7 . General Information for Entering Sectional Competition 1. Sectional competition will be determined by your school classification. All schools will be placed into five groups. Class AA, Class A, Class B, Class C, Class D. All games must be completed by Monday October 26, 2015 in order to be considered for sectionals. If a team cannot complete their league schedule, they must petition the committee. (This must be due to circumstances such as severe weather that has caused the cancellation of a game.) 2. All schools must play at least ten contests. League schedules must be completed to be eligible for sectionals. Independent schools must play at least ten matches and submit their entire record, including scores, to the committee for consideration. In order to help seed the teams, schools must submit the following information by Tuesday October 27, 2015 to Peggy Seese seese_p@argylecsd.org, fax mailing 5023 State route 40 Argyle, NY a) League matches played: give the opponents name and scores. b) Non-league matches: give opponents name and scores. c) Schools with a.500 league record will automatically qualify for sectionals. Schools with less than a.500 record may be considered only if a written petition is submitted to their league representative by Tuesday October 27, Selection into the tournament will be primarily based on league record. We will also consider the strength of your league, non - league record and tournament play. The committee will also look at whether you attempted to play non - league contests. *Independent schools must have a 500 record and have played 10 matches. 4. For record purposes from tournament play, all round robin games are to be recorded on the special tournament score sheet as well as all 2/3 games on that sheet. Round robin competitions will not be considered. 2 out of 3 matches will be considered. They are considered as tournament play only. They do not go on the overall win/loss record. 5. If there is a need for preliminary matches, they will be played on Wednesday October 28, Any team refusing to participate in a preliminary match forfeits their opportunity to qualify for sectionals. 6. With five classifications, a class will only be divided if more than 16 teams qualify in that class. 7. If a host school does not charge admission, make out their financial report and follow the Section 2 outline for who is to be paid, they will not be considered for a site next year. A site may choose not to charge admission but they are responsible for paying the officials and workers. page 5

8 Specific Seeding Information 1. The Section II League Reps will meet at 9:00am,Tuesday October 27, 2015 for the purpose of seeding teams for sectionals. In order to be considered for sectionals, league reps must have the scores and the names of all the schools you have played. Meeting will be held at Section 2 offices in Saratoga. 2. Selected teams will be arranged in an 8 to 16 team bracket. All efforts will be made to fill brackets. However, if byes are necessary, they will be awarded to teams beginning with the number 1 seed. 3. The committee will make all attempts to avoid teams within the same league from meeting each other in the first round of play. 4. All teams will be seeded at the discretion of the committee. 5. Preliminary games will be scheduled only when the committee feels there is a specific need for such a contest. 6. If a team s court is not adequate (rulebook specifications), the game will be played at a neutral site. This would include the six foot area behind the baseline and an adequate net. ** According to the new section regulations a class will not be considered to be split unless there are 26 teams in that class. *** League reps: please call the AD first before notifying the coaches of their seed and where and when they are playing. Coaches General Sectional Information 1. Two coaches, fifteen players, one manager, one scorer, one linesperson, and a chaperone will be admitted without charge. 2. Locker room space will be provided. Please bring locks for the lockers. Players must provide their own towels. Please emphasize to your players the need to keep the locker room in the same condition it was in when they entered. 3. Each team must provide a female chaperone if they have only male coaches. Athletes should be supervised by the coach and or chaperone at all times. 4. Coaches should impress upon their players the need for respect for property at the school where they will be playing. The use of the gym is a courtesy extended by the schools selected as sites. Teams bringing food and drink, please bring a large garbage bag to put things into. The team is responsible for taking their filled garbage bag home on the bus with them. 5. The official game ball for the tournament is the Molten. Each team should bring two game balls. (The official game ball for regionals and the state tournament is Molten, these balls will be provided.) * Molten super Touch IV58L-N page 6

9 Specific Information Regarding All Matches 1. All contests will be regulation best 3 out of 5 matches. All games will be 25 points with a mandatory switch at point 13 of the deciding game. 2. Time-outs will be one minute in length. 3. Time between games will be 3 minutes. 4. NCAA rules will be followed throughout the tournament. 5. All teams are responsible for bringing the following: a) a chaperone for crowd control b) a scorer (the official will decide most qualified scorer for the match.) c) one linesperson d) warm-up balls e) two game balls f) team rosters 6. All players must wear identical uniforms; exception for new rule concerning libero. *** the Libero number must be exclusive to the libero player during a match and does not need to correspond to her regular uniform jersey number. 7. No jewelry is to be worn 8. Maximum 30 minutes prior to the start of the contest, teams may warm up with a ball. 9. No music once official warm up has started. ( this rule applies to all league, and non league games throughout the season.) 10. It is recommended that the host school provide paper towels and disinfectant solution (10 parts water to one part bleach) at the scorer s table. 11. Officials need to be to the contest 30 minutes prior to the start of the match. Awards The first and second place teams of each class will receive shields. (only fifteen players will be given awards.) Note: first place shields are white, second place shields are maroon. We will continue with a Section 2 Select Volleyball Team. At the seeding meeting each league should have an MVP from their league. We will be giving out the plaques to each league s MVP in between the respective Classes Sectional Finals. Plaques will only be awarded if we get someone to sponsor them. page 7

10 Clarifications to Rules: Girls Volleyball These rules have been in effect since Eligible player: A player cannot compete in two different levels of competition in one day. If a player suits up for a game they are considered competing. For example: A JV player cannot compete in the JV match and then play in the Varsity match on the same day. 2. Tri matches: Tri-matches are legal. You can play two teams in one day. This is not a tournament but you need to count both matches. 3. Contest between games. Though the NCAA handbook allows contests between games, in Section II, you need to have prior approval of both coaches in order to have this contest. 4. Tournaments: You may have 15 games played during a day. One day tournament counts as one day of play. If there is a semi-final and final, they can only be 2 out 3 matches, not three out of five. Matches on days of pool play are counted as total games. These 2 out of 3 matches do not count on your overall record. For example: 15 games a day.. A pool of 4 teams playing 2 games each would equal 6 games. If that day the semi is 2 out of 3 and the final is 2 out 3 and both go the full 3 games you have played 12 games. No one can exceed 15 games per day. These are to be recorded under pool play in tournament sheet. Two day tournaments count as two days played. 5. (2007) Teams may no longer run around the court for their warm up. They may run on their side but not cross in front or behind the other team s bench. 6. (2008) Warm up procedure for all scrimmages, league games and sectionals through state tournament play: the visiting team will have the first 6 minutes of individual warm ups regardless of the coin toss. There will still be shared 12 minute warm up. There will also still be a coin toss that would determine who has first serve. 7. (2009) All time outs will be 60 seconds. 8. (Continued through the 2010 season) Point of emphasis: taping of jewelry. If it is suspected that jewelry is underneath tape in an unusual area, (ear, nose, etc.) the official will ask the coach to tell the player to remove it. If the player doesn t remove it or the coach does not feel comfortable doing it the official will tell the player to remove it. 9. New 2012: a) There is a waiver for the Libero uniform from the rules in the NCAA handbook. If your uniform was legal this year it is legal for the next two years, i.e. it doesn t have to be a completely solid color. b) Sportsmanship for coaches. There will be a waiver from the NCAA rules. The sportsmanship card read at the beginning of the match is considered the warning. If a coach is acting unsportsmanlike they will be given a red card. It is always up to the official s discretion if they want to give a verbal warning to the coach prior to the card. page 8

11 New York State Modifications to the NCAA Rules Rule 1: Facilities and Equipment Attack line extensions are not required to play a match. The referee stand and platform may or may not be distributed evenly behind the pole. The ladder may or may not be distributed evenly at the back of the referee platform. Rule 2: The Net and Related Equipment The net height for all NYSPHSAA interscholastic men s competition will be 7 feet 11 5/8 inches The net height for both men s and women s competition must measure correctly at the center. The two ends of the net must measure the same and should not be more than ¾ inch higher than the center of the net. Rule 5: Teams If a coach is not available, the playing captain may NOT assume the duties and responsibilities of a coach. Rule 6: Individual and Team Sanctions Check local section policy for sanction guidelines. If no such policy exists, the NCAA rule is in effect. (Exception: delay sanction for illegal player equipment/jewelry see Rule 7) A coach may NOT receive an individual yellow card for minor unsporting conduct. Coaches are only to receive red card sanctions for any misconduct minor or rude. Many officials are unsure when to sanction a coach, athlete or other match participant. One recommendation is if the person is distracting the attention of an official away from match duties, it is time for a sanction. When the first referee assesses an individual sanction, it must be accompanied by a whistle. A NYSVCOA official will not remove an expelled or disqualified team member from the playing surface or spectator areas. Sanctions will be assessed to the head coach for any further disruptions caused by an expelled or disqualified player.

12 Rule 7: Players Equipment An individual may have a different number when changing from a team uniform shirt to a Libero shirt. A Libero shirt may not be passed among teammates. The style and trim of the libero s jersey/ shirt and/or shorts may differ from his/her teammates. Duplicate numbers are not permitted. It is not required that either the libero or his/her teammates wear a solid color jersey. It is not required that Piping/trim measure a certain width or be along a functioning seam. There are no specifications regarding school mascot or school reference. Uniform numbers must be visible and distinguishable. Jewelry is not permitted at any time including the warm-up period. This includes non-visible jewelry (i.e. body jewelry, ear gauges, tongue studs). Hair ties worn on the wrist and string bracelets are considered jewelry. Taping jewelry is not permitted at any time. A player wearing visible jewelry should be asked politely to remove it. Prompt removal of jewelry is required. A player with taped (alleged) jewelry should be questioned in the presence of the head coach. A player on the court with jewelry will result in a team delay sanction. Prompt removal of jewelry is required. The only type barrette that is legal is a flexible barrette. Feathers or extensions worn in the hair must be legally secured. Hard plastic headbands are illegal. Spacers/gauges worn in the ear or lobes are illegal. When a question arises regarding the legality of head gear or players equipment beyond the scope of the rules book, check with NYSCVOA rules interpreter for a clarification. Illegal uniform issues will be handled following the steps below. The Libero uniform is exempt from this modification. Notify the coach of the team at fault to determine whether the uniform can be brought into compliance. The team will legalize the uniform of the team member. If the uniform cannot be legalized, discuss with the opposing coach to determine whether a protest will be filed. If no protest is filed at the time of the discussion, no future protest will be accepted in regards to uniform compliance. If the coach wishes to protest, record the events per the rule book. Play the match and notify the proper channels regarding the protest. Check local board policy.

13 Rule 8: Scoring and Duration of Matches All sets of the match are 25 point sets. A team must win by two and no cap is in effect for any set. Rule 9: Protocols The pre-match protocol will start with the team representatives meeting for ground rules and coin toss. The clock for the warm-up period will not begin until the team representatives are released. Check local board policy for the total time to be set on the clock. Shared court time is first. The visiting team will have the first 6 minutes of exclusive court use and the home team will have their 6 minutes. The clock should run continuously stopping only for injury, safety issues, or equipment failure. The team that does not have exclusive use of the court will be allowed to warm-up as long as they remain 2 meters away from the court boundaries and they do not interfere with the team that has exclusive use of the court. Teams will switch sides when one team reaches 13 points in the deciding set. 2015: Libero waiver was approved until 2018 Uniform waiver has been approved until If ordering new uniforms please follow the 2016 NCAA guidelines. There is a new modified rotation rule: section 2 voted not to use this rule.

It provides the seeding committee with complete and accurate information for the seeding of sectionals and settles disputes regarding results and/or records.
