2 Aurora Youth League Basketball Rules These AYL rules have been written to assist coaches and officials to better understand the AYL rules and how they apply to the different divisions. All coaches need to read and adhere to the following rules during our basketball season. Preliminary Rules These rules will apply to all divisions and must be complied with in order to be eligible to participate in the AYL. Any violation of these rules will be enforced by the Commissioner and the AYL Board. The Divisions are as follows and may change season to season depending on the number of participating teams: AGE REQUIREMENTS Pee Wee = Pee Wee Division I = Associate B and Associate A Division II = Junior B and Junior A Division III = Intermediate Division IV = Senior (Open depending on yearly team counts) (Minimum of 5 teams per division, Senior B & A) The age chart shall be used to determine the participant s appropriate playing level. **If a player, parent or head coach grant, at Pee Wee division, he/she can move up to the Associate B division, but must be a second year player. **NO PLAY DOWNS IN ANY DIVISION** No High School Players Will be allowed to play. PARTICIPATION All players listed on the team roster shall play in every League game, regardless of their athletic ability. Failure to comply with this rule shall cause the game to be forfeited by the offending Club. This rule is hereby declared to be on the fundamental principles of the AURORA YOUTH LEAGUE. This rule shall not be used to keep any player out of a game as a disciplinary measure. If a player is to be kept out of a game, that player should not be in uniform that day. ROSTERS Prior to the first league game, a permanent roster, with all players listed must be completed. It must specify club and team name, division, the name, address, telephone number, date of birth and players jersey number. Names shall be listed numerically by jersey number. Each roster shall be certified by the League Commissioner and League Secretary. Each team shall have a minimum of 7 players and may not exceed 12 players on their roster. Players will not be added after the first game unless a team falls below 7 players by the third game or second week, whichever comes first, of the season. A maximum of 2 players may be added. The roster will be filed with the League Secretary prior to the first game, in accordance with the published AYL schedule. A second copy is to be retained by the Club for their records and a third copy will be 2

3 provided for the Commissioner. Acceptable proof of age for each new player having never been on an AYL Roster must accompany all rosters in the order listed on the roster. A youth cannot be included on this roster without accompanying proof of age. This Club roster, submitted to the AYL Secretary, shall determine a youths standing. PENALTY: Failure to comply with any of these rules will cause a player to be ineligible. If a player in any game in which he/she is ineligible, the game shall be forfeited by the offending team. Use of any ineligible player must be reported, in writing, to the League Commissioner by the offending Club within 7 days. If a coach intentionally allows an ineligible player to participate, the head coach shall be suspended for the remainder of that season and must come before the entire AYL Board in order to be reinstated for the next season. TRANSFERS Players may not transfer Clubs during the season. Players may not be listed on more than one roster, including but not limited to AYL Clubs and High School rosters. GAME STARTING TIME, FORFEITURE CLAUSE AND TIES All games are to be started within 10 minutes of scheduled game time or if previous game is running late, 10 minutes of the end of the previous game. PENALTY: Forfeiture by the team causing the delay or not showing up. A forfeit shall never terminate a game once it begins, except when deemed necessary by an official due to conduct. All forfeits will be determined by the League Commissioner. Games must be played until a winner is determined. UNIFORMS All players must be in complete uniform by the first game. Each player is required to have a reversible jersey with their designated colors. Home team wears the light color and visitors wear the dark colors. STOP WATCH Home team coach must provide the stop watch for the game unless officials designate otherwise. PLAY TIME AND PRACTICES All games will be played for a total of one hour. All teams will be assigned a practice location. Teams must adhere with the practice schedule. Any changes must be submitted to the league commissioner and secretary. Teams may not practice at a different location without permission. All teams will be given the same amount of practice time. Re-scheduling of games will be done by the league commissioner and scheduler. The season will officially end after the AYL Championship games. TOBACCO, ALCOHOL & BEVERAGES No alcoholic beverages will be allowed at any AYL games, practices or functions. Tobacco, in any form, will not be allowed. One warning will be given prior to the enforcement of penalty for a tobacco offense. No beverages will be allowed in the gym except water. PENALTY: First offense will be a warning. Second offense will be forfeiture of the game. ONLY WATER will be allowed in the gym. No food or other beverages allowed in the gym. This includes players, coaches, spectators and officials. 3

4 ROSTER EXCHANGE Prior to the start of each game, the coach shall hand a copy of their official roster, for that particular team, to the opposing coach in the presence of the official. The official roster shall specify club and team name, division, include the player s complete name, address, telephone number, date of birth and players jersey number. PENALTY: The game will be forfeited if a roster is not provided before the beginning of the game. FIRST AID KITS All head coaches must have a first aid kit with sufficient supplies to administer first aid when required. INJURY REPORTING Any injury believed to be attributed to gym conditions or rules must be reported to the League Commissioner immediately by the head coach. KEEPING ORDER Each club is responsible for their spectator s conduct. Spectators must conduct themselves in an appropriate manner and be good role models for our youth. All adults shall model a positive attitude, sportsmanship and fair play in the presence of our youth. The AYL Board may take disciplinary action in all formal protests brought before the AYL Board. Officials and coaches will be responsible for enforcing order within their club. Failure to comply will result in forfeiture of the game by the offending team. Each team is responsible for cleaning up their area. It is the following teams responsibility to check their bench prior to their game. SPORTSMANSHIP If any coach uses profane, obscene, threatening language or any other unsportsmanlike conduct, they may be permanently removed from the game and not be allowed to return to the game. If any player uses such language, they shall be warned by the official that a second offense will result in their permanent removal from the game. Such offenses shall be reported by the coach to the Club Manager who should turn them in to the Commissioner for follow-up. Any player or coach ejected from the game will not be allowed to participate in the following scheduled game unless a written appeal submitted by the Club is approved by the Commissioner and the opposing Manager is notified. Any coach or his staff ejected from a game will be disciplined by the parent Club and the parent Club shall, in turn, advise the AYL Board within 7 days of the infraction of what action has been taken. PENALTY: The ejection of any player or coach from a game shall result in that person not participating in their next regularly scheduled game. ISSUES All issues are to be submitted to the League Commissioner, in writing, within 24 hours of occurrence. The Commissioner will notify the other team of the issue and will give them 24 hours to respond. PROTESTS Protests involving rule interpretations or the eligibility of a player will be considered by the Commissioner. Judgement calls, on the part of the game officials, do not constitute grounds for protests. Any protest must first be filed with the official at the time of protest using the AYL approved form. The coach must notify the official that the game is being played under protest and have the officials sign the exact point of protest on the scoring sheet. Club Manager or President must officially file the protest within 4

5 24 hours of game day. (If the game is on Saturday, notice of filing must be done by 6:00 p.m. on the following day.) This initial notice may be done by telephone to the Commissioner as long as all evidence, in typewritten form, is delivered to the Commissioner within 24 hours of the telephone call. Photocopies of all evidence must also be delivered by the club submitting the protest to the other Club rep. The other Club will have 3 days from the delivery day to respond. The above policy must be followed, as any deviation will cause the protest to be disallowed. Any Protest filed MUST be accompanied by a $50.00 check to the AYL TIES If the protest is granted the check will be returned If not, the check will be deposited in the AYL operating fund Teams tied at the end of regular season play will use the following criteria: FINES 1. Head to Head competition 2. Record versus common opponent 3. Points against versus common opponents 4. Coin Toss Fines will be assessed to each club for the items listed below. Clubs will impose the fine on to the coach involved. 1. Late payments made to the League- 10% fine will be assessed on balance 2. ANY ejection of a Coach and/or Parent Penalty : $ Multiple Code of Conduct violations by a team s participants (parents/coaches/athletes) Penalty: $ Having more than one roster laminated (after official roster check) Penalty: $25.00 Prior roster needs to be returned before a new laminated roster will be issued. 5. Not having your laminated roster on game day Penalty: Forfeit 6. All Scores MUST be turned in on official AYL score sheets Penalty - $ All head coaches MUST have a copy of the AYL rules in their possession on game day 8. All coaches and team moms must have their coach s shirts, with number of left sleeve, by the first game. (No duplicate numbers) Penalty: $ Penalty for non-gym clean up. Penalty: First offense $ nd offense $ ALL Athletes MUST be in complete matching uniform by the 1 st game. Basketballs Uniform must include: Reversible Jersey, matching shorts and non-marking tennis shoes. Penalty: Athlete will sit out game. Pee Wee and Division 1 will use a junior 27 inch basketball, Division 2 will use an intermediate 28.5 inch basketball and Divisions 3 & 4 will use an official 29.5 inch ball. Home team will provide the game ball. 5

6 Uniforms Reversible jerseys must be clearly numbered on the front and back of both sides. Last name of youths are not essential to the jersey. If a player elects to have his/her last name on the jersey it must match the last name listed on the official roster. In the case of two or more players having the same last name, the first initial of the player s first name will be allowed to precede the player s last name. Under NO circumstances will nicknames be allowed. No duplication of numbers will be allowed. Players must wear a non-marking soled tennis shoe. No jewelry of any kind may be worn during a game. NOTE Numbers on jersey s must contrast with the jersey! PENALTY: Any player who s jersey contains any name other than that found on the official AYL roster will be deemed to be not properly equipped, and will not be allowed to participate in that game. PRACTICES, SUBSTITUTIONS and MINIMUM PLAY TIME Practices All teams will be assigned practice time at a specified location. Teams are required to have someone assigned to open the door to let players in. PROPPING OF DOORS IS NOT ALLOWED AT ANY GYM at any time. Teams are to make sure that all their families have vacated the premises before leaving. PENALTY: If the AYL receives notice that this rule is not being followed such team will lose their practice location and will have to secure their own practice gym. Gym Set Each club is responsible for a gym set up which will include dropping off and picking up score boards, score books, arrows and dropping off score sheets at designated area. Each club/teams are responsible for cleaning up their designated gym. Penalty: If the AYL receives notice of unclean gym that club will be fined. Number of Players Unless 4 eligible players can be put on the court to start a game, the game is automatically forfeited. Teams causing forfeit will be charged for the expense of the officials. A game cannot continue with less than 4 players. Score Keeper/Time Clock Keeper Two volunteers (18 or older), one for each team, are to keep score and run the time clock at the designated area. Minimum Play Time/Substitutions If a player is eligible to play and is physically able, he/she must play once each period. Penalty: Forfeiture of game Weather Called Games Games cancelled because of a school closure due to inclement weather will be rescheduled by the commissioner and league scheduler. Clubs will be notified. 6

7 LENGTH OF GAMES AND TIME FACTORS Time Pee Wee and Division 1 will have a running clock consisting of four (4) eight (8) minute quarters, Division 2, 3 & 4 will have a running clock consisting of two (20) minute halves. The clock will start when the ball has been set for play. During the final two (2) minutes of the game the clock will stop on all whistles unless there is a 15 points or greater lead. Half Time Each team shall be notified by the score keeper when there is 4 minutes left in each half. A 5-minute rest period shall be taken after the first half of the game. Time Outs (All Divisions) Each team will be allowed three (3) one minute time-outs that may be used any time during the game. Official score keeper is responsible for keeping track of time-outs. GAME FUNDAMENTALS Back Court Defense In Pee Wee and Division 1 back court defense is not permitted. In Divisions 2 back court defense is permitted unless there is a 10 point or greater lead. In this case players must fall back to half court defense. Division 3 and 4 back court defense is permitted unless there is a 15 point or greater lead. Man to Man Defense In Pee Wee and Division 1 it is mandatory and within 5 feet of his man. In Divisions 2, 3 and 4 it is permitted but not mandatory. In PeeWee and Division 1 excessive violations will result in a technical foul. Penalty: Personal foul after the first team warning is used. In PeeWee and Division 1 excessive violations will result in a technical foul. Double Teaming In Pee Wee and Division 1 double teaming is NOT permitted at any time. In Divisions 2, 3 and 4 double teaming is permitted. Lane Violations In Pee Wee and Division 1 there is a five (5) second time limit. In Divisions 2, 3 and 4 there is a three (3) second time limit. Over and Back In Pee Wee and Division 1 there are NO restrictions. In Divisions 2, 3 & 4 this is NOTpermitted any time. Across Half Court In Pee Wee a player has fifteen (15) seconds to get the ball across half court. In Divisions 1 thru 4 a player has ten (10) seconds to get the ball across half court. Fouls In all divisions all players will have a five (5) foul limit. Penalty: After five (5) fouls the player is removed from the game. Team Fouls In all divisions if there is less than seven (7) team fouls, per half, it will be 1 and 1, if there are more than ten (10) team fouls, per half, two (2) shots will be awarded. 7

8 Intentional or Technical Fouls In all divisions these fouls will be given. Penalty: 2 shots will be awarded and ball turnover at half court. Free Throws In Pee Wee and Division 1 the free throw line will be at the ten (10) foot line. Players are permitted to jump and land over the FT line. In Divisions 2, 3 & 4 the free throw line will be at the fifteen (15) foot line. Players must stay behind the FT line at all times. Out of Bounds Play In all divisions all players must have three (3) feet available to pass the ball in. The defensive player must give the offensive player three (3) feet to pass the ball into play. Three Point Shots In all divisions three point shots are permitted if it is marked. Overtime In all divisions overtime is required if the score it tied. There will be a two (2) minute regular over time. If the score is still tied, there will be a sudden death OT until a winner is determined. Each team will be granted one (1) time out. Coaches Each team may have a total of three (3) coaches and one (1) a score keeper. One coach may stand during the game. All coaches must be listed on the roster and wear coach s shirts with number on their left sleeve. OFFICIALS Pee Wee and Division 1 shall have one (1) official assigned per game. In Divisions 2, 3 & 4 two (2) officials will be assigned per game. Sportsmanship If any coach uses profane, obscene or threatening language, or any other unsportsmanlike conduct, they may be permanently removed from the game and not allowed to return to the game. If any player uses such language, they will be given a minor penalty and warned by the official that a second offense will result in their permanent removal from the game and a major penalty. Such offenses shall be reported by the coach to the Club Manager who should turn them in to the Commissioner for follow up. Any players or coach ejected from a game will not be allowed to participate in the following scheduled game unless a written appeal, submitted the club, is approved by the Commissioner and the opposing manager is notified. Cheerleaders Cheerleaders will be allowed to perform a two-minute routine, time permitting and approved by official. Cheerleaders may remain on the bleachers during the game. Cheerleaders will be courteous to the opposing team s cheerleaders, spectators, players, coaches and the officials at all times. The Cheerleaders must also follow the Code of Conduct. AYL CHAMPIONSHIP GAMES All AYL rules apply to the AYL Championship games. 8
