. Late in the 3rd quarter a fight breaks out and team B only has 3 eligible players left to participate. The referee can rule the game a forfeit regardless of the score. (F) 35. Team B submitted its roster 12 minutes before the start of the game, 8 minutes prior to the start of the game starter B5 has a nose bleed and saturates his jersey. The coach asked the scorer to change B5 s number in the official book. This is permitted without penalty. (T) 36. Jewelry, medical alert medals and religious medals are all permitted provided they are taped to the player. (F) 37. Team A s jerseys has the players name vertically on the back of the jersey on the right side of the number. This is considered a legal jersey and is permitted. (F) 38. Team B has a point guard wearing the number 0 and a center wearing 00. This is legal because there is no way to mistakenly identify these two players. (F) 39. An airborne shooter is a player who has released the ball on a try for goal or has tapped the ball and has returned to the floor. (F) 40. It is not legal to use hands on an opponent which in any way inhibits the freedom of movement of the opponent or acts as an aid to a player in starting or stopping. (T) 41. When a player is touching the backcourt, out of bounds or the three point line, the player is considered to be located in the backcourt, out of bounds or inside the three point line, respectively. (T) 42. A visible display is not needed at the scorers and timers table to indicate team possession as long as the electronic game clock display function is available. (F) 43. The coaching box shall be outlined inside the side of the court on which the scorers and timers table and team benches are located. (T) 44. An X 12 inches long and 2 inches wide shall be placed on the floor out of bounds directly in front of the official scorer to help substitutes with the proper location. (T) 45. If videotape replay equipment is available, it shall not be viewed by the officials to make any decision if there is a dispute as to whether a try is from the 3-point area or the 2-point area. (T)

4 46. Intentional fouls do not include excessive contact with an opponent while the ball is live or until an airborne shooter comes to the floor. (F) 47. One a free throw players along the lane may not enter the lane until the ball touches the rim. (F) 48. A player occupying a lane space may have either foot beyond the vertical plane of the outside edge of the lane boundary or beyond the vertical plane of any edge of the space. (F) 49. During a free throw all players behind the free throw line extended and the three point line including the free thrower are required to wait until the ball touches the ring or back board before entering the lane. (T) 50. To obtain an initial legal guarding position, the guard must have both feet touching the playing court and the front of the guard s torso must be facing the opponent. (T) 51. Fighting is a flagrant act and can only occur during a live ball. (F) 52. A ball which is in contact with a player or with the court is in the backcourt if either the ball or the player (either player if the ball is touching more than one) is touching the backcourt. Blocking is illegal personal contact which impedes the progress of an opponent with or without the ball. (T) 55. Team control exists during a jump ball. (F) 56. A player is officially disqualified and becomes bench personnel when the coach is notified by an official. (T) 57. Excessive contact with an opponent while the ball is live or until an airborne shooter returns to the floor is an intentional foul. (T) 58. It is legal to swing arms and elbows excessively as long as no contact is made with an opponent. (F) 59. A player who catches the ball with both feet on the floor may pivot using either foot. (T) 60. The try starts when the player begins the motion which habitually precedes the release of the ball. (T) 61. The thrower must keep one foot on or over the throw-in spot until the ball is released or a traveling violation must be called. (F) 62. A goal is scored when an untouched throw in goes through the basket. ( F) 63. If a player scores a field goal in the opponent s basket, it is not credited to a player. (T) 64. Playing time for teams of high school age shall be two 20 minute halves. (F)

5 65. Each quarter or extra period begins when the ball becomes live. (T) 66. If a technical foul occurs after the ball has become dead to end a quarter or extra period, the next quarter or extra period is started by administering the free throws. (T) 67. The length of an extra period shall be 5 minutes. (F) 68. If a mistake has been made and an umpire is still on the floor at the end of the game, he/she may call the referee back to make the correction. (T) 69. No official has the authority to set aside or question decisions made by any other official within the limits of their respective outlined duties. (T) 70. A1 and B1 hit heads in diving for a loose ball and both are injured. In the opinion of the officials A1 was unconscious for a short period of time; however, the coach disagrees and questions the determination. Ruling: As long as the coach accepts responsibility, A1 may continue to play without a physician's written authorization. (F) 71. Only the referee shall determine when a player is apparently unconscious. (F) 72. Following a violation, the official shall not designate the thrower. (T) 73. Correctable errors do not include permitting the wrong team to attempt a throw-in. (T) 74. If a player is injured, the official may suspend play when the injured player s team has team control. (T) 75. During a jump ball, the clock is started when the ball is tossed. (F) 76. Three 60 second and two 30-second time-outs may be charged to each team during a regulation game. (T) 77. A team shall be granted successive time-outs after expiration of playing time for the fourth quarter. (T) 78. A goal shall be scored when A2 taps the ball in the basket. (T) 79. If a free throw is not successful and the ball is to remain live, the clock shall start when the ball is touched by a player on the court. (T) 80. The referee may correct an obvious mistake by the timer if he/she has definite information relative to the time involved. (T) 81. The game ends if, at the end of any extra period, the score is not tied. (T) 82. If a player control foul occurs before or after a goal, the goal shall count. (F) 83. On any jump ball, the ball becomes live when tipped by a player. (F) 84. On any jump ball, both jumpers must have both feet in that half of the restraining circle most distant from their basket. (T)

6 85. On any jump ball, the tossed ball must be tapped by one or both jumpers before it touches he floor or it must be tossed again. (T) 86. Non jumpers can enter the center circle as soon as the ball is tossed. (F) 87. Jumpers can touch the ball on the toss as many times as necessary. (F) 88. To begin a quarter, the throw-in can be at the center line on either side of the court. (F) 89. The direction of the possession arrow is not reversed until the throw-in ends. (T) 90. The team in bounding the ball loses the possession arrow if they commit a foul during the throw-in. (F) 91. On a free throw, the ball becomes live when it is at the disposal of the free thrower. (T) 92. On any foul, the ball becomes dead immediately. (F) 93. A ball that lodges between the goal and backboard becomes dead immediately and is put in play using the direction arrow. (T) 94. It is a delayed dead ball when either the offense or defense violates on a free throw. (F) 95. If the defense violates on a throw in, the possession arrow still changes when the throw in ends. (F) 96. Team A players are wearing white arm and leg sleeves, substitute A7 reports to the table wearing a black headband. As the official beckons A7 into the game he notices the headband and directs A7 back to the bench area and assesses team A coach with a technical foul. This is correct. (F) 97. Prior to attempting the first free throw of a one and one A1 pulls his jersey out of his pants, the official directs A1 to place his jersey into his pants. A1 is allowed to remain in the game after the free throw attempt(s). (F) 98. All undershirts worn by all team members must have the same sleeve length for each team member. (F) 99. In facilities with both a red light on each backboard and an audible timer's signal, only the audible timer's signal shall be used. (F) 100. It is permissible to have the school logo or mascot on the face of the backboard. (F) 101. The ball is dead after a basket is made even though the clock still runs. (T) 102. Alternating possession throw-ins are always from the center line. (F) 103. A player in contact with the ball is out of bounds when he/she touches another player/person who is located on or outside a boundary. (F)

7 104. A player in contact with the ball is out of bounds when he/she touches the floor or any object located on or outside a boundary. (T) 105. The ball is out of bounds when it passes over any backboard. (F) 106. If the ball goes out of bounds and was last touched simultaneously by two opponents and the officials are in doubt who should retain possession, the officials shall review any replay monitor available at the table. (F) 107. The ball is awarded out of bounds after a player-control or team control foul. (T) 108. The ball is awarded out of bounds after a common foul before the bonus rule is in effect. (T) 109. For a designated spot throw-in, any player of the team in control shall make the throw-in. (T) 110. When the balls goes out of bounds directly under the basket (i.e. between the lane lines), the designated spot throw-in should be directly under the basket. (F) 111. An alternating-possession throw-in to start the second, third and fourth period shall be at the division line tableside. (F) 112. The official shall hand or bounce the ball to the thrower for a throw-in unless the throw-in is from outside an end line following a successful goal. (T) 113. Teammates shall not occupy adjacent positions which are parallel to and within 3 feet of the boundary line if an opponent desires one of the positions. The 3-foot restraining line is sometimes the temporary boundary line. (T) 114. When an official administers a throw-in to the wrong team this is an official s mistake and cannot be rectified. ( T) 115. The thrower-in has 6 seconds to release the ball for a legal throw-in. (F) 116. The principle of vertically only exists during a rebounding situation. (F) 117. The six correctable error scenarios all involve a scoring issue. (F) 118. All GHSA sanctioned officials association shall have an E-Verify number and proof of identification on file. (T) 119. A player who has been removed from the contest for concussion like symptoms can be returned to play following the first dead ball without an appropriate health care professional on site. (F) 120. Following a contest in which a player(s) has been ejected, the game official can rescind the ejection prior to the Game Report being submitted. (F) 121. The free thrower has the same restrictions as the players along the lane lines during an attempted free throw. (F)

If a violation occurs during a free throw for a technical foul, the ball is awarded to the thrower s team for a throw-in at the division line opposite the scorer s and timer s table if no further free throws are administered. (T) 123. If there are simultaneous violations by each team during free throws administration and the try is successful, the goal counts and the violations are disregarded. (F) 124. The lane areas from the end line up to the first lane-space marks shall remain vacant during all free-throw attempts. (T) 125. The first marked lane spaces on each side of the lane, above & adjacent to the first lane-space marks, shall be occupied by opponents of the free thrower. (T) 126. Any player, other than the Free Thrower, who does not occupy a marked lane space, must be behind the Free-Throw Line extended and behind the 3-point line. (T) 127. During the Free Throw administration, the offensive team is allowed a maximum of 4 players in marked lane spaces. (F) 128. The free throw count begins once the ball has been placed at the disposal of the free thrower (bounced) by the administering official. (T) 129. If the ball is to become dead following the last Free Throw of Multiple Free Throws, players shall not occupy any spaces along the Free Throw Lane Line. (T) 130. During Free Throws for an Intentional Personal Foul, only the lane spaces nearest the end line shall remain vacant. (F) 131. Following the Free Throws for an Intentional Personal Foul, play shall be resumed with a throw-in by any player from the free-thrower s team from an out of bounds spot at the division line opposite the scorer s and timer s table. (F) 132. Following a time-out the resumption of play procedure may be used for free-throws to prevent delay. (T) 133. If the offended player of a personal foul is injured and cannot attempt his or her free throws, his/her substitute shall attempt the free throws. (T) 134. The coach or captain may designate who is to attempt free throws awarded for a technical foul. (T) The Free thrower shall attempt the free throw within 10 seconds or it is a violation. (T) 136. The free throw(s) awarded because of a personal foul shall be attempted by the offended player. (T) 137. If a violation occurs during a free throw for a flagrant or intentional foul, the ball is awarded to the thrower s team for a throw-in at the division line opposite the scorer s and timer s table. (F)

9 138. If there is a simultaneous violation by each team during free throws administration and the try is successful, the goal counts and the violation is disregarded. (F) 139. If an opponent reaches through the throw-in boundary-line plane and touches or dislodges the ball while in possession of the thrower or being passed to a teammate outside the boundary line, a team warning for delay is given. (F) 140. On a throw in if an opponent contacts the thrower, an intentional personal foul shall be charged only after a warning for delay to the offender. (F) 141. No teammate of the thrower shall be out of bounds after a designated-spot throw-in begins. (T) 142. Kicking the ball is a violation only when it is an intentional act. Accidentally striking with the foot or leg is also a violation. (F) 143. The coach shall respect and support contest officials. The coach shall not indulge in conduct which would incite players or spectators against the officials. Public criticism of officials or players is unethical. (T) 144. The announcer shall be prohibited from making an announcement while the clock is running and while the clock is stopped and the ball is live such as during a free throw, a throw-in, etc. (T) 145. A player shall not excessively swing his/her arm(s) or elbow(s), even without contacting an opponent. (T) Rule 9-13 Art. 1 Pg A player shall not be, nor may his/her team be, in continuous control of a ball which is in his/her backcourt for 8 seconds. (F) 147. During a jump ball, throw-in or while on defense, a player cannot legally jump from his/her frontcourt, secure control of the ball with both feet off the floor and return to the floor with one or both feet in the backcourt. (F) 148. A1 is a disqualified player on Team A s bench. Immediately following a dunk by B1, A1 stands up and taunts B1. Ruling: Official assesses a technical foul to A1 and charges the head coach with a direct technical foul. (F) 149. Substitute A1 enters the court without reporting to the scorer. The infraction is discovered after the ball becomes live. Ruling: A technical foul is charged to A1. (F) 150. The head coach shall replace or remove a disqualified/injured player within 30 seconds when a substitute is available. (F) 151. Player B2 is called for a blocking foul which is his fifth foul. As he walks toward the bench and before the coach is notified he removes his jersey. Ruling: Official assesses a technical foul to B2 and assesses the head coach with an indirect technical foul. (F) 152. Bench personnel leaving the team bench during a fight who do not participate in the fight are assessed technical fouls and allowed to continue once play has resumed. (F)

10 153. The penalty for a flagrant foul is always two free throws plus the ball for a division line throw-in. (F) 154. B1 is defending A1 who is dribbling in A s front court. A1 sufficiently passes B1 and B1 intentionally pushes A1 in the back. Ruling: Official assesses a personal technical foul to B1. (F) 155. The head coach is responsible for his/her own behavior, as well as players, substitutes, and all other bench personnel. (T) 156. An indirect technical foul should be assessed to the head coach if a disqualified team member is assessed a technical foul for using profane or inappropriate language. (T) 157. A2 is flagrantly fouled by B3 while in the act of shooting. The three-point try is unsuccessful. Ruling: A2 receives two free throws plus the ball for throw-in. (F) 158. A1 tries for a goal, and B1 vibrates the ring as a result of pulling on the net and the ball does not enter the basket. Ruling: A technical foul is charged to B1 and there is no basket. (T) 159. A1 and B1 begin to fight during a dead-ball period. Two substitutes from Team A and one from Team B leave their bench area and enter the court to be near the action. Ruling: A1, B1 and the three substitutes are all disqualified and each is charged with a flagrant technical foul. Each coach is also charged an indirect technical foul resulting in the loss of the coaching-box privileges. (T) 160. B1 is standing behind the plane of the backboard before A1 jumps for a lay-up shot. The forward momentum causes airborne shooter A1 to charge into B1 who has not moved. The ball goes through the basket after the contact occurred. Ruling: B1 is entitled to the position obtained legally before A1 left the floor. A1 is charged with a player-control foul and the goal is cancelled. (T) 161. Any leg and arm sleeves can be of any color. (F) 162. Team members can wear either black or white sleeve/tights? (F) 163. Placing and keeping a hand on the dribbler constitutes a foul. (T) 164. Excessive contact committed by a defensive player following a break away offensive player should be ruled as an intentional foul. (T) 165. A1 is wearing red wristbands, one black arm compression sleeve and two black leg compression sleeves. A2 is wearing a black headband, red wristbands and two black leg compression sleeves. This is legal. (F) 166. A1 passes the ball to A2, who holds the ball and uses their pivot foot to face-up to the basket. B2 is guarding A2 and puts their hand on A2 s waist, then quickly removes it. As A2 begins to dribble towards the basket, B2 places their hand on A2. B2 has committed a foul. (T) 167. Public criticism of game officials by coaches and/or school administrators is a violation of NFHS and GHSA policy. (T)

11 168 During a throw-in in the front court, a defensive player cannot obtain possession of the ball while airborne and return to the floor in the backcourt. (F) 169. The use of hands to control the freedom of movement of an opponent is illegal. (T) 170. To obtain legal guarding position, the defender merely needs to have both feet on the court in front of the opponent. (F) 171. A flagrant foul can only be charged during a live ball situation. (F) 172. While straddling the division line, a player in control of the ball is considered to have backcourt status. (T) 173. During a throw-in in the backcourt, the thrower is considered to backcourt status. (F) 174. During the jump ball, team control is established when the ball is legally tapped. (F) 175. A player becomes part of the bench personnel at the time the coach is notified of his/her disqualification. (T) 176. An intentional foul shall not be charged if the defender is playing the ball, regardless of the extent of the contact. (F) 177. A player who obtains possession of the ball with both feet on the floor may pivot on either foot. (T) 178. Continuous motion applies once the habitual movement that precedes the try begins. (T) 179. During an interrupted dribble, a time-out request cannot be granted. (T) 180. The alternating-possession arrow shall be reset after the release of the thrower during a free throw. (F)
