1 REV. 11/16 YOUTH & CHILDREN'S BASKETBALL RULES RULE 1 ORGANIZATION A Team is the basic unit of the organization. The team is responsible to league and the ACAA Board. The league, comprised of such official teams as from year to year are approved to participate in the ACAA Basketball League, shall be governed by the ACAA Board. The league must call upon the board for rules interpretation and enforcement of rules. RULE 2 ROSTERS Each team may have a maximum of twelve (12) players on each roster. It is encouraged that each team have eight or nine (8 or 9) players. Rosters will be submitted to the ACAA Board by the date listed on the ACAA website. Forms will be signed by the coach and Pastor of the church, and contain all information requested on form. No player will be allowed to participate without first having a parent/guardian signature on the Parental Acknowledgment and Release Form. Forms must be approved and on file one (1) week prior to first scheduled game. Rosters and entry fees are due by the announced deadline posted on the website; if the deadline is not met, the team will not be scheduled. Checks are to be made payable to ACAA. 1

Any addition to the roster can be made by having the parent/guardian sign the Parental Acknowledgment and Release Form, so long as the added player meets all eligibility requirements one (1) week before he/she participates in a scheduled game. Players who move into the community may be added under this rule. Deadline for adding new players shall be two weeks from the opening day of the season. If a player is determined not eligible, the team for which he/she plays will forfeit all previous games to that date. Ineligible players will be dropped from the roster as of the date they are determined to be ineligible. RULE 3 BASKETBALLS Size Intermediate Ball Boys 11, Jr & Sr Girls Size Regulation Ball Boys 13/15/17 GAME/WARM UP BALLS: Host gyms will furnish two warm up balls and one game ball inflated to regulation pressure ( psi). Outside balls are NOT to be carried into gyms. RULE 4 PLAYER'S ELIGIBILITY Players must play on a team where their church membership is listed and/or they regularly attend. Exception : Players may play as a wildcard for another church team if their church does not have a team in their age level. GENDER All teams except the 7 & under Coed and the 9 & under Coed shall consist of players of the same sex. No exception. AGE (PLAYERS SHALL PLAY IN APPROPRIATE AGE LEVEL) Article 1. Boy 17 & Under Age limit shall be years & under prior to August 1. Players must be students in high school or middle school. Exception : Age 18 if student attending high school. 2

Exception : Player may play up one (1) age division for teams with 7 or less players (if church does not have a team in appropriate age level). Section 4. Section 5. OTHER COMPETITION Teams may play in no other league as a team. Public/Private High School/junior varsity, middle school players are ineligible for the current year that they play for those teams. Any player's name appearing on any of these rosters is ineligible. This means any player dressing out for any official school game is ineligible. TOURNAMENT QUALIFICATIONS Players must play in at least onehalf of the scheduled games to be eligible to play in the tournament. RULE 5. COACHES A coaching staff, not to exceed three (3) shall be with the team during play of scheduled ball games. Coaches must be at least 18 years of age, and must be with his/her team while using the gyms. Coaches are responsible for their team's conduct while using facilities. 3

4 Coaches must sign a statement stating they are in harmony with the spirit and purpose of the league and will abide by the rules and regulations set forth. RULE 6 GAME RULES YOUTH AGES Section 4. Section 5. Section 6. Section 7. RULES : Playing Rules, except as modified by the ACAA Board shall be set forth by the State High School League. STARTING GAME : A team must start the game with 5 players. LINE UP : All line ups are to be in the scorer's book 5 minutes prior to game time; coaches should note in line up any player who cannot play full quarter and inform referees if a player has a physical problem about which they should know. FORFEITS : Any team without five (5) players present at the start of the game forfeits to the opposing team. There is a five minute grace period exception for Saturday 9:00 am games. 10 POINT NO PRESS RULE : A team with a ten (10) point lead cannot use a full court press when the opposing team gains clear possession of the ball. Recommendation to officials : A player not trying to take the ball but just standing close to opposing player with the ball should be given appropriate time as determined by referee to withdraw and proceed down court; players fighting for a rebound also should be given time to withdraw; a player attempting to take the ball is a direct violation. Result : technical foul on bench, one foul shot and ball possession to the opposing team. MERCY PROCEDURE : When a team is 30 points ahead, the clock shall run continuously except for time outs and quarter changes. When the score drops below a 20 point lead, regular time keeping shall resume. This procedure shall be in effect throughout the entirety of the game. UNIFORMS : All players must wear gym shoes. All team members must have matching jerseys. Players with incorrect color jerseys will not be allowed to play. Numbers must appear on the front and back and must be in a 4

The following numbers are illegal: 6, 7, 8, & 9, and any combination of 6, 7, 8, 9, 00 and any number beginning with a 0. (Flip a coin for pull overs for teams with same colored shirts.) JEWELRY : No player shall wear jewelry (watches/bracelets/necklaces/ earrings/metal hair bows/etc.) SEATS : Players shall remain on bench. Coaches must stand within 3 feet of coaches' seat. Only one coach may stand at a time. SCORER'S TABLE : Coaches may approach scorer's table for information during time outs, intermission or at end of game. Any discrepancies Shall be addressed to referees, not scorer's table. Result : technical foul on bench. Section 11. TIME Article 1. TIME PERIODS : Article 2. A. QUARTERS: Boys 11/Junior Girls 7 minutes Boys 13 17/Senior Girls 8 minutes B. INTERMISSION: Between 1 st and 2 nd, 3 rd & 4 th quarters 1 minute. Between 2 nd & 3 rd quarters (halftime) 5 minutes C. TIME OUTS: Each team shall have 2 one minute time outs per half, plus 1 per overtime. CLOCK The clock will stop only for time outs and shooting fouls (not every foul). The clock will stop as in regular high school games on every whistle in the last two (2) minutes of each half. The clock will stop the entire overtime period, since overtime is an extension of the fourth (4 th ) quarter. Article 3. OVERTIME PLAY A. Age 11 There is no overtime. 5

6 B. Boys & Jr/Sr Girls There shall be only one overtime period of 4 minutes. If game is tied at end of overtime period, game is recorded as a tie. Article 4. PRE GAME Pre game talk and prayer are to commence 10 minutes prior to first game; 5 minute warm up between games. Article 5. GAME TIMES Game times shall be 6:30/7:30/8:30 pm on week nights; 9/10/11 am and 12/1/2 pm on Saturdays as needed. Games will start on time. There will be NO grace period for weekday games. There will be a 5 minute grace period only for the 9:00 am game on Saturdays. Section 12. Section 13. SCORING VALUES A. FIELD GOAL 2 points B. FREE THROW 1 point C. THREE POINT SHOT 3 points D. BONUS (One & One) will be awarded on seventh foul. Two shots on the tenth foul. FREE THROWS Boys 11/Junior Girls: Free throw line is 1 foot inside regulation free throw line. Section 14: JUMP BALLS Article 1. Each game begins with a jump ball. Article 2. Directional play is used during the remainder of the game. RULE 7 MISCELLANEOUS GAME DAYS (these days are pending on availability of gyms) Coed 9, Coed 7 and 5 yr old clinics Saturdays only Boys & Jr/Sr Girls Mon/Tue/Thu plus some Saturdays 6

7 SCHEDULES : Schedules will be posted on the website. Section 4. Section 5. CONFLICTS : The schedule will not be changed once it is completed. ALL possible conflicts should be written on team roster. Gym conflicts should be turned in with roster. CANCELLED GAMES : will be handled at the convenience of the league. WILD CARDS : Each team will be allowed to have four (4) wild card players as long as they have at least four (4) players from their church. A wild card player is a player who is not a member of the church he/she is playing for and does not belong to a church who has a team in the league. Section 6. Article 1. PLAYING TIME Every player must start one quarter and play continuously through one (1) full quarter. Article 2. Every player who is listed on the line up must play in the game. RULE 8 ETHICS Article 1. COACHES' CONDUCT Each coach must attend the coaches' clinic set up by the league. If the coach cannot attend, and adult representative MUST be present. In the event a Church is not represented at this meeting, that Church's teams may be deemed ineligible for league play for that season. Article 2. Remember the coach bears the greatest burden of responsibility for sportsmanship. His/Her influence upon the attitudes and behavior of the players, the church, and the community, is unequaled. It is essential that the coach subscribe to good moral values and sportsmanship, teaching these principles through word and deed. 7

8 Article 3. Limit criticism for a private moment. Article 4. Always set a good example for others to follow. Article 5. Instruct the players in their sportsmanship responsibilities. Article 6. Discipline those players who display unsportsmanlike behavior, if necessary; forfeit their privileges of representing their church. Article 7. Be respectful to your opponents; treat them as your guests. Article 8. Respect the official's judgment and interpretation of the rules. Article 9. Respect the ACAA Basketball League and the officials who are in charge and help them when the opportunity arises. Article 10. Avoid demonstrations or irritations which may result in excessive excitement or antagonizing the crowd. Article 11. See that your team's followers are good sports, because you are responsible for them. Article 12. Prior to each game, at the center circle, both teams will form a circle for team prayer. The home team will be responsible for leading the prayer. PLAYER CONDUCT Article 1. Any player guilty of moral misbehavior, bad sportsmanship or interference in any way adversely affecting the benefits which the program offers others, shall be disciplined either by restricting his/her playing privilege or expulsion from the team and league. 8

9 Article 2. Two (2) violations (techs) on any individual player during the game will result in that player being ejected from the game. Any player ejecting may not play the following game. A notation is to be made by the score keeper in the score book and the gym supervisor is to notify the league office and the gym at which the player's team plays their next game. Any player receiving a total of two (2) behavioral techs whether in one game or in two separate games is ineligible for the tournament. A Player receiving three (3) behavioral techs is suspended for the season. Article 3. A total of three (3) violations (excluding pressing techs) on any one team results in the game being stopped. The opposing team will win by forfeit. TEAM CONDUCT Any team guilty of moral misbehavior, bad sportsmanship or interference in any way adversely affecting the benefits which the program offers others, shall be disciplined either by restricting its playing privilege or expulsion from the league. Section 4. PARENT/GUARDIAN CONDUCT The parent's role in this program should be limited in such a manner that the player will feel no effects of parental pressure. Discourage interference by parents or well meaning outsiders in a polite, firm way. Interested, cooperative parents are an asset and should be encouraged. Section 5. SPECTATOR CONDUCT Under no circumstances should spectators be allowed on the court, unless asked by officials or coach to come to the aid of an injured player. Each team is responsible for their spectators. Section 6. PENALTY The penalty for violation of the bylaws or rules shall be forfeiture of games. Repeated violations may be the cause for dismissal from the league. 9

10 RULE 9. PROTEST Article 1. PROTEST The ACAA Board will have complete jurisdiction over protests concerning league games. Only protests regarding the eligibility of a player may be considered. A judgment call rendered by an official is not grounds for protest. Article 2. Article 3. All protests must be in writing to the League Directors(s) no later than forty eight (48) hours after the action under protest. It will be up to the protesting party to furnish proof of guilt. Along with the letter of protest must be a protest fee of $20. If the protest is lost, the fee will go toward the operation of the league. The ACAA Board will call a hearing as soon as the involved parties can be brought together, and, at least, a majority of the board can be present. The Committee shall render a decision as quickly as possible after the closed hearing. If the protest is allowed, the committee has the authority to award the game to the protesting team; if that be the case, or to take whatever disciplinary action they deem advisable. The Committee's judgment is final. 10

11 CHILDREN'S BASKETBALL RULES RULE 1 TEAMS There will be divisions for: A. Coed 5 year clinic B. Coed 7 & under C. Coed 9 & under Teams must begin games with 5 players UNIFORMS : All players must wear gym shoes. All team members must have matching jerseys. Coed 5 Clinics 5 years old by the time clinics begin Article 4. Exception : Player may play up one (1) age division for teams with 7 or less players (if church does not have a team in appropriate age level) 11

All players shall fill out an eligibility form before playing in a game. RULE 3 BASKETBALLS Size : Midget Ball 5 yr. All line ups are to be in the scorer's book 5 minutes prior to game time; coaches should note in line up any player who cannot play full quarter and inform referees if player has a physical problem about which they should know. Section 4. TIME PERIODS: QUARTERS INTERMISSION HALF TIME Coed 7 & 9 5 minutes 1 minute 4 minutes Section 5. OVERTIME: NO overtime. Tied games at end of regulation play remain tied. 12

13 Section 6. TIME OUTS: Each team is allowed 2 time outs, consisting of one (1) minute each, per half and they may not be carried over into second half. Section 7. Section 8. CLOCK: The clock will stop only for time outs and shooting fouls (not every foul). The clock will stop on every whistle in the last two (2) minutes of each half. PLAYING TIME: All players present at a game must play two full quarters from beginning to end (i.e., playing half of one quarter and half of another does not fulfill this requirement.) Players who are ill or who are being disciplined may not play depending on coach's discretion and should not dress out for the game if sitting on bench with team. Exceptions: a) If a player is injured and cannot resume play. b) If a player is unable to physically play a full quarter coach should inform league office of such player by making note on roster when submitting it to league and also in score book in line up. Also, notify referees of any physical problem about which they should know. RULE 5 COACHES AND PARENTS Please read the Ethics section (Rule 8) of the Youth Rules. Section 4. Coed 5 Clinic: There must be a coach or parent representative for each team present at a clinic. Coed 7: Coach may walk up and down sideline during play. Coed 9: Coach must remain within 6 ft. area near their own team's bench. 13

14 RULE 6 FOULS Coed 7: Players cannot foul out of a game. Coed 9: Fouls are recorded and enforced. Bonus is shot on 7 th foul, two shots on the tenth foul. RULE 7 FULL COURT PRESSURE Coed 7 & 9: No full court pressure allowed. Players must play zone defense. If a player is making shots from outside, defense may send a player to guard offensive player. Zone defense may not extend past the press line; players may not hold the ball for more than 5 seconds the result is turnover. Coaches and referees are encouraged to teach the youth how to play a zone defense and instruct them to defend within three (3) feet of the key, not to the side lines. This violation should be handled in an instructional manner and will not result in a turnover. RULE 8 VIOLATIONS Coed 7: Violations are handled in an instructional manner. Traveling, double dribbling, three seconds will be pointed out but will not result in a turnover. Fouls will be called and shooting fouls will be awarded with free throws. Coed 9: Play will be officiated in a stricter manner. All violations will be called (traveling, double dribbling, three seconds, fouls, etc.) Result turnover. RULE 9 JUMP BALLS Each game begins with a jump ball. Directional play is used during the remainder of the game. 14
